Athens is a city and county of Athens, Ohio, United States. Athens is the home of Ohio University, a large public research university with over 20,000 students.     Athens is located in what was once the eastern region of the two main mound-building Native American groups, Adena culture c. From 1000 BC to 200 AD and Ohio Hopewell Tradition, c. 300 BC – 700 AD ^{[8] [9]} By the mid-eighteenth century the Shawnee, an Algonquian tribe, were the main tribe of Native Americans living in the area.     During the first session of the Second Territorial General Assembly, held at Chillicothe from November 23, 1801 to January 23, 1802, the General Assembly passed a law establishing an “American Western University” in Athens. The act was approved by Arthur St. Clair, Governor of the Northwest Territory 9January 1802. ^[12] However, no university named American Western University will be created. Ohio became a state in 1803, and on February 18, 1804, the state legislature passed legislation establishing “Ohio University” in the city of Athens. ^[13] Athens received city status in 1912, after the 1910 census showed that the population exceeded 5,000 inhabitants, a requirement for city status in Ohio.

    Initially, large tracts of land in Athens and Alexander Townships were allocated under a contract between Congress (under the Articles of Confederation) and the Ohio Company of Associates, a group of American Revolutionary War veterans. These lands were given to Ohio University by the federal government. It was the first federal land grant for a university, predating the Morrill Act by more than 70 years. At first, the lands were mostly leased, but due to the fact that many landlords did not pay rent, most of the land was sold. The sale of these lands funded the growth of Ohio University.     Athens is home to the annual Halloween Block Party, a massive international spectacle that draws media attention from around the world every year. Ohio University citation by the British Psychical Institute as the world’s most frequented institution of higher learning; Citing Athens as one of the 10 most haunted cities in America; and the annual Halloween celebration have doubled Athens’ reputation as one of the 10 scariest places on Earth and the “Halloween Capital of the World”. ^{[29] [30]} Athens was lauded as one of the fifteen most haunted cities in America on the Fox Family Channel special “The Scariest Places on Earth”, which aired on October 23, 2000. Locals familiar with the history of The Ranges criticized Fox’s portrayal as sensational and misleading as to the details of the situation. ^[31] The block party gets more and more guests every year, and for this reason, the celebrations and security grew in it. The event caters to an estimated 20,000 to 30,000 dressed-up party-goers across four gated blocks on the outskirts of the city.

    Annual Festivals

    • Blackout Fest is held annually at The Union Bar & Grill and features performances by many local, national and international indie rock artists. ^[32]
    • The Athens Community Music Festival is held every August. In 2017, two dozen local teams were involved. ^[33]
    • The “Under the Elms” concert is held at OU College Green from June to early July with the Community Band (consisting of faculty, students, alumni and community members).
    • For many years, the annual Spring Festival has been held on the OU campus.     Athletic

    Ohio University provides intercollegiate athletics, including Ohio trotting football, men’s basketball, and women’s volleyball. 2010 Sports news Athens ranked 9th in the list of “best sports cities”8th out of 402 eligible cities, ahead of much larger cities such as Norfolk, Virginia; El Paso, Texas; Spokane, Washington; and Fresno, California. ^[36]

    Athens’ recreational facilities include a public recreation center, several city parks and playgrounds, community gardens, soccer fields, an arts center called Arts West, two indoor off-leash dog parks, and an extensive scenic trail system on city lands adjacent to Stroud. Ran State Park and Blair Preserve, owned by the Athens Preserve. The Athens Skate Park is the second largest skate park in Ohio. The Athens Ohio Community Recreation Center (Athens Community Center), known to locals simply as “The Recreation Center”, offers programs in athletics, childcare, sports camps, social events, and more. Located in the East State Street neighborhood, the center is accessible from the Hockhocking Adena Bikeway. Leisure facilities include an outdoor pool, skate park, fitness equipment, indoor walking and jogging track, event spaces and playgrounds. The Department of Arts, Parks and Recreation actively supports various community recreation initiatives. It sponsors summer and fall adult softball which is popular among the people of Athens and the surrounding area. The recreation department has organized men’s, women’s, and co-ed leagues, although co-ed leagues have shown the most active participation in recent years. Football leagues are organized year-round and programs are offered at the Community Recreation Center, Ohio University, and the Athens Football Academy. Youth sports such as football leagues, summer camps and little league are also supported by the locals. Programming for the arts is provided through Arts West, Dairy Barn, and Ohio University. Sells the park is located in the eastern part of Athens, near the Ohio Public Recreation Center in Athens. Sells park includes 22.5 acres (980,491.87 ft²) and includes Sells Pond, an area of ​​1,876.03 square yards (1,568.60 m ² ) pond. Strouds Run State Park is located near the city, bordering the city limits.     B The Hockhocking Adena Bikeway is a reusable tarmac road with its main hub (mile marker 0) at the Athens Community Center on East State Street. The trail extends 16.4 miles (26.4 km) NW to the intersection of Robbins and Hawking College in Nelsonville and on to the Rocky Brands complex next to Public Square and approximately 1.5 miles (2.4 km) further on east on East State Street and U.S. Route 50 to South Canaan Road (24A Athens County Road). Access points with parking are located at Mile 4 in West State Street Park, 10. 2 miles away. Rt. 682 at Plains and mile 16.4 at Crossing and Hocking Robbins College.     Trails

    The Athens Trail Network is a network of multipurpose trails radiating from Sells Park at the end of Avon Place. A series of twelve trails and connecting lines branch out into the surrounding forests, heading east to eventually connect with the Strouds Run State Park trails. The trails are designed for walking, running and cycling, although some sections are off-limits to cyclists. Trails offer scenic views of the East State Street commercial district and pass famous landmarks such as Sells Pond, Riddle State Nature Reserve (also known as Hawk Woods), Boulder Cove, Turtlehead Cave (also known as Blue Ash Rockhouse), Finger Rock, Pioneer Cemetery and Dow Lake in Strouds Run State Park. The trail network is maintained by community and university volunteers. ^[38]

    Athens is governed by a mayor-council form of government. Elected officers include the mayor, auditor, treasurer, seven council members, and council president. The mayor, auditor, and treasurer are elected to four-year terms. Council members and the council president are elected for a two-year term. The four councilors represent each of the city’s four wards. Three members of the council are elected at large. The President of the Council shall vote only in case of a tie. City Hall is located uptown on Washington Street.

    Athens is also served by the Athens District Health Department, the Athens District Planning Authority and the Athens Employment and Family Services. Athens has strict parking regulations. Since 1911, a professional police department has been operating in the city, working around the clock and seven days a week. Today, the force consists of approximately 30 officers plus a similar number of reserve and support officers. ^[39] Ohio University also has a police force with about 25 officers. ^[40] Each of these departments work well together and support each other. Both have extra help when the county sheriff needs it. The Athens Fire Department, founded in 1830 and became permanent in the 1930s, has two stations with about 30 employees. They work 24 hours a day for 48 hours. The department not only covers the needs of the city’s fire department, but also Ohio University. ^[41] City is part of the County’s Superior 911 system. This system is able to locate landline or registered cell phone users and send text messages or phone alerts to those who have registered. ^[42]

    The city has a large number of rental houses/apartments that are checked by the Housing Code. ^[43] The City of Athens is the county seat and is home to many county government offices and the county courthouse at the corner of Court and Washington streets. Each of the three Commissioners of the District of Athens is usually from Athens. Athens is the stronghold of the Democratic Party. President Barack Obama visited the city and Ohio University at the end of the 2012 presidential campaign. The city and Athens have voted Democratic in every presidential election since 1972 except 1984

    Education

    Ohio University is a public university located in Athens (over 30,000 students ^[44] ), which is located on 1,800 acres (7.3 km ² ) campus. Founded in 1804, it is the oldest university in Ohio, ^[45] the oldest in the Northwest Territory, ^[46] and the ninth oldest public university in the United States.     Outside of Ohio University, Athens residents are served by the Athens School District, founded in the late 1840s and consisting of five elementary buildings: Pre-K (Chauncey), K-6 (East, Morrison-Gordon, The Plains). & West), high school (grades 7-8) and Athens High School is the home of the “Bulldogs”. In 2018, a large tax levy was introduced for the demolition and redevelopment of East, Morrison and High School. Plains Primary School and Athens High School will be renovated.     Transport

    The railway came to the city in the 1850s, the last passenger train ended in the early 1980s. ^{[ citation needed ]} There are a few freight trains left passing by the city. The first 4-lane road to and from the city appeared at the beginning of 1970s. SR 32 from Athens to Cincinnati was completed in the early 80s. Four lanes from Athens to Belpre/Parkersburg was completed in the late 1990s at the junction of US-50, SR-32 & 7 with I-77. ^{[ citation needed ]} In the early 2000s, the SR-33 “Super-2” highway was completed, linking Athens to I-77 at Ravenswood, WVa. In October 2013, the last section of the 4-lane highway was completed, bypassing the two-lane Nelsonville road on SR-33 linking Athens to Columbus.

    Ohio University has a modern regional airport ^[56] about 15 miles southwest of the city near Albany off. US-50/SR-32 is named Gordon K. Bush: Airport. The runway is just over 5,000 feet long with a landing system, lighting and hangars.

    There is a public bus in Athens which is free for students and staff of the educational institution and at a reduced price for pensioners and students. There are several routes inside the city and one to the Plains. ^[57] The OU has a bus system that connects to the city’s bus system. Many student housing complexes have their own bus. Athens also has an intercity bus route from Athens to Columbus, Cincinnati, Marietta, Ohio, and Cleveland running twice daily with stops in between. ^[58]

    Health

    The Ohio University’s Historic College of Osteopathic Medicine was founded in 1975. It is currently the only osteopathic medical school in the state that offers the Doctor of Osteopathic Medicine (DO.) degree. The college is accredited by the American Osteopathic Association. At 1993 Barbara Ross-Lee, MD, was appointed Dean of the Heritage College of Osteopathic Medicine; she was the first African American woman to serve as dean of a US medical school. The Historic College of Osteopathic Medicine has 814 students on three campuses in Athens, Cleveland and Dublin. ^[59] Ohio University is a partner of University Medical Associates (UMA), which was founded in 2003, and is a health care provider in various areas of Athens, both on and off campus. UMA’s mission is to provide medical services to the people of Southeast Ohio while providing clinical training opportunities for future osteopathic physicians. ^[60]

    Ohio University also operates Campus Care, an on-campus clinic for enrolled students. ^[61]

    Additionally, Athens is served by OhioHealth O’Bleness Memorial Hospital a 140+ bed non-profit community hospital founded in the early 1920s as Sheltering Arms Hospital. The O’Bleness Hotel, built in the early 1970s, overlooks the Hawking River and is close to the university’s campus. The O’Bleness Emergency Department (as well as Lab and Radiology) is open 24/7, 365 days a year. There is a helipad next to the ED. The hospital is home to the Cornwell Center, which has a catheterization lab, a cardiac/pulmonary rehabilitation program, and medical offices. The center of Kastrop houses the Athens Cancer Center, medical offices and a government pharmacy. O’Bleness was in a management agreement with OhioHealth from 2010 until early 2014 when O’Bleness became an integral part of the OhioHealth system. ^[62]

    Hopewell Health Centers operates several healthcare facilities in Athens, including Athens Mental Health and Primary Care Clinic (90 Hospital Drive), Resitation Adult Crisis Program (7976 Dairy Lane), District WIC Program Athens (215 Columbus Road, Suite 106) and the Early Childhood Program (9 Kenny Drive). Hopewell Health Centers offers comprehensive mental health, dental, and primary health care services. Sliding fee scales are available for dental care, primary health care, and some mental health services. Board-certified/qualified medical professionals include family physicians, dentists, adult psychiatrists, child and adolescent psychiatrists, nurse practitioners, and advanced nurses. Hopewell also employs social workers, counselors, psychologists, chemical addiction counselors, and a registered dietitian.

    Holzer Athens, (2131 East State Street) employs 42 medical specialists at its clinic.     History

    Athens is located in what was once the eastern region of two major mound-building Native American groups, the Adena culture from c. From 1000 BC before 200 AD and the Hopewell tradition of Ohio, c. 300 BC – 700 AD By the mid-eighteenth century, the Shawnee, an Algonquian tribe, were the main tribe of Native Americans living in the area. According to Thomas Kitchin’s 1794 map, there were no settlements in the area of ​​Athens immediately before the founding of the city.

    The first permanent European settlers arrived in Athens in 1797, more than ten years after the victory of the United States in the Revolutionary War. In 1800 the urban area was surveyed and mapped for the first time, and in 1811 it was made into a village. Ohio became a state in 1803. Ohio University was founded in 1804, becoming the first public institution of higher learning in the Northwest Territory. Formerly part of Washington County, Ohio, Athens County was formed in 1805 and named after the ancient center of learning Athens, Greece.

    The Ohio University in Athens was founded with the first federal donation of an educational institution in the United States. In July 1787, the Congress of the Confederacy gave the Ohio Company of Associates “two boroughs of good land to support a literary establishment” in the newly created Northwest Territory.

    During the first session of the Second Territorial General Assembly, held at Chillicothe from November 23, 1801 to January 23, 1802, the General Assembly passed an act establishing an “American Western University” in Athens. The act was approved by Arthur St. Clair, Governor of the Northwest Territory 9January 1802. However, no university with the name American Western University will be created. Ohio became a state in 1803, and on February 18, 1804, the state legislature passed legislation establishing “Ohio University” in the city of Athens. Athens received city status in 1912, after the 1910 census showed a population of over 5,000 residents, a requirement for city status in Ohio.

    Initially, large tracts of land in Athens and Alexander Townships were allocated under a contract between Congress (under the Articles of Confederation) and the Ohio Company Associates, a group of veterans of the American Revolutionary War. These lands were given to Ohio University by the federal government. It was the first federal land grant for a university, predating the Morrill Act by more than 70 years. At first, the lands were mostly leased, but due to the fact that many landlords did not pay rent, most of the land was sold. The sale of these lands funded the growth of Ohio University. Today it is one of the largest institutions of higher learning in Ohio, with over 20,000 students on the Athens campus and over 28,000 on all campuses.

    The earliest industry in this area was salt mining, followed by iron and coal. The largest employer in the county is Ohio University. In 1843, the Hawking Canal opened, allowing navigation from the Ohio River up the Hawking River, which passes through Athens, to Nelsonville, Ohio, and other points. However, during cold winters, the canal was closed when it froze over.

    The first railway reached Athens in 1857. At the end of the 19th century, an intercity line opened between Athens and Nelsonville, which operated for several years. The Athens Lunatic Asylum, later named the government hospital of Athens, opened in 1874. It was on high ground south of the city and south of the Hocking River. At the end of 19century, the hospital was the city’s largest employer. The public hospital was eventually decommissioned and ownership passed to Ohio University. It is now known as The Ranges. Much of the building has been refurbished for offices and research space, and much of the grounds have been set aside for open space, including a ground laboratory.

    In 1904, the US Army and the Ohio National Guard held a joint exercise near the city. Several U.S. regulars got drunk and were arrested by the National Guard for rioting. The arrests angered the regulars; On Friday a large detachment left the camp to set free their arrested comrade. The armed regulars were stopped by the provosts, and the ensuing quarrel quickly escalated into a shootout on Washington Street, in which one guard was killed and five others were wounded.

    By 1935, Athens was known as a coal and fruit producing region and as a government center for higher education and mental health. Major manufactured goods included stoves, lumber, parquet, caskets, and flooring.

    The university (and, in turn, the city) grew significantly in the post-World War II era and again in the Vietnam War era. Growth slowed down in the 1980s and has now picked up slightly.

    Geography

    Athens is located on the ice-free Allegheny Plateau, about 47 miles from Chillicothe and 35 miles west of Marietta. Athens is surrounded by hills that rise about three hundred feet from the river valley to the narrow tops of the ridge. The county extends west from the Ohio River, mostly centered around the lower watershed of the Hawking River. According to the 2010 census, the city has a total area of ​​10. 05 square miles (26.0 km ² ), of which 9.83 square miles (25.5 km ² ) (or 97.81%) is land and 0.22 square miles (0.57 km ² ) (or 2, 19%) – water. Large portions of Athens and Ohio University are located in the floodplain of the Hawking River. Over the past two centuries, the city has suffered from many devastating floods, including significant floods in 1832, 1873, 1907, 1937, 1949, 1964 and 1968. In 1969, the Army Corps of Engineers completed extensive re-routing and widening of the river. The Hocking River, stretching for miles around the city, moving the river hundreds of feet to the south. This project and the ongoing efforts to maintain the canal have greatly reduced the negative effects of seasonal high water levels in the river.

    Athens is located primarily on and around a south-sloping ridge bounded by a loop of the Hocking River. The underlying geology is mainly sandstone and shale, including “red-coloured” shale, which poses a serious slip hazard when structures are built over it on hillsides. However, there are safe zones above the sandstone beds, most notably the Connelsville Sandstone, which is exposed high on the hillsides. The old Athens psychiatric hospital (now part of the university) was built on top of a hill in the late 1860s and is completely stable due to its location on the top of the hill and not on a slope. The recent University Courtyard Apartments are also built on a similar geological foundation in a small valley, but the hilltop has been heavily removed to create a stable base. The city receives all of its water from wells in loose river aquifers and is considered the largest city in the United States to do so.

    Schafer Street, West End

    Census 2010: 23,832 people 6 903 households and 1842 families living in the city. The population density was 2,424.4 people per square mile (936.1/km²). There were 7,391 housing units at an average density of 751.9 per square mile (290.3/km²). The racial makeup of the city was 86.4% White, 4.4% African American, 0.2% Native American, 6.1% Asian, 0.6% from other races, and 2.3% from two or more races. Hispanics or Latinos of any race were 2.4% of the population.

    There were 6,903 households out of which 11.8% had children under the age of 18 living with them, 20.5% were married couples living together, 4.2% had a female householder with no husband present, 2. 1% households were lived by men without a wife, and 73.3% did not have a family. 33.8% of all households were made up of individuals and 5% had someone living alone who was 65 years of age or older. The average household size is 2.28 and the average family size is 2.74.

    The median age in the city was 21.6 years. 5.8% of residents were under the age of 18; 67.6% were between the ages of 18 and 24; 14.4% were between 25 and 44 years old; 7.9% were 45 to 64 years old; and 4.3% were aged 65 or over. The gender composition of the city was 50.0% male and 50.0% female.

    Census 2000

    Since the 2000 census, there were 21,342 people, 6,271 households and 1,906 families living in the city. The population density was 2,560.4 people per square mile (988.0 / km ²). There were 6,715 housing units at an average density of 805.6 per square mile (310.9/km ²). The racial makeup of the city was 89.16% White, 3.82% Black or African American, 0.15% Native American, 4. 47% Asian, 0.06% Pacific Islander, 0.60% from other races, and 1.74% from two or more races. Hispanics or Latinos of any race were 1.41% of the population.

    There were 6,271 households out of which 12.9% had children under the age of 18 living with them, 22.9% were married couples living together, 5.6% had a female householder with no husband present, and 69.6% % had no family. 34.5% of all households were made up of individuals and 6.6% had someone living alone who was 65 years of age or older. The average household size is 2.25 and the average family size is 2.72.

    In the city, the population was spread out: 6.7% under the age of 18, 66.7% from 18 to 24, 13.7% from 25 to 44, 8.0% from 45 to 64, and 4, 9% aged 65 and over. . The average age was 22 years. For every 100 women, there were 88.2 men. For every 100 women aged 18 and over, there were 86.9 men.

    The median income for a household in the city was $17,122, and the median income for a family was $53,391. The median income for men was $35,849 compared to $28,866 for women. The per capita income for the city was $11,061. About 14.8% of families and 51.9% of the population were below the poverty line, including 19.1% of those under the age of 18 and 7.2% of those aged 65 and over.

    Economics and Arts

    From the mid-1800s to the 1950s, coal and brick making were the main sources of employment in the county. They became a minor source after the best and most available coal was extracted and the production of cheaper bricks became available outside the area. The former manufacturing company is Midget Motors Corporation, maker of the small King Midget cars.

    Ohio University is the largest employer in Athens County. In addition to direct employment through the university, much of the local economy depends on tourism and university-related activities through local restaurants, bars, shops, and hotels. Manufacturing and technology related businesses including Quidel Corporation (formerly Diagnostic Hybrids), Stewart-MacDonald, Sunpower, Fastenall and Gorman-Redlich.

    Since the 1970s, Athens has developed a reputation as one of the most progressive (liberal) communities in Southeast Ohio. This reputation includes a democratic political orientation, the presence of some international communities, support for the use of alternative energy sources, a call for the development of “smart growth”, the development of small farms with an emphasis on sustainable and environmentally friendly crops, and support for local businesses. The Athens Farmers Market is open all year round.

    Court Street has a variety of student housing units ranging from small to large. The main “green” entrance to Ohio University is located in the Court & Union building. The student center (John Calhoun Baker University Center) is at the end of Court Street. Several shopping areas of Athens are located outside the residential part of the city; the largest is on East State Street with a small mall, several malls, large stores, car dealerships, hotels/motels, and many local and national fast food restaurants/seats. On the city’s north side is the Columbus Road neighborhood with shops, car dealerships, motels, eateries, and office buildings. On the south side of Richland Avenue are large student housing complexes. West Union Street has a hospital complex, several student residences, and county fairgrounds. A large fire in November 2014 damaged or destroyed six buildings on West Union (near Court Street). The buildings housed offices and student apartments on the upper floors, no one was injured in the fire, one business was reopened for business in early 2015, and renovations to the facilities began in the summer of 2015.

    Athens has a long musical tradition that includes local performances and events for touring musicians, performances at Ohio University and festivals in Athens. Folk song “Athens” – lyrics by Joe Dolce; music by Jonathan Edwards is Athens, Ohio, where Edwards and Dolce went to college in the late 60s. Edwards had a number 2 hit nationally with “Sunshine”, while Dolce moved to Australia and had an international number 1 hit with Shaddap You Face. Dolce is currently a recognized poet and essayist for Mebourne. Bands hailing from Athens include The Headstone Circus, The Snapdragons, Appalachian Death Ride, She Bears, Southeast Engine, The Ridges and metal band Skeletonwitch. Athens native Steve Reiss, founder of the Columbus, Ohio band McGuffey Lane named his band after a street in Athens. At 19’73 The Ohio Valley Summer Theater began a production called The Appalachian Green Parks Project. It featured music, dance, and theater originating in the Appalachian region. The group received the Governor’s Award for Public Action, released a music album performed at the Sylvan Amphitheater in Washington, D.C. on July 4, 1974, made numerous television appearances, and provided the soundtrack for the Ohio Department of Natural Resources public film. called Sweet Ohio , were designated as the official Bicentennial Touring Group for the state of Ohio, and documentaries were produced during their four years of operation.     • Blackout Fest is held annually at The Union Bar & Grill and features performances by many local, national and international indie rock artists.
    • The Athens Community Music Festival is held every August. In 2017, two dozen local teams were involved.
    • The “Under the Elms” concert is held at OU College Green from June to early July with the “Communviersity Band” (consisting of OU faculty, students, alumni, and community members).
    • For many years, the University’s campus has hosted an annual spring festival. Primarily due to changes in the state’s alcohol laws, it was replaced by an annual event at Erwin’s Big Red Barn (and field), a private “farm party” just outside the city. After the move, the festival was called Derby Days. The organization that coordinated the event was removed from the campus in 2003. Beginning in 2004, Ohio University seniors Dominic Petrozzi and Timothy Kehoe created One Fest.     • Hookah in the Hills, an annual bi-annual festival held at Poston Lake Music Park in the spring and fall featuring Colombian band Ekoostik Hookah as well as other local bands.
    • The annual Athens International Film and Video Festival is one of the few festivals that are on the official list of Oscar-eligible festivals.

    Athletic

    Ohio University provides intercollegiate athletics, including Ohio Bobcats football, men’s basketball, and women’s volleyball. The 2010 Sports News list of “best sports cities” ranked Athens 98 out of 402 eligible cities, placing it ahead of much larger cities such as Norfolk, Virginia; El Paso, Texas; Spokane, Washington; and Fresno, California.

    Parks and Recreation

    Athens’ recreational facilities include a public recreation center, several city parks and playgrounds, community gardens, soccer fields, an arts center called Arts West, two indoor off-leash dog parks, and an extensive scenic trail system on urban lands adjacent to Stroud. Run State Park and Blair Preserve, owned by the Athens Preserve. Athens Skate Park is the second largest skate park in Ohio. The Athens, Ohio Community Recreation Center (Athens Community Center), known to locals simply as “The Recreation Center”, offers programs in athletics, childcare, sports camps, social events, and more. Located in the East State Street neighborhood, the center is accessible via the Hockhocking Adena Bikeway. Leisure facilities include an outdoor pool, skate park, fitness equipment, indoor walking and jogging track, event spaces and playgrounds. The Department of Arts, Parks and Recreation actively supports various community recreation initiatives. It sponsors summer and fall adult softball which is popular among the people of Athens and the surrounding area. The recreation department has organized men’s, women’s, and co-ed leagues, although co-ed leagues have shown the most active participation in recent years. Football leagues are organized year-round and programs are offered at the Community Recreation Center, Ohio University, and the Athens Football Academy. Youth sports such as football leagues, summer camps and little league are also supported by the locals. Programming for the arts is provided through Arts West, Dairy Barn, and Ohio University. Sells Park is located in eastern Athens near the Ohio Public Recreation Center in Athens.     Hockhocking Adena Bikeway is a multi-use asphalt trail with a main hub (mile marker 0) at the Athens Community Center on East State Street. The route runs 16.4 miles (26.4 km) northwest to the intersection of Robbins and Hocking College in Nelsonville and on to the Rocky Brands complex near Public Square and approximately 1. 5 miles (2.4 km) further east along East – State Street and US Route 50 to South Canaan Road (Athens County Road 24A). Access points with parking are located at Mile 4 in West State Street Park, 10.2 km from Rt. 682 in the Plains and mile 16.4 at Robbins’ Crossing and Hocking College.     Trails

    The Athens Trail Network is a network of multipurpose trails that radiate from Sells Park at the end of Avon Place. A series of twelve trails and connecting lines branch out into the surrounding forests, heading east to eventually connect with the Strouds Run State Park trails. The trails are designed for walking, running and cycling, although some sections are off-limits to cyclists. Trails offer scenic views of the East State Street commercial area and pass famous landmarks such as Sells Pond, Riddle State Nature Reserve (also known as Hawkwood), Boulder Cove, Turtle Cave (also known as Blue Ash Rockhouse) , Finger Rock, Pioneer Cemetery, and Dow Lake at Strouds Run State Park.     Athens has a mayor council form of government. Elected officers include the mayor, auditor, treasurer, seven council members, and council president. The mayor, auditor, and treasurer are elected to four-year terms. Council members and the council president are elected for a two-year term. The four councilors represent each of the city’s four wards. Three members of the council are elected at large. The President of the Council shall vote only in case of a tie. City Hall is located uptown on Washington Street.

    Athens is also served by the Athens District Health Department, the Athens District Planning Authority and the Athens District Employment and Family Services. Athens has strict parking regulations. Since 1911, a professional police department has been operating in the city, working around the clock and seven days a week. Today, the force consists of approximately 30 officers plus a similar number of reserve and support officers. Ohio University also has a police force with about 25 officers. Each of these departments work well together and support each other. Both have extra help when the county sheriff needs it. Fire Department of Athens, founded in 1830 and became full-time in 1930s, has two stations, employing about 30 people. They work 24 hours a day with 48 hours off. The department not only covers the needs of the city’s fire department, but also Ohio University. The city is part of an expanded countywide 911 system. The system is capable of locating landline or registered cell phone users and sending a text or phone alert message to those who have registered.

    The city has a large number of rental houses/apartments that are checked by the Housing Code. The city of Athens is the county seat and houses the offices of many county governments and the county courthouse at the corner of Court and Washington streets. Each of the three Commissioners of the District of Athens is usually from Athens. Athens is a stronghold of the Democratic Party. President Barack Obama visited the city and Ohio University at the end of the 2012 presidential campaign. The city and county of Athens have voted Democratic in every presidential election since 1972 years old, except for 1984.

    Education

    Ohio University is a public university located in Athens (more than 30,000 students) located on a 7.3 km campus ² . Founded in 1804, it is the oldest university in Ohio, the oldest university in the Northwest Territory, and the ninth oldest public university in the United States.     Outside of Ohio University, Athens is served by the Athens School District, founded in the late 1840s and consisting of five elementary buildings: Pre-K (Chauncey), K-6 (East, Morrison-Gordon, The Plains). & West), High School (grades 7-8) and Athena High School are the home of the “Bulldogs”. In 2018, a large tax levy was introduced for the demolition and redevelopment of East, Morrison and High School. Plains Primary School and Athens High School will be renovated. Upon completion, the West will be closed.

    There is a public library on the east side of the city in Athens, a branch of the Athens District Public Libraries.

    Infrastructure

    Transport

    The railway came to the city in the 1850s, the last passenger train ended in the early 1980s. There are a few freight trains that remain, passing near the city. The first 4-lane road to and from the city appeared at the beginning of 1970s. SR 32 from Athens to Cincinnati was completed in the early 80s. Four lanes from Athens to Belpre/Parkersburg were built in the late 1990s at the junction of US-50, SR-32 and 7 with I-77. In the early 2000s, the SR-33 “Super 2” highway was completed, linking Athens to I-77 in Ravenswood, West Virginia. In October 2013, the last section of the 4-lane highway was completed, bypassing the two-lane Nelsonville road on SR-33 linking Athens to Columbus.

    The Ohio University has a modern regional airport located about 15 miles southwest of the city near Albany off US-50/SR-32 called the Gordon K. Bush Airport. The runway is just over 5,000 feet long with a landing system, lighting and hangars.

    There is a public bus in Athens which is free for students and staff of the educational institution and at a reduced cost for the elderly and school age students. It has several routes within the city and one to the Plains. OU has a bus system that connects to the city’s bus system. Many student housing complexes have their own bus. Athens also has an intercity bus route from Athens to Columbus, Cincinnati, Marietta, Ohio, and Cleveland, running twice a day with intermediate stops.

    Health

    The Ohio University Heritage College of Osteopathic Medicine was established in 1975. It is currently the only osteopathic medical school in the state and offers the Doctor of Osteopathic Medicine (DO) degree. The college is accredited by the American Osteopathic Association. In 1993, Barbara Ross-Lee, DO, was named dean of the Heritage College of Osteopathic Medicine; she was the first African American woman to serve as dean of a US medical school. The Legacy College of Osteopathic Medicine has 814 students enrolled at three campuses in Athens, Cleveland, and Dublin. Ohio University is a partner of University Medical Associates (UMA), which was founded in 2003, and is a health care provider in various areas of Athens, both on and off campus. UMA’s mission is to provide health care services to the people of Southeast Ohio while providing clinical training opportunities for future osteopathic physicians.

    Ohio University also operates Campus Care, an on-campus clinic for enrolled students.

    In addition, Athens is served by the OhioHealth O’Bleness Memorial Hospital, a 140+ bed non-profit community hospital founded in the early 1920s as Sheltering Arms Hospital. The O’Bleness Hotel, built in the early 1970s, overlooks the Hawking River and is close to the university’s campus. The O’Bleness Emergency Department (as well as Lab and Radiology) is open 24 hours a day, 7 days a week, 365 days a year. There is a helipad next to the ED. The hospital is home to the Cornwell Center, which has a catheterization lab, a cardio/pulmonary rehabilitation program, and medical offices. The center of Kastrop houses the Athens Cancer Center, medical offices and a government pharmacy. The new two-story Doctor’s Park building will open in 2021 with doctors’ offices, including exams and a laboratory. O’Bleness was in a management agreement with OhioHealth from 2010 until early 2014 when O’Bleness became an integral part of the OhioHealth system. At the beginning of 2021, a new 2-storey building of the Medical Cabinet was opened. Between 2019through 2021, a new intensive care unit opened, numerous upgrades to equipment and facilities, and a significant expansion and renovation of the intensive care unit.

    Hopewell Health Centers operate several healthcare facilities in Athens, including the Athens Mental Health and Primary Health Clinic (90 Drive Hospital), Respite Adult Crisis Program (7976 Dairy Lane), Athens County WIC Program (215 Columbus Road, Suite , 106), and at the beginning of the Childhood Program (9 Kenny Drive). Hopewell Health Centers offers comprehensive mental health care, dental care, and primary health care. Sliding pay scales are available for dental care, primary health care, and some mental health services. Board-certified/qualified healthcare professionals include family physicians, dentists, adult psychiatrists, child and adolescent psychiatrists, nurse practitioners, and advanced nurses. Hopewell also employs social workers, counselors, psychologists, chemical addiction counselors, and a registered dietitian.

    Holzer Athens Clinic (2131 East State Street) has 42 healthcare professionals.
