On November 19, 2021, the Government of Saskatchewan announced funding will be provided to licensed facilities to reduce parents’ out-of-pocket child care fees. Facilities will be responsible for reimbursing parents. The funding will only be provided to child care facilities that are licensed with the Ministry of Education.

We accept proposals for the development of new licensed child care centre spaces from parent groups, non-profit corporations, co-operatives, municipalities and other interested organizations.

A centre may provide services to:

  • Children ranging in age from six weeks up to and including 12 years of age.
  • A maximum of 90 children.

How to Get Started

  1. Determine the child care need in your community and know what other learning and care services already exist.
  2. Ensure you’re incorporated. Child care centre operators must be incorporated. Agencies incorporated as non-profit corporations, co-operators or municipalities are eligible to receive funding.
  3. Complete and submit your Community Needs Assessment form to the Program Manager for your region. This form identifies the child care needs of your community.

What Happens Once You Have Applied

Proposals are placed on a space development request list with other agency applicants. When funding for new child care spaces becomes available, this list serves as the starting place for approving funding for new developments.

Not all proposals can be approved when funding for spaces becomes available. Requests with the potential to provide quality service and become operational within a reasonable time frame may be considered for approval. Others will remain on the space development request list for future consideration.

Chronicles of children’s hell: a scandal breaks out in one of the preschool institutions of the Moscow region

Fans of the famous Marquis de Sade showed up in a kindergarten in Krasnogorsk. The educators of this children’s institution applied strict measures of education to the kids. Now they will have to explain themselves to the employees of the Investigative Committee.

PHOTO: Gennady Cherkasov

children are often naughty and do not want to go to kindergarten, so when little Mila (name changed) told her mother that the teacher was strangling her, she didn’t believe it right away, but she saw in the parent chat that other children also tell all sorts of horrors about their teachers. According to them, they were often punished for some trifles, scolded and even beaten.

Then Svetlana Stenkina decided to use a trick and put a voice recorder inside her daughter’s favorite toy. After listening to the recording at home, the poor woman’s blood literally boiled in her veins from indignation and resentment.

Kindergarten No. 17 is located in Bolshoy Putilkovo, a new district of Krasnogorsk. In fact, this is a whole children’s town – the institution has as many as 5 buildings, the last one was put into operation quite recently. And many parents dream of sending their kids there, although this is not easy – there is a queue in the kindergarten. Firstly, there are special groups for children with speech delays and mental development, and secondly, according to the website of the preschool institution, the employees work on innovative educational programs. Of course, the fact that they are so innovative, mothers could not even imagine in a nightmare.

Tatyana Loginovskaya’s son categorically refused to go to the group, so the mother decided to watch through the glass what was going on there. What he saw explained a lot in the behavior of the child: the nanny, when the baby came up to ask something, rudely pushed him away. The horror on the face of the child and the speed with which he recoiled from the adult aunt who swung at him convinced the mother that this was not the first time this had happened.

Both children, Tatyana’s son and Svetlana’s daughter, went to the same speech therapy group.

“When I listened to the dictaphone recording, I was simply in shock,” Svetlana Stenkina later told TV reporters. “The workers cover the children with a three-story mat.”

“Eat a tattered goat”, “I’ll tear off your legs now”, “I’ll beat you” – this is not a complete dictionary of vocabulary, which the mother managed to record with the help of a hidden voice recorder.

As soon as the dictaphone record was shown to the head of the kindergarten, she immediately fired the “lit up” nanny. But, according to the kids, other employees of the kindergarten behaved no better. Therefore, the scandal could not be hushed up.

The Main Investigation Department of the Russian Investigative Committee for the Moscow Region opened criminal cases under Art. 156 and 293 of the Criminal Code of the Russian Federation (failure to fulfill the obligations of raising a minor, negligence). And the head of the department took this case under personal control: acting. Head of the Main Investigative Directorate of the Investigative Committee of Russia for the Moscow Region Ya.A. Yakovlev will have to report to him on the progress of the investigation.

Unfortunately, the case of rudeness and violence against children in a preschool institution in Krasnogorsk is far from the only one. Many parents in the comments to this story on social networks wrote that their children were in similar situations. This is especially true for the smallest, who, due to their age and speech problems, cannot even complain to their parents.

“The caretaker took my child out into the corridor because he was not sleeping and left him standing there all the time during quiet hours until the other children wake up,” writes one of the mothers.

“I, too, like going to the garden, so my son is hysterical. I used to think that I was just acting up, but now I thought, what if he also gets it there? another worries.

And one of the parents admitted that everything described in the kindergarten in Krasnogorsk very much reminds her of her own childhood: “So many years have passed, and nothing has changed in our kindergartens. Why do these people go to work with children if they hate them so much?” she asks a reasonable question.0005

According to child psychologist Maria Sivakova, only total video monitoring of their work can protect children from violence by kindergarten teachers.

“There should be cameras in all areas and employees should be aware of this. And those who are caught on the fact that they treat their pupils rudely should be fired not of their own free will, but as completely unsuitable for working with children. Some teachers like to justify their aggression by saying that the children took them out, that they behave terribly, and so on. But in their labor contract it is written that the teacher is obliged to find an individual approach to each child, including difficult, “uncontrollable”. And if you don’t know how or you don’t have enough patience and endurance, then you need to change your profession. I had to deal with children who were bullied by kindergarten teachers. Many of them then began to stutter, they developed enuresis and other problems, and it is very difficult for a psychologist to work with them, because they do not trust adults.”

A kindergarten for 300 children was commissioned as part of the Buninskiye Luga Residential Complex

photo: mos. ru/invest

A permit was issued for the commissioning of a kindergarten as part of the Buninskiye Luga residential complex. The preschool institution has been assigned a postal address: Sosenskoye settlement, Kommunarka settlement, Alexandra Monakhova Street, Building 80, Building 4, said Igor Voystratenko, Chairman of the Moscow State Construction Supervision Authority.

“The new kindergarten is the fourth preschool facility built on the territory of a large-scale residential area. It is designed for 12 groups of pupils of junior, middle, senior and preparatory ages. The total area of the three-storey building is 4700 square meters. Mosgosstroynadzor issued a commissioning permit to the developer after the department issued a conclusion on the compliance of the object with the design documentation based on the results of a comprehensive audit,” said Igor Voystratenko.

PIK is the developer of the Buninskiye Meadows project. The kindergarten is designed for 300 kids. Now the developer will have to transfer the kindergarten to the city, after which he will open the doors for children. The garden was built away from noisy highways, which is environmentally friendly, convenient and safe for both the children themselves and their parents,” added Anastasia Pyatova, chairman of Moskomstroyinvest.

The building is equipped with group cells with bedrooms, playrooms and dining rooms. There is a security room and a catering unit on the ground floor. On the second floor there is a sports hall, and on the third floor there is a music hall. There is also a medical office, rooms for circle sections, classes with a psychologist and a speech therapist. An elevator with a carrying capacity of 1000 kilograms was installed.

The inner territory of the kindergarten has been landscaped, conditions have been created for children to have an active and varied pastime: playgrounds with a special rubber coating, shady canopies and sports equipment have been installed, landscaping has been completed, including trees, shrubs and flower beds.

The head of the capital’s supervisory agency recalled that on behalf of Moscow Mayor Sergei Sobyanin, the Committee pays special attention to the quality of construction of social facilities in the capital.

“Over the entire period of the construction of a new kindergarten on Alexandra Monakhova Street, the inspectors of the Committee, together with specialists from the subordinate Center of Expertise (GBU “CEIIS”), conducted nine on-site inspections, taking into account the final one. In order for the building to be safe and functional, the experts carried out laboratory and instrumental studies, which assessed the quality of the structures being built and the materials used for compliance with the requirements of the design documentation,” Igor Voystratenko specified.

As part of a large-scale quarterly development in the settlement of Sosenskoye, in addition to residential buildings, the investor is creating an extensive social infrastructure that will be transferred to the city.
