Top 10 Best Virginia Public Schools (2022-23)
Virginia is the #17 largest school system in the United States, serving 1,251,044 students across the 2,129 public schools for the 2022-23 school year (there are 942 private schools, serving 141,579 students). 90% of all K-12 students in Virginia are educated in public schools compared to national average of 90%.
The percentage of students achieving math proficiency in Virginia is 82%. The percentage of students achieving reading proficiency is 78%.
The top ranked public schools in Virginia are Old Donation School, Thomas Jefferson High School and Poplar Tree Elementary School. Overall testing rank is based on a school’s combined math and reading proficiency test score ranking.
There are 117 Blue Ribbon Schools, 143 magnet schools, 7 charter schools and 40 special education schools.
Minority enrollment is 54% (majority Black and Hispanic) and the student:teacher ratio is 14:1.

These 10 Cities In Virginia Have The Best Schools

Virginia is known for its outstanding schools – from elementary schools through universities and colleges. We are consistently ranked in the top 20% nationally for our statewide school systems, with individual schools, colleges and universities falling in the top spots in national rankings from sources like U.S. News & World Report.
While, traditionally, Northern Virginia schools have dominated national rankings, today, we are taking a look at the numbers from a different angle, showing many smaller towns and areas that offer outstanding educational opportunities.
When it comes to looking at which areas gain top honors at a state level, we’ve turned to a site called School Digger for our data. School Digger uses 2014-2015 test scores published by the Virginia Department of Education, then normalizes and averages each school’s test scores across all tests and grades. From there the schools are ranked. To find which cities and towns have the highest scores overall, they establish a “Rank Score” by averaging the rank percentile for each eligible school within the city or town.
We think you might be pleasantly surprised to see just how many great schools we have out there…
1. Millboro (Bath County Public Schools): Rank Score 0.989
Millboro Elementary School
Located in Bath County, this town has only one school in the town limits, Millboro Elementary (K-7). Upper school students attend the county high school, so were not included in the average. Certainly, this helps keep the test score high, but this last school year, Millboro Elementary received the 2015 Board of Education Distinquished Achievement Award, showing that they’ve earned their place at the head of the class. The schools had an Average Standard Score of 94.59% in 2015.
2. West Point (West Point Public Schools): Rank Score 0.975

With an elementary, middle and high school all within the town limits, this King William County town showed strong performances across the board. Both West Point High School (Average Standard Score: 91. 96%) and West Point Elementary (Average Standard Score: 84.72%) showed up in the top 10 best schools in their category, with the high school at #2 and the elementary school at #6, giving them an impressive average and high ranking on School Digger’s list.
3. Great Falls (Fairfax County Public Schools): Rank Score 0.964
Great Falls Elementary School
With 2 elementary schools, Great Falls in Northern Virginia comes in with Average Standard Scores over 87% and a #3 spot on School Digger’s list. Located in Fairfax County, Great Falls’ students feed into Langley High School, which is #18 on School Digger’s list of top high schools.
4. McLean (Fairfax Public Schools): Rank Score 0.963

McLean offers 5 elementary schools, 1 middle school and 1 high school within it’s school zone. McLean High School has received an impressive Best High School Gold ranking from U.S. News and World Report. The photo above shows the McLean High School girls’ gymnastics receiving recognition from the Fairfax County Board of Supervisors after winning the Virginia High School League 6A state championship.
5. Penhook (Franklin County Public Schools): Rank Score 0.963
Snow Creek Elementary School
Penhook’s Snow Creek Elementary is the only school in Penhook (a census-designated area in Franklin County), but with Average Standard Scores of almost 87%, Penhook stays ahead of the curve. Recognized for providing high quality education for economically disadvantaged students, Snow Creek gained recognition from the Board of Education as a “Title I Highly Distinguished School” in 2014.
6. Scottsville (Albemarle County Public Schools): Rank Score 0.957
Scottsville Elementary School
This little town on the border of Albemarle and Fluvanna Counites boasts one elementary school (middle and high school students attend Walton Middle School and Monticello High School). Average Standard Scores of 86.33% help to keep this school in the top 50 elementary schools statewide and put Scottsville in the School Digger Top 10.
7. Rosedale (Russell County Public Schools): Rank Score 0. 949

Rosedale is set against the stunning backdrop of Southwest Virginia with one elementary school. And, of course, its only fitting that this historic area would have an historic school. Belfast Elk Garden Elementary School started as a one-room log cabin school in 1885. The current building was constructed in 1916 and, today, is the oldest school building in Russell County. Serving grades k-6, Belfast Elk Garden Elementary School shows test scores averaging out at almost 86%.
8. Hampton Roads at Langley Air Force Base (York County Public Schools): 0.942

No, Langley Air Force Base is NOT a town. However, because of the large number of military personnel and families living at the Hampton Roads base, Bethel Manor Elementary School is housed on the base. School Digger included Bethel Manor on their list because of its Standard Average Scores of 85.56%. This school is clearly doing a great job of preparing kids to move on to the next level.
9. Weber City (Scott County Public Schools): Rank Score 0.932
Weber City Elementary School
Located in the Appalachian Mountains in Southwest Virginia’s Scott County, Weber City is home to Weber City Elementary (upper school students attend county-wide schools). With Standard Average Test Scores of 84.78%, Weber City focuses on “Inspiring Excellence and Empowering Potential.” With these kinds of scores, it appears they are meeting their goals.
10. Oakton (Fairfax County Public Schools): Rank Score 0.927
Oakton Elementary School
Situated in Fairfax County, Oakton includes 2 elementary schools, Oakton Elementary and Waples Mill Elementary, in their averages. With Standard Average Scores of 82.05% and 87.40% respectively, these schools are helping to set the academic standards in the state. Although Oakton High School and James Madison High School serve the students of Oakton, they are both, technically, located in nearby Vienna.

89% of Virginia schools earn accreditation for 2022-23
Eighty-nine percent of Virginia schools received full accreditation for the 2022-23 school year, according to data released from the state’s Department of Education on Thursday.
The last time accreditation data was released, in 2019-20, 92% of schools — 1,682 of 1,825 — were fully accredited. Accreditation was waived the last two years due to the pandemic.

The state uses a tiered system to determine where schools fall based on academic achievement, achievement gaps and student engagement and outcomes. Performance in each category is rated using levels.
For example, according to the data, 1,705 Virginia schools reached Level One in their academic achievement in English. Schools that reach Level One meet or exceed the state’s standards and are asked to continue monitoring where they land on the indicator.
Accreditation is tied to the amount of funding a school receives.
The accreditation data comes weeks after standardized test scores from across the state revealed declines attributed to pandemic learning loss. Several Northern Virginia jurisdictions saw gains in test scores compared to the year prior, but still aren’t at pre-pandemic levels.
In Prince William County, the state’s second-largest school system, seven schools were accredited with conditions. School board chairman Babur Lateef said science scores are the area of most concern, and that two schools are new and received conditions because of a lack of historical data.
“Our strategic plan has acknowledged many of the concerns raised in this report and in prior reports,” Lateef said. “While I recognize the VDOE provides guidance and makes rules for school divisions, the ultimate responsibility of governing our schools is by locally elected school boards. Parents, just like me, have this responsibility.”
Loudoun County said in a news release Friday that all eligible schools were fully accredited.
In Northern Virginia, fewer than 1 percent of schools are not fully accredited.
Ashley Simpson Baird, a school board member in Alexandria, said accreditation data is a more “informative” metric than test scores alone because they also include growth and achievement gaps by race/ethnicity, among other factors.
In a statement, State Superintendent Jillian Balow said the ratings “call into question the effectiveness of our accreditation standards in identifying schools where students are struggling to achieve grade-level proficiency.”
“Accreditation is one of the primary drivers of state interventions and local efforts to improve outcomes for students, and frankly, the school ratings we are releasing today fail to capture the extent of the crisis facing our schools and students,” she said.
Former Secretary of Education Atif Qarni shot back against Balow, telling WTOP that Virginia worked with the U.S. Department of Education in 2015 to establish a rigorous accreditation standard to show “a deep flashlight into academic achievement of subgroups of students.”
“This Governor ran on a manufactured narrative that Virginia schools are failing, and since the new ratings don’t fit his narrative, he wants to manufacture an alternate realty,” Qarni said in a statement. “However, the facts are that our hardworking educators and staff worked with our amazing resilient children to make sure academic achievement was not as severely hindered.”
The data also shows that 132 schools were accredited with conditions, meaning they received full accreditation due to waivers approved by the General Assembly in 2015. The legislative passed three-year waivers from annual reviews to schools previously accredited for three consecutive years.

Not every parent, looking at the list of the best schools or universities, can figure out what is hidden behind the numbers and criteria. It is even more difficult to compare several different ratings – and this is necessary to get a whole picture. Using the example of the latest top 100 ranking of the best schools in terms of student competitiveness, released by the RAEX rating agency, let’s look at how to interpret analysts’ data.
According to RAEX, the top ten included the SSC at Moscow State University, the secondary school of the Center for Pedagogical Excellence (Moscow), the Vtoraya Shkola Lyceum (Moscow), the Fiztekh-Lyceum im. Kapitsa (Moscow Region), Physics and Mathematics Lyceum No. 31 of Chelyabinsk, University Gymnasium of Moscow State University. Lomonosov, Presidential Physics and Mathematics Lyceum No. 239 (St. Petersburg), Lyceum KEO (Rostov Region), schools No. 2007 and No. 179, both Moscow. The rating takes into account which universities the graduates of these schools entered, with what score, the number of Olympiads enrolled out of competition. According to analysts, the majority of graduates of the top 100 schools become students of the best universities in the country. What does this follow from?
“When preparing the ranking, we poll the top 50 universities, according to our own RAEX-100 rating, about the graduates of which schools entered there. The number of applicants is comparable with the number of graduating classes of schools. The higher the percentage of applicants, the higher the position in the ranking is taken by the school. From this, one can understand how great the chances of students of this school to enter one of the 50 universities in Russia that we allocate for the formation of this rating”

For calculations, three basic ways of entering a university are taken as a basis: based on the results of Olympiads, on a budgetary basis or on a paid basis. Each graduate who entered one of these three options is taken into account with a certain coefficient. The most “expensive” in the ranking are graduates who entered the Olympiads. An Olympian “weighs” 1.33, a school graduate who entered the budget weighs one, and one who entered a paid form of education is taken into account with a coefficient of 0.66. Prevail, based on the coefficients, those schools that prepare mostly Olympiads or graduates who are able to enter the state budget according to the Unified State Examination. This, according to analysts, suggests that schools that occupy leading positions in the ranking provide better training for students and increase their chances of entering a prestigious university.
Most of the schools from the rating are with a physics and mathematics bias, such as Chelyabinsk school No. 31, or schools created on the basis of physics and mathematics. Dmitry Kabalinsky believes that this is due not so much to the high demand for technical specialties, but to the widespread belief that education in the exact sciences provides the best preparation for entering a university. “To enter the Faculty of Economics of Moscow State University or the Higher School of Economics, you need to know mathematics at a high level,” the expert warns. – Universities that have traditionally dealt with economics are thinking about establishing cooperation with advanced technical universities and providing students with additional training in the exact sciences, for example, the joint programs of the RANEPA and the Moscow Institute of Physics and Technology. The trend towards interdisciplinary professions has also affected. There is a joke: there are many engineers who become strong economists, but there are no examples of reverse implementation, when a strong economist became a good engineer.”
This year there are more private schools in the rating — six, in the previous rating there were four. According to Kabalinsky, this indicates the strengthening of the positions of private educational institutions in certain areas of training schoolchildren.
But, the analyst draws attention, there are actually no private schools among schools that train specialists mainly for technical universities. But they are quite well represented among the best schools that prepare future students in economics, management and humanities.
In another ranking – 50 best schools in the economic direction – 20% of the places were taken by private schools.
From year to year, the number of specialized schools in the top 100 is growing, and fewer places go to municipal institutions. “The effect of symbiosis between schools and universities has affected. There are lyceums, pre-universities, sponsored gymnasiums at HSE, MEPhI, Moscow State University, and the Russian State Humanitarian University. If parents are interested in their child entering a particular university, then it makes sense to look at schools that work in close contact with the university,” the expert recommends.
The RAEX website states that “municipal institutions, even those with high educational outcomes, are finding it increasingly difficult to compete with others that tend to have greater material, human and administrative resources.” If for several years in a row the top three leaders were headed by the Special Educational and Scientific Center of Moscow State University, the Moscow Lyceum “Second School” and the Chelyabinsk Physics and Mathematics Lyceum No. 31, this year the second place was taken by the General Education School of the Center for Pedagogical Excellence, established by the Moscow government and engaged in precisely coordinating the activities of the Olympiad movement.
The number of points scored by schoolchildren at the Olympiads and the Unified State Examination can be assessed. But is it possible to evaluate the contribution of the school itself to the development of children’s talent?
We need information bases that would include as many schools and universities as possible

– The question is whether the schools included in the top 100 are the best “by themselves” because they have great teachers, strong programs? Or are they recognized as the best, because a priori they select the strongest students? Then they will show the best results in the exam and olympiads. Or admission costs a lot of money, and then, of course, the school can afford to hire the best teachers and even university professors. As a rule, it happens.
It is private schools that provide a good education to a greater extent. In the university system, on the contrary, public universities, as a rule, provide a higher quality education than private ones. In the same way as with healthcare: if some specialized operation is needed, then it is better to carry it out in a state hospital, and if the service is mass, for example, dentistry, then a private clinic is still preferable.
Parents who are willing to invest in their child’s education start at school. However, they often see a further educational trajectory for children outside of Russia. If children after a private school go to a private university, then, as a rule, they go abroad. And if there is no opportunity to go abroad, then they will choose already good metropolitan state universities, such as Moscow State University, MGIMO, HSE, and so on.
The landscape of higher education today is very diverse. There are very strong regional universities, such as Tomsk or Novosibirsk, and there are frankly weak ones in Moscow. Even within strong universities, the quality of education is uneven. For example, traditional programs can be quite strong, while recently opened programs that have existed for 5-8 years, which do not yet have established scientific schools, can be relatively weak.
It is believed that economics, which is now taught almost everywhere, in a technical university can be frankly weaker than, for example, in a classical one. It’s not like that at all. The main thing is that the university should be worthy. How to understand it? There are many ratings – the same RAEX, Interfax, RIA Novosti, open databases on monitoring and the Unified State Examination published by the Ministry of Education and Science, the Hirsch index, which reflects the publication activity of teachers. I would advise you to study the site www.best-edu.ru, all possible grading systems are collected there. These are world rankings, and Russian ones, there are ratings for the university as a whole, and there are ratings for individual areas of training, they can be compared with each other.
In all ratings, as a rule, a very small number of organizations are represented, literally 3-5%. These are 100 universities out of more than 700 that are in Russia, or 100 schools out of all 42,000. All Russian students will not rush into this hundred at once, they will still choose a school or university based on their location, taking into account interests, with taking into account opportunities, including financial ones. Therefore, information bases are needed that would include as many schools and universities as possible, and preferably all that are in Russia.
Knowing which educational institutions in Russia are the best of the best is probably important, but you must admit that such information will be of interest to 1-5% of students who have both financial opportunities and talent to enter top schools.

The RAEX rating agency has compiled the top 20 best schools in Chelyabinsk and the region. The experts studied the data on the number of graduates enrolled in the leading Russian universities in 2022.
Chelyabinsk schools included in the list of the best:
- 1st place – Physics and Mathematics Lyceum No. 31;
- 2nd place – Lyceum No. 97;
- 3rd place – Lyceum No. 11;
- 8th place – Chelyabinsk regional multidisciplinary boarding school for gifted children;
- 11th place – gymnasium No. 80;
- 14th place – Lyceum No. 82;
- 15th place – gymnasium No. 93;
- 16th place – Lyceum No. 35;
- 20th place – gymnasium No. 26.
This rating also includes seven schools from Magnitogorsk, two from Snezhinsk and one each from Ozersk and Miass.

Ten schools, lyceums and gymnasiums in Yekaterinburg were included in the list of the best in Russia by the rating agency RAEX . Experts assessed the competitiveness of students, and they also counted those who entered the most prestigious universities in the country.
Ural lyceums did not make it into the top five, but the 8th position was occupied by the SUNC UrFU. We told the stories of the six most successful graduates of the training center this year, the guys scored 100 and 99 points each on the Unified State Examination (and everyone dreamed of entering Moscow or St. Petersburg). And it was this school that took 31st place in the ranking of the best in the field of “Technical, natural sciences and exact sciences.” Together with her, Yekaterinburg Lyceum No. 130 was on the 43rd place in the list.
