“TWYLA is the ‘cream of the crop’. My daughter comes home every day with newfound knowledge. I love everything about this place. It’s amazing all of the specials rotations they go through from music, science, technology, Spanish, library, and of course physical education. Actually my favorite thing about this place is the chef! I could go on and on.”

MEET THE DIRECTOR—

Patricia Quintero

Patricia Quintero was born in Santa Barbara, California, and was transplanted to Houston when she was nine years old. As the oldest of seven, she has always been around children. Formally, she was introduced to the basic concepts of preschool in high school when she elected to take Child Care 101 and has been in this industry ever since!

She spent many years in a private preschool in the Cypress area and worked her way up to Director of
Pre-K Before and After school programs, which included 200 summer campers! She left the industry briefly thinking she wanted to do something different, but she just couldn’t stay away! Upon her return to early childhood education, she found TWYLA. In her own words, “this wonderful school!”

Patricia has been at The Woodlands Young Learners Academy for nine years. She started as a teacher in the 3 year old classroom, becoming the lead and then moved into administration. She achieved her Director’s Accreditation in 2005.

Outside of TWYLA, Patricia loves to spend as much time as she can with her nieces and nephews, as well as working on various art projects with her silhouette.

The public opposed the kindergarten and asks to “leave them the forest” on Tikhvinskaya – Patrokl

Public discussions of the project to build a kindergarten for 120 children in the forest area near Tikhvinskaya Street 3 in Vladivostok were held in a hot spring. Residents of the microdistrict said that they do not need a kindergarten, a park and other types of landscaping on the territory. They demanded that the city authorities “leave them the forest.” Dialogue with the people led, including acting. mayor of the seaside capital Oleg Gumenyuk, PrimaMedia reports, and the official release of the administration is published here.

On the eve of public discussions, Oleg Gumenyuk in the company of Vladivostok Duma Chairman Andrey Brik, deputy head of the city administration Igor Tkachenko and Alexander Yurov, inspected the construction site of the future preschool educational institution in the Tikhvinskaya area.

According to the plans of the city authorities, the future kindergarten will occupy an area of about 0.5 hectares, and the area of the site is more than 5 hectares. A very small part of the forest is planned for felling, many trees are dead wood. There are no Red Book species in this place. After the completion of construction work, new trees and shrubs will be planted to replace those cut down. The whole territory is planned to be landscaped for walks of local residents.

Today, January 25, there were public discussions of the project at school No. 25, where more than 230 residents of the district came, who literally crammed into the assembly hall of the educational institution.

Calm “negotiations” with the city authorities did not work out, the dialogue was tense. Almost all residents were unanimous in their opinion that it was necessary to leave the forest here, and they did not need a kindergarten. At the same time, people did not hear the arguments of the city administration and the City Council. Representatives of the municipality headed by Oleg Gumenyuk explain the construction plans. According to and.about. Mayor of Vladivostok, on the territory of 2% of the entire forest area, where a kindergarten will be built, and the rest of the green zone is planned to be landscaped and turned into a city park. The speakers emphasize that during the construction of the garden, 500 trees will be cut down and 800 will be planted.

However, according to the residents of the area, there is no need for a city park here either, and there is even no need to install a video surveillance system to prevent crime in this forest area. And in general, the residents decided that the “inhabitants of the cottages” could not be trusted, and therefore it would be better if nothing was done in their forest – neither good nor bad.

Quite extravagant “arguments” in defense of the forest were heard in the heat of the discussion. So, for example, it was proposed from the crowd to gather children from all correctional schools in one room, and to make kindergartens in the vacant buildings, but not to touch the forest. The proposal of another participant in the hearings is that in no case should Wi-Fi access points be installed in a forest area, because “Wi-Fi has been proven to cause cell mutation.” And another suggestion from the residents is to move the correctional school out of the city. Also, the participants in the discussion stated that it would be harmful for preschoolers to spend so much time between the veterans’ hospital, the morgue and the cemetery, as well as to breathe smoke from the chimneys of private houses located here.

Earlier, the press service of the Vladivostok administration published a press release, where the head of the department for work with municipal educational institutions Larisa Karpacheva said that families living in the area of Safonova, Tikhvinskaya, Mozhayskaya streets are in dire need of building a new kindergarten here. Today, according to her, 400 children aged 0 to 3 are on the waiting list for kindergarten.

Children from 3 to 7 years old are provided with places in kindergartens, but many parents are forced to take their children quite far from home, because there are not enough preschool institutions directly on the assigned territory.

The description of the project of this kindergarten is published on the City Hall website (interactive map):

Tikhvinskaya, 3 are included in the municipal program “Development of education in the city of Vladivostok” for 2014-2020. This kindergarten was determined based on the need to provide free preschool education to preschool children living in this assigned territory.

Based on the results of the monitoring, 100% accessibility of pre-school education for children aged 3 to 7 years was ensured in this territory. The average rate of staffing of preschool institutions is 110% of the design capacity. As of 11/01/2018, the Department for Work with Municipal Educational Institutions of the Vladivostok City Administration has 62 applications from parents (legal representatives) for the transfer of children living in the area of Tikhvinskaya, Safonova, Mozhayskaya streets and attending municipal preschool educational institutions (hereinafter – MDOU) not in the assigned territory. In addition, 7 people postponed the demand for a place in the MDOU due to the lack of free places in the MDOU in the assigned territory. Thus, it is currently necessary to create 69additional places in the MDO in this assigned territory for children aged 3 to 7 years.

In addition, according to Presidential Decree No. 204 dated May 07, 2018 “On National Goals and Strategic Objectives for the Development of the Russian Federation for the period up to 2024”, it is necessary to create conditions for achieving 100% accessibility of preschool education for preschool children under 3 years.

As of 12/01/2018, the order of children under the age of 3 for a place in a kindergarten in Pervomaisky district is 1775 people.

In order to ensure 100% accessibility of children aged 3 to 7 years and increase the coverage of children under 3 years of age with free preschool education in the assigned territory, there is a need to build a preschool educational institution on the street. Tikhvinskaya, 3 with the maximum possible number of seats.

In order to fulfill this municipal program, a set of measures is being taken to design and build a kindergarten on land plots with cadastral numbers 25:28:030017:6281 and 25:28:030017:6284, which are the property of the municipal formation of the city of Vladivostok.

Currently, design documentation for the construction of a kindergarten for 120 places in the area of st. Tikhvinskaya, 3.

The project documentation received a positive conclusion from the state expertise.

After the construction of the facility, landscaping will be carried out, including landscaping, in the form of planting trees, shrubs, lawns and flower beds.
