On the 200th anniversary of the signing of the Constitution, President Ronald Reagan addressed the division and difficulty the founders encountered as they debated the direction of our new nation. President Reagan said it was the ideals of liberty and democratic government that “enabled them to rise above politics and self-interest, to transcend their differences and together create this document, this Constitution that would profoundly and forever alter, not just these United States, but the world.” As educators, you play an essential role in shaping a better future by teaching your students about valuable lessons learned from the past. In fact, that’s the focus of Celebrate Freedom Week, which is this week in Arkansas.

One of the downsides of BHS was the massive number…Thanks to the district being in Walmart’s HQ, there was a decent amount of diversity thanks to Walmart bringing in employees from all over. Lots of great field trips and opportunities for students. As a high school senior they had a ton of scholarship opportunities. Made life long friends in this district, would definitely recommend! Why are there many Russian schools in Azerbaijan? And is it bad?

Students in Azerbaijan study in Russian more often than in neighboring Georgia and Armenia. Appeals are periodically heard in the country to stop state funding of education in Russian. This is happening now, against the backdrop of “protection of the Russian-speakers” in Ukraine. However, in Azerbaijan, the issue of learning the Russian language is largely an economic need and a chance to find a job, and therefore the demand for Russian schools is growing. The BBC has figured out how this happens.
“My grandson is now in the second grade at a Russian school, my granddaughter is five years old, but I will also send her to a Russian school, because wherever you look for a job, the first thing you ask about the Russian language,” says Gulyar Sharifova , a resident of the Goranboy region, which is in the west of Azerbaijan.
She assures that even if classes were opened in their region in English (the most common language abroad), she would still send her grandchildren to the Russian class.
This decision is dictated by her own destiny. At 19In the 1990s, her husband died in the war in Karabakh. She tried to find at least some simple, lowest paid job, but every time she was asked if she knew Russian.
Many years later, says Gular, her children faced the same problem, and therefore she already sent her grandchildren to a Russian school. This is what many people in Azerbaijan do today, even those who do not speak Russian themselves.

Former Azerbaijani Consul General in Istanbul Ibrahim Nabioglu doesn’t think Russian is an advantage when looking for a job. According to him, in order to work in a store and in the service sector in general, one does not need to learn Russian for 11 years, and therefore it makes no sense for the state to spend money from the budget on it.
“Why do I need to know Russian to sell water? That is, a Russian tourist will not be able to explain to the seller that he wants water? Why does a person selling curtains in a store need to know Russian?” Ibrahim Nabioglu told the BBC Azerbaijan Service.
He added that it is the countries that “teach their citizens to dream” that will succeed in the future. According to the former diplomat, modern universities teach people to think, create new ideas, and dream. “Imagination is built in the native language. If a person does not think in the native language, he will remain a dropout in everything,” Ibrahim Nabioglu believes.
Firudin Jalilov, who served as Minister of Education from 1992 to 1993, spoke much harsher. He called the ignorance of the Azerbaijani language by students of Russian schools and universities “a threat to statehood.”
“Because the history and culture of every nation is reflected in its language. If a child goes to a Russian school, Russian culture, Pushkin, Lermontov come to life in his mind and become his ideal, because he knows them,” said Firudin Jalilov .

How many schools are there?
The Ministry of Education told the BBC that out of more than 4,000 schools in Azerbaijan, more than 300 have a Russian sector.
Most of them are located in the capital, and the number of students in them is 156 thousand, which is almost 10% of the total number of students in the country. And their percentage is growing.
The correspondent of the BBC Azerbaijan Service even found a Whatsapp group where Baku residents are discussing the text of a future letter to the Ministry of Education with a request to open Russian-language education in their school.
The deputy of the Milli Majlis (Parliament) Aydin Mirzazade speaks about the natural need for such training, including in rural areas of the country.
“But this does not mean that the teaching of the Russian language is massive,” he recalls. According to him, the government is not engaged in the promotion of any foreign language, and in the future, if there is a need for English-language or French-language schools in the regions, they will also be “financed by the state.”
Founder of several educational projects and school director Rufat Aliyev says that many do not understand the very meaning of the concept of “native language”. “This is the language in which the mother speaks to the child,” he emphasizes. According to the expert, the closure of Russian-language classes, if this happens, will result in trauma for children and “broken destinies,” and at the same time, “knowledge of a foreign language broadens one’s horizons and allows access to world science.”
How did the war in Ukraine affect this topic?
“Sometimes in social networks I come across an idea why people from Russia are allowed to come to Azerbaijan, they say they will live here for some time, they start saying that there are few Russian schools, more are needed, and suddenly you see that they are complaining to the Russian government , they say, come and save us, our rights are being violated,” user Vugar notes in a Facebook post. “I just read a bunch of such accusations.” He disagrees with these accusations.
According to the FSB of the Russian Federation, since the beginning of 2022, 56,000 people have moved from Russia to Azerbaijan. However, the situation was different before. Five years ago, the BBC already wrote about how hundreds of thousands of Azerbaijanis left to live and work in other countries, and most often in Russia.
Back in the harsh 1990s, men from rural settlements “broke loose” in whole brigades and left to work in Russia. In 1995, when the first war in Karabakh had just ended and Azerbaijan’s per capita GDP was just over $300, Yusif, now 78, left for Tyumen with his brother to sell tomatoes.
“I didn’t know Russian, it was hard and cold, but during the two or three years that I worked there, I managed to raise the children to their feet,” he recalls. “If I knew Russian well, maybe I would have stayed there” .

Economist Natig Jafarli believes that Russia’s war against Ukraine and subsequent sanctions may lead to a reverse outflow of Azerbaijanis to Azerbaijan. It all depends on whether the Russian economy will survive and “what signals will be sent from there to friends and relatives in Azerbaijan.”
He admits that Russia can save its economy in the face of sanctions, and notes that even before the sanctions against Russia, Azerbaijan was poorer.

How things are in Armenia and Georgia
Unlike neighboring Armenia and Georgia, the situation with the Russian language in Azerbaijan is special: According to official statistics, 120,000 Russians live here, and the majority live in the capital, Baku.
There are only 50 schools in Armenia where part of the lessons are taught in Russian. There are only a few Russian-speaking state universities.
In Georgia, the number of Russian-language schools is decreasing all the time, and their number has dropped to 11 this year. Only 2% of schoolchildren study here in Russian (10% in Azerbaijan).
All three countries signed at one time the “Framework Convention on the Rights of National Minorities” of the Council of Europe, Article 14. 2 of which speaks of the right of national minorities to receive education in their native language.
In Azerbaijan there are schools in the Georgian language, and in the regions where Lezgins and Talyshs live compactly, these languages are taught in schools, however, there is no teaching of subjects in these languages. Representatives of these minorities themselves told the BBC about this.
The Ministry of Education, in response to a written request from the BBC, replied that there were Russian and Georgian schools in the country. But they kept silent about the Lezgin and Talysh schools, as well as about the plans related to the creation of Armenian schools.
True, Russian is spoken not only by Russians, but often by other ethnic minorities. There are also Azerbaijanis who do not speak Azerbaijani. There are mixed families where the same dilemma with language affiliation is observed. They face problems precisely because of their lack of knowledge of the Azerbaijani language.
For example, Russian-speaking Baku woman Kristina Ali-Iskanderova regrets that she sent both of her children to the “Russian sector”. According to Kristina, her son, who is now in grade 11, cannot choose the desired profession due to the language barrier.
“Now my son says that he has to choose a profession where he does not need to know Azeri. In fact, he dreamed of becoming a psychologist, and he has a great interest in this profession, but due to difficulties with the language, he decided to study as an engineer “, – Christina laments.

Not about politics and not about quality
15 years ago we wrote that parents often send their children to Russian classes, because they believe that the quality of education is higher, but today it is difficult to agree with this thesis.
Education expert Rufat Aliyev says that the quality of education does not depend on the language of instruction, but on the professionalism of teachers and the director of a particular school.

With the assistance of the Massachusetts Institute of Technology, a workshop-laboratory – a fab lab – was opened in the educational campus, where students put their theoretical knowledge into practice. The construction of the Church of the Holy Translators and the community center continues. Next in line is the construction of a new high school, where more favorable educational, research and sports and health conditions will be created and, accordingly, opportunities for education and science and sports will be expanded. The next stage will be the construction of a new primary school (with a total area of 6,000 sq.m.). The existing educational buildings will be completely dedicated to the secondary school. The Ayb School, opened in 2011 by the Ayb Educational Foundation with the financial support of philanthropists who rallied around the idea of education, is a foundation (the official name of the Ayb Educational Hub Foundation) and a non-governmental structure by its legal status. The school is managed by the Board of Trustees, the school is not owned by anyone, and it has no shareholders. Ayb High School is the first social project in the non-state sphere of Armenia: about 70% of students receive a scholarship (tuition fee compensation) every year.

I LOOKED FOR RUSSIAN EVERYWHERE. IN THE ACADEMY OF SCIENCES, IN THE PARLIAMENT… THEY ARE NOT…
One of the most mysterious phenomena in today’s Azerbaijan, along with oil revenues, foreign assets of the presidential family and people close to the family, is Russian schools. According to Wikipedia, there are more than 300 Russian schools in the republic, in 18 universities of the country teaching is also conducted in Russian. In practice, a country that has money to spend on, especially now that oil and gas revenues have fallen sharply, contains two parallel educational systems.
Why is this being done? For the Russian population?
If you believe the same Wikipedia, and there are practically no other sources on the composition of the population, in 2009 there were 119,300 Russians in Azerbaijan. For comparison: in 1970 there were 510,005 Russians. Considering that representatives of the Russian community continue to move to Russia, we can say that by today their number is unlikely to exceed 90,000 people. And the negative dynamics will continue, that is, the Russians will leave Azerbaijan, primarily for the same reason that the Azerbaijanis themselves leave – the Russian economy, despite all the problems, is significantly superior to the Azerbaijani one in all respects. But there are other reasons as well.
Russians, as it were, by default, have defined certain boundaries of career growth, and this is true in almost all spheres of life. Take the Academy of Sciences. Once upon a time, the Academy of Sciences of Azerbaijan was created by Russian scientists – Russians, Jews, etc. – first as a branch of the Union. Now there is not a single Russian in the National Academy of Sciences of Azerbaijan. There are about a hundred correspondent members, about fifty full members. Is it not surprising when little Nakhchivan gives almost a third of the members of the academy, and no one from the Russians gets there during all the years of independence.
There can be two explanations: either all promising Russians are leaving Azerbaijan, or Russians are barred from entering the academy. As you can see, both options are bad. If everyone promising for science leaves, the rest will leave sooner or later. And if the way for Russians to the academy is booked… I think it is indeed booked. That is, the Aliyev-Pashayev clan, maniacally greedy for everything, including scientific degrees and titles, decided that “we ourselves do not have enough, so we will not give it to others.” Here they don’t give it away. Even for decency. For decency, one Russian deputy was allowed into parliament, and greed got the better of the academy …
What can I say…
Or some of the academic places are just for sale. For which they pay bags of money. Which the Russians don’t have. Of course, in Russia itself there are quite a few people who also buy everything for money, including scientific titles, a place in the academy. So we come to another important aspect of the Russian question: there are no very rich Russians in Azerbaijan. All big business, especially related to natural resources and construction, belongs to the “family”, big officials who have a special relationship with the “family”, heads of law enforcement agencies, deputies who are not actually elected, but appointed either for “affinity”, or for big money. There are no Russians among the major officials either. There is not a single Russian minister, not a single head of the district administration.
This circumstance is all the more strange because quite recently, in the Soviet years, there were many Russians among the high-ranking people of the republic. They headed ministries, departments, Baku regions.
What happened to the Russians?
What happened was that they were given to understand that they did not live in their own country. All of the above does not give grounds to talk about segregation, but there is something similar to this.
The question arises: what about the Russian schools, of which there are more than three hundred? And what about eighteen universities in which teaching is conducted in Russian?
My answer is that all these schools do not really exist for Russians. They exist for the so-called “Russian-speaking Azerbaijanis”, which include the president himself and his family…
RUSSIAN SCHOOLS ARE NURSERS FOR GROWING PEOPLE LOYAL TO THE REGIME
Russian schools in Azerbaijan nowadays are more of a political project. They are nurseries for growing, to use the Bolshevik term, socially and class-wise people close to the regime. The closeness of the Russian speakers to the regime is expressed by the fact that this category of people, with few exceptions, does not pretend to participate in political life, does not join opposition movements, and does not create opposition media. If we take only a cursory glance at the biographical information on opposition leaders and liberal journalists, there will be practically no Russian-speaking or even native Bakuvians among them. For many native Baku residents, of whom there are actually not so many left in the capital, the entire opposition is a redneck, to speak for them at the same time for them is tantamount to the final surrender of the capital to the peasants, whom they treated with deep contempt even in Soviet times. “Russian-speaking” is a special status for them, it is practically the status of a sub-ethnos that has special privileges at the expense of the treasury in return for complete loyalty and complete rejection of civic activity.
Russian education and Russian speaking contribute to the atomization of society, which is also extremely beneficial for the regime. Even in Baku, there is an insurmountable barrier between “Russian-speaking” and ordinary Azerbaijanis, they communicate only when circumstances force them to do so, for example, joint work. There are either no social contacts between these two segments of the population or they are very weak. In this situation, of course, the regime should not be afraid of the consolidation of the capital, which is always the vanguard of political movements and protests. But Russian education and Russian-speaking skills also create a threat to the national security of the country, when hundreds of thousands of people simply do not recognize the state language, the basis of national identity.
Let’s get back to the Russians themselves. Of course, all official statistics on the ethnic structure of the population are significantly falsified and cannot be trusted in any way, and this is not only for Russians. But the general trend is not difficult to predict. If nothing changes in the political life of the country, in two decades there will be no Russians left in Baku, just as there are none left in other regions of Azerbaijan. Nearby is their historical homeland, the economic condition of which is much more preferable, which is much more promising for young people in terms of education and further career growth. There are even more political freedoms in Russia than in Azerbaijan. It is simply impossible to imagine Novaya Gazeta or Ekho Moskvy in Azerbaijan. And the pressure on the free flow of information is increasing every day.
Russian schools do not in the least contribute to the integration of Russians into local life. With no Russian schools in the Baltics, Russians still don’t want to leave. They learn local languages and become active citizens, including politically active ones. In Azerbaijan, Russian-speaking drives people into a kind of ghetto that is very convenient from a domestic point of view, while taking away many rights and freedoms guaranteed by the constitution. Among the numerous political activists, journalists, students whom the regime slandered and imprisoned for their political position, there is not a single Russian! Does this mean that everything in this country suits them? No. This means that they do not consider this country theirs and do not intend to fight for its freedom, for its dignity. By the way, a very delicate topic: there are no Russian guys among those who die almost every day on the line of suppression of fire between Azerbaijan and Armenia… Well, such is the relationship between the regime and a separate ethnic group…
But not everyone wants to live like this forever. Azerbaijanis are spoken of from outside as a “Europeanized” people. But Russians by nature and historically Europeans. And it is unlikely that they will always like the fact that European values are unceremoniously trampled on in their country of residence…
So, the day is not far off when the Azerbaijani authorities will lose their main trump card – the Russian community. She has become quite small now. Russians in Azerbaijan are often used for power as a tool of blackmail. “Don’t forget that many Russians live here,” unelected Azerbaijani deputies say frowningly when they are offended by some decisions of Moscow. Moscow will one day ask: “Tell me, please, how many Russians exactly remain in Azerbaijan!” Of course, these deputies can name any figure they like. But judging by the fact that Russians are practically not represented anywhere today, we can say that Russians in Azerbaijan are a fact of history. And in a large number of Russian schools, being nurseries for the cultivation of apolitical and deeply loyal to the regime people, in fact, they had no special relationship with the Russian community . ..

The atmosphere of a private school is initially different from that of a public school. In order to enter a private school, a child must pass exams, teachers fix what level of education he has, strengths and weaknesses, and then systematically seek the child to reveal his talents and achieve heights in his favorite field.
The presence of unique specialists, modern equipment and the ability to quickly respond to any changes in educational processes are the main advantage. When parents move from one country to another, students of private schools not only do not lag behind their peers, but sometimes even get ahead of them.
“The most interesting experience was when we went to Canada in the 11th year, the older one went to the 12th and the younger to the 9th. They were a year ahead of the rest of the school. The eldest was told that you have nothing to do in the 12th grade and he entered the university a year earlier,” says diplomat, father of a lyceum pupil Armen Yeganyan.
In high school, students study exact and natural sciences in English. This makes it possible to read specialized literature in the original. Teachers in the classroom in an interesting and accessible way introduce the children to the world around them and come up with exciting experiments to involve them in the learning process. For example, in a biology lesson, students use hamsters to figure out which color is more comfortable for animals. They built a labyrinth and highlight the path of the hamster using different colors on a mobile phone. The same labyrinth was built for rabbits.
“Without such experiments, biology would be a boring science, we do different experiments every year. We had fish, rats, turtles,” says biology teacher Mariam Ohanyan.
The compulsory program for high school students includes dancing, singing, painting, photography and video filming and, of course, sports. But the methodologists decided to go even further and organized a kind of mix – they combined tennis lessons with photography.
“This is necessary for children to see the connection between objects, it promotes analytical thinking. For example, now they are learning to photograph people in motion, the photographer explains all the features to them, such professional shooting leads to the formation of an artistic taste, ”explains Anna Stepanyan, Deputy Director for Educational and Methodological Issues.
Parents of pupils of the lyceum can safely devote themselves to their work. Children are met at school in the morning and escorted back in the evening. There is a well-coordinated system of transporting children on minibuses.
In the canteen, students can eat delicious food, and a professional nutritionist works in the kitchen, who selects healthy meals for students. In comfortable rooms, students do their homework with the help of teachers, and only then go home.
Lyceum education costs three thousand dollars a year. At the same time, only those who successfully passed the entrance exam are taken. The lyceum has become authorized in the International Baccalaureate system, which means that all the doors of elite educational institutions are open to graduates. In order not to leave talented children behind, whose parents are not able to pay for education, the leadership of the lyceum decided to annually allocate funds from the budget for scholarships for gifted children.
“According to their application, we are reviewing their financial situation. There are families who pay nothing at all, but for this we analyze our budget in order to understand how much we can take from there. And now it is 7 percent that goes from the budget to students for scholarships,” says the director of the Anania Shirakatsi Armenian National Lyceum Ashot Alikhanyan.
Anania Shirakatsi lyceum graduates are well-known businessmen, scientists, ministers and deputies, people of art in the country. Lyceum graduates study at Harvard, Oxford, Cambridge, Moscow State University.

Ayb School (the first letter of the Armenian alphabet) was opened in Yerevan in 2011. Everything is done to reveal the talents of students.
“There is no upper bar in education. How much money do you need for education? The bigger, the better. Projects, ambitions, ideas of children – they are limitless, and the implementation of all ideas really needs resources. The more attractive the school, the better its quality, the more attractive it is for sponsors. They want to participate in the accomplishment, to see the fruits of their investments,” says David Sahakyan, Executive Director of Ayb Private School.
Ayb School students created their own rock band, play in the theater studio, and play sports professionally. High school students who are passionate about robotics implement their most daring ideas at school. 90% of the graduates of this robotics club become high-tech engineers. The school spares no expense to implement ideas. Cooperates with the American company National Instruments, which provides the necessary parts.
“We have developed the “Sar tar” device, which means “take it to the mountains”. It is for climbers, for those who conquer mountains. These antennas help to connect with GPS satellites and determine the location of the lost group with an accuracy of 20 cm. The data is transmitted to rescuers who are in a hurry to help,” says 12th grade student Tatev Margaryan.
At chemistry lessons in a private school, children not only study the subject, but also solve environmental issues with its help. Equipment of laboratories allows to make discoveries. Together with teachers, high school students carried out a project to replace plastic bags with bioplastics. From 2022, Armenia will gradually abandon plastic bags and switch to natural ones.
“We made this bioplastic bag from potato starch and natural substances. If the decay period of polyethylene is from five hundred to a thousand years, then our bioplastic breaks down in the soil in two weeks and turns into fertilizer. We have already patented our product,” says Sergei Badalyan, a private school graduate.
In ordinary schools, they are usually teased as “nerds”. 17-year-old Mary Gulyan recalls those times with a smile. For her, going to a private school divided her life into before and after. The girl is preparing to enter a university in Germany at the Faculty of Biology.
“Everything has changed here – myself and the atmosphere. If earlier my classmates often bullied me for high marks, then here you won’t surprise anyone with this, everyone around is like that. You have to work hard to stand out. I was called a “nerd” because the goal was to get a grade. And there are no grades in this school,” says 12th grade student Meri Gulyan.
The teaching methodology at Ayb School is known far beyond the borders of Armenia. To study it, directors of schools from the Moscow region came to Yerevan. Muscovites are interested in the experience of a private school, where all students follow an individual curriculum. Each student presents his project – alone or in a group with classmates. But most of all they liked the grading system, or rather, its absence.
“In any case, an assessment is a sentence, whether it’s a two or five. We pay a lot of attention to objective evaluation. This is what hinders learning. We really like this story, we are watching how it develops here and how it can be broadcast to teachers in the Moscow Region,” says Elena Mikhailova, First Deputy Minister of Education of the Moscow Region.
