Child care centers hope for limit increase as they prepare for more kids, state reopening

RICHMOND, Va. — As most of Central Virginia begins the first phase of a gradual reopening plan, many parents, who are non-essential workers, are trying to figure out what to do with their kids when they clock back in.

Child care centers like Primrose School at Atlee Commons and Child Time in Midlothian tell CBS 6 they have already started to see increased interest.

“We’ve already had a lot of families reach out to us and say that they would like to start coming back,” said Claire Habel, Director at Primrose School of Atlee Commons.

“Parents are eager to keep their kids at home. They want to do the right thing for their family, but they’re also ready to get back to a normal routine,” said Leigh Mertins, Director at Childtime in Midlothian.

Kim Hulcher with the Virginia Child Care Association says they have been in close contact with Governor Northam and his team to see how child care centers can better operate under Phase One of reopening.

“Up until this point, we have been serving essential families and beginning on the 15th we expect there to be nonessential workforce going back to work and needing child care. So, the Virginia Child Care Association has sent a letter of request to the Governor’s Office.”

The letter asks for three things, but the one day care workers see as most important involves increasing the number of children and teachers allowed in each daycare group.

Right now, the limit is 10 per room. Day care centers hope to increase it to 15.

“We’re about busting at the seams. If we are to start accepting them back and we have to maintain that group size it could be a challenge,” said Habel.

Some day cares say they may end up having to turn people away if that number were to stay the same.

“I still have one classroom that doesn’t have any children in it. Of course the ones that are already registered would get the first priority, but if somebody needed us then I would absolutely be willing to take them on if I have the space,” said Mertins.

By state law, child care centers are required to have a proper teacher to student ratio, a mandate that has also been adjusted with an executive order.

Mertins says some of her staff volunteered to not come into work due to personal reasons with COVID-19.

“Were going to wait and see and watch how the children come back. I have enough staff that work… some work part time and they should be working full time. So, I have a staff working full time hours before I start bringing those furloughed employees back,” said Mertins.

For right now, child care centers are continuing to make sure their environments are clean and ready for kids to return.

“We as a childcare setting, will do everything we can to make the process as safe as possible. We are following every precaution above and beyond,” added Habel.

Interview with a Serbian who took the “bronze” of the youth Euro with Branislav Ivanovic and Milos Krasic.

“YOU START TO GET USED TO BOMBS”

– Ivan, tell us what was your childhood like ? It is known that in the 90s Yugoslavia was not calm at all…

– My childhood was good. Yes, there were problems. There was war all around. But we calmly played football, did not pay attention to it.

– How is it?

– You know, when bombs fly over your head every day, you get used to it after a while. Then you just ignore it. After 5 – 6 years all this passed. The main thing is that everything is calm and good in our country now. In general, I remember my childhood as a good time.

– You are a pupil of the Partizan football club. ..

– That’s right. When I was eight years old, I got into this team.

– Did you already feel the principled nature of the confrontation with Red Star?

– We knew it was the biggest match in the country. When Partizan and Red Star play, the whole country watches the game. It’s as big a derby as a match between Boca Juniors and River Plate in Argentina or Inter and Milan in Italy. On matchdays, tension is all around you, both in the game and in front of it. This is the biggest duel in Serbia.

– You have passed all the youth teams of Serbia. With the youth team in 2006, they took the “bronze” of the European Championship …

– It was definitely the strongest team. Branislav Ivanovic, Milos Krasic, Mirko Vucinic played in that generation. It was a very good generation. At that Euro, we won bronze and we were a little short of getting through to the final. In the penalty shootout we lost to Ukraine. It was very disappointing, because it was a very strong team.

Was there a talented player on that team who did not reach his full potential?

– In this generation, everyone was revealed. Some more, some less. After the Euro everyone played somewhere. There are three or four players who have had great careers. Ivanovic had a great time at Chelsea, Krasic had a good spell at Juventus – they were all good players. Most of that team played in foreign clubs.

– After the success at that Euro, strong clubs wanted to invite you to their place. Serbian media wrote about interest from Germany. This is true?

– True. Bayer Leverkusen wanted to buy me, representatives from Hearts United were interested – this is Scotland.

– Why did you end up in KAMAZ?

– I don’t know why my agent and the president of my then club decided that. I myself wanted to go to Europe. But then the president of “Zeta” told me: “You are going to KAMAZ and you will play only for KAMAZ.

– Upset?

– You know, when a football player at the age of 22 does not get into the championship of a good level, then it is hard for him in the future. If you play well in a strong championship, then you are immediately noticed by agents and functionaries. And it was difficult to leave the first division somewhere. Well, which of the famous agents will notice you when you play with Chita? Even if you play well, no one will see you. And when you get into a powerful championship, everyone will know about you. I confess that at first I did not want to go, but then when I got to know the situation a little, I saw that the team was serious and only then agreed.

– Do you regret that transition?

– I’ll tell you honestly: I had a very good time in KAMAZ. There was a powerful team in Chelny. Three years in a row we were a little short of getting into the Premier League. We played very nice football. KAMAZ was a serious, stable team. We had good funding, there was a strong coach – Yuri Farzunovich Gazzaev.

What was your salary then?

– Sorry, but I can’t tell you that kind of information. It’s a secret. But they definitely didn’t offend with money.

Chelny was replenished with three Serbs that year. In addition to you, Branimir Petrovich and Nikola Grubestich came to the club. It was rumored that another player was supposed to go with you then?

– Yes, that’s right. This is striker Ivan Vukovic. There was also a proposal on him, the president of Zeta insisted that he had to go. But he didn’t want to. As a punishment, he then did not play for six months.

– Then there was nothing in the city. There was only one shopping center “Omega”. Then, two years later, one shopping center was built, then the second. And in general, the city itself has changed, it has become more beautiful. I think he’s even better now. Unfortunately, I didn’t get to go there again. I think it’s wonderful there now. I liked that there were no traffic jams. The weather was amazing. In general, it was very calm. A small town with no extra hype. The people of the city are very nice. At first I felt uncomfortable, but then after a couple of months I got used to it and really liked it.

Are the standards of living in Chelny and Belgrade comparable?

– They are difficult to compare. Chelny is a small city, and Belgrade is the capital of Serbia. Belgrade is somewhat similar to St. Petersburg. The Danube flows through it. This is a very beautiful city. Everything’s there. Both the youth and the adult generation know what to do with themselves. In addition, sports are very developed in Belgrade. There are strong teams in basketball, football and other sports.

How did you spend your free time in Chelny?

– I usually have lunch in a cafe after training. Sometimes the guys and I went to a bath complex with a pool, which was called “Dolphin”. Walked. Everything on this, because basically we were on the road all the time. I was in Chelny for seven days, and then spent the same amount on the road. Vladivostok, Tomsk, Novosibirsk, Kaliningrad… It was always like this. In the first division, you fly around the country a lot, play in different time zones.

What can you say about the level of the first Russian division?

– I think he was stronger then than he is now. There were good teams and good money. Now only RPL clubs have money. Back then, the budgets weren’t much different. 5-6 clubs that set goals to reach the tower had a higher budget than outsiders from the Premier League. Now I know that there are certain difficulties with this. The level was also higher because there were a lot of foreigners in the league then. Everywhere there were two or three strong legionnaires. Take us, for example: then we played a lot of friendly and cup matches with Amkar, Krylya Sovetov, Moscow – these are all Premier League clubs. And we always fought on equal terms, beat them, and lost only a couple of times. I won’t lie if I say that in those years it was harder to get into the Premier League than to keep a residence permit there.

– In your opinion, why did KAMAZ stay in third place in the first division for so many years?

– It’s just a series of failures. We then beat all the strong teams. Basically, we lost points with clubs that were noticeably lower than us. Besides, we played fair. We didn’t sell or buy matches. In one season, the Anji team made it to the top league. Let’s put it this way: they had options when they played home matches with special clubs. We played fair. Each time we lacked some three or four points.

Have you ever been asked to turn in a game?

– No, it never happened.

– Then how would you explain Kuban’s home defeat in 2008? The team was leading 3-1 to the break, but in the second half they conceded three goals and, in fact, switched off from the struggle for access to the RPL. Many assumed that it was a fixed match..

– I don’t believe in it, because it was, if I’m not mistaken, three rounds before the end of the championship. We had great chances to reach the Premier League. I do not believe that the club could pass the match at such a crucial moment in the tournament. By that time, Kuban was second, and we were third. If we had won this game, we would have gained one more point. Although, I confess, I heard about such rumors.

– You left KAMAZ when head coach Yury Gazzaev left the club. Did he invite you to go to the Samara “Wings”?

– Yes, he invited me. When he took over the club, they had big money problems. They talked about some debts, there were rumors that the team would be removed. They even missed the first pre-season training camp. Gazzaev said: “Wait, wait, Vanya. Everything will be OK”. I’ve been waiting for about a month. Then there was no more time left, and I left for Portugal. It was a good option. Although I really wanted to stay with him. He is a good person and a good coach.

– In your career, were there any good offers from clubs that you turned down, but now you regret it?

– Representatives from many Russian clubs called me. For example, Krasnodar. At that time, the club of Sergei Galitsky was still in the first division, but a year later they were in the top league. I got a lot of calls from first division clubs. There were some really good options. But I’m tired of flying back and forth across Russia. I decided that if there is no option from the Premier League, then I will go to another championship. There was an offer from Wings of the Soviets, Amkar showed some interest. But in the end, I chose the option with Nacional.

– How did a player from the first division get interested in a not the last club in Portugal?

– My transfer was handled by an agent. He sent them a video clip of my game. They liked me and they offered me a contract for four years.

– How do you like Portugal?

– It’s very beautiful there. You could swim in the sea every day. And this weather… A person should definitely see all this with his own eyes. This is a fantastic place!

– The levels of the Portuguese championship and the second most powerful Russian league were certainly different. Was it difficult to adjust to a new football, to a new level of resistance, to new speeds?

– No. The first division was then very strong and very difficult. Not only in terms of football, but also in terms of regular flights. I had to play not on the most beautiful fields. I remember that at that time the KAMAZ stadium had the best lawn in all of Russia. And the conditional “Chernomorets” had a terrible coverage. As for the Portuguese clubs, Porto was very strong. They had Falcao, Hulk, James Rodriguez in their squad… Benfica was also in great order with Saviola, Cardoza, Coentrau in the squad.

– Was it hard to hold back such powerful players?

– No. Football is a bit different in Portugal. There you play technical-tactical football. When we played with top clubs, we did not have the task of winning at all costs. Played with thoughts: “Be what will be.” We even beat Benfica and Porto two or three times at home. And when weaker teams came up against us, it was already more tense.

– In Nacional you played together with the future Zenit defender Luis Neto. Remember what kind of player he was?

– Yes, he was a very good footballer and, most importantly, a good person. Then he came from the second Portuguese league. And Nacional was a strong team. We have always finished the championship in the European Cup zone and even won Zenit once (4:3, – ed.) . At that moment, the Petersburgers were good, with Andrei Arshavin in the squad. No, he came as a young guy. The coaches saw him as a promising player. He trained hard every day. As a result, he left for Italy, and then for Zenit. He is an open and very positive guy.

“THE RETURN TO RUSSIA WAS A MISTAKE”

– Why did you return to Russia after two seasons?

– Because Nacional started having financial problems. The problem was not only in the club, but in general in Portugal. The President of Nacional assured me that everything would be fine. But I didn’t listen to him. Rotor invited me. Now I can say that this transition was a mistake. Then I was promised that the club was 100 percent going to the Premier League.

– If we compare two clubs – KAMAZ and Rotor – who was stronger in composition?

– KAMAZ! The composition of the Chelny team was three times better. Rotor had a good coach, and in general, the whole team was not bad. But the KAMAZ were much stronger. They included Spartak Gogniev, Vladislav Ignatiev, Vladimir Rykov, Alexei Kozlov, Anton Gudukin, Alexander Belozerov, Zaiko Zeba, Branimir Petrovich… There were a lot of great players.

– You played only one season for Rotor…

– When I arrived there, everything went well for the first six months. In the table we went in the group of leaders. The club had great fans. If we played a draw at home, it was a disaster. When the team does not score for 30 minutes, the fans already start screaming. Then there were delays in wages. After a year in the team, I realized that I was mistaken and left Volgograd. A year later, the team went bankrupt and withdrew from the championship. I know that now the club has a new stadium. I wish them that in one or two seasons the club will reach the Premier League.

– How did your career develop then?

– I returned to Serbia. There is a very good Cukarichki team here. The club was bought by a businessman and a year later we won the Cup of the country, were third for two years in a row and occasionally played in European competitions. There were good times. I played there for two and a half years. When I turned 33, I played one more season and then retired.

– Do you keep in touch with former partners from Russia?

– Yes, of course. Recently registered on Facebook, started Instagram. Slowly I am making contact with old friends.

– Do you follow how KAMAZ and Rotor perform?

– Constantly.

– What are you doing now?

– I am a beginner football agent. And I’m studying at a coaching school.

– Do you already have players with whom you have signed a contract?

– No, I don’t want to work like that. If I have any option, then I offer it to the players and clubs.

– Do you have any business? What are you currently doing for a living?

– Now I have two cafe-restaurants. And there is real estate that I rent and receive income from it.

– Have you ever been asked for advice by other Serbian players about whether they should go to Russia?

– Yes, I always tell them that Russia is a good country. In Serbia, they already love Russia. This is our sister country. Young boys who play in Serbia approached me and asked if I could help them with the transition to one of the Russian clubs. Many want to get to Russia, especially now that after the World Cup the country has one of the best football infrastructures in the world. In addition, the level of RPL has increased significantly. I think that in four or five it will grow to the level of the Premier League and the Bundesliga. The teams have funds, beautiful stadiums. Soon the best players in the world will want to play in Russia.

– Do you have a family?

– Yes, I recently had my second child. Now I have a daughter and a son.

– Is your son already playing football?
