Changes in best practices related to Macomb Community Action’s Early Head Start and Head Start Programs as a result of the COVID-19 pandemic are being monitored and updated here as regularly as possible. At Macomb Community Action (MCA), we are committed to helping young children and their families achieve success. The two primary early childhood programs offered through MCA are Early Head Start (EHS) and Head Start (HS). Both EHS and HS are comprehensive early childhood programs for children with at-risk backgrounds from birth to age 5.

Through an integrative approach children enrolled in EHS or HS are provided with a variety of educational, medical and nutritional services and parents/caregivers receive the support they need through a variety of programs. This all fosters improved child development, enhances home environments and improves relationships between children and their caregivers.

The programs offer individualized child education, research-based curriculum, support for dual language learners, parent/caregiver engagement, family goal setting, oral health and physical wellness support, caregiver/early literacy initiatives, nutrition and safety education, and mental health and disability support.

Online Head Start Application

See the below list of documentation requirements for online application. You can submit these documents at the end of your online application OR it can be sent at a later time after a Head Start staff member contacts you to discuss your application.

Documents Required for Application
  • Last year’s W2 or tax return
  • Most recent pay stubs from all income sources
  • Proof of cash assistance (if applicable)
  • Child support (if applicable)
  • Proof of SSI (if applicable)

NOTE: If you are applying for a FOSTER CHILD, submit the paperwork for foster placement in lieu of the above list of income documents.

Other Documents Required
  • Birth certificate or green card for child applying
  • Proof of residency (utility bill, drivers license)
  • Child’s IFSP / IEP (if applicable)
  • Proof of parent/guardian school credit hours and/or work hours (if requested from a Head Start staff member)
For ages 0 – 3: We will require your decision letter or proof that you have applied for CDC (Child Development and Care) through the State of Michigan, if applicable.

Eligibility Requirements and Availability

Eligibility requirement touchpoints –

  • Household income must be at or below 100% of the Federal Poverty Guidelines
  • Must be a pregnant mother or family with children under age 0-5

Availability

  • Due to funding, spots in the EHS and HS program are limited and are thus on a waitlist basis. For the 2020-21 academic year, applications are being accepted for children in all Macomb County communities with increased need in the following municipalities: Center Line, Chesterfield, Clinton Twp., Eastpointe, Fraser, Harrison Twp., Macomb, Mt. Clemens, New Baltimore, New Haven, Ray, Richmond, Romeo, Roseville, St. Clair Shores, Sterling Heights, Utica, Warren and Washington.
     

Early Head Start (For Pregnant Mother and Children 0-3)

Early Head Start provides year-round services for pregnant women as well as infants and toddlers up to age three and their families

EHS service options include:

  • Child care center classrooms
  • Family child care home providers
  • Home visiting model

Head Start (For Children 3-5)

Head Start focuses on providing preschool services to three and four-year-old children and their families through both the academic year as well as support throughout various annual designated breaks.

Preschool classrooms are located throughout Macomb County within school districts, churches and the Macomb County Family Resource Center.
