National Democratic Institute program manager to support political parties focusing on the areas of space closure, polarization and party integrity. The main task of the group of political parties is to support regional groups in the development, implementation and evaluation of programs of political parties, including: the development of participation policies; political activity; meaningful inclusion of women, youth and other marginalized groups in party processes; and organization of the campaign.

Position summary

Plan, design, implement and manage one or more large programs, typically of greater complexity and impact than those managed by program managers, e. g. programs of a larger scale, higher priority and importance , for example, region-wide or region-wide. several regions. The Senior Program Manager will be required to be involved in all aspects of program management and work with program partners in the regions, as well as with several NDI country and functional groups to facilitate program operations.

Key Responsibilities/Responsibilities

  • Provide leadership vision and strategy for programs that involve many cross-cutting issues, require significant resources, and require a high level of regional and/or multi-regional integration and collaboration.
  • Respond to employee inquiries that require specific programming and/or country-specific knowledge. Keep abreast of political developments in the relevant international environment to maintain current knowledge and the ability to adapt programs when necessary.
  • Serve as a resource for project assistants, program partners and program staff on protocols and other specific requirements related to proper program management and serve as a mentor/coach for their development and success. Provide oversight of specific program management activities as needed.
  • Lead the development of detailed work plans to ensure that the stated program objectives and expected results are achieved, including identifying the actions to be taken, the resources required (time, funding, staffing, etc.), the schedule/timeline for the actions required, and specific actions/indicators for evaluation upon completion.
  • Carry out all aspects of program management to ensure the effective and efficient implementation of established program work plans, including established activities, deliverables, and timelines. Track progress, identify problems and barriers, and advise management on making necessary adjustments to ensure successful and quality results.
  • Facilitate collaboration with team management, other team members and, as appropriate, between other groups to define and coordinate regional program activities and priorities, including the development of program concepts and proposal content, ensuring alignment with broader institutional strategies and approaches. Identify, document, and share feedback on successful processes/programs and areas where improvements can be made to build/run future programs.
  • Conduct appropriate analysis to determine the potential impact of program work associated with specific initiatives, plans and/or issues, and analyze data and indicators associated with program progress. Draw conclusions and present the results in a concise and understandable manner with appropriate recommendations for any proposed actions to be taken.
  • Compile or review/edit drafts prepared by other program staff, consolidating content where necessary to provide comprehensive, integrated results for assigned communications such as board memos, newsletters, reports (e.g. quarterly) or parts thereof, workplans , sentences, and presentations, ensuring proper and accurate formatting, use of spelling and grammar, and inclusion of required content and refinement for submission.
  • Manage and track budgets, grants, and spending for assigned programs, with a focus on more complex programs such as those involving multiple grants, teams, and field offices. Maintain budget notes/documentation and ensure that reconciliations are completed and allowable costs are properly applied in accordance with constraints, structures and established mechanisms/processes. Work to meet budget constraints and anticipate/eliminate surpluses by implementing solutions for budget variances when needed/with the consent of high-ranking team members. Provide guidance to lower-level employees on preparing, tracking, and reconciling the budget.
  • Establishing, developing and maintaining relationships with local staff, representatives of funding agencies and foreign partners to ensure the successful implementation and execution of the program, as well as to formulate new funding proposals and concepts. Concisely and/or collaborate to brief country-specific political, community and business leaders, donor organizations, and members of the international community on NDI activities, and to positively influence and drive the necessary actions for the success of the program.
  • Act as a liaison with funding agencies for designated programs and liaise regularly with relevant field offices to support programmatic work and ensure that progress is monitored and measured against plans and timelines/preparing for necessary evaluations. Act as a liaison with selected NGO members, donors, and Washington political communities, as appropriate, and negotiate with key program representatives, political leaders, donors, and others to obtain appropriate funding and define program parameters and results.
  • Provide support to local and regional program conferences, workshops and meetings by leading the organization of cross-functional workshops as needed. Represent NDI at selected external events/meetings to help NDI communicate with the public, especially when participation from higher level staff is required.
  • Field visits to evaluate ongoing projects and facilitate/use program work and resolve any problems/issues, as well as to assess the political development landscape and identify new opportunities for program initiatives, development of assistance programs and implementation and/or delivery of training programs. Organization of delegations abroad as needed.
  • Ensuring proper implementation of field office policies and handbooks and providing guidance on the interpretation and application of policies and requirements.
  • Build and maintain a network of potential international learning resources, volunteers and local representatives and recruit/select those who are suitable for specific needs.
  • Adhere to the organizational values, standards of conduct, NDI policies and processes, and any other established expectations for NDI employees, including those related to performance, i.e., the goals and responsibilities and responsibilities described in the job description, such as those presented in this document.

Education

  • Seven years of relevant experience in international development, community organizing, political campaigning or legislative matters or a similar field, including experience in strategy development and programming. A degree or work towards a degree in a relevant discipline may be substituted for the required years of experience on an individual basis.
  • Previous relevant international field experience carried out in-country is highly desirable.

Core Qualifications

  • High School Diploma/GED plus 7 years work experience or bachelor’s degree and at least 4 years work experience
  • At least 4 years of experience in developing and evaluating strategic marketing plans and cost-benefit analysis for relevant stakeholders, executives and senior management
  • Experience in leading field sales, managing teams across business units, and collaborating with internal and external resources to develop strategies. Presentation skills and business acumen.
  • Basic Microsoft skills.
  • At least 2 years experience in participating in financial decision making in the workplace.
  • At least 2 years of direct people management experience, including hiring, developing, motivating and leading people through the process.
  • Willingness to travel up to 20% of the time for business purposes.
