Preschool Programs Information – Dinwiddie County Schools

Applications are now being accepted for the 2022-2023 school year!

School readiness begins the moment a child enters the world. What happens in the first five years of life sets a child up for academic success throughout the rest of life. Choosing an early childhood program is one of the most important decisions a family can make. We believe every child should have access to a quality preschool experience prior to entering Kindergarten.

Bright Stars

Bright Stars is Dinwiddie County Public Schools’ (DCPS) Four-Year-Old Preschool program that addresses student’s physical, academic, social, and emotional needs at no cost. Bright Stars operates on full day schedule and follows the DCPS calendar. We only offer in-person preschool. The school hours are from 8:30 a. m. to 3:30 p.m. Students are provided transportation from designated bus stops determined by the DCPS Transportation Department. Breakfast and Lunch is available. Each classroom has one certified teacher and is supported by one highly qualified paraprofessional. Class sizes are between 18 and 20 students. Parent/Guardian participation is also expected through student conferences, family events, and other forms of communication like email, telephone, Remind, etc.

We have classrooms in four locations:
  • Midway Elementary (5511 Midway Road, Church Road, VA 23833)
  • Southside Elementary (10305 Boydton Plank Road, Dinwiddie, VA 23841)
  • Sutherland Elementary (6000 R.B. Pamplin Drive, Sutherland, Virginia 23885)
  • Sunnyside Elementary (10203 Melvin B. Alsbrooks Avenue, McKenney, VA 23872)

 

Eligibility Requirements for Bright Stars

Bright Stars is funded through the Virginia Preschool Initiative (VPI) grant. Eligibility for participation is based on criteria set by the Virginia Department of Education (VDOE).

In order for children to participate, they must be four (4) years old by September 30, 2022 and live in Dinwiddie County.

The Bright Stars program is designed for children who have experienced or may be exposed to factors that could negatively impact their school success.

All families are encouraged to apply, but slots will be filled based on student need.

The following criteria is set forth by the VDOE to determine eligibility and includes:

  • The child lives in poverty as evidenced by family income (at or below 200% of federal poverty guidelines).
  • The child is homeless, defined as not living in a regular, fixed residence, or sharing housing due to economic hardship.
  • The child’s parents or guardians have a limited education, such as not completing school.
  • The child’s family income is less than 350% of the federal poverty guidelines in the case of a student with special needs or disabilities.
Additional risk factors can be considered when determining eligibility and include:
  • The child is raised by relatives.
  • The child is a foster child.
  • The child lives with a parent who is chronically ill.
  • The child does not speak English.
  • The child has an identified special need or disability.
  • The child’s parent or guardian is incarcerated.
  • The child lives in a single parent home.
  • The child’s parent or guardian is on military deployment.
  • The child’s family has experienced hardship due to Covid-19.
Application Timeline

Applications are being received now through May 1, 2022 for the initial collection. The application window will remain open through the 2022-2023 school year. There are a limited number of slots. All parents/guardians are encouraged to complete the application; however, there is no guarantee that the child will be accepted into the program. It is not first come, first serve. Being accepted into the program is determined by eligibility requirements set forth by the state (VDOE) and local criteria.

Parents/guardians will be notified, via email, if the child is accepted, ineligible, or put on a waitlist by June 1, 2022.

Children who are not accepted into the program, but are found eligible, will be placed on a waitlist. The child’s application is kept on file at the DCPS School Board Office. If a slot becomes available during the school year, applications are reviewed and a child is selected. Parents/guardians will be notified at that time. It is the goal to have all 18 to 20 slots at each location filled throughout the school year.

Head Start: The Improvement Association

The Head Start program is a national child development program in Dinwiddie County led by The Improvement Asssociation for  families of children 3 to 5 years of age who live in Dinwiddie County. Children enrolled in the program receive educational services to help prepare them for kindergarten at no cost. The program promotes comprehensive education, health, nutrition, dental, mental health, social services and parental involvement opportunities. Head Start also operates on full day schedule and follows the DCPS calendar. They only offer in-person preschool. The school hours are from 8:30 a.m. to 3:30 p.m. Students are provided transportation from designated bus stops determined by the DCPS Transportation Department. Breakfast and lunch are provided daily free of charge. Each classroom has one  teacher and is supported by one paraprofessional. Class sizes are approximatley 15 to 17 students.

Eligibility Requirements for Head Start

Head Start is a national, federally funded, child development program that serves low-income children.

In order for children to participate, they must be three (3) or four (4) years old by September 30, 2022 and live in Dinwiddie County.

The Head Start program is also designed for children who have experienced or may be exposed to factors that could negatively impact their school success.

All families are encouraged to apply, but slots will be filled based on student need. It is not first come, first serve. Being accepted into the program is determined by eligibility requirements set forth by the federal government. Eligibility for participation is based on similiar criteria as the Bright Stars program:

The following criteria is set forth to determine eligibility and includes:
  • The child lives in poverty as evidenced by family income (at or below 130% of federal poverty guidelines).
  • The child is homeless, defined as not living in a regular, fixed residence, or sharing housing due to economic hardship.
  • The child’s parents or guardians have a limited education, such as not completing school.
  • The child’s family income is less than 350% of the federal poverty guidelines in the case of a student with special needs or disabilities.
Application Process for Bright Stars and Head Start

Bright Stars and Head Start work collaboratively to ensure eligble children are identified. Parents/guardians must find out if their child is eligible by completing the application and submitting required documents.

  2.  Email, fax, or deliver required documents*. The list of required documents can be found below.

  3. Participate in a screening interview. You will be contacted to schedule a screening interview. This can take place on the telephone, virtually, or in-person.
  4. Wait for Acceptance. The current anticipated notification of acceptance is May 15, 2022 and will be sent via email.

*Applications received without the proper required documents will not be processed.

In order to apply for admission, please complete and/or submit the following items no later than May 1, 2022.

  1. Complete the Preschool On-Line Registration Form above.
  2. Birth Certificate: An official certified copy of the child’s birth record must be provided (A photocopy of the child’s birth certificate will not meet this requirement.). Information on obtaining a certified copy of a birth certification is available at the Virginia Department of Health website.
  3. Income Verification* (Please submit one of the following for both working adults in the home.)
    • 2021 Tax Return
    • 2021 W-2
    • Three (3) most recent pay stubs
    • SSI, TANF, SNAP (if applicable)
    • Child Support Documentation (if applicable)

*Note: If you are not currently employed, you will need to complete the Declaration of No Income or No Documentation of Income form.

4. Comprehension Physical Examination & Immunization Record: School Entrance Health Form

Keiki Steps

Kūlia I Ka Nu’u

Early Head Start (EHS)/Head Start (HS)

EHS and HS are federally-funded programs providing comprehensive health, education and family support and family engagement services and resources to income-eligible children, as well as children who are homeless or in the foster care system. EHS serves pregnant women, infants and toddlers and their families. HS serves preschool children and their families. Part-day programs are offered at no cost to families, and full-day programs are offered at affordable rates. Children with special needs are given priority in the Head Start/Early Head Start program.

Executive Office on Early Learning (EOEL)

The Executive Office on Early Learning (EOEL) offers Hawai’i’s first state funded pre-kindergarten program at no-cost to families who meet eligibility requirements. The program provides high-quality early learning experiences for students in the year prior to kindergarten eligibility. In order to qualify, children who must be 4 years of age on or before July 31st of the school year. Priority is given to those who are considered “at-risk” or “underserved.” Applications are accepted year-round. See website for the listing of all schools.

Hawai’i Public Charter Schools

In 2014, the Hawai’i State Public Charter School Commission applied for the U.S. Department of Education Preschool Development Grant. Hawai’i was one of 18 states awarded this opportunity. This grant allows Hawai’i to continue to build on statewide efforts to support Hawai’i’s early childhood system. Each participating school can serve 20 eligible pre-kindergarten students in each class. See website for the listing of all schools.

Kamehameha Schools Preschools

Kamehameha Schools delivers high quality Hawaiian culture-based preschool education to over 1,600 3-5 year old keiki at 30 preschools statewide. The focus of the program is to promote each child’s overall well-being by addressing the child’s physical, social, emotional, cognitive, language, cultural and spiritual development through learning experiences that are grounded in the cultural values of aloha, mālama and kuleana.

Keiki O Ka ‘Āina Preschools

Keiki O Ka ‘Āina Preschool is NAEYC and WINHEC accredited and offers a dual language environment rich in Hawaiian culture. Pauahi Keiki Scholars (PKS) is a need-based scholarship for eligible keiki who are planning to attend a participating PKS preschool in Hawai’i.

Child Care Connection Hawai’i (CCCH) – Subsidy

The Child Care Connection Hawai’i (CCCH) subsidy program helps low-income families to sustain their employment, educational efforts and job training by paying a subsidy for their children who are in the care of DHS-approved child care providers. Unless child care is required for protective purposes, families must meet income and activity requirements to qualify for this subsidy program.

Quality Care for Hawaiian Keiki (QCHK)

QCHK offers child care subsidy program services to Native Hawaiian families on Maui and Moloka’i.

Preschool Open Doors (POD) – Subsidy

The Preschool Open Doors (POD) program is a separate subsidy program with limited funds that provides services state-wide to families sending their children to a licensed preschool during the school year prior to kindergarten entry. The goal of POD is to promote school readiness for children, and the program focuses on meeting the needs of the child. Parents are not required to have an eligible activity, unlike the CCCH Subsidy program, but they must meet income and other eligibility requirements. For POD, there is a time-limited application period established and published each year.

Family Hui Hawai’i – Resource

The Hui Program coordinates parenting support groups that allow families and children to come together and learn about child development and mindful parenting strategies. Groups are led by a trained peer facilitator and meet once per week for 12 weeks in the community where they reside.

Pre-Plus Child Development Services

Since 2005, Pre-Plus has expanded access to affordable and high-quality early childhood development programs for three- to four-year-old children from low-income families across the State. The program is a private-public partnership to create early childhood classrooms on public elementary school campuses, where private early childhood providers are contracted to operate them.

A child, ages 3 through 21, who is identified with a disability and demonstrates a need for specially designed instruction can receive special education. Special education is specially designed instruction and can include, but is not limited to, academic services, speech-language services, psychological services, physical and occupational therapy, counseling services, and parent education.

Hawai’i State Department of Health – Children with Special Health Needs

Children with Special Health Needs Branch (CSHNB) is working to assure that all children and youth with special health care needs (CSHCN) will reach optimal health, growth, and development, by improving access to a coordinated system of family-centered health care services and improving outcomes, through systems development, assessment, assurance, education, collaborative partnerships, and family support.

Hawai’i State Department of Health – Early Intervention Section (EIS)

Services are provided to infants and toddlers below three years of age who have a developmental delay or are at biological risk (for example: have a diagnosis or condition with a high probability of resulting in developmental delays) and their families. A child is evaluated to determine eligibility for services. Service providers support families through coaching and strategies to help their child in all areas of development within the child’s daily routines and activities.

School Readiness Project (SRP)
(Learning Disabilities Association of Hawai’i-LDAH)

School Readiness Project (SRP) provides services for families of two through five year old children on O‘ahu. We provide developmental, social-emotional, hearing, vision and autism screenings. For children with a possible concern, we provide case management to help resolve that concern.

What a 3 year old should know and be able to do.

This article is for your reference and gives approximate norms for the degree of formation of your child’s mental processes at this age. You can check his potential in different areas of knowledge, find out in which areas of knowledge your child succeeds, and in which additional attention and time are required.

In this section “Children from 3 to 4 years old” we have collected all the material published on our website, which will help you and your child to study, prepare for the next, more in-depth stage of classes.

You can use materials for your studies at home, in kindergarten or in elementary grades.
Mathematics
A child aged 3 to 4 should be able to:

1. The child must be able to count to three and show the appropriate number of fingers on the hand.
2. The child must be able to master the concepts: one – many, large – small, high – low, etc.

In the summer, a system of events is implemented aimed at developing independence, initiative, curiosity and cognitive activity of preschoolers in game and project activities on topics chosen by children independently (or taking into account their opinions, interests and hobbies), and a space (developing environment) is organized for independent and free activities of children. The summer health campaign plan was developed on the basis of regulatory documents, including a calendar of educational events, significant dates and annual tasks.

For the development of preschoolers in five educational areas, the computer program “1 C. Preschoolers” has been introduced into the pedagogical process. For the purpose of cognitive development of pupils, the digital laboratory “Naurash in the country of Naurandia” is used. For correctional and developmental work, electronic educational resources are used: the logopedic computer prefix “Delfa-142”, computer programs “Games for Tigers”, “Logomer”, “Speech gymnastics”, electronic collections “Attention, memory, logic”, “Entertaining phonetics” , “Logo-start”, “Logoassortment”, “Learning to read”. For the purpose of psychological and pedagogical examination, the diagnostic computer program “Longitude” is used.

The educational program may use distance learning technologies in accordance with Distance Technology Regulation .

One of the priorities of the Federal State Educational Standard is to combine training and education into an integral educational process based on spiritual, moral and socio-cultural values ​​and rules and norms of behavior accepted in society in the interests of a person, family, and society. To this end, MBDOU has developed Education program which is an annex to the Education program. The upbringing program was agreed with the Parents’ Council, adopted at a meeting of the teachers’ council, approved by the head of the MBDOU.

The content of the educational process in MBDOU is determined by the main educational program of preschool education (BEP DO), developed, adopted and implemented by it independently in accordance with the requirements of the federal state educational standard for preschool education (FSES DO) and taking into account the relevant exemplary educational programs of preschool education. The educational program of the MBDOU was adopted by the Pedagogical Council and approved by the head of the MBDOU. Developing object-spatial environment provides maximum implementation of the educational space of the group, as well as the territory of the kindergarten adapted for the implementation of the Program, corresponds to the characteristics of each age stage, protection and promotion of children’s health, taking into account the individual characteristics of children.
