At the December 19 & 20, 2017 staff meetings the day care supervisors and director outlined the procedures to be followed for completing the revised child check sheets. The children in each classroom will be divided into groups and assigned to a specific adult who will be physically present and supervise the assigned children. Specific revisions to the child check sheets include columns added that indicate when children are transferred to the care of other staff members during the day. For example for staff shift changes, when children move to another classroom as first shift leaves, when some staff are required to attend staff meetings, and so on. Floaters will indicate at the bottom of the child check sheets the short times that they step in during diaper changes, staff bathroom breaks, and for similar situations. State lawmakers visit Second Street Learning Center

At Second Street Learning Center in Reading on Friday morning, the small children were excited to welcome special visitors to their bright and buzzing classrooms.

In one corner, state Sen. Judy Schwank helped a little girl decorate a bag with pink hearts and stickers. The girl placed a red crayon in the lawmaker’s hand and directed her to write her name in big block letters, spelling out Z-A-N-A-E.

In another corner, state Rep. Manny Guzman sat on the floor with a small group of children while they played with building blocks. A little boy approached the legislator cautiously with a viewfinder and persuaded him to take a peek.

While the two legislators seemed to enjoy their time with the children, that wasn’t the main reason they stopped by the center. They were there to talk shop.

Following a tour of the child care center, which is run by the neighboring Opportunity House, they held a policy discussion with administrators to hear about the problems and challenges that they are facing.

Like most centers across the country, they revealed that the Second Street Learning Center is barely managing to stay afloat.

Opportunity House President Modesto Fiume said the center has operated with a deficit for seven of the last 10 years. And, he added, the only reason the center is doing better these days is because of an influx of federal COVID relief money that was doled out to child care centers to help keep their doors open during the pandemic.

“We have been able to do great things with that money,” he said of the COVID funding. “We were able to purchase a school bus, raise wages for our staff, make some renovations, invest in supplies that we need to keep the center running and hired a social worker.”

But, he warned, when that cash runs out they will be back in the same position they were before the pandemic. That means there has to be long-term improvements in the way the state funds child care subsidies.

And for that to happen, he needs help from state lawmakers.

The state offers subsidies to pay part of the cost of child care for families at or below 200% of the federal poverty line. Currently that line is $53,000 for a family of four.

But those subsidies, which are based on the average cost of child care in a region, currently are far below federal recommendations in Pennsylvania, Fiume said. They have seen a recent boost due the flood of cash from federal COVID relief money, but are still not high enough and will likely drop again when the funding dries up, he added.

“From the legislative level, this is the kind of stuff that we need to fix,” Fiume said. “Thanks to the dedication of our staff we are able to provide excellent child care with very little financial resources. The concern is that without access to quality early learning young children will miss out on developmental and academic benefits that can provide lasting impacts on a child’s success later in life.”

Schwank and Guzman told Fiume that he can count on them to be advocates for the cause.

“The services local day cares provide to the growing families in our area is absolutely vital as they ensure our children are receiving the care they need, while also allowing their parents to pursue their careers and earn a living,” Guzman said.

The Reading Democrat acknowledged that child care centers have faced adversity over the last several years and said it is crucial that he and his colleague do everything in their power to support these facilities so they can keep their doors open for years to come.

Schwank agreed, saying the state must allocate more funds on an annual basis toward child care so there is a meaningful and reliable funding source.

“It’s so apparent that the business model for child care is broken,” the Ruscombmanor Township Democrat said. “From the beginning, this formula was never meant to be a sustainable way of helping our children learn and getting our parents to work.”

In the meantime, Schwank has proposed legislation to allocate $300 million of the nearly $14 billion Pennsylvania is set to receive in American Rescue Plan funding to bolster the child care system.

“We must start somewhere,” she said.

But, even if state lawmakers are able to get her legislation over the goal line, Schwank said the federal government still needs to play a role in addressing the child care crisis.

She said passing President Joe Biden’s Build Back Better plan would make that a reality by making a once-in-a-generation investment in child care by providing subsidies that would make it more affordable.

It would also address longstanding systemic challenges child care providers face attracting, retaining and supporting quality childhood education.

You should also always check to make sure the child care service you are considering is legally licensed to operate in your state. Licensing officials check criminal records and ensure that the child care provider has emergency response training and a safe and healthy environment for the children.
As mentioned earlier, it is a good idea to visit the child day care center that you are considering. You should do this at least a couple of times, and try to go at different times of the day so that you can get a better idea of what kind of schedule they have. This will help you to see how your own child would fit in.
If you are having difficulties finding the appropriate child care environment for your son or daughter, there are some other options. Some people get family and friends to help out, while others hire a nanny. Adult nannies are a good option because they ensure that your child receives personal attention and quality child care. However, this also means that your child will not receive as much social interaction since he or she won’t have other children to play with like in a family day care center.

No matter what option you decide to go with, make sure that you know who you are leaving your child with.  Meet them, get to know them, and let your child do the same. It is important for parents to not just consider the monetary impact of these choices but also the emotional, intellectual, and social future impacts the choice of a day care provider will have on their kids in the long term future. First, you must consider the cost of attending some of the more prestigious and rigorous day care provider centers in your area. In some areas, let’s face the reality that the more money per month per child spent; the better the facilities and the educational value experience offered for your child. Things such as using smart boards and I Pad’s to enhance the learning experience is a very real possibility in these places. However, if a parent is budget conscious they can still afford this experience but it would mean cutting back on all or most non-necessity spending. This would include curbing your eating out habits as well as any leisure entertainment or travel activity and place that money instead into your child’s future day care home. If an expensive day care sees that you are making an effort to keep up with the payments; then they will be more willing to work with you and not let your child leave that place. For a child going to this environment, they need to consider whether or not they will fit into this environment, things like playtime, feeding time, and individual care of the staff- is it received well by the child? These will make the difference between choosing these ones or a cheaper alternative. Cheaper is not all bad if the quality and availability of care is there for your child in the first place.

Secondly, you need to consider your travel times and distance of day care relative to your work and other important places like the hospital, grocery store, bank, and places that you frequent on a daily basis. Is it near enough that you can get to your child should he/she become ill or need special attention so that the day care center can contact you and arrange a meeting with you the same day if needed.

Furthermore, you need to consider the overall cleanliness and friendliness of the day care center provider. Do not underestimate a clean environment for your kid to play and learn in with other kids. Your kid will enjoy making new friends in a clean and safe environment. Plus you as a parent will enjoy the peace of mind of knowing that your child will not be being home any unwanted germs and diseases into your house. Parents must also consider if there is a dispute over payment and care; how does the management and staff deal with such requests? If there is a lackadaisical approach to your core issues; then that is a bad prelude of things to come concerning your child’s care. Your child will probably feel like he/she is being neglected or not fed on time and will start to complain to you ever so slightly that something is not right. When they do, do not hesitate to take them out of that day care center and find another one immediately.

In a recessionary economy, it is okay and permissible for both parents and kids to demand the best care for their dollar. Make your day care dollar stretch by reading all of the material and brochures and visiting every day center on your list until you find that perfect fit for your child. Child Care Options for Low Income Families

One of the most frustrating aspects of being a working citizen is not having the ability to afford childcare. The majority of day care facilities charge as much as $300 per week for each child. That amount is difficult for middle-class citizens to pay. Low-income families cannot fathom paying such an expense. Luckily, the government and the various states have developed programs that help low-income families get the childcare they deserve. The following is some information on those programs:

Extended Day Program

The extended day program can assist low-income working parents during the regular school year. Many school districts offer this program. The school keeps children before and after school hours for a small monthly fee. A parent can drop a child off as early as 7:00 a.m. and pick the child up as late as 6:00 p.m. This program is excellent for low-income workers with daytime weekday jobs. The cost is approximately $150 per month for before and after school. The weekly rate is approximately $37.50, which is extremely competitive.

The attendants participate in various activities with the children before and after school. They help the children with their homework so that the parents have less stress when they come home from work. They give the children a full breakfast in the morning program and a snack in the evening program. Parents can opt to pay for the morning program only, the evening program only, or both programs. The evening program is the more expensive of the two because it lasts so many hours after the school releases the children. The evening program is $100 while the morning program is $52.

The Child Care Assistance Program

CCAP is a special program that provides childcare assistance to certain low-income families. People who are collecting TANF are automatically eligible to receive this assistance. Teenage parents who are working on obtaining their educations are also eligible for CCAP. Those who are not collecting TANF can still qualify if they are pursuing education that will improve their work skills and job opportunities. Parents can apply for CCAP assistance with the Department of Children & Family Services. The financial guidelines for qualification are along the lines of a $3,000 per month income threshold for a four-person family. The applicant must have proof of income, social security cards, birth certificates, and immunization records for all children. Application processing can take up to 30 days.

Head Start

Head start is a program for children between the ages of three and five. The program provides childcare services and medical services to the children who qualify. It is funded by the Administration of Children’s Services. The Head Start program covers childcare from 7 a. m. to 5 p.m. Teachers work with the children to fine-tune their social and developmental skills. Those who are interested in the program may apply online. Applicants go on a waitlist until there is an available slot in the program. It is best for an interested person to complete an application as quickly as possible since the wait may be extended.

Child Care Voucher Program

The Child Care Voucher Program is in effect in many states throughout the United States. It provides a subsidy of up to 95 percent of childcare cost to low-income families. Subsidy recipients will choose an eligible provider from the list of licensed providers. They may also select a relative or an in-home provider. The Child Care Voucher Program covers the childcare from 7:00 a.m. to 6:00 p.m. on Monday through Friday. This is known as the traditional childcare period. However, the program also covers non-traditional times for parents who work odd shifts. It covers nights, weekends, and evenings.

A wide variety of options is available for low-income childcare. Many stay-at-home moms also run small day care businesses in which they discount their services. There is a way to make working and taking care of your children affordable.

‘Like a gut punch’: Advocates reel as Manchin compromise abandons pre-K

A year ago, Miriam Calderón was leading the U.S. Department of Education’s work in early-childhood, a time when $400 billion in new federal funding for programs serving young children still seemed within reach.

Now she’s working on the outside, hoping Congress passes a bill with a small fraction of that amount.

While the Senate once again inches closer to voting on what was originally President Joe Biden’s Build Back Better plan, the recent compromise won’t include the $390 billion for child care and preschool and $190 billion for a child tax credit that the House passed last November. Biden campaigned on adding four more years to public education — two in preschool and two for free community college. So far, he’s had to back off both promises. 

“There’s no sugar-coating it — it feels like a gut punch,” said Calderón, now chief policy officer at Zero to Three, an advocacy organization. “We will not have anything more equitable for children, birth to 5, without greater federal investment.”

House Democrats passed the $2 trillion package last November with the expectation that Senate Majority Leader Chuck Schumer of New York would secure enough votes to get it to President Joe Biden’s desk. But fiscally conservative Democratic Sen. Joe Manchin, whose vote is necessary in the 50-50 divided Senate, has only agreed to a smaller deal to lower health care costs, address inflation and reduce carbon emissions. For now, Biden’s pledge to pay for two years of free preschool and shrink families’ child care costs is out of the conversation.

For many in the early-childhood field, the omission is a rejection by Democrats at a time when programs are still trying to recover from staff shortages and sharp declines in enrollment wrought by the pandemic.

“When it comes to making commitments in the federal budget towards evidence-based early childhood policies, we have fallen short as a nation,” Rasheed Malik, senior director of early childhood policy at the left-leaning Center for American Progress, said last month at a House budget committee hearing on early-childhood funding. 

Republican members at the hearing panned Biden’s original proposal, saying it doesn’t prioritize “nuclear families” and includes large tax increases. Rep. Jason Smith of Missouri dismissed it as “build back broke.”

But even a scaled-down plan from Sens. Patty Murray of Washington and Tim Kaine of Virginia — with $18 billion for preschool and $72 billion for child care — would have been “the largest federal investment in pre-K ever,” said Steven Barnett, senior co-director of the National Institute for Early Education Research. Total current state spending on pre-K is less than $10 billion, he added.

Julie Kashen, a senior fellow at The Century Foundation, a progressive think tank, said there’s still a slim chance Manchin, who weeks ago had ruled out an agreement on climate policy, would have another change of heart. During the vote, senators will also be able to offer amendments.

“We started out at $400 billion and we are far from there,” she said. “But until the ink is dry, we keep seeing things change. They could change again.”

For now, states and advocates are moving ahead on their own without a huge federal windfall.

“We know what it looks like when [the funding] doesn’t come through. That is our history,” said Kashen, who has worked on federal child care and family support policy for more than two decades. 

In New Mexico, residents will vote this November on a ballot measure that would guarantee children a right to an education — not just K-12 students, but those 5 and under as well. If the measure passes, the state would put $125 million a year toward early-childhood education, generated from fees on public lands.

In the meantime, officials are blending state and federal relief funds to make child care free for every family for the next year. 

New Jersey has also tapped pandemic relief funds to upgrade preschool facilities, expand access to child care and pre-K, and support home-visiting programs, which often target low-income mothers with newborns and toddlers. Barnett said the state is wise to put relief funds primarily toward construction projects, “which will pay off for the next 30 years or more” instead of “giving one-time bonuses and other things that are transitory.” 

Some states are also using relief funds for early-childhood staff raises, to support teacher mental health and pay for training, according to a National Association of State Boards of Education report issued Tuesday. 

While Manchin has said he supports universal pre-K, he argued against raising taxes to pay for Biden’s proposals during a period of high inflation. And he vowed only to support the child tax credit, which provided up to $300 per month for families with young children, if it included a work requirement for parents. Surveys show the direct payments helped families afford rent, groceries and school supplies last year. 

Conservatives are now backing a similar proposal from Republican Sen. Mitt Romney of Utah, His plan would provide most families with $350 per month for children from birth to age 5 and $250 for school-age children.  

Michael Petrilli, president of the right-leaning Thomas B. Fordham Institute, said educators should support the bill, saying it “has the potential to help millions of kids — especially poor and working-class children — come to school ready to learn.”

Sen. Michael Bennet, a Colorado Democrat who has pushed to make the Biden child tax credit permanent, tweeted that he appreciates Romney’s work on the issue. But Bennet’s staff said he splits with the Republican on details. Romney’s plan would require families to earn $10,000 in the previous year to qualify for the credit and cut another tax credit program for low-income families to pay for the credit.

Bennet, along with other Senate Democrats, such as Sherrod Brown of Ohio and Cory Booker of New Jersey, hope they can squeeze their plan into an end-of-the-year tax package.

Meanwhile,some Democrats are still pushing to include last-minute funding for young children in the final deal between Manchin and Schumer — now called the Inflation Reduction Act — before the Senate is expected to break for recess next week.  

“The simple reality is that if we don’t act now, the child care crisis will only get worse,” Murray said in a statement Thursday. “As we fight inflation, we must help parents find and afford the child care they need so they can get back to work, and help child care providers stay in business.”

In his comments, Biden promised to “keep fighting” for lower preschool and child care costs.

“This bill is far from perfect. It’s a compromise,” he said. “But it’s often how progress is made: by compromises.”

A second educational center, a kindergarten and new roads will appear on Shirokaya Rechka | e1.ru

Previously, there was a border between two microdistricts – Shirokaya Rechka and Akademichesky. And now this is one big new district of Yekaterinburg

Shirokaya Rechka last year became a micro-district of a new administrative city unit — Akademichesky district. At the same time, new development prospects appeared in two areas important for the location – social facilities and roads.

Developers take an active part in the development of the microdistrict’s social infrastructure. This year, a second educational center will open within the boundaries of Evgeny Savkov, Verkhneufaleyskaya and Landau streets. The initiator of the development of the project was a large federal developer LSR Group. The idea was supported by the city and regional authorities, allocating funding for implementation.

Educational center with an area of ​​25,000 sq. m will unite a kindergarten for 200 children, a school for 825 children and a swimming pool, which will be connected to the main building by a covered passage. The center will include a three-story block of a kindergarten for eight groups and a four-story block of elementary and secondary schools for 33 classes, a catering unit with a dining room for 430 seats, a sports block (large and small sports halls, a gymnasium, a sports and fitness pool and a small swimming pool for learning to swim) and an assembly hall.

The garden will have its own walking area of ​​4000 sq. m. It will be landscaped and equipped with interesting sports and gaming complexes for children of different age groups.   • Evgeny Savkov street: from Khrustalnogorskaya to Kosoturskaya;
  • Kosoturskaya street: from Evgeny Savkov to Sukhodolskaya;
  • Sukhodolskaya street: from Khrustalnogorskaya to Tenistaya.

Work on the construction of the Sukhodolskaya understudy has already begun: at the moment, the soil is being filled. The further plan of the road network includes the development of Verkhneufaleyskaya, Anatoly Muranov, Sukhodolskaya, Khrustalnogorskaya, Tenistaya, Verkhnemakarovskaya, Kosoturskaya, Yevgeny Savkov, Ascending, Quiet Zavodi, Novaya 2 and Novaya 4 streets.
