    A guide to registering for Kindergarten at Pittsburgh Public Schools

  • If your child will be 5 years old by September 30, February is the time to start registering for kindergarten at your child’s neighborhood school! Here’s a quick guide on the process and what you will need to register.

     

     

    Step 1: Identify Your Child’s Neighborhood School
    Every student is assigned to a neighborhood school by the student’s address. Use our Discover PPS tool by inputting your address. Input house number and street address and select registered US Postal Address from drop down. Click on each school to discover more about features your neighborhood school has to offer. 

     

    Step 2: Gather Supporting Documents

    Please have all the required documents on hand.  Download the Enrollment Checklist to be sure you have everything!

    You will need:

    • A completed PPS Enrollment & Emergency Care Form
      • 2023-2024 PPS Enrollment & Emergency Care Form (pdf download)
      • Early Childhood Enrollment will require these forms to be uploaded during online application.
    • Evidence of the child’s age.This must be a legal document, such as a copy of birth certificate, passport, or baptismal certificate.
    • Two current proofs of residency, such as a valid Pennsylvania driver’s license or vehicle registration, utility bills, tax statements, lease or mortgage statement, or an official public assistance letter
    • Immunization records with dates from your child’s doctor’s office or former school, or an international health certificate.

    Did you know?
    You must use your child’s legal name when you register for school. Please do not register your child using a nickname or name other than the one shown on his or her birth certificate!

     

    Step 3: Submit Enrollment Documents

    Enrollment and Re-enrollment into neighborhood schools can be done in several ways. If you are applying to an Early Childhood program, Step 2 is done online as part of the application process.

    Families with children currently enrolled in the PPS Early Childhood Program

    Students coming from a Pittsburgh Public Early Childhood that are to attend kindergarten in their neighborhood school in the next school are not required to complete an enrollment form. Parents are required to submit the following:

    • Two current proofs of residency, such as a valid Pennsylvania driver’s license or vehicle registration, utility bills, tax statements, lease or mortgage statement, or an official public assistance letter
    • Immunization records with dates from your child’s doctor’s office or former school, or an international health certificate.

    Not required, but welcomed as well:

    • Evidence of the child’s age. This must be a legal document, such as a copy of birth certificate, passport, or baptismal certificate.

Enrolling in kindergarten: What you need to know

Most school districts are required by law to offer a kindergarten program for interested parents.

Districts vary on when they begin taking sign-ups for kindergarten. Most begin pre-registration in early spring for the following fall. The number of hours your child will spend in school each day varies from district to district, although the state requires that students complete a minimum number of hours per year.

Here are some general guidelines on what is required for kindergarten enrollment. Be sure to check with your local school district for their specific requirements, too.

In most states your child must be at least 5 years old to be eligible for kindergarten.

Although most states are fairly strict in enforcing the deadline date (if your child is not 5 by the designated deadline, he must wait until the following year to start kindergarten), some school districts may allow parents to enroll their children if they turn 5 in the middle of the school year. Most districts choose not to make an exception for these students because of space constraints and possible complications around promotion to first grade. If you feel strongly that your child should start kindergarten and his birthday does not meet the state deadline, it’s worth contacting the school district office to see if they will make an exception.

If your child meets these characteristics, she will likely be granted early admission:

  • The child’s mental age should be between 14-16 months greater than his or her chronological age as determined by standardized tests.
  • The child’s total IQ should be at least 130.
  • The child should possess social and emotional characteristics that will allow him to behave in the way expected of kindergarten students.
  • The school’s psychologist recommends admission.

You have to fill out registration and emergency medical referral forms.

Check with your local district for their requirements.

You may be asked to provide the following:

  • Proof of your child’s age and identity: either a birth certificate or another reliable document stating the child’s identity and age (such as a passport, school ID card, school record, report card, military ID, hospital birth record, adoption record or baptismal certificate) If you need another copy of your child’s birth certificate, see Vital Records Information.
  • Proof of residence, such as driver’s license, voter/motor registration card, utility bill, rent statement, income tax return statement, proof of home ownership (including a mortgage statement) or any official document showing both your name and address.
  • Records of vaccination and immunization against specified diseases. Check with your school district to find out which immunizations are required.

You may also contact your district to find out how to apply for exemption from vaccinations for religious or medical reasons.

  • Child’s social security card. Some districts will assign a student ID number if you choose not to provide the social security number. Ask about your district’s policy.
  • Lead screening. In most districts you will need to bring either lead test results or documentation from a physician stating that the child is at low risk. The test or document must date within a year from the start of school.
  • Tuberculosis test. Some districts require results of a tuberculosis test or a letter from a physician certifying that the child is low risk.
  • Proof of physical examination. Some districts require you to provide proof that your child has had a physical examination within one year prior to the beginning of school.

Making the transition to kindergarten

The No Child Left Behind Act requires schools nationwide to develop a transition plan to help children move smoothly from early childhood programs to elementary school. Schools are also required to provide information on developmental stages and what to expect in kindergarten. Check with your local school district about receiving this information.

How to enroll a child in kindergarten

Usually children are taken from 1 year old (in nursery) or from 2 years old (in regular groups). But this does not mean that you need to go to kindergarten when the child is one year old – by this time there may be no place left for him. Take care of a place in the kindergarten in advance.

There is a limited number of places in any kindergarten. How many children are released in the spring, the same number are taken into it in the fall. They accept in turn: whoever signed up earlier will be offered a place earlier. Privileges are only for beneficiaries: military or single parents, children from large families, especially if their brothers and sisters already go to the same kindergarten. They move faster in line.

In order not to be left without a seat, get in line in advance. Ideal – as soon as you receive a birth certificate. When your turn comes, you will be invited to sign the contract.
There are two ways to enroll in kindergartens: remotely through public services or in person through the RONO. Both options are equally valid.

Step 1. Register on the portal. Go to gosuslugi.ru, enter your name, email and phone number. And then – passport data and SNILS number.

Next, you need to confirm your data – show your passport. Otherwise, it is impossible to be sure that it was you who submitted the application, and not someone else on your behalf. The easiest way to do this is by mail, the procedure itself takes less than a minute. When you register, the portal will tell you where it is most convenient to go to verify your identity.

It may seem that registration is rather difficult, but it is not. You just need to go to the service center for five minutes. But then you will be able to receive any public services – even get a passport, even register a car, whatever. One trip to the post office is worth it.

When you register, you will need to fill out an application.

Step 2. Fill out the application: go to the public services website using your login and password, select “Enroll in kindergarten”. Fill out the application and attach photos of documents to it:

  1. Main page of the passport or other proof of identity of the parent.
  2. Child’s birth certificate.
  3. Passport page with parent registration data or certificate of temporary registration.
  4. If you are not a parent, a power of attorney or other document confirming the right to represent the interests of the child.

In addition, you can attach:

– a document confirming the right to an extraordinary provision of a place in a kindergarten (for example, a certificate from a university for a student mother).

– a medical certificate that the child needs to join the health group.

– conclusion of the commission regarding the compensating group.

Choose the four kindergartens that you like the most – they will look for a place for you in the first place. If there are no free places by the deadline, you will be offered another kindergarten to replace it. If you do not know which kindergartens to choose, you will need to take care of this issue in advance: go and see the kindergartens in person.

If necessary, you can edit or delete the application on the website. For example, if you are moving and want to choose other kindergartens. But then you will lose your seat and end up at the end of the queue again.

Step 3. Check the status of the application once every six months or a year: go to the public services website and see how the queue is progressing. But don’t worry, you definitely won’t miss important news – they are sent by email.

When the queue approaches, you will receive a letter with instructions. Go with your child to the kindergarten to conclude an agreement. Take a child’s health certificate (form 026/U) with you.

The good thing about the entry through public services is that if you filled out something incorrectly or some other problem appeared, you do not need to go to the RONO or any other department again. Most issues can be resolved immediately through public services, within one or two days.

Everyone can sign up for a kindergarten through the public services portal, except for residents of Moscow and Sevastopol. City portals work for them: pgu.mos.ru and sevastopol.gov.ru.

Option 2: write through RONO

You can queue for kindergarten at the RONO (district department of public education). This organization protects the rights of minors, including maintaining lists of kindergartens and schools.

Apply. To do this, you need to find out the schedule of your RONO, wait in line. Then fill out the application by hand and show the original documents: passport, birth certificate and medical certificates. This is a half day job.

Find out the result. In a few days, the answer will be ready – you need to call and find out if you have been enrolled in the queue. If yes, then we recommend calling every few months and checking how the queue is progressing. When she approaches, RONO will notify you by regular mail.

In RONO, you must definitely call back on your own in a few days.
