Dear parents, due to the fact that in September the new academic year began, which concerns not only schoolchildren, but also young pupils of kindergartens, there is a need to review the topic of the first visit to kindergarten.
So…

The first thing you have or will have to face is the issue of staffing preschool educational institutions.

I would like to note right away that these issues are left at the mercy of local authorities by the current legislation. That is why there is no universal list of beneficiaries, there is no uniform process for the distribution of vouchers to kindergartens, the deadlines for their provision that are mandatory for officials, and so on.

In order to reliably possess this information, the parent needs to familiarize himself with the act of local authorities, which, for the most part, is called regulation / order on the acquisition of municipal preschool educational institutions.

However, regardless of what is contained in this act, it cannot contradict the main documents regulating the vast majority of issues in the field of preschool education, which are Law of the Russian Federation “On Education” , as well as Model Regulation on preschool educational institution, approved by Decree of the Government of the Russian Federation of September 12, 2008 No. 666.

These acts cover both the creation and operation of kindergartens, and the issues of their recruitment, direction, parental payment for the maintenance of children and others … Having studied the text of these documents on your own, you will already have basic information about the institution where you send your child for the day.

I would like to draw your attention to the essential importance of the agreement concluded between the kindergarten and the parent (legal representative) of the child. Pay attention to its terms, but keep in mind that the contract is a mutual bilateral expression of the will of the parties. You always have the choice to discuss the clauses of the contract that do not suit you, or to sign the contract on the proposed terms and strictly comply with them.

Let’s dwell on the main points enshrined in federal law.

1. Staffing of a preschool institution.

Children from 2 months to 7 years of age are admitted to the preschool educational institution. Admission of children is carried out on the basis of a medical report, an application and documents proving the identity of one of the parents (legal representatives).

Kindergarten groups may have a general developmental, compensatory, health-improving or combined orientation.
Groups can include both children of the same age and children of different ages (different age groups).

Groups also differ in the time of stay of children and function in the mode of a full day (12-hour stay), shortened day (8-10 hour stay), extended day (14-hour stay), short stay (from 3 to 5 hours per day) and round-the-clock stay. Groups operate in the mode of 5-day and 6-day working week. At the request of parents (legal representatives) it is possible to organize the work of groups also on weekends and holidays.

In groups of a general developmental orientation, preschool education is carried out in accordance with the educational program of the educational institution, developed by it independently on the basis of an exemplary basic general educational program for preschool education and federal state requirements for the structure of the main general educational program for preschool education and the conditions for its implementation.

In groups of a general developmental orientation, the maximum occupancy is set depending on the age of the children and is:

  • from 2 months to 1 year – 10 children;
  • from 1 to 3 years old – 15 children;
  • 3 to 7 years old – 20 children.

In general developmental groups of different ages, the maximum occupancy is, if there are children in the group:

  • of two ages (from 2 months to 3 years) – 8 children;
  • any three ages (from 3 to 7 years old) – 10 children;
  • any two ages (from 3 to 7 years old) – 15 children.

Compensatory groups carry out qualified correction of deficiencies in physical and (or) mental development and preschool education of children with disabilities in accordance with the educational program of the educational institution, developed by it independently on the basis of an exemplary basic general educational program of preschool education and federal state requirements for the structure of the main general educational program of preschool education and the conditions for its implementation, as well as taking into account the peculiarities of the psychophysical development and capabilities of children.

In compensatory groups, the maximum occupancy is set depending on the category of children and their age (under 3 years old and over 3 years old) and is:

  • for children with severe speech disorders – 6 and 10 children;
  • for children with phonetic and phonemic speech disorders only over the age of 3 years – 12 children;
  • for deaf children – 6 children for both age groups;
  • for hearing impaired children – 6 and 8 children;
  • for blind children – 6 children for both age groups;
  • for visually impaired children, for children with amblyopia, strabismus – 6 and 10 children;
  • for children with disorders of the musculoskeletal system – 6 and 8 children;
  • for children with mental retardation – 6 and 10 children;
  • for children with mild mental retardation – 6 and 10 children;
  • for children with moderate, severe mental retardation only over the age of 3 years – 8 children;
  • for children with autism over the age of 3 only – 5 children;
  • for children with a complex defect (having a combination of 2 or more deficiencies in physical and (or) mental development) – 5 children for both age groups;
  • for children with other disabilities – 10 and 15 children.

Health-improving groups are created for children with tuberculosis intoxication, frequently ill children and other categories of children who need a set of special health-improving measures. In health-improving groups, preschool education of children is carried out in accordance with the educational program of the educational institution, developed by it independently on the basis of an exemplary basic general educational program for preschool education and federal state requirements for the structure of the main general educational program for preschool education and the conditions for its implementation, as well as a complex of sanitary and hygienic, preventive and health-improving measures and procedures.

In health-improving groups, the maximum occupancy is set depending on the category of children and their age (under 3 years old and over 3 years old) and is:

  • for children with tuberculosis intoxication – 10 and 15 children;
  • for children who are often ill – 10 and 15 children;
  • for other categories of children who need a complex of special recreational activities – 12 and 15 children.

In groups of combined orientation, healthy children and children with disabilities are educated in accordance with the educational program of the educational institution, developed independently on the basis of the exemplary basic general educational program of preschool education and federal state requirements for the structure of the main general educational program for preschool education and its conditions implementation, taking into account the peculiarities of the psychophysical development and capabilities of children.

In groups of combined orientation, the maximum occupancy is set depending on the age of children (under 3 years old and over 3 years old) and the category of children with disabilities and is:

  • up to 3 years old no more than 3 children with disabilities;
  • over 3 years: 10 children, including no more than 3 deaf children, or blind children, or children with musculoskeletal disorders, or children with moderate, severe mental retardation, or children with a complex defect;
  • 15 children, including no more than 4 visually impaired and (or) children with amblyopia and strabismus, or hearing impaired children, or children with severe speech impairments, or children with mild mental retardation;
  • 17 children, including no more than 5 children with mental retardation.

The number of groups in a preschool educational institution is determined by the founder on the basis of their maximum occupancy indicated above.

Violation of these standards is not the norm! This is contrary not only to federal laws, but also to established sanitary standards. If you turn a blind eye to these violations for the sake of getting a ticket to kindergarten, then this is your choice. But it has nothing to do with legal action.

Moreover, at the level of the constituent entities of the Russian Federation, bills are currently being considered that provide for compensation payments to parents of children who have reached the age of 3 who have not received vouchers to kindergartens, but who are on the waiting list to receive them. This indicates that the educational authorities are obliged to provide places in preschool institutions for all children who need it, without violating the basic norms of recruitment.

2. Organization of activities of a preschool educational institution.

Based on the name alone, we can already conclude that a child attending a kindergarten, first of all, must be educated and developed.

The content of the educational process in a preschool educational institution is determined by the educational program of preschool education, developed, adopted and implemented by it independently in accordance with the federal state requirements for the structure of the main general educational program for preschool education and the conditions for its implementation, established by the federal executive body that performs the functions of developing state policy and legal regulation in the field of education, and taking into account the peculiarities of the psychophysical development and capabilities of children.

In accordance with the goals and objectives defined by the charter, a preschool educational institution may implement additional educational programs and provide additional educational services outside the educational programs that determine its status, taking into account the needs of the family and on the basis of an agreement concluded between a preschool educational institution and parents (legitimate representatives).

Paid educational services cannot be provided in exchange for and within the framework of the main educational activities financed by the founder.

That is, the additional fees that currently exist in most preschool institutions are exclusively voluntary and can only be established for additional educational services.

A preschool educational institution is responsible, in accordance with the procedure established by the legislation of the Russian Federation, for the implementation in full of the main general educational program of preschool education; quality of implemented educational programs; compliance of the forms, methods and means of organizing the educational process with the age, psychophysiological characteristics, inclinations, abilities, interests and needs of children, as well as for the life and health of children and employees of a preschool educational institution during the educational process.

The main tasks of a preschool educational institution are:

  • protection of life and strengthening of physical and mental health of children;
  • ensuring cognitive-speech, social-personal, artistic-aesthetic and physical development of children;
  • education, taking into account the age categories of children, citizenship, respect for human rights and freedoms, love for the environment, Motherland, family;
  • implementation of the necessary correction of deficiencies in the physical and (or) mental development of children;
  • interaction with children’s families to ensure the full development of children;
  • consulting and methodological assistance to parents (legal representatives) on the upbringing, education and development of children.

The mode of operation of a preschool educational institution and the duration of stay of children in it are determined by the charter, the agreement concluded between the preschool educational institution and the founder. This provision means that the mode of operation of each institution is individual.

Health services for children in preschool educational institutions are provided by the health authorities. The medical staff, along with the administration, is responsible for the health and physical development of children, carrying out medical and preventive measures, observing sanitary and hygienic standards, regimen and ensuring the quality of nutrition. A preschool educational institution is obliged to provide premises with appropriate conditions for the work of medical workers, to monitor their work in order to protect and strengthen the health of children and workers of a preschool educational institution.

3. Always remember that children and their parents (legal representatives) are participants in the educational process of a preschool educational institution in addition to teachers.

The relationship between a preschool educational institution and parents (legal representatives) is regulated by an agreement that includes mutual rights, duties and responsibilities of the parties arising in the process of education, training, development, supervision, care and rehabilitation of children, the duration of the child’s stay in preschool educational institution, as well as the calculation of the amount of fees charged from parents (legal representatives) for the maintenance of a child in a preschool educational institution.

The relationship between the child and the personnel of the preschool educational institution is built on the basis of cooperation, respect for the personality of the child and giving him the freedom to develop in accordance with individual characteristics.

I would like to draw your attention to the fact that when admitting children to a preschool educational institution, the latter is obliged to familiarize parents (legal representatives) with the charter, license for the right to conduct educational activities, a certificate of state accreditation of a preschool educational institution and other documents regulating the organization of the educational process.
These principles are enshrined in federal legislation, and therefore operate throughout the Russian Federation. Acts of local authorities may supplement these norms, but in no way contradict them.

Thus, the duties of an educator include:

  • Carrying out careful supervision of the children entrusted to him in strict accordance with the requirements of the instructions for protecting the life and health of children in the premises of the institution and on children’s walking areas
  • Monitors the state and strengthening of the health of each child in the group, together with the medical staff of the institution regularly conducts complex activities that promote the health, psychophysical development of children, and provides hygienic care for young children. Pays special attention to children who came to kindergarten after illness.
  • Explores the individual abilities, aptitudes and interests of children. Skillfully uses the results of the study in his pedagogical activities in order to develop each child. Based on the study of the individual characteristics of children, the recommendations of the psychologist, he conducts correctional and developmental work with his pupils.
  • Monitors the behavior of children during the period of adaptation, helps them; in early age groups keeps a diary of observations.
  • Works with parents on the issues of raising children in the family, involves them in active cooperation with the kindergarten. Actively works with the parent committee and individual parents, ensuring the creation of the necessary conditions in the premises of the group and on the site for the successful implementation of the educational program.
  • Treats each child in his group with respect and care, shows restraint and pedagogical tact in dealing with children and their parents.
  • Together with the music director and physical education instructor, he prepares holidays and organizes children’s leisure.

The duties of a medical worker include:

  • Monitoring the sanitary condition of the premises and the area of ​​the kindergarten.
  • Preparing children for a medical examination.
  • Supervises compliance with the sanitary regime as prescribed by the doctor, organizes activities for hardening children.
  • Ensure the organization of recreational activities and monitor compliance with the daily routine, the correct conduct of morning exercises, physical education and children’s walks.
  • Keeps records of those absent due to illness, isolates sick children.
  • Carries out morning reception, thermometry and other activities in relation to children who came after illness and were in contact with infectious patients.
  • Supervises the daily morning reception of children by the group’s caregivers.

ATTENTION! If you have any doubts about the legality of the actions of employees of a preschool institution, you always have the right to apply with a written application to the department / department of education of the corresponding district of your city. Be sure to include a specific time frame on this application for you to receive a written response (for example, 5/7/10 days). If you do not receive a response, or if you receive a response that does not suit you, you have the right to appeal against the actions of education employees in the prosecutor’s office or in court.

As a rule, in such groups they are engaged with children under 2 years old, it is necessary to visit the group 2-3 times a week for 2-3 hours together with the child. Be sure to find out the schedule of the day according to which the kindergarten you have chosen works, and gradually establish such a schedule at home. For many kindergartens, it is approximately the same. At 8 am or 8.30 – breakfast, then various classes are held, from 10 to 11.30 – a walk, followed by lunch. From 12.30 to 15.00 children sleep. When the children wake up, they will have an afternoon snack, then again a walk or games (classes) in a group. By accustoming a child to such a regime in advance, you will provide him with a much faster and more comfortable adaptation. It is hard for those children who are not used to sleeping during the day in the kindergarten. Teach your baby to daytime sleep from 13 to 15, if you can’t fall asleep, let the child learn to lie quietly in bed. Just know that if the baby can’t get used to daytime sleep, then the period when you have to pick him up from kindergarten before bedtime will be much longer.

Games with a child

Be sure to teach your child to play, no matter how strange it may sound. Unfortunately, children are now poorly able to build game plots. But a child who can occupy himself with the game on his own, adapts more easily in a team and finds friends. Play role-playing games with your baby that will introduce you to the world around you, will help develop emotions and teach you how to communicate. It will also be useful to play “kindergarten”, to tell that when parents work, they take the children to the kindergarten, where they are waiting for exciting and fun activities, interesting toys, new friends and kind teachers. Tell your child about the peculiarities of the kindergarten – that the children eat and rest there, everyone has their own bed, their own locker. Let the dolls be “children”, and your child be a caring teacher, let him feed them, put them to bed. Regular talk about kindergarten, games in “kindergarten” will increase the likelihood that the baby will go there with interest and joy. In any case, it will be very useful to acquaint him in advance with the peculiarities of spending time in a children’s institution.

It’s good if the headmaster allows you to come to the playground of the kindergarten to play with the children during their walk. The child will watch how the children play, walk, what they do, how they interact with the teacher. It is better to come with the baby in the afternoon, when the parents begin to pick up the children. Read fairy tales to your child, teach him poems, teach your baby to listen carefully to your reading, this will come in handy in the future for classes in kindergarten. And even if at first his attention is only enough for five minutes, do not despair. Gradually increase the interval, the child should develop voluntary attention. Play imitation games with your baby, they are very fun and simple – jump like bunnies, walk like bears, fly like sparrows. This will come in handy in outdoor games, as well as in music and physical education classes.

Hygiene and self-care

It is important and necessary to teach the child to be independent in this area. At the time of admission to kindergarten, the baby should be able to go to the potty, put on shoes on his own, hold a spoon, all this will allow him to feel confident in the group. Remove diapers from the child, teach him to use the potty or the toilet (depending on which group the baby goes to – nursery or younger). At the very least, the baby should be calm about the fact that he is planted on a potty. Learn to use a spoon. Explain to the child how to properly behave at the table (you can’t indulge, play with food, be capricious). Let’s not hide the sin – many mothers turn on cartoons for the child, and while he is fascinated by them, they quickly pour soup into their open mouth. But, having got used to eating like this, in the kindergarten your baby will exhaust everyone – both educators and peers, and as a result, he will go hungry. Teach the culture of behavior at the table. This will come in handy in the future, not only in kindergarten.

Gradually teach your child to dress himself. Let it take more time before the walk, don’t be afraid – the main thing is that the kid tries to cope on his own. Help him at first, explain how to put on a T-shirt, tights, how to put on sandals. It often happens that when taking children from the kindergarten, their parents hastily dress and put on shoes themselves, so as not to waste time. But this is the wrong approach.

Health promotion

A very common phenomenon – a baby, who practically did not get sick before kindergarten, starts to get sick all the time in the garden. Coming to the kindergarten, the child encounters new viruses there. If the baby’s body is not prepared for such a test, he is likely to get sick. The severity of the disease will depend on the strength of the child’s immunity. Someone sniffs his nose for a week, and that’s it, but for someone, ARVI will result in bronchitis, otitis or pneumonia. The stress experienced by the child in unusual conditions also contributes to a decrease in the body’s defenses. Be sure to strengthen the child’s immunity. Do not dress him like a cabbage, do not drink only warm drinks, do not avoid traveling on public transport. All these actions you will achieve the opposite effect. Immunity will decrease, getting used to greenhouse conditions. The baby should be dressed strictly according to the weather, be sure to visit with the child, do not be afraid to give drinks from the refrigerator. You can run around the house in panties and barefoot if the air temperature in the apartment is about 20 degrees. Spend more time outdoors. Systematic hardening – rubbing with cold water, visiting the pool is a great option if you have time for this and financial capabilities allow.

Air hardening

There are different types of hardening – water, air, sun. Air hardening is the most accessible method, because this environment constantly surrounds us. The room should be maintained at an optimal temperature, it is useful to sleep in the fresh air, take air baths. In the cold season, air baths are held in the room, in the summer – on the street. Gradually, their duration increases from several minutes to an hour. They should be taken one hour after eating. First, the baby should be dressed in panties and a T-shirt, shod in socks and sandals. After a couple of weeks, you can take off your T-shirt and shoes, then socks.

Water hardening

This is the most powerful and fastest treatment. Before starting wet rubdowns, it is recommended to rub down with a dry towel, this will prepare the child for wet procedures, and also create a positive emotional mood. First, they wipe their hands in the direction from the fingers to the shoulders, then the legs – from the feet to the hips, then move on to the chest, tummy, back. The duration of dry rubdown is 1-2 minutes. Then you can proceed to the most gentle of all water procedures – wiping with a damp towel. Healthy children are recommended to be taught to this procedure from the age of three months. Wet wiping is carried out after sleep, in the morning, in the same order as dry. For children aged 3-4 years, the initial water temperature should be +32 degrees, every 2 weeks it is reduced by a degree and gradually brought to +25 in winter and +22 in summer.
