The federal educational program of preschool education takes into account the age characteristics of children

Educational environment

December 9, 2022 develops. About what the federal educational program of preschool education is and how it is being developed, she spoke on the air of the online program “Educational Environment” Natalya Kostyuk , Deputy Director of the Department of State Policy and Management in the Sphere of General Education of the Ministry of Education of the Russian Federation.

“The system lives, the system develops. We observe that in recent years, preschool organizations have been built, their infrastructure has been updated, the level of training of preschool education specialists has increased, and serious attention has been paid to advanced training and the development of professional competitions, which are expanding and becoming one of the elements of developing professional knowledge and skills,” said the expert. nine0005

She recalled that the federal educational standard for preschool education has been approved in Russia and the federal educational program for preschool education is being developed on its basis. Her draft has been posted for public comment.

“We received a lot of questions and wishes. We tried to analyze all the documents and proposals that we received – there are more than two hundred of them,” said Natalia Kostyuk.

She explained that the draft federal educational program for preschool education had been significantly improved: all proposals had been analyzed and, if possible, taken into account. nine0005

“Our goal is to preserve the uniqueness and intrinsic value of preschool age and, of course, the development and formation of cultural values that are instilled in preschool children. All these values will be further developed in the general education system,” the expert added.

The federal state program of preschool education will be approved no later than January 1, 2023.

nine0034 In the Khabarovsk Territory, additional places are being created in private kindergartens for children from 1.5 to 3 years old

Preschoolers will be brought up according to the “sociocultural values of the people”

Patriotism in kindergartens will begin to be formed in children from the age of three / Vedomosti

The Ministry of Education presented a draft federal educational program for preschool education, the document was published on the portal of draft regulatory legal acts. As stated in the explanatory note, it was developed by a working group of the department together with employees of the Institute of Developmental Physiology of the Russian Academy of Education. The document was developed as part of the ministry’s course towards the unification of all educational programs and the creation of a single recommended version of the program at each level of education. nine0005

The special feature of the program was the emphasis on patriotic education. From the point of view of the authors of the document, the main functions of preschool education are “the upbringing and development of the child as a citizen of the Russian Federation”, introducing children to the “spiritual, moral and socio-cultural values of the Russian people.” The introduction to the program says that it is aimed at educating and educating the younger generation in “the national and cultural traditions of the Russian Federation, who know the history and culture of their homeland.” nine0005

Separately, in the part of the description of the planned results of the program, it is said that due to the specifics of preschool education, it is wrong to require the child to achieve specific results, so the program offers targets for “possible achievements” for each age. Each of the developed programs, based on the requirements of the standard, should include the following sections: social and communicative, cognitive, speech, artistic and aesthetic, physical development.

From the age of 3 to 4 years in the social and communicative section, the tasks of “forming the foundations of citizenship and patriotism” appear, along with tasks in the field of social, labor relations and safety of behavior. The teacher is invited to “enrich the ideas of children” at this age about their small homeland. From 4 to 5 years old, the teacher should “educate love and respect for our Motherland – Russia”, introduce children to state symbols and cultivate respect for it, and also talk about public holidays, such as Defender of the Fatherland Day and Victory Day. nine0005

At the age of 5–6 years, children are invited to tell that “Russia is a large multinational country” and to cultivate respect for people of different nationalities. It is proposed to add information about the World Day of Aviation and Cosmonautics to the story about two holidays and introduce children to “bright biographical facts of the heroes of the Fatherland. ” For children from 6 to 7 years old, teachers should talk about caring for state symbols – “carefully store, get up during the performance of the national anthem”, evoke an emotional response in the child about the volunteer movement in Russia and, in general, offer to join social events in kindergarten or city. The holidays are also accompanied by the Day of the complete liberation of Leningrad from the fascist blockade, the Day of the Constitution of the Russian Federation, etc.

As a result, by the age of 7, in terms of social communications, according to the authors, the child strives to maintain a positive self-esteem, recognizes basic emotions and feelings, shows empathy, can negotiate and make friends, resolve conflicts, observes elementary social norms and rules, knows how to call on assistance, etc. The child also shows interest in public holidays, seeks to take part in volunteer activities, etc. over-regulation.” Vladimir Kudryavtsev, Professor of the Directorate of Educational Programs at Moscow State Pedagogical University, drew attention to the fact that the programs developed earlier were supported by scientific research and tested for several years in kindergartens. At the same time, the current project should be approved as early as January 2023. The implementation of the program will increase the burden on preschool teachers, and the lack of reserves for kindergartens in the regions will make it difficult to allocate additional financial resources, RANEPA expert Alexei Tishchenko fears. nine0005

Such attributes as “flags, coats of arms and portraits” (the presence of which will be checked) should appear according to the situation, appropriately, psychologist and teacher Sergey Plakhotnikov is sure. “Children perceive their homeland from those objects that are around – a grocery store, a hospital, a hairdresser, a mosque, a church, which are in specific villages and villages. Through this, they will love their homeland and want to interact with people,” the expert says. The project practically does not talk about the play and research activities of children, but often it is proposed to “teach” them, which is not a key task in preschool education, Plakhotnikov said.
