Licensed Home Child Care – City of Toronto

Home child care agencies offer early learning and care in approved homes for children ranging in age from infancy to 12 years. While the hours of care available vary from home to home, licensed home child care can often accommodate families who work shifts or who need part-time, weekend or overnight care.

Watch this video to see what licensed Home Child Care looks like since the COVID-19 health & safety measures have been put in place.

Licensing

Every Home Child Care Agency in Ontario must be licensed by the Ministry of Education and they are obligated to adhere to government regulations which promote the health, safety and well-being of the children and families enrolled in their program.

Important note: Informal or non-licensed home child care is not subject to government standards and this includes any private arrangement a family makes with an individual home provider outside of a Licensed Home Child Care Agency.

Maximum Number of Children Allowed

  • The Child Care and Early Years Act indicates that a licensed home child care provider can care for a maximum of six children under the age of 13.
  • Providers must count their own children under the age of six years and they can only care for three children under two years of age.

Understanding Licensed Home Child Care

Role of the Provider

Each Licensed Home Child Care Agency works with a group of approved providers who deliver the child care program within their own home. The providers are under contract with the Agency and although providers themselves are not licensed, they are monitored by the Agency to ensure that they are following the government’s rules and regulations and the Agency’s policies and procedures.

Role of the Agency

The Agency provides guidance, resources and professional development to help providers meet the needs of children in their care. This includes enhanced Public Health protocols related to infection prevention and control.

Families who receive care through a Licensed Agency are supported not only by the Home Child Care Provider but also by Home Visitors and a Supervisor.

  • The Agency works with a family to determine their needs and preferences, and helps them select a home child care provider from the Agency’s approved list.
  • The Agency visits the provider’s home at least once every three months and regularly reviews nutrition, activities and health & safety standards.
  • The agency provides ongoing training, resources and support to the Home Child Care Provider.
  • If families have concerns with their care, they can speak to the provider, the Home Visitor or the Supervisor.

Assessment for Quality Improvement

Home Child Care Agencies that have a service agreement with the City are assessed yearly on program quality using the Home Child Care, Assessment for Quality Improvement (HCC-AQI).

The HCC-AQI is based on early childhood research and best practices and clearly outlines expectations, service standards and guidelines for Home Child Care Agencies.

The City of Toronto conducts unannounced visits to a selection of homes every year to assess for program quality using the HCC-AQI.

For details of the current assessment contact [email protected].

Become a Provider with a Licensed Home Child Care Agency

Licensed Home Child Care Agencies are looking for Providers who are interested in caring for children in their own home, and who are committed to providing the nurture, care and early learning & play experiences that promote a child’s well-being.

Hear from Home Child Care Providers about why they decided to become a provider with a Licensed Agency.

Benefits

There are many benefits to becoming a Provider with a Licensed Home Child Care Agency.

While a Provider has the independence of running their own business, when they partner with a Licensed Home Child Care Agency they will receive support with many aspects of their business including:

  • finding and placing children
  • collecting parent fees
  • professional development, training & learning opportunities
  • resources, guidance & advice

Families also benefit because they will know that the home is meeting quality standards set out by the Ontario Government and the City of Toronto, that are meant to ensure the health and well-being of their children.

Integration Courses in Germany – Cost, Content

An excellent opportunity for newly arrived migrants to Germany to improve their knowledge of the German language and get information about the country.

Integration courses are an opportunity for migrants to quickly adapt to a new country. Knowledge of the German language, history, politics and culture allows foreigners to live freely in Germany, study, get a job, easily communicate with people and feel comfortable.

Migrants who did not even know the German alphabet before, after the course, will be able to write a letter on their own, make an appointment with a doctor, read a job advertisement, and pass an interview. For some it will be free, for others it won’t. But if you pass the exam, 50% of the cost will be returned.

What does the certificate of completion of the integration courses

give

  • If a migrant does not have German citizenship, with a certificate he will receive a German passport a year faster.
  • Lebens In Deutschland certificate and level B1 are required to obtain permanent residence and citizenship.
  • Certificate B1 is sometimes required to study in Germany.
  • Evidence of language proficiency improves employment chances.

Who needs integration courses

Compulsory courses for immigrants who:

  • Have refugee or political asylum status.
  • Apply for social assistance. These are late settlers and the Jewish line. But the refusal to attend courses has no consequences for this category of migrants, except for a reduction in benefits. You can refuse assistance and not attend courses if the migrant has found a job.
  • Arriving in Germany for family reunification. When the spouses of Germans or immigrants residing in the country obtain or renew a residence permit, an employee of the Office for Foreigners makes an integration forecast. If an official understands that a person has poor knowledge of German and English, there is no good profession, then he gives a referral to courses. You cannot refuse: without a certificate of completion of studies and a B1 level certificate, they will not extend the residence permit.

The Ausländerbehörde, the Office for Foreigners, gives newcomers for work or family reasons referral to integration courses. More information about the training is written on the website of the BAMF (Federal Office for Migration and Refugees). The Office checks the eligibility of the immigrant to attend courses and issues a permit. Along with it, they provide a list of schools where training is conducted.

Experienced migrants who have been living in the country for many years, but who want to improve their knowledge of the German language, are also entitled to enroll in courses. To do this, you need to write an application to the regional office of BAMF or contact the school. If the officials are convinced that the applicant needs additional training, they will give permission.

Groups are usually full 3 months in advance. Therefore, it is unlikely that you will be able to go to study the next day after the approval of the application.

How much do the courses cost, who is taught free of charge

In all schools the cost of education is the same – 1540€. It consists of 7 modules of 220 €. One module is 100 hours of lessons. 6 modules are devoted to the study of the language and one – to the politics, history and culture of the country. At the beginning of each module, an invoice is issued, which must be paid within 14 days. For each module you need to buy a textbook for 20€. If preparation is required, the school will offer additional tuition at hourly rates.

For Social Security or ALG2 recipients, courses are free. Tuition is paid by JobCenter upon submission of the relevant application. Migrants who come on a work visa with their families pay for the courses themselves.

Tuition-paying foreigners who are required to attend courses at the Ausländeramt have the option of getting 50% of the money back. This is possible under two conditions:

  1. Language exams and “Leben in Deutschland” passed successfully.
  2. It has not been more than 2 years since receiving the referral from the Ausländerbehörde to receiving both certificates.

It is not difficult to make a return – you will need to fill out an application, indicate bank details. And wait for the receipt of the return to your account. If the training was forced.

Integration courses in Germany.

How the courses work

Usually, training is conducted on weekdays from 8 to 12. It is possible to pass just one module per month. It turns out that all courses take about 7 months. In larger cities, there are other schedule options. For example, on weekends or in the evenings. There are offers of partial or full online training, but the exam is always taken in person.

A migrant chooses a school where he/she is satisfied with the schedule, submits a referral from the Ausländerbehörde. Then he receives a letter with an invitation to test. If the test shows that the level of language knowledge allows it, the school determines the person not for the first, but immediately for the 2nd or 3rd module of training,

Students often try to guess most of the answers on a test. As a result, they get to a level where learning is much more difficult. If the program is beyond your strength, you have to wait for the next stream at the school to go to a lower level. In addition, in the first module, all the grammar and rules of the language are studied using examples of life situations. This German base, important for any migrant, is missed by many because of a well-passed test. Therefore, you should not shine with knowledge on testing, if you do not want to miss anything.

Pupils will learn a lot of new information about German and about Germany.

1 module

At the beginning they study simple phrases, frequent questions and answers, for example: “What is your name”, “How old are you”. Learn numbers and pronunciation of letters. Migrants begin to pronounce their first and last name correctly, which is useful, for example, when communicating with a praxis employee on the phone. Pay attention to pronouns, conjugations of verbs. Students will learn how to properly name food items and even how to sort household waste.

2 module

The second stage is devoted to the study of professions, communication with officials, praxis. It helps to start interacting comfortably with the outside world of Germany. So that a migrant can do elementary:

  • ask the supermarket where the salt is,
  • find out at the market how much a kilogram of tomatoes costs,
  • ask the store for the right size shoes.

The course begins with the basics – with the alphabet and the ability to spell your name.

3 module

About family, home, hobby and work. Foreigners learn words about the composition of the family, household items, visits, free time. Take simple job ads and consider situations where you need to call, talk to the employer.

4 module

Assigned to the communication process. Migrants are taught how to properly build dialogues with friends and strangers in different situations. Repeat phrases that will come in handy when traveling or at the bank.

5 and 6 modules

These stages are the preparation for the language exam. Migrants read complex texts from articles, newspapers, government websites. Students:

  • write official letters, e.g. to Ausländerbehörde,
  • communicate orally and in writing with organizations,
  • correctly fill out applications for a refund for low-quality goods to the store.

The textbook is also a workbook, so reuse is difficult.

7 module

Dedicated to the politics, history and culture of the country. Teachers tell how the elections are held in Germany, the government is formed. They enlighten about important historical stages after the Second World War, about the rise of the German economy, the unification of the FRG and the GDR. Migrants learn what holidays the Germans celebrate.

It is allowed to miss no more than five lessons per module. For one absenteeism, it is enough to write an explanatory note that you were sick or visited a doctor. If there are two or more passes, an official certificate is required. When a migrant does not attend classes for more than five days, the teacher decides whether it makes sense to continue studying. For systematic absenteeism, the student will be expelled.

Exam

After the completion of the sixth module, TELC conducts a language proficiency examination. Students have 4 tests to pass:

Hearing

A migrant listens to 22 questions on different life situations. For example, an announcement at the station, from which you need to make out how many minutes the desired train is late or from which track it leaves. Or an excerpt from the weather forecast on the radio, where it is important to hear what the weather will be like on Friday. At the end, they offer to listen to several interviews and find something in common or the main idea in them.

Read

Consists of about two dozen questions. A plan of the shopping center is given and the task is to choose on which floor to buy toys for children or garden furniture. Then they offer several ads from newspapers, among which you need to determine the appropriate query. They give special texts to read – instructions for the phone and additional questions. The last task is grammar: you need to choose suitable prepositions, verb conjugations or articles.

Letter

There are 2 situations for which you need to write a letter. A note to the school that the child is ill. Or a letter to the store, where the purchase has not yet been delivered. The minimum recommended amount of text, excluding the beginning of the appeal and the signature, is 75 words.

It is usually difficult to stretch a given topic to such a number of words. Therefore, use all known grammatical phrases and introductory phrases. Don’t forget to choose the right writing style: formal or free.

If you have chosen the situation with delivery from the store, you will have to dream up. Inform that you are leaving on vacation in Italy, and if at that time they decide to deliver the sofa, let them call the neighbor. And also add that the cat remains at home, ask to be more careful when unloading, not to crush or accidentally release the animal through the open door.

Conversation

First, the migrant is asked to tell about himself according to the plan: what is his name, where he came from, hobbies, profession. Additional questions are asked, such as how often the person makes time for entertainment. The stage lasts approximately two minutes. Then they are asked to look at the picture and describe who is in it and what is happening. You should start with the number of people in the photo, a description of the appearance of people. Then describe what the characters do.

Then you need to tell about yourself in the context of the topic under discussion. For example, a family is drawn in the kitchen in the process of cooking. The examinee must say how often and what he likes to cook, recall interesting moments about cooking in the family circle. Be prepared for questions on the topic, for example: “How do you like German cuisine?”. This takes 3 minutes.

At the end there will be a dialogue with a classmate. Give a life situation that needs to be discussed. As an option, planning a trip out of town for the weekend. You should agree on the time and place of the meeting, food, drinks, planned activities, as well as who will get there: on foot, by car or by transport. Usually the teacher tries to match pairs so that the conversation is on the same level. But it happens that the examiner puts unequal students in a pair, and then you have to get out.

The examination is conducted strictly and honestly. The package with tasks is opened right in the audience in front of everyone. Students hand over cell phones. The school provides writing materials. They take a passport without a cover or other identification card with them. Even drinking water is allowed only without a label. There are no options to write off, deceive or bribe examiners.

Test “Leben in Deutschland”

Leben in Deutschland is tested after the seventh module of the course. It does not cause difficulties if you practice. There are mobile sites and applications with a catalog of 300 questions. On the exam, 33 questions out of 300 are randomly selected. To successfully pass the test, it is enough to answer at least 17 correctly.

Exam results and certification

After passing all stages of the exam, the materials are sealed and sent to the head office of the organizers. The answers are checked, after which the student receives the results – not earlier than in 2 weeks. The certificate is sent by mail. It will have 3 ratings for:

  • Listening and reading
  • Letter
  • Conversation
Required number of points to obtain level
Hören + Lesen Schreiben Sprechen
B1 33-45 15-20 75-100
A2 20-32 7-14 35-74. 5

Certificate B1 is issued if the total score in the three parts is more than 60%. The final grade is influenced mainly by points for writing and speaking. For example, if listening and reading are A2 and the rest are B1, the total is B1. And if A2 is placed for writing and speaking, and B1 in the first column, the decision is made individually, depending on the exact number of points. You can retake the exam as many times as you like, but at your own expense. The exam costs 150-200€.

An example of a B1 certificate obtained after successfully completing an integration course.

If the exam is not passed and additional lessons are required, it is allowed to attend the last 3 modules of the language course again. These blocks are self-paid. Those eligible for social assistance are assisted by the Jobcenter.

After three months of study, the student is given an attempt to pass the exam for free. However, you will have to wait for the group following the released group to reach the fifth module and the retaker to join them.
