 Voucher-based Child Care

The programs described below provide vouchers for families to obtain care in licensed child care centers, licensed family child care homes, or license-exempt care. The family may choose the type of care that their child receives.

  • CalWORKs Stage One Child Care: This program provides child care to CalWORKs families when they first become engaged in welfare-to-work activities. The California Department of Social Services administers the Stage One Child Care program through county welfare departments and families enrolled in Stage One are able pay for in-home license-exempt child care with their Stage One voucher. Families can stay in Stage One Child Care until they have been off cash aid for 24 months. For more information about Stage One Child Care, please visit our CalWORKs child care webpage.
  • CalWORKs Stage Two Child Care (C2AP): CalWORKs families move to this program when the county welfare department determines they are stable. Families can remain in Stage Two or Stage One until they have been off cash aid for 24 months. CDSS contracts with Alternative Payment Program (APP) agencies to administer Stage Two. Small portions of the services in Stage Two are also administered by the California Community College system through on-campus centers or vouchers for students. Families in Stage Two are not able to pay for in-home license-exempt child care with their voucher. For more information about Stage Two Child Care, please visit our CalWORKs child care webpage.
  • CalWORKs Stage Three Child Care (C3AP): Families that have exhausted 24 months of CalWORKs Stage One or CalWORKs Stage Two Child Care after they have been off cash aid transition to Stage Three Child Care. This program provides care if funding is available, and if the family’s income remains at or below 85% of the state median income. CDSS contracts with Alternative Payment Program agencies to administer this program.   • Alternative Payment Program (CAPP): Alternative payment programs use federal and state funding to provide vouchers for eligible low-income families. Alternative Payment Program agencies helps families enrolled in CalWORKs Child Care or CAPP arrange child care services and makes payment for those services directly to the child care provider selected by the family.
  • Migrant Alternative Payment Program (CMAP): Migrant Alternative Payment Programs (CMAP) Migrant Alternative Payment programs issue vouchers to eligible, migrant families that can be used to purchase child care and development services with child care providers throughout California’s central valley. This program provides services for children birth through 12 years of age, and for older children with exceptional needs. Funding for services follows families as they move from place to place for agricultural work.
  • Emergency Child Care Bridge Program for Foster Children (Bridge Program): The Bridge Program addresses child care needs as a barrier for families otherwise willing to bring a child in the foster care system into their home, and for parenting youth in the foster care system. It provides time limited vouchers for child care and child care navigator services. There is also Trauma-Informed Care (TIC) training and coaching component for child care providers to enhance their ability to provide nurturing and safe environments for children. The Bridge Program is not an entitlement, instead it is a time limited “bridge” to long-term child care solutions used at the time of placement to stabilize children in the best possible settings ensuring that caretakers have adequate support to balance their work and home lives.     Direct Contracts – Title 5 Subsidized Child Care

    Center-based direct-contract child care and development programs are administered by CDSS and the California Department of Education (CDE). CDE administers the California State Preschool Program while CDSS administers the General Child Care Program (CCTR), the Severely Handicapped Program (CHAN) and the Family Child Care Education Home Networks (CFCC) Program. To operate these prorams, the State contracts directly with child care centers and Family Child Care Home Education Networks for a fixed number of child care slots. Title 5 contracted programs must meet Title 5 and Title 22 regulations. However, Title 5 regulations require more stringent child-to-adult ratios and staff qualification than Title 22 programs.

    • General Child Care and Development (CCTR): General Child Care and Development Programs, including CCTR and Family Child Care Home Education Networks, are state and federally funded programs that use centers and family child care home networks operated or administered by either public or private agencies and local educational agencies. These contractors provide child development services for children from birth through 12 years of age and older children with exceptional needs as well. These programs provide an educational component that is developmentally, culturally, and linguistically appropriate for the children served. The programs also provide meals and snacks to children, parent education, referrals to health and social services for families, and staff development opportunities to employees.
    • Migrant Child Care and Development Programs (CMIG): Migrant child care and development programs use centers and family child care home networks operated or administered by either public or private agencies and local educational agencies. These programs provide child care and development services for children from birth through 12 years of age and older children with exceptional needs. These programs provide care that is culturally, linguistically, and developmentally appropriate for the children served. The programs also provide meals and snacks to children, parent education, referrals to health and social services for agricultural families, and staff development opportunities to employees.
    • Children with Severe Disabilities (CHAN): The child care and development services for children with severe disabilities program provides federal and state funds for providing children with exceptional needs with additional access to child care and development programs up to 21 years of age. The program is located in the San Francisco Bay Area.
    • Family Child Care Education Home Networks (CFCC): Family Child Care Education Home Networks (CFCC) serve families eligible for subsidized care. CFFC are a consortia of licensed family child care homes in a community that provide child care and development services, parenting education, social and health services referrals. Family Child Care Education Home Networks also provide training for child care providers and their staff as well as quality assessments of participating licensed family child care homes, development profiles for the children enrolled in the program and support parent involvement.
    • California State Preschool Program (CSPP): The California State Preschool Program (CSPP) is administered by the California Department of Education (CDE). The CSPP provides both part-day and full-day services that provides a core class curriculum that is developmentally, culturally, and linguistically appropriate for the children served. The program also offers meals and snacks to children, parent education, referrals to health and social services and staff development opportunities to employees. CSPP is administered by the CDE through local educational agencies, colleges, community-action agencies, and private nonprofit agencies.        The California Head Start State Collaboration Office

      Head Start is a national program administered by the Office of Head Start (OHS) within the Administration on Children, Youth and Families, Administration for Children and Families (ACF), Department of Health and Human Services. Head Start programs provide comprehensive developmental services for children from low-income households from birth to entry into elementary school. California’s Head Start program is the largest in the nation.   In California, many Head Start programs use both Head Start funding and federal and state funding to provide a full year and full day of services for children and families who qualify. As a result, the California Head Start State Collaboration Office (CHSSCO) exists “to facilitate collaboration among Head Start agencies and entities that carry out activities designed to benefit low-income children from birth to school entry, and their families.” The CHSSCO partners with State agencies and local entities to leverage their common interests around young children and their families to formulate, implement, and improve state and local policy and practices. For more about the CHSSCO and the work, please visit the Head Start Collaboration Office website.

          Let me start by mentioning that I’ve never written a review before and never complained – or about a place before. I’m basically a doormat person because I never talk, I’m too passive and I’m too good. However, my experience here was very uncomfortable, my friend and I found very disturbing things about this hotel and the staff made us and our complaints feel very invalid, which is the main reason I am writing this review.
          I’ll start by saying that my friend and I complained TWO. We complained last night and today when we checked out. As my friend was talking to the front desk about our complaints, a member of staff approached the manager and started talking to him, the manager didn’t look at or acknowledge us and he actually walked away and didn’t confront us. They told us that they couldn’t compensate anything and that “it’s out of their control”. They made us feel like what we complained about wasn’t even a problem and made us feel like we weren’t valid. They were happy to take our money, knowing that their place is a disgusting environment!
          If anyone is considering a holiday at this hotel and checks the reviews, I highly recommend that they consider what I should mention about this.
          THEY HAVE BAD AIR CONDITIONING AND THEIR ROOMS ARE HOT BOXES!
          – Upon entering our room, it was a hot box! The air conditioner didn’t work at all.

          I arrived at night, the hotel could hardly do well due to the lack of a sign. Upon entering I notice a moldy smell. There was a work horse-type luggage contraption or a regular luggage transporter that was barely
          Bolted down Wirh big nail. Upon entering my room, I felt that this was the source of the smell. The plumbing was terrifying, like mummies under the sink. The carpet was dirty. All ice machines were broken so to get ice I had to get on line at the front desk. Vending machines were like slot machines. The housekeeping man did well given what she had to work. Message to the owner if you really even read these reviews: I know “sorry for the inconvenience and new mismanagement” By the way got a photo. The only thing I can say is that I sure have learned my lesson.

          This place is a dump. No kidding. I would love to share pics of a moldy ceiling, a clogged toilet that was left with fecus in it for 3 days. Gym equipment 98% broken. This is one of the most disgusting places I have ever stayed. For the money they charge you can get a good seat elsewhere.

          The hotel was very good. The hotel has a bar, restaurant, swimming pool and gym. They are all next to each other too. The rooms are really nice too and its across the street from the convention center which comes in handy if you are going to do something at the convention center.

          Our client Marlene Ballard recently stayed here after a performance nearby and had a very good experience! The life of a touring artist can get pretty tiring and demanding at times and having a place as good as it adds up in a matter of hours can really turn things around. The room was lovely, very clean and quiet and there was an onsite restaurant with a breakfast buffet in the morning to help make the next day start smoothly.           The rooms are dirty! Terrible service! Don’t stay at this hotel. The photo of the lobby is beautiful, it’s a scam! 2 days without air! No compensation for inconvenience. This place is a dive! Dirty numbers! Dirty corridors! It’s really less than 1.

          This was one of the worst hotels I’ve been to. The rooms were disgusting, covered in random stains and smelled terrible. We ended up staying at a cheap motel nearby, much happier with the cleanliness of the rooms. I never left the hotel after flying and being exhausted, but I felt cleaner, covered in airport grime.
          This is a hotel that may have been good in its glory days, but it is a far cry from what it is today. I urge you to ignore any positive reviews about this place as they are probably from a better time.
          The only saving grace for this place is that they were very kind and helpful when we asked to change rooms. It’s clear they want this place to be good and successful, but they don’t understand the detail and cleanliness required to run a hotel.
          Don’t book your reservation here because you will exit as soon as you see the room.

          I went to the hotel for a conference. The staff were very nice but the hotel itself is quite run down. It was nothing quite obvious, but a lot of little things. Faucets and soap dispensers broken in the bathroom, untidy landscaping, lint in coffee cups, etc. Even the tablecloths in the conference room were really wrinkled. The food wasn’t bad, but it was obvious that it was rehearsal frozen food (tastes kind of like a freezer). Again, it wasn’t anything blatant, but a lot of little things that added up. The place has potential but they really need to step it up.

          The interior was beautiful and the staff were very nice. As soon as we walked down the hallway to our room it smelled like mold, I guess it was the carpets. The room had a good view but it is old and dirty. Blankets and sheets were not washed and were stained! Stains on the toilet seat. Who would like to sit on a painted toilet seat? Hair all over the bed… I understand your under new management, but you have no problem with our money, how do you know your hotel is disgusting? Not professional. It has so much potential but I would not recommend this hotel to anyone. If you are planning to stay here check your rooms and sheets before unpacking.

          This hotel is currently under new management so there are some changes and kinks still being developed. I worked at an event and my experience may differ from yours. Food: I would say that the food from the little food shop in the hotel is quite good. I had the Chinese chicken salad and it was amazing. Room: The rooms have an uncomfortable bed although the sheets are great! Some rooms had trash cans and fridges (Remember they do renovations)

          I have been to this hotel before and I would like to come back again before I do, as it is the first time, it had a large space and so can do sports Mall next to me the gym and pool was so good and the kitchen was so amazing it just looks like an apartment basically lol but i would like to come for my birthday 23 august… next mont thanks god bless.

          Management and staff knocked it out of the park. They took excellent care of my client. Wholesale has been incredible helping us provide a nice clean room for an extended number of days. We will definitively refer future clients to this property. The location isn’t bad either – close to LA and Anaheim.

          This is a good hotel. The staff are very friendly and helpful, starting with Corliss. I communicated with her every day and she was always very helpful. The rooms were clean and the premises were kept. My room had a problem with the AC unit and we were moved to another room. There is a nice bar and a very good restaurant located here. I would stay here again!

          Motel 6 was better value. Last year I stayed down the street, it was much cheaper and I had better amenities like a microwave and refrigerator. I was expecting an update while staying here and the decor is okay, but that’s about it. In my room there was exactly one wash cloth. The air conditioner sounds like a diesel truck. My key won’t let me into the pool. They wanted to charge me an additional $50 a night for “contingencies” because I was using a debit card which they would refund a week later if not using any contingencies. The floors in the hallway are hollow and you hear every footstep as you walk along. Overgrown open pavilion. I’m not spending my money here next year when I can spend significantly less and be just as good, if not more so.

          Hair in the bathroom. Not a plug to take back. Dont go 2nd floor 0 ##. My room was 072. Absolutely disgusting! expecting to relax in a hotel room just arriving. And with this. Worst hotel. The waters came out misty. It took about an hour to get another room. Oversized, all rooms are bad. The water smells. Stains on the carpet. Broken wall. Stains on curtains. Unsanitary conditions. Do not go.

          They gave us coffee bags but not coffee machines. Every time the air went out it smelled awful. The rooms look great. Beautiful view. Bathroom door stuck to carpet. It is difficult to push the door to close.

          Average hotel. There was no extractor fan in the bathroom so mold and corrosion were evident. Definitely my room smelled old. They had some new cosmetic changes like faucets, wallpaper, etc. But it was like a bandaid for the elderly and broken in the room. The vent and ac system didn’t work really well for the cool down room, the vent was very old and dirty. The return air was very dusty.
          The floors in this hotel are not for the clumsy!
          Pieces and bumps everywhere.
          Also the beds were lumpy.
          This hotel is in some extreme need of a makeover.

          Today it is an unpleasant, unsanitary, inefficient and run down place. Looking at it from the outside your opinion will differ, but there are surprises waiting inside.
          The only view from the window was the trees…absolutely nothing in view due to tree blockage.
          The exit next to the bed does not work. Toilet seals cracked to say the least. Breaks a dead bug into the wall and stains everything down the door frame. In addition, there is a blue ribbon on the door frame.
          I went to get ice and the ice machine on the third floor is down. No vending machine on this floor so I went to the front desk to complain and the lady says I don’t have housekeeping here right now to resolve the error but thanks for letting us know. Its funny i saw 3 housekeepers before i found out the ice maker was broken from 2 others and then 2 more when i got back to my room which is 7 right here…
          And to top it off… I tried to relax in the restaurant downstairs, and that was a bust. The food isn’t bad, but the drink prices are outrageous. $7 for 1 crown and $20 for patron and sprite… WOW! I don’t know what this institution is so proud of, they should be a little ashamed!?

          My stay at Radisson-Ontario this weekend was a nightmare. The first TV does not work. My husband, called the front desk, the guy came in and after turning the TV on and off, the TV still didn’t work right. We left a room for an event in the ballroom. We got home very late at night, there was no hot water to take a shower, since it was very late we didn’t call a report. Then we realized that the refrigerator was not working. Ice makers on all floors do not work. In the morning we wanted to take a shower, no hot water so far. My husband is called at the front desk. The man he spoke to said “oh yes, no hot water and we don’t know when it will be fixed.” At that moment I was too upset to tell anyone. We quickly put our things together and checked out immediately. Department of Health go and check this hotel I will not be returning to this hotel and will not recommend it to anyone.0005

          I use to stay at this hotel often to date, this will be my last time here, I don’t know what’s going on with this place or the staff but this place appalling now the front desk ladies have no customer service very unprofessional very rude i will contact the bbb and complain about many thing that happened here i would suggest you pay an extra $20 to stay somewhere else we had no hot water from last night i tried this morning still no hot water, tv take a good 30 minutes to turn on, last week on saturday there were about 10-15 children under 18 hanging running around the corridors, my husband calls the time registration fir third because nothing was done registration decides to turn off the phones due to all the complaints that are going around and all he could say is I’m just not here to help oh me! Customer service is always understaffed horrible.

          Found a dead fetus in the toilet bowl. I keep calling the front desk until someone finally answers but only hear on the other line, ¨Is your refrigerator working? ¨ as a fact the fridge in my room didn’t work…horrible. And my room smelled of butthole. And wtf with old donkey exercise equipment. I couldn’t make any proper profits and now im looking for everything soft.

          We just completed our National Youth Prayer Conference and the Radisson was one of the 3 hotels we used because it’s close to the convention center. I have been doing meeting planning for over 25 years and this is the worst I have ever seen. We used over 180 rooms for over 4 nights accommodating 4 youths per room. I have never received as many complaints ever as we did when using this hotel. Complaints range from dirty towels to bed bugs. I just found out that my special guest speakers have been forced to move to other hotels. This is my first time ever writing a hotel review but in this case I feel responsible.

          My family and I attended the Los Angeles Anime Witch Convention portion held at the Radisson Hotel. The staff were friendly and helpful. I did not book a room and
          Dine at the Radisson Hotel (although I did get to smell and see the continental breakfast from the Central Staircase, it looked and smelled appetizing.) I did, however, visit some of the first and second store display areas, all of which were clean temperature controlled rooms. The hotel’s showrooms had matching chairs and tabletop lighting for a game room, an electronic game room, a manga reading room, and a karaoke room. I don’t go to the dance hall, unfortunately. Not guilty at the Radisson hotel. I had a pleasant experience at the Radisson Hotel.

          The first room I was put in did not have ventilation and air conditioning. The window screen was broken, the crank on the window was broken. The toilet didn’t flush. The building SHAKE when the train went on – heard the trust reversers from the airport all night long, after all the crank on the window was broken. I was told they were at 100% capacity and I couldn’t be moved. The next morning I told them that I needed to move or move out. They put me in a room on the ground floor that smelled of mold. The floor was soft and uneven. Last morning there, cockroaches appeared in the sink. Do I need to say more? This hotel has only refurbished. PS – don’t eat at the bar.

          Surrounded by other hotels, anyone who has ever stayed at an airport hotel knows that the Radisson hotel is located. From the outside the building doesn’t look too good, also not on the stairwell, but the rooms inside are clean and somewhat updated. Nice, cheap place to stay.

          At check-in, the registrar proceeded to charge our card $50 in case of unforeseen situations, although we made a reservation for hotels for $88. We asked why the card was being charged without us being told anything and we were told it was the standard. Then, we were given a room on the other side of the hotel. We asked why we were given a room on the other side of the hotel when they were completely empty. The clerk then gave us a room which was right down the hallway. Entering the hallway, which looked like a war zone without carpet and mold under the wallpaper, we hoped the room wasn’t a reflection of the hallway. Walking down the corridor, we felt as if we were about to sink through the ground due to poor construction. Upon entering the room, the air conditioner was turned off. We turned it on and it took 30 minutes to cool the room down and we had to sleep with blankets because the room didn’t cool down completely. We tried turning on the TV with the remote control and manually turning it into the TV, after a few minutes the TV finally turns on. Later, we tried to use the shower, which was dripping water from the showerhead. The office chair was missing two wheels and the room smelled moldy and musty. No air vent in bathroom. Most things were cheaper to replace in the room except for the toilet (which looked at least 30 years old). Even though we asked for a late check out the maid kept opening the door every hour in the morning until it was check out time. The security lock was broken and there was no “do not disturb” sign.

          Almost the worst hotel I have ever stayed in. With a name similar to Radisson, I expected a lot more. At first the corridors were smelly and dirty as we are rooms. The rooms had a musty and musty smell. At least a dozen bed bugs died in our room. Internet access was limited at best. The air conditioner was loud and didn’t work very well. Breakfast was about the quality I expected from a gas station and cost me 15 bucks for a runny nose oatmeal 5 or 6 pieces of fruit and coffee. I could go on but with that much said ill leave things as they are, I would not recommend this hotel to anyone.

          We stayed here for 3 days, we reported our TV didn’t work and they never fixed it. The halls were dirty. On our last night 3 staff members opened our door “accidentally” and scared us. Like, they thought we were gone. Who’s cleaning up after midnight?! The last morning when we were packing my son was found in the bathroom looking at me like a cockroach, but of course they denied it, saying it was a “water bug” and exterminators were soon to take care of the problem . So why rent a room you know there are mistakes?! Never again will we stay in such a terrible place.

          I had a great time when I was there from 3/21 to 3/23/2015. The staff was good. The rooms were clean. For an airport and railroad to be there, it was very quiet. The rooms are very well insulated. D Street Grill was awesome. Our bartender, Matt was great. Very friendly and hardworking. I would definitely recommend this place. I’ll be back.

          Very very disappointing. Had to get shifted around for 3 different rooms due to things not working. They let me know damn breakfast is running but nothing else and it’s 8 night. I have them at the back where the train is essentially outside my window, the spa is not taken care of nor is it heated, I have a loud disgusting clicking noise frm thermostat, elevator stuck 3x, no microwave in the room and below average personalities walking in the rooms . Your money can go much further in just about any other hotel in the Ontario airport area.

          I can’t believe I have to be here for another two and a half weeks. Internet is slower than dial-up, there is nothing high speed about it. It took me 15 minutes just to write an email and send it. Some pages don’t even load, and there’s no way you’re going to watch streaming video. The TV is good but only has maybe 15 channels to watch, not to mention they are the worst channels on TV that no one wants to watch. Most of the buttons on the remote don’t even work, I don’t even know why even the “Best TV” button doesn’t exist, it doesn’t do anything. When I stay in a hotel I want to relax, not sit and have problems, do the things I want so. The hotel itself is pleasant. Friendly staff and cleanliness and ok food but this is going to be a very long two week trip. I have stayed in the worst places that give the best amenities. Let me boss, send me somewhere else.

          The toilet in my room looked like it was concocted from some kind of starter chemical. Woke up in the morning and noticed a strip of plastic lying across the floor. Took me a second to realize that it was a corner from a wall that fell down in the middle of the night. The AC unit was off so the load couldn’t hear the TV. The location of the hotel is terrible. Registration is not the most helpful. I think their clients are not taking a proactive approach with their clients. In other words, if you want to know, you’d better ask.

          If I ever go back to Ontario, I would sleep in my car before checking back to the hotel. I am sure this is the worst hotel I have ever stayed in my life. The service provided is terrible. Everything I dealt with at the hotel was useless. The wireless internet is too slow to load up on the Google home page. Called the front desk to let them know that their internet is down, he referred me to their tech support line so it could bring up for them. Hmm sorry. Isn’t that your job?!?!             While the long-term impact of these programs on California as a whole is multifaceted and complex, the immediate impact on beneficiaries is somewhat easier to quantify. The resources available to each Californian (i.e. their income after taxes and benefits such as health care) can be compared to an estimate of the resources needed to meet their basic needs (poverty threshold varying depending on factors such as family size and local cost of living) to designate them as “in” or “out of” poverty and thus determine the level of poverty in the state. Several such metrics have been calculated, including the Census Bureau Supplemental Poverty Measure (SPM) and the California Public Policy Institute for Poverty Measurement (CPM). The current CPM poverty rate is 20%, but if social security benefits were excluded from family resource estimates, it would increase to 28%. In other words, one-third of the people who would have fallen into poverty if welfare programs did not exist have been lifted “out of” poverty by welfare programs. [1]

            About a quarter of this effect (a 2 percentage point reduction in the CPM poverty rate) is due to CalFresh, and another quarter is due to earned income tax credits (the federal EITC and the new CalEITC). The 1 percentage point decrease (about 380,000 Californians) is due to CalWORKs. [1] Similar effects are achieved by nationwide programs. Using the SPM, the tax credit reduces poverty by 2.5 percentage points, and the FLICK (of which CalFresh is a part), SSI, and housing assistance are reduced by 1 percentage point (about 3,300,000 US residents each). The reduction in poverty of just 0.2 percentage points is due to TANF (of which CalWORKs is a part). [2]

            Medi-Cal

            B California Medical Assistance (Medi-Cal) California Medicaid program serving low-income families, seniors, people with disabilities, foster children, pregnant women, and childless adults with incomes below 138% of the federal poverty level. Benefits include doctor visits, emergency care, hospitalization, maternity and newborn care, mental health and drug treatment, dental care (Denti-Cal), vision care, and long-term care and support. [3] As of May 2015, there were approximately 12.5 million people enrolled in Medi-Cal, or about 32.4% of California’s population. [4] [5]

            CalWORKs

            CalFresh

            CalFresh is the California implementation of the federal Supplemental Nutrition Program (SNAP), formerly known as the Food Stamp Program, which provides financial assistance to help the poor in California purchase food.

            State Co-Pay Program

            The State Co-Pay Program (SSP or SSI/SSP), also known as the Supplemental Nutrition Program (CLICK, CalFresh) cash-out program, is a state supplement to the federal Supplemental Security Income (SSI) and provides SSI recipients with funded government additional food benefits instead of SNAP benefits. SSI recipients in states that provide government SSI co-payments are not eligible for SNAP/CalFresh under 7 U.S.C. § 2015(g).

            Healthy Families Program

            The California Healthy Families Program (HFP) was the California implementation of the federal Children’s Health Insurance Program (CHIP), which provides low-cost insurance that provides medical, dental, and vision coverage to uninsured and uninsured children. eligible for free Medi-Cal.             General Assistance / General Assistance

            The California Welfare and Institutional Code provides that: [9]

            General assistance was said to be “inconsistent, fragmented and widely differentiated” with assistance ranging from $160 per month in Santa Barbara County to $360 in neighboring Ventura County. [10] In Orange County, as of July 2012, assistance was $277 per month and was limited to three months over a 12-month period for residents deemed to be able to work. [11]

            California has provided general assistance in one form or another since the mid-1800s, and much of the language goes back to Poor Law 1901 years. [10] [12] [13] San Francisco Proposition N 2002, colloquially known as Care Not Cash, was a San Francisco ballot measure sponsored by Executive Gavin Newsom intended to cut funds allocated under the general assistance programs for the homeless in exchange for shelters and other services.

            County Medical Services Program / Indigent Health Program

            Indigent Health Program counties can be divided into county Health Services Program (CMSP) and County Medical Services Program (MISP) counties. [14] There are 34 CMSP counties and 24 MISP counties. CMSP county programs are largely run by the government, while MISP counties manage their own programs with their own rules and regulations. Many patients from the county’s CMSP and MISP programs are expected to transition to the county’s LIHP/MCE/HCCI programs and eventually Medi-Cal/Medicaid when ObamaCare provisions go into effect in 2014.

            The city and county housing authorities administer the Home Choice Voucher Program to pay rent assistance to private homeowners on behalf of low-income families, as well as overseeing the Community Development Grant (CDBG) eligibility and the HOME Investment Partnership Program (HOME) funding.

            Local housing authorities were created following the signing of President Franklin D. Roosevelt on September 1, 1937 of the Housing Act of 1937, sometimes referred to as the Wagner-Steagall Act, which provided for the U. S. government to pay subsidies to local public housing agencies (LHAs) to improve living conditions families with low incomes. 21 March 1938 Gov. Frank Merriam signed into law several laws, including the Housing Authority Act and the Housing Cooperative Act, which establish housing authorities in every city and county in California and allow for the creation of joint powers for district housing authorities. [15] The Housing and Community Development Act of 1974 signed into law by President Gerald Ford later amended the Housing Act of 1937 to create Section 8 Housing, now known as the Housing Choice Voucher Program. The California Department of Housing and Community Development (HCD) Housing Assistance Program (HAP) operates as a local housing authority in 12 rural counties: Alpine, Amador, Calaveras, Colusa, Glenn, Inyo, Modoc, Mono, Sierra, Siskiyou, Trinity, and Tuolumne.             Personnel development

            Personnel development programs provide a combination of education and training services to prepare people for work and help them improve their job prospects. In its broadest sense, workforce development efforts include secondary and post-secondary education, on-the-job and employer-led training, and publicly funded vocational training and employment services. Title I of 2014 The Workforce Innovation and Opportunity Act authorizes employment and training services programs and establishes a “universal” delivery system. [16]

            In California, the Governor, the California Workforce Development Board, the Employment Development Department, and local workforce development boards administer the program. [17]

            State Automated Welfare System (SAWS)

            State Automated Welfare System (SAWS) is a county-administered public assistance eligibility and registration system, such as a case management system for eligible county employees receiving benefits from CalWORKs, Welfare to Work, CalFresh, Medi-Cal, Foster Care, Refugee Assistance, District Medical Services Program, and General Assistance/General Assistance.
