OECE was created in 2012 to align and coordinate programs and funding streams from the Department of Children, Youth, and Their Families (DCYF), the San Francisco First Five Commission, the Human Services Agency (HSA), and the San Francisco Unified School District (SFUSD) to serve children up to five years old in San Francisco. The goals of OECE are to improve access to early care and education, improve the workforce that serves those purposes, and build up the system capacity.

On November 4, 2013, Mayor Lee appointed Barbara Coccodrilli Carlson as the first new Director of the OECE.

DCYF creates and facilitates innovative citywide policies and projects in support of children, youth, and families. As a result, children, youth and families from throughout the City participate in a broad range of programs in the areas of early child care, academic support, health and wellness, youth workforce development, and cultural enrichment. DCYF welcomes the participation of children, youth, and families in civic life, provides information to families throughout the City, and supports efforts to keep San Francisco family-friendly.

Philosophy

We believe that early childhood is a time of natural exploration and discovery. We know that young children learn by “hands on” experiences and that every child learns differently. There are many different philosophies in Early Education and we get to know your child first to mold the teaching philosophy based on the learning style that they will thrive best with.

Our teachers are highly qualified to scaffold each child’s growth and development in a natural way to help them discover answers to their curiosities about the world around them. Children come into our world eager to learn and discover and the teachers want to support and engage them in a way that will turn them into lifelong learners. 

We have a multi-cultural play-based curriculum that encourages learning through art, language, music, pre-math, pre-reading, science, and socialization. Although we prepare children for kindergarten, we do so in a way that makes learning a more natural and fun experience and focus more on the children’s interests when we build our emergent curriculum. 

Curriculum

Our main teaching philosophy is focused on the concept of community. We want the children to learn what it is like to be a part of the community and how they can contribute to the community. We take daily walks in the Inner Sunset community and we know all of the surrounding businesses where we also take mini field trips. For example, Easy Breezy and Hometown Creamery open their doors for us before their business hours to allow the children to take a tour, and Park Smile welcomes us to visit and chat about dental hygiene. For Halloween, we go trick-or-treating in the neighborhood. And as a way to say thank you and to give back to our neighbors, we take the children caroling in December. We also visit and invite SFFD and SFPD into our school every year to talk to the children about different ways to be safe.

In addition to teaching the children about our neighborhood community, we also teach the children how to be a part of their school community. We encourage the older children to help out in the younger classrooms, and we also teach children to ask their fellow classmates for a helping hand to see if they can solve the problem together before asking a teacher. Our end goal is to mold our children into kind tiny humans who know how to navigate living in a city.

Our Pre-Kindergarten class takes monthly field trips to the California Academy of Sciences. We are taking advantage of our close proximity to the museum. We take the children to document in their science journals – explore, observe, document, and label. And then we take them back every month to observe and document any changes. At the end of the year, parents can see the fine motor development in their journals as well as the growth in their observations (teachers write down their words for their observations).

separate classrooms, 2’s and 3’s, 3’s and 4’s, 4’s and 5’s, and
Pre-Kindergarden.

The Stepping Stones is located in a church like many other preschools. The school is non-denominational and is open to all faiths. They have a wonderful outdoor area and four separate classrooms divided by age groups. nine0003

Stepping Stones has one of the best locations in all of San Francisco, given its walking distance to Golden Gate Park, the largest and most family-friendly park in the city.

The Inner Sunset neighborhood is one of the best neighborhoods in San Francisco to raise a family due to the concentration of single-family homes, unlike most of the city. The area is diverse, accessible and friendly.

People living in the Stepping Stones area feel like they are middle class, people from a bygone era. There is none of the snobbery that you might encounter in the Pacific Heights, Marina, Presidio Heights, or Cow Hollow neighborhoods, where the demographics are extremely homogeneous. nine0003

Also, if you’re financially savvy, the Stepping Stones are the way to go. near Golden Gate Heights, Redfin is one of the top five areas in the country in terms of rising property prices.

The more houses for one family, the more opportunities for family and family recreation in the area.

Diversity 5/5 Stars:

Unlike other upscale preschools that are predominantly Caucasian, the Stepping Stones are incredibly diverse and reflect the diversity of the city. After all, San Francisco is a city where the majority of the population is a minority. For all children coming from rich and white backgrounds, it is unfortunate to prepare your child for the real world. nine0003

Teaching 4/5:

All teachers must have a Bachelor of Arts degree. The Stepping Stones also have a wonderful male preschool teacher named Andrew who I saw at the California Academy of Sciences every week when his son was 0-2 years old.

The teachers are supportive of each other and are great based on my four hour observation. Feedback from parents has always been positive.

Walking Stones also has a low student-teacher ratio of 6:1 (2 teachers in a class of 12). nine0003

Schedule 5/5:

For working parents, the Stepping Stones have the perfect schedule. You can drop your kids off for free at 7:30am and pick them up before 5:30pm, also free of charge. The founders of the Stepping Stones were both working parents, so they focused on scheduling flexibility.

Tuition 4/5:

Early childhood education in San Francisco is not cheap, and the Stepping Stones are no exception. The cost of daytime tuition is around 19$50 per month. The cost of enrolling for a part-time job is about $1,500 per month. The school is year-round.

It is very easy to meet other parents, make friends, organize play meetings and feel part of the community. This sense of community is especially great for stay-at-home parents who need a social outlet.

Safety measures 4/5:

Due to COVID-19, Stepping Stones Preschool is actively implementing safety measures to protect the health of its students and teachers. Many new rules have been put in place, including teachers wearing masks all day, moving to a mostly outdoor school in Golden Gate Park, grouping siblings and more. Please ask the school about their security measures. It’s pretty detailed.
