Additional Child Care Resources

Home-Based Child Care Centers

A home-based child care provider may register with the Department. If the provider cares for up to 6 children in the provider’s home, it is considered a family child care provider. If the care is being given in the child’s home the provider is an in-home provider.


Becoming an In-Home Child Care and Family Child Care Provider

To apply to become a family child care provider or an in-home provider, complete the Jot Form application. The home-based provider may become certified with the Child Care Assistance Program (CCAP) after the registration process is complete. Once certified as a CCAP provider, the home-based provider can be paid for serving CCAP-approved children.


Step One: Registration

  • Completed Jot Form application for Family Child Care Providers or In-Home Providers

  •  Copy of a valid driver’s license or government issued photo ID

  • Copy of social security card

  • Pre-service Orientation Certificate

  • Completed Emergency Plan

  • Child Care Background Check (CCCBC) for providers, household members who are 18 years or older, and support staff (if applicable)–With “Eligible for Child Care Purposes” status. If you do not have a CCCBC you can apply through the CCCBC System. Contact [email protected] for questions.

  • Certificate of completion of CPR & Pediatric First Aid.

  • Certificate of Completion of Medication Administration training by a Child Care Health Consultant

  • Office of State Fire Marshal Inspection


Step Two: Inspection by LDOE

The physical inspection of the home by the LDOE will take place within 30 days of the documents being submitted.

Becoming a Certified In-Home Child Care and Family Child Care Provider

Registered providers must apply to become a CCAP-certified family child care provider or an in-home provider by completing the Provider Certification application.


Step Three: Provider Certification

  • Copy of social security card 

  • Completed W-9

  • Completed direct deposit form

  • Voided imprinted check or letter from banking institution with letterhead, account number, and bank routing number

  • Residence verification of physical address

  • Time and Attendance agreement

  • Pre-service Orientation Certificate

Provider Certification questions can be sent to [email protected].

Once these steps are completed, providers can begin serving children, but can only be compensated through CCAP for caring for CCAP-approved children.

    Registered Family Day Care (capacity 1-12):
    South Dakota law defines a Registered Family Day Care as one in which care is given on a regular basis for
    any part of a 24-hour day to 12 or less children from more than one unrelated family. This includes any
    children under the age of six who are living in the home. No more than four of the 12 children in a Registered
    Family Day Care may be under two years of age; and of those four children, no more than two may be under one
    year of age. Registered Family Day Care is a service provided in the provider’s home. Registration is a
    voluntary process where the applicants declare their intent to provide family child care and agree to comply
    with standards that have been established by the Department of Social Services. Registration is legally
    mandated when a provider receives compensation from public funds.


  •   Licensed Group Family Day Care (capacity 13-20 children)

    Licensed Group Family Day Care (capacity 13-20):
    South Dakota law defines a Licensed Group Family Day Care as a facility providing child care for a part of
    a day as a supplement to regular parental care for 13 to 20 children from more than one family, including
    the provider’s own children who are under the age of six years. A Licensed Group Family Day Care may be
    located in the provider’s own home or in a separate facility. Licensed Group Family Day Cares are mandated
    by law to be licensed regardless of funding source.


  •   Licensed Day Care Center (capacity 21 or more children)

    Licensed Day Care Center (capacity 21 or more):
    South Dakota law defines a Licensed Day Care Center as a facility providing child care for a part of a
    24-hour day to 21 or more children from one or more unrelated families, including the provider’s own
    children under the age of six years, regardless of the source of income. A Licensed Day Care Center
    may be located in the provider’s own home or in a separate facility. Licensed Day Care Centers are
    mandated by law to be licensed regardless of funding source. A Licensed Day Care Center may be operated
    as a nonprofit organization or as an independent, proprietary facility.


  •   Licensed Before and After School Program

    Licensed Before and After School Program:
    Licensed Before and After School Programs provide care and supervision before and after school hours
    for children who are five years of age or older and enrolled in school. Programs serve only school-age
    children and may be providing care for either part of a day or full-time during school breaks or in the
    summer months and are required to become licensed regardless of the funding source or location of the
    program. The exemption to this requirement is if the after-school program is providing educational or
    recreational activities for children who come and go at their own discretion.

The location of the childcare center is one of the main factors determining the cost of childcare. In general, home daycare centers in states with higher real estate costs and higher cost of living will be more expensive. In states where property is less expensive, you should expect to pay comparatively less for in-home daycare services.

The national non-profit organization known as Child Care Aware of America (CCAA) advocates for high-quality, affordable child care services in the United States. As part of a 2019 report, CCAA published data on the average annual cost of in-home child care for a single infant, as well as for an infant plus a four-year-old, across 47 states.

Licensing & Accreditation Status

Home daycare operators who are licensed and accredited by the state are usually more expensive than informal daycares that operate without a license.

However, that doesn’t necessarily mean that you should search for a daycare with no license because it costs less money.

The home daycare licensing process helps ensure that child care providers across the country are suitable caregivers for young children. State regulators enforce requirements such as CPR and first aid training, environmental inspections of the home, medical testing and background screening for care providers and other family members in the home, staffing ratios and other factors that directly impact the safety of your children. 

Provider Experience

Most child care providers determine their rates based on their own experience and the unique values they bring to the table. 

If the child care provider is a young, local parent with a high school education and some basic child care skills, they will likely charge less than an experienced daycare center operator with a degree in psychology and years of childhood education experience.

With that said, a highly skilled child care provider is absolutely worth the extra cost. Educated child care professionals have spent years studying the cognitive development of young minds and how to maximize their learning while creating a structured and caring environment. 

Child’s Age & Needs

Child care is a hands-on service, and kids need the right amount of individualized attention to reach their full potential. The U.S. Office of Personnel Management publishes recommendations for staffing ratios based on the age of children and the size of the group. 

For infants, staffing ratios of 1 caregiver for 3 or 4 infants are recommended, with a maximum group size of 8 kids. 

For toddlers aged 12 to 28 months, a maximum staffing ratio of 1:4 is recommended with a maximum group size of 12 kids.

For children aged 21 to 36 months, a maximum staffing ratio of 1:6 is recommended with a maximum group size of 12 kids.

For kids between 2 and 5, staffing ratios of 1:10 are recommended with maximum group sizes of 20 kids.

Once kids reach kindergarten age, a staffing ratio of 1:12 is recommended and group sizes can reach up to 24 kids.

Most child care centers follow some version of these recommendations. As a result, child care costs more for younger children because they require increased supervision with more attention. Many in-home daycares offer different pricing packages based on child age. Some states mandate that in-home daycare providers care for some maximum of kids under a certain age, so make sure any provider you choose follows your state laws.

Planning considerations for child care staffing have changed due to the COVID-19 pandemic. Centers are advised to recruit additional staff that can fill in if existing members fall ill or must remain at home to care for ill family members. While staffing ratios have not changed, the need to implement social distancing strategies as directed by the CDC could mean fewer space for children in centers across the country.

Hours

Your cost for daycare can vary based on the number of hours per day that you plan to leave your child at the daycare center. Most in-home daycares open between 7:30 and 8:30 a.m., closing between 5:30 and 6:30 p.m. If you drop your child off later or pick them up earlier, you may qualify for a lower rate.

Supplies

Some child care centers charge extra supply fees on top of normal daycare fees depending on what they provide. If your daycare center provides things like baby wipes, diapers, laundry service, toiletries (soap, handwash, sunscreen), or consumable art supplies, you may end up paying more to offset some of those costs.

Meals

Most in-home daycare centers have a system set up for providing meals to kids.

You may have the option of having the daycare center provide meals for your child throughout the day or packing them a lunch each day along with additional snacks. 

If you choose to have the daycare center provide meals for your child, you should expect to pay a little bit more. This is especially true if your child has dietary needs that may require daycare providers to make special arrangements or develop new capabilities.

Looking at the annual in-home daycare cost for your state can feel a little overwhelming at first, so it’s important to break it down into monthly or weekly budget items that are easier to manage. 

Most daycare centers will also explain pricing as a weekly or monthly rate, so you’ll want to know the conversions ahead of time to avoid being caught off guard. Here’s how to figure out weekly rates from the data we’ve provided above.

Weekly Cost Per Child

Start with the annual average child care cost for your state. If you lived in Florida, that would be $8,070. 

Next, divide that number by 52 to get the weekly rate.

$8,070 divided by 52 weeks works out to $155/week. 

Monthly Cost Per Child

If you’re planning to pay your child care costs each month, you’ll have to calculate your rate in a different way. 

Start with the same annual average childcare cost for your state. Let’s imagine you live in Rhode Island, so the average annual cost for infant care is $9,900.

Next, divide that number by 12 to get the monthly rate.

$9,900 divided by 12 is $825, so you would expect to pay around $825/month.

How Much Should You Charge for In-Home Daycare?

In addition to the safety and legal aspects of starting a daycare, there are also financial considerations that should be planned for. Initial start-up costs can run high, depending on the readiness of one’s home. Business owners should plan for unexpected expenses to make their home compliant with state regulations, as well as setting aside additional upfront costs such as marketing materials. These expenses, along with recurring costs, contribute to what one should charge for in-home daycare.

For an in-home daycare service, one should charge between $700 and $900 per month for each child. These numbers are consistent with the national averages of in-home child care costs. Although rates are dependent on a number of factors, one can reasonably expect to charge that much to keep up with expenses and remain profitable.

In order to understand the rates daycares charge, it is important to distinguish between the different types of daycare facilities. In-home daycare centers provide child care services within the residence of a professional caregiver. Larger child care facilities, on the other hand, are typically in commercial buildings. There also tends to be a greater amount of diversity, as in-home daycares often offer mixed age group settings. Thus, a familial feel is attributed to in-home daycares, while typical daycare centers may feel more like a classroom.

As a result of the differences between daycare facilities, there is a wide range of rates charged to clients. Rates can vary among types of daycares, as well as their locations and training. On average, in-home daycare centers tend to be more affordable than traditional child care facilities. This is largely because larger businesses are commercial properties, thus having higher overhead costs than a residential daycare. However, the most expensive type of child care is a nanny, with a national average cost of $596 per week.

Commercial child care centers incur significantly greater costs as a result of their size. They also take on additional expenses, such as property leases. The upfront costs are also much greater, as more appliances, hardware, and supplies are required. Caring after a larger number of children means that more staff are needed to comply with state ratios of caregivers to children. Classroom supplies, food products, monthly bills, and labor all cost much more at typical child care centers, which contributes to their high rates.

Business Expenses

A significant consideration when determining how much one will charge for their in-home daycare service is business expenses. In-home daycare owners face a number of upfront expenses, especially when first starting out. If the business owner’s home does not comply with state regulations pertaining to child care centers, renovations and upgrades must be made before the business can open. Initial supplies cost about $7,500 administrative costs tend to be around $6,800, and building renovation costs could potentially run up to $40,000 if a complete renovation is needed.

Despite these expenses upon startup, it still remains significantly cheaper to create and run an in-home daycare rather than a typical child care center. There are no additional building lease costs, as the business is run entirely out of the owner’s home. Administrative and supply costs are relatively low, as less items are needed. This is because in-home daycares provide care to less children than larger commercial centers. As a result, fewer supplies and staff are needed, which not only reduces costs, but can also make the business a bit easier to manage.

When deciding on rates for a daycare service, monthly expenses are among the most important to consider, as they are recurring and will consistently cost the business money on a regular basis. Such costs include food, toys, educational materials, utility bills, annual licensing fees, and labor. Labor costs will vary quite a bit between states, and should be determined based on the qualifications of the staff. The business owner’s salary should also be included in this calculation to give a more accurate representation of total labor costs. The number of staff will largely depend on state regulation, as many states have set ratios of caregivers to children.

Maintaining high standards of cleanliness and safety also translates into greater costs, which must be considered. Purchasing proper sanitizing supplies and ensuring the home remains safe is critical. Educational materials also must be purchased relatively often as well if it is offered. Some in-home daycare centers choose to eliminate this expense by requesting parents to provide the necessary supplies.

Average Rates

National averages of weekly daycare rates show that child care centers charge between $180 and $215, which amounts to about $720 and $860 per month, respectively. These numbers have also increased quite considerably since 2014. When factoring in both child care centers and family care centers, the average increase was nearly $50 per week. This increase shows how quickly and dramatically the prices of daycare can fluctuate. While there is not a specific clear reason for the relatively rapid increase, a significant portion of the revenue goes to complying with regulatory standards. Perhaps the most impactful of these standards is the staff to child ratio, which requires a high number of staff on duty, even for a small number of children.

If one is looking to open a daycare in the District of Columbia, California, Oregon, New Mexico, or New York, business owners may be able to charge more and remain competitive. This is because those five places are the top five least affordable for child care centers, which is based on the average care cost in relation to median family income.

In some states, such as Massachusetts, average costs can exceed $10,000 per year for infants. The most affordable states include North Dakota, Utah, Delaware, New Jersey, and South Dakota. In these states, daycare can be as low as around $300 per month. This can likely be attributed, at least in part, to the varying costs of living around the country. In states where there are lower labor costs, low house costs, and less strict regulation, daycare centers are able to charge much less. This tends to be geographic, with the most expensive in-home daycare centers being located in urban cities, while more affordable child care facilities are located in rural areas.

Contributing Factors

Many factors contribute to the cost of an in-home daycare. Age, for example, is a significant factor that impacts the rates charged by daycare centers. Younger children, especially newborns and infants, can cost much more than older children. This is because they require much more attention and care as a result of their needs. They need to be fed and have their diapers changed, which requires more work than older children. On average, in-home daycare centers charge $720 more per year for infants than four years old.

Location is also a factor that impacts daycare rates, which makes it especially important for business owners to first check other local rates. Not only will this likely make the daycare more reasonably priced for clients compared to others in the area, but it will also increase competition. By keeping rates similar or slightly lower than nearby daycare facilities, clients may be much more attracted to the business.

In-home daycare facilities that face higher costs, such as high renovation expenses, high utility bills, or high labor costs may also decide to charge more. Doing this ensures that the business will keep up with expenses while also staying profitable. Additionally, in-home daycare centers may face higher licensing fees if their business is certified to care for a larger number of children, for example. Thus, licensing and accreditation status also impacts what owners charge for their services. Although a business owner may have to charge more as a result of this status, it has been shown that many parents are willing to pay more for a daycare center that is licensed and is staffed with qualified caregivers. A study showed that 66% of parents are willing to pay more for child care services if the staff received safety training, such as CPR and first aid certifications.

The number of children the daycare expects to care for also plays a role in determining what to charge. If a relatively large number of children are going to attend the facility, then one may be able to charge slightly less, since the business expenses are spread over more children. Similarly, if only a small number of children are to be cared for, owners may have to charge a little more for their services.

The services offered by the in-home daycare are also a significant contributing factor. Some daycare centers offer tutoring or overnight care, which could justify higher rates. Further, experience and skills may also lead to higher rates, as experienced staff with specialized skills costs more than hiring staff with minimal qualifications. Despite the higher cost, experienced staff can prove to be an asset, as parents would likely feel more comfortable leaving their children under the watchful eye of more experienced caregivers. Also, some parents may be looking for a daycare center with bilingual staff or caregivers that have experience watching children with behavioral or developmental issues. In addition, many daycare centers offer meals for children. This could result in higher rates because food preparation requires additional time and financial commitment. Food must be ordered and prepared, which adds to expenses.

The success of an in-home daycare is dependent on a wide variety of factors and, while parents certainly consider cost, they tend to prioritize the quality of care. Successful in-home daycares gain a good reputation, maintain high standards, receive accreditation, and exercise exceptional care. Parents are likely willing to pay more for an in-home daycare service that achieves all of this, which is why it is important to run a safe and healthy facility.

It is also important to note that the rates are not permanently set, and can be subject to change. Over the past five years, daycares have charged considerably more each year. While keeping up with other businesses in the market is necessary, it is also wise to consider what clients are willing to pay before changing rates.

My choice of sphere, profession, path was quite conscious, not accidental. In general, I come from a family of trade unionists and planned to deal with trade unions, so I went to study at the Higher School of Economics at the Faculty of Law, because I wanted to deal with labor issues. In fact, I came to the Civic Assistance Committee, since a significant part of the questions, the answers to which I have to look for here, in practice intersected with the topic of my Ph.D. thesis – I wrote about establishing the fact of labor relations. I came, talked with future colleagues, it turned out that just at the moment I needed help in an educational project. My thoughts were something like this: “Now I’ll quickly help them figure it out, there’s nothing special to do there, because it’s just like 2 × 2 = 4, and then I’ll switch to labor issues.” Well, for three years now we have not been able to deal with these questions about getting an education. ( Laughs. ) At first there were two of us, now there are four, but I think this is not the limit, because children are still not taken to school, it is still impossible to arrange a kindergarten. This concerns not only refugees and labor migrants, who are in the focus of attention of Civic Assistance, but also Russian citizens. In general, it turns out infinitely that 2 × 2 = 5, although in the same Moscow we win almost all court cases.

But let’s talk about everything in order.

Civic Assistance Committee is a regional public charitable organization to help refugees and migrants. For more than 30 years, the committee has been helping refugees and migrants in Russia receive legal advice on asylum, citizenship, protection in courts, assistance in applying to government agencies, protection of the rights to housing, work, medical care, and education. For a long time, the committee helped mainly refugees and internally displaced persons, but since 2007, labor migrants have also been in focus.

Lawyers vs lawyers

There is a fundamental difference between a lawyer and a lawyer. A lawyer is personally responsible for what he does. If suddenly you make a serious mistake and you are deprived of the status of a lawyer, then you are actually deprived of the right to a profession. That is, if I am deprived of my status, then I will no longer be able to represent someone’s interests in court.

Some caste, of course, is also present. It is tacitly incorrect to compare who is cooler: a lawyer or a lawyer, but at the same time, there is a lot of status in belonging to the legal profession – this is a fact.

There is a code of conduct for lawyers. This is a fundamental document for us. We are obliged to act solely in the interests of our customer. In a word, there is a large list of these duties, so each case is perceived as very personal. But decent lawyers do the same.

Lawyers may appear in court on an equal basis with lawyers, but as a rule they cannot handle criminal cases. This is probably the key difference. I received the status of a lawyer relatively recently, but so far it has not come to criminal cases.

School, kindergarten and mandatory registration

So, back to the essence of my work. What are we fighting for? For equality. Schools and kindergartens are two different systems, two different planets. Kindergarten attendance is a legally optional story. The child may or may not go to the garden. He has no obligation to attend kindergarten. With school education, the situation is different: studying at school is the duty of every child and no formalities should interfere with this.

Now let me translate this into the language of the law. The obligation of the Department of Education to take the child to kindergarten arises at the moment when the parent submits the appropriate application. But the department’s obligation to enroll a child in school arises regardless of the application, one can say automatically. That is, studying at school is not the right of the child, but his duty.

In Moscow, only children of Muscovites or people with registration go to kindergartens. No registration at the place of residence? You can forget about the place in the kindergarten.

And it comes to the ridiculous: it happens that a child “stands” in line for three years and parents are told that there are no places, but within a week after the child has a residence registration in the capital, a place is instantly found. That is, he was some 200th in line – and immediately moves to first place.

It is quite obvious that we are given unreliable information about the lack of vacancies, but it is impossible to prove the forgery here. It is clear that Moscow is a fast-growing city, it is a metropolis where people come from different cities and countries. Naturally, many parents have a need to attach a child to the garden. If we are talking about those who are not Russian citizens, then this is extremely important for them, because a child who does not speak Russian, but goes to study in a Russian-language school, must take at least some basic language course. This greatly affects its further assimilation.

Primary adaptation in kindergarten would be ideal. As a result, we try to resolve the issue manually, bypassing the mos.ru portal. Moreover, such children, as a rule, have the necessary documents that are quoted: a refugee certificate, information about the status of migration registration – that is, there are no grounds for refusing them. In addition, in the case of refugees, the relevant federal law is also important, which prescribes assistance to such children. Nevertheless, they are placed in the general queue of children who do not have permanent registration in Moscow.

And here again it is very interesting. Indeed, often the story is this: a child could be born in Moscow, live all his life on the territory of Moscow, never even leave it (well, certainly not further than the Moscow region). And yet the lack of permanent registration means no access to the garden. Then we have to go through a completely idiotic procedure for establishing the fact of residence in Moscow, which essentially does not help much, since this status is not displayed on the mos. ru portal.

They never take him to the kindergarten, but then he still goes to school, where the teachers swear that he does not speak Russian well. Well, yes, we fought for the right to attend kindergarten for four years.

Now we have taken the initiative to the Department of Education so that those children who have all the legal grounds for living in Russia, but do not speak Russian well, could attend pre-school preparation courses in kindergarten. Almost all senior groups of kindergartens have this program, but now these courses function exclusively with reference to attending a kindergarten. And so we ask you to untie one from the other, so that it becomes possible to conclude a separate contract for receiving educational services to prepare for school for children who do not attend preschool institutions.

Now let’s talk about schools. Since there is a legislative obligation to enroll children in schools, then, in theory, nothing more than a statement from the parents and a birth certificate should be required. But now there is some kind of leapfrog with orders: either you can apply through the portal (mos.ru. – Note ed. ), or you can’t apply through the portal. These are all serious restrictions for parents. Initially, we were told that the only possible way to get into the school was to apply through this very portal in Moscow. Now the Ministry of Education offers to apply both through the portal, and in person or even by mail. But right today, the department of education writes an answer to the next application that it is allowed to submit an application only through the portal, and other options are not quoted. Why is that? Because the portal launches the process of per capita financing of children’s education. That’s how the system is set up. For every child who goes to school, funding is allocated from the state. At the same time, what is remarkable: all payments are tied to the BTI databases (technical inventory bureau. – Note ed. ) and calculations are made on the basis of registration at the place of residence or at the place of stay. So all those who do not currently have registration fall into the “blind” zone: both children who are citizens of Russia and children who are not. Foreign citizens cannot obtain such registration (all migration registration falls out). Russian citizens who, for various reasons, could not register themselves, also drop out of the system.

A lot of bureaucratic problems, a lot. For example, information about migration registration would be sufficient for enrolling in a school, but they are stored in the police database, and this database is not synchronized with the mos.ru portal. And school principals often tell us: “We have this child in the system that burns red, we don’t receive funding for him.” And as a result, this idiotic wording “burning red” prevents children from getting an education.

We had a case when a boy came to Moscow from Sochi, because he was undergoing treatment here, and then he stayed for rehabilitation in Moscow. The child is a citizen of Russia, but he was not taken to school in Moscow because he … does not have a permanent registration. That is, the situation is brought to the point of absurdity.

“Legally, this child does not exist!”

It may seem that we are at war with windmills and nothing changes. This is not true, of course. There has been a lot of progress over the past three years (I take the term that I work in the Civic Assistance Committee, because here I can speak with confidence). We are doing a lot of legal work. If three years ago we lost almost all court cases, now we are winning almost everything.

Unfortunately, there are problems with the execution result. However, we have already moved on to the next stage. Now, for example, we can solve some issues more generally and turn to completely different authorities. For example, we were able to achieve changes in the order of the Ministry of Education. This is an order that used to prescribe applying for school education only through the mos. ru portal, but now there is a provision that parents have the right to submit this application by mail or in person. This has not happened before, and this is a big systemic story. We are not alone in achieving this, but in many respects this is the merit of the committee.

Now we are working with the prosecutor’s office on the fact that there are still restrictions on the realization of the right to education. The Department of Education already knows that we are doing this work, they take our position into account. I will not say that our word is decisive, but we have become full-fledged participants in the dialogue, and this is already a lot.

Sometimes people ask me: “In the sense that the court was won, but the decisions are not executed? How it is?” But like this. This is an interesting point, of course. He discourages us too. When we apply to the court, we come up with some kind of demand – or, in everyday language, we ask to perform some kind of action. The court in its decision writes to us that we cannot predetermine the decision of the state body, but we can oblige them to reconsider your issue. This is what we live with, unfortunately.

All decisions are in our favor, but instead of taking some action, the court obliges the defendant to reconsider the issue. And we go around the circle of bureaucratic hell.

The main scope of work now is our attempt to build a system of interaction so that at least some of the problems can be solved manually. Let me explain what this means. If the Department of Education is entrusted with the obligation to enroll children in school, then our appeals should be considered, and some action should be taken on them. If it suddenly turns out that a child in Moscow does not go to school, then the task of the Department of Education is to take care of the fate of this child and arrange him for school. Now it is happening like this: for years we have been going and telling that, they say, look, you have a child and he does not go to school. And the department pretends that it [the child] does not exist. And it would be okay if these were all metaphors, but I will give you an example from one case, quite real. A child was sitting next to me, and at the court session they told me that legally it does not exist. And I answered: “But here it is, look! He sits next to me. Here he is definitely present here physically, but he does not receive education! It turned out that he was enrolled in the school in the end.

One in a million difficult stories

There are many difficult stories, all of them special and unique in their own way. I’ll tell you one. Once we were approached by a very, very problematic family, in which there are four children of school age, but none of them went to school. Parents crossed the Russian border illegally, tried to leave here for Europe, but here they were arrested, imprisoned for a year, and the children were sent to an orphanage for this time. The children there, of course, learned the language during this year, but after the parents were released and the children were reunited with them, problems began with getting into the school. This family can no longer leave Russia, but they also cannot legalize themselves in our country. Almost five years have passed since then.

At first, for a long time we could not arrange children for school, we lost the courts, nothing moved from the dead center. And at some point, my colleague, who for some reason never gives up, decided to simply send an application to all schools in Moscow – at random. We sent out the first batch – about 50 applications.

And then the director of one of these schools calls and starts asking: how did your children get to Russia, also on a truck? I answered a little aggressively, got angry: “Are you going to help or are you just interested ?!” To which the director replied: “Well, why do you immediately respond aggressively – my husband also came from Afghanistan to Russia in a truck. We are ready to accept your children.”

And really accepted them to the school. Next should be a story about how children learn remarkably, what brilliant abilities they have in various subjects, how they now graduate from school ahead of schedule with a medal or have already been nominated for the Nobel Prize. But there will be no such story.

And this is a very important point, which I want to say separately. When we help get kids into school, a fairy tale success story doesn’t follow. Then the usual work begins. These are ordinary children – with their own difficulties, with their achievements, with their own preferences. They just started learning – nothing else happened. And here the story of this family is also indicative, because in ordinary everyday life, after some time, it turns out that someone is good in mathematics, someone is bad in Russian. It is important to get used to the idea that after the milestone is passed and the children are taken to school, there will be no fairy tale. Moreover, some children may not want to study, play truant, receive reprimands for their behavior. However, that doesn’t mean they don’t have to go to school! Vice versa! You must definitely study, you must be like everyone else – in a good, in the best sense of the word. You just need to drive away the thought that since the children are at school, now they have something, which means that everything will definitely be fine. The fact that they went to school does not mean anything at all, but it is very important that they go there. We didn’t save anyone, we did what was necessary, period.

All the children of this large family go to the same school. And at the same time, one child turned out to be very capable, literally in all subjects. Two are learning. And the fourth turned out to have huge behavioral problems, just a thunderstorm of teachers. It turned out that he is incredibly talented in football. He was forced to study, he refused. (I also can’t say that we weren’t upset at this place: we made so much effort to get him into school, but he doesn’t want to study! And here I always try to remind myself that I seemed to think I was a god, as if I I know how a person is better, although in fact I can’t know this. ) The story about football became a revelation, and as a result, he was even accepted into some kind of youth team.

We have a landmark in the committee – this is Svetlana Alekseevna Gannushkina, the head of the committee, its ideologist and founder. She is, of course, in many ways the person we all look to. And when we take on the case of some person, let’s say a refugee, about whom we know for sure that he is not a very good person and has committed a lot of bad deeds, she says: “It is more difficult to help such people, but it is very important.” There is a lot in this of some kind of ancient Christian acceptance, unalloyed. And I was very imbued with these words when I heard them from her for the first time.

About burnout, friendship with applicants and talking to children about work

How to avoid burnout at work? I don’t really know the answer, because I’m… on fire! ( Laughs. ) Probably, there are several important aspects that allow you to experience all this over and over again. The Civic Assistance Committee works with both Russians and people from other countries.

When a person who does not speak Russian comes to me, in the presence of an interpreter, I explain to him what I will do in order to help the child get to school or kindergarten, how exactly I will do it, I receive from him a power of attorney to carry out manipulations, and then this person is completely eliminated from the process, because due to the language barrier, he still does not understand what is happening.

As a result, on the one hand, I distance myself a little from the applicant or the family, and on the other hand, I will immediately make a reservation, I don’t want to sound pompous, but as it is, I seem to be taking care of my child. I know his history, I know his problem, I know that no one else will deal with him but me, so this incredibly shortens the distance between us. It’s like my own child with his problems, seriously.

I work as a carpenter: I build houses, log cabins, I restore temples

Then, when this child finally gets to school, I usually end up on the parent committee, I am added to the class or school parent chat . .. This is due to the fact that the family often cannot communicate in Russian at the level required.

I am often asked how I manage not to be nervous before court hearings, how to keep my cool during the trial… And here again there is no answer, because I am nervous, and I am terribly nervous every time! I can’t perceive the processes in a detached way, because behind them are real people who are important to me. And every loss I experience as a personal problem, long and hard. I know that people are counting on me, waiting for help. And it’s not like they had anyone else they could trust.

So we, the lawyers of Civic Assistance, are usually friends with families. And that’s the beauty of being on a committee for me. I’m not just a lawyer. I am a person who can be called, who can be consulted. Such is the helping hand in an unfamiliar country, I am their guide. Our team – from lawyers to social workers – is somehow always next to the wards of the committee, such an unspoken rule, although, of course, no one forces you to invest and give all the best. But the atmosphere in our work is such that employees are selected with a similar worldview.

Often I hear that this is a big emotional burden, but in fact I am emotionally relatively comfortable – I have my own three children. I feel like some kind of … chicken-mother! And I love that feeling! My children know what I do, they are interested. Sometimes they even go to court with me. There was a very funny situation when a son in a kindergarten was asked who his mother was working for, and he answered: “Mom helps people whose houses have exploded!” It seems to me that this is a good definition of the word “refugee” from a four-year-old, but in the kindergarten they did not share my opinion, alas – they called me there and said that the child had some problems with his head, he was talking nonsense! And yet it is not bad, because teachers and educators gradually find out what I do and begin to seek advice on their problems and aspirations. Cycle of goodness in nature

What is it like to defend people’s rights in Russia? With the same rallies, of which there have been many again recently, I tried to help those who were detained to the best of my ability. Moreover, both in the courts and in the police, everyone absolutely understands (and some even share!) What we say to them. Some say in plain text: “We would let you go at all, if it were our will!” And here, of course, the question arises: “And whose will is this?” Okay, we understand everything.

But there is also a very important, good trend. Why do we need a state at all? This is a mechanism that helps different people who belong to this state to exist in it. Now it turns out that the mechanism does not work very well. But any society needs regulatory mechanisms, any society must be regulated somehow. At that moment, when the state ceases to cope with the functions of regulation for some reason, the process of self-regulation suddenly begins. Some crazy number of volunteers appear, civil society is forming quickly. And people learn to act for themselves and “for that guy” somehow, to defend common interests. And it’s so great! In fact, what does not work from above, does not work as prescribed at the national level, suddenly begins to work with tripled strength in another place, but pursuing the same interests. During the pandemic, our refugees suddenly received support that they had probably never received before. We were brought food for them, bought things, a huge number of people called the committee with the question: “How can I help right now?” And this is taking into account the fact that it was so hard for everyone at the beginning of the pandemic. But there were forces to help others. This is indifference.

We have happy stories with adults. Just yesterday, a man called whom we helped a year ago. He had a lot of different problems. And now he calls to tell that he bought an apartment on a mortgage, in this apartment he is ready to equip a bed and provide it free of charge to one of those who now need help. This is some kind of cycle of goodness in nature. This is probably the best, most important thing. This is the pivot point.

Queues and crossings
What if the child is on the waiting list for a kindergarten in a certain area, and the family changes their place of residence. How is this decided by law?
– In Bataysk, there is no separate queue for a specific kindergarten. There is a single city queue. Information about which kindergarten parents plan to send their child to is necessary in order to satisfy the wishes of the family as much as possible. If your child does not attend kindergarten yet and is registered in the database of future pupils of the preschool educational institution, then on reception days (Monday, Wednesday from 9.00 to 13.00 and Thursday from 15.00 to 18.00) you can call the recruitment commission of the Department of Education at 6-31-20 and tell you that you have moved, and in this regard, give new information about the child.
If your child is already attending a preschool and you have moved to another area of ​​the city, you can also contact the head of your preschool educational institution and write an application for transferring the child to another kindergarten. Your application will be reviewed by the acquisition committee and, if possible, satisfied.
Tell me, please, this year we are planning to come to Bataysk, now the child is 2 years old, he is on the waiting list for kindergarten in Rostov (Voroshilovsky district) for 2013 at kindergarten No. 15. Will I have to re-join the queue after moving in Bataysk or can I change the queue?
– Despite the fact that the queue for kindergartens in each city of the Rostov region is separate, in your situation there are the following options for resolving the issue: if you find those who want to exchange a queue with you in Bataysk for a queue in the Voroshilovsky district of Rostov-on-Don, the recruitment commission will not object and will assist in this. We also recommend that you already now, before moving, register your child in the citywide queue for a place in the Bataysk kindergarten. It is not forbidden to be registered in two queues at once.
Personnel issue
Why in kindergarten “Lebedushka” in groups of one teacher? This has been going on for weeks, even months. Due to the fact that there is no replacement, educators do not go on sick leave, but go to work. At whose expense are streamers made about the 75th anniversary of the region and the like, why are they in kindergarten?
– In fact, in the city, as well as in the country as a whole, there are problems with teaching staff, including with the staffing of preschool educational institutions. To date, 32 vacancies for educators have been opened in Bataysk preschool institutions. The Department of Education, together with the heads of educational institutions, is actively working with the employment center, organizing job fairs to solve this problem. We will be glad if new, active, creative people who love children come to work in the kindergarten. We are waiting for everyone.
In addition, during the summer period, teachers go on vacation so as not to disrupt the educational process during the school year. Therefore, educators have to work in groups all day. As for the illness of employees, here everyone has the right to go on sick leave and be treated. Nobody restricts him in these rights, the personnel issue at the time of illness of the employee is decided by the head of the institution.
Visual campaigning, banners, advertising signs, etc. in preschool institutions are necessary to inform you, parents, residents of the microdistrict, as well as instilling an aesthetic taste and developing the curiosity of our pupils. They are purchased at the expense of funds earned by the preschool institution in additional education, voluntary donations from sponsoring organizations and sponsors.
Top student and new school
Tell us on what basis children are selected for the Student of the Year competition. My brother moved to the 10th grade, he studies well, goes in for sports, does not smoke, does not drink, everyone respects him at school, he goes to the Olympics. Not a round A student, but a stable good student. Does he have a chance?
– The Student of the Year competition has been held in Bataysk for 5 years. According to the Regulations on the competition, the school stage of the “Student of the Year” is held first. At the school stage, the candidate is nominated by the classroom team, the school administration, or there may be self-nomination. The winner of the school stage represents his educational institution by participating in the city competition. Your brother has a real chance to participate in the school stage “Student of the Year – 2013” and compete for victory among other candidates on a competitive basis.
A new school No. 8 (in Aviagorodok) is opening in our district, and agitation is already beginning, they say, go to study at this school, it will be good, and so on. And they even say that it seems like you need to enroll in school right now. My son is 4 years old. Tell me, do I really need to register in advance at one of the schools? And what will happen at school number 8?
– There are rules for the admission of citizens to the municipal educational institution of the city of Bataysk. They are developed in accordance with the Law of the Russian Federation “On Education”, the Model Regulations on an educational institution, approved by the Decree of the Government of the Russian Federation dated 19.03.2001, No. 196. According to these rules, applications from parents (legal representatives) are accepted upon reaching the age of 6.5 years from March 10 to July 31 of the current year by a general education institution serving the microdistrict of residence of a citizen.
The teaching staff and administration of MBOU OSOSh No. 1 (since 08/01/12 – MBOU SOSH No. 8) are working on the development of an educational program for the institution, where one of the directions is the creation of cadet classes.
Need more comfort
We go to kindergarten No. 148. We handed in a fee, they looked like a “work off”. All these are trifles, all for children. We hoped that the group for the little ones would be cozy. Let there be good wallpaper, curtains, tables in it, but the multi-tiered beds came out unsuccessful. The child on the bottom bunk will lie very close to the floor. In other groups, the gap between the floor and the first tier of the bed is much larger. The walking area is fenced with a picket fence, but inside the metal poles are not painted. This is clearly visible if you go inside the playground for kids. The toilet room also needs to be improved…
– Last year, a major overhaul was carried out in the early age group of MB Preschool No. 148: the heating system risers were replaced, euro windows were installed, interior doors were replaced, new linoleum was laid in the group and locker rooms, modern light-colored matting was glued, the ceiling was repaired. A campaign has been launched to replace children’s furniture: a play wall, tables and chairs have been replaced. Plans to replace the wardrobes for children’s clothes. Taking into account the specifics of kindergarten groups (lack of bedrooms), in the early age group, as in all other groups, standard industrial three-level beds are installed that comply with GOSTs and are allowed by SanPin 2.4.1.2660-10. The restroom has been refurbished. The overhaul of the bathroom is planned for this academic year, subject to the availability of funds.
Equipping the group with modern didactic games, teaching aids, toys will be updated and replenished during the school year.
The walking area of ​​the early age group is separated by a wooden fence, which was purchased and installed last year. Despite the fact that the repair week at the preschool educational institution has been completed, preparations for the new academic year continue. All painting work on the territory of the kindergarten, including the fence on the area of ​​the early age group, is scheduled for July 20, 2012.
Note:
During the preparation of the material for publication, the editorial office of the Vperyod newspaper received a letter from employees of kindergarten No. 148, who were outraged by the unfair assessment of the young age group.
– In 2011, a major overhaul was made in the group: 2 euro windows were installed, 3 interior doors were replaced, new linoleum was sent in the group room and in the locker room, the ceiling was repaired, new curtains were sewn, new chairs and tables were purchased in accordance with the height indicators of children.
Since the early age group is visited by very young children (born in 2010), the walking area in all kindergartens must be enclosed with a fence. In July last year, the administration of the MB preschool educational institution replaced the old fence with a new wooden fence, the shape and color scheme of the children’s fence (light, pastel colors) was thought out. Children, parents and employees were delighted with this purchase. As for the safety of the fence, all requirements are met.

We have already talked about how to properly distribute the household load and how to teach relatives to respect your work. Today we will analyze with you family manipulation, which is associated with inequality in the distribution of responsibilities, and often this manipulation is combined with financial violence.

    A typical picture

    The women of our society are sacrificial. Many, when they get married and have children, take on an unreasonably large amount of work, even if no one asks or forces them to do so. For example, my client wakes up before everyone else, goes to cook breakfast, feeds the whole family, sends her husband to work, and sends her older child to school, and takes her younger child to kindergarten. Then she goes to work herself, returns before her husband and runs to take her offspring to various circles, in the evening she feeds the whole family. He gets up at night to the children if they cry, ask for a drink, get sick. The husband comes home from work in the evening and rests.

In general, if a person is sacrificial, he will be surrounded by tyrants and manipulators. Together or one by one. Because the victim herself, by her behavior, unconsciously attracts tyrants to herself. Makes her feel like a victim. It becomes very convenient for another person to have such a lifesaver next to him, even if he is white and fluffy with others.

    How to deal with this family manipulation?
