My son has been going to this daycare for 8 months now, his speech has improved tremendously, he is counting to 20 which is something he was never able to do prior to starting, he isn’t even 3 yet. He has learned all of his ABC’s. I am blown away by the amount of things he has learned. He has evenlearned to sing the happy birthday song, as Mrs Joyce celebrates each child’s birthday. These are just a few of the very many things he has learned and continues learning on a daily basis. I know when my child is in good hands, and I can truly say that I feel safe and relieved dropping him off each day. My son has no hesitation getting dropped off each day, he loves it so much, and I love the education he is getting there. I feel comfortable saying that my son will fully be prepared for Pre-K when the time comes to enroll him….

We are licensed for ages 2-6. Our center is a supportive environment where children spend their days in open-ended child-centered activities and genuine, self initiated play. Our outdoor space is very large,well equipped and shaded with tall ravine trees and commercial shades. All aged children are staffed at a 6:1 ratio of children to staff and the staff are young, energetic students from the UI. Many of them work here for their entire college career. The two directors, Sharon McDonald and Jill Strunk, have run the program since 1989.

About Recreation and Parks (RAP) Preschool Program

As a result of the Great Recession of 2008, Recreation and Parks was forced to close its licensed childcare sites due to lack of funding. The COVID-19 crisis highlighted the need for licensed preschool programs.

In response to this crisis, our City Council took immediate action by identifying funding to restore and open low cost licensed preschool facilities.  We are excited to announce that we are providing our Los Angeles communities safe and affordable preschool programming.   Two (2) are currently open and ten (10) additional locations before June 2023.

The goal of RAP’s State Licensed Preschool Program is to provide a safe, caring, and academically challenging environment in which preschool children may develop their self esteem, creativity, learning, and social skills through the use of age-appropriate activities and materials. We have highly qualified teachers that apply best practices for children’s growth and development.  Our teachers are required to obtain a Children’s Center Permit from the State of California Teaching Credentialing Division. Our Licensed Preschool Program provides full day and half day care for preschool children ages 2 years to entry into first grade.

RAP’s state licensed preschool program uses the High Scope Curriculum. This curriculum has been developed by educators and used since 1962 from the Perry Preschool Project that developed into the National Head Start Program. Its focus is child centered learning with teacher assistance, to promote kindergarten readiness.

Increasing evidence has emerged to show that children’s learning opportunities in the years before kindergarten have an important effect on their performance in school and ultimately their ability to contribute to society as adults. Through the Office of Child Development and Early Learning (OCDEL), Pennsylvania is helping our children, families, teachers, and communities reach their promise.

If you are looking for help to pay child care expenses, or if you need help figuring out how to care for and educate your young child, Child Care Works can help. For more information, call the Child Care Works helpline at 1-877-4-PA-KIDS. You can also find help and information at your local Early Learning Resource Center.

We share the concern of parents that child care centers, group child care homes and family child care homes in Pennsylvania meet basic health and safety standards.  Through our Certification Services Bureau, we certify and register child care facilities to make sure they meet these standards.

Keystone STARS

Keystone STARS rates child care programs from one to four STARS on things you care about (meets state regulations for safety, offers a child-friendly atmosphere with good teachers that partner with you to help your child learn) so you can find the program that feels right for your family.  Keystone STARS provides early childhood programs in Pennsylvania with the tools to continually improve service to children and families. Through the Keystone STARS program and the STARS rating system, families know that as programs earn more STARS, they are providing higher quality early education for their child. You can search for a Keystone STARS program in your area.


Disabilities Developmental Delays

If your child is birth to five and has disabilities or developmental delays, our Early Intervention services can provide access to as many opportunities as possible to help them reach their promise. Child Care Reports

  • 2019-2021 Pennsylvania State Plan for Child Care Development Block Grant Report (CCDBG) — Updated: August 2021
    The Department of Education and Department of Human Services Office of Child Development and Early Learning is pleased to announce the public hearing for the draft Child Care and Development Block Grant (CCDBG) state plan.   The Child Care Development Block Grant is one of the primary federal funding sources for monitoring regulated child care programs, child care subsidy through Child Care Works, and child care quality improvement through Keystone STARS.

  • Child Care Fatality and Serious Injury Report — July 2022
    The Office of Child Development and Early Learning (OCDEL), the administrator for CCDBG in Pennsylvania will make serious injury and child fatality information available to parents and other stakeholders on a monthly and annual basis. The Child Care and Development Block Grant (CCDBG) Act of 2014 requires states to make available by electronic means, easily accessible provider-specific information showing results of monitoring and inspection reports, as well as the number of deaths and serious injuries that occur in child care settings each year. Information regarding provider-specific monitoring and inspection can be viewed at www.findchildcare.pa.gov. Information is posted for every certified child care facility related to licensing visits and information regarding the program’s participation in Pennsylvania’s quality rating and improvement system, Keystone STARS.  Information on the number of substantiated cases of child abuse are included in the Office of Children, Youth and Families Annual Child Protective Services Report.

  • 2019 Child Care Market Rate Survey (MRS) Report]
    The Office of Child Development and Early Learning (OCDEL) has released the 2019 Child Care Market Rate Survey (MRS) Report, a collection and analysis of prices charged by child care providers in an open market, where the parent/guardian and provider do not have a relationship that could affect the price charged. The MRS will guide state agencies, such as OCDEL, in setting payment rates within the context of market conditions so the rates are sufficient to provide equal access.

Types of Child Care – Child Care Aware® of America

  • Family Child Care Homes

    In family child care homes, providers care for small groups of children in a residential building. Often this type of care has one or two caregivers and may offer non-traditional hours.

    About This Type of Care

    Not all family child care homes may be required to follow a set of minimum health and safety requirements. It is always important to ask a family child care provider or check with your local Child Care Resource and Referral agency to check to see if your provider is required to be licensed.

    Family child care homes may be referred to by different names depending on where you live and your state’s regulations. Here are some common names for family child care homes:

    • Licensed child care home
    • Licensed group family child care home
    • Legally or license-exempt home
    • Certified child care home
    • Registered child care home
    • Family, friend, and neighbor care

    Family child care homes also may be classified as a large or small family home, depending on the number of children in care.

    Families choose family child care providers for different reasons:

    • The home-like environment is appealing to many families.
    • Family child care providers care for fewer children at one time.
    • Siblings can be together because most family child care homes have different ages of children enrolled.
    • There are fewer adults that may care for your child on a daily basis.
    • Family child care homes may be more flexible with their hours of operation compared to other types of care.

    You may want to check to see if your family child care provider participates in your state’s Quality Rating and Improvement System.

    Tips for Choosing This Type of Care

    • Ask to see a copy of the program’s license and inspection history. These reports provide you valuable information about the provider’s health and safety compliance. Click on Child Care by State Resource to find out more information on licensing and inspection reports in your state.
    • Confirm that every adult living, working, or volunteering in the child care home has had a comprehensive background check.
    • Ask the provider about the number of adults and children present (staff to child ratios).
    • If you are looking for infant care, make sure to ask your provider about their Safe Sleep policies. For more information on questions to ask your family child care provider, see our Family Child Care Home Checklist.
  • Child Care Centers

    Child care centers often group children by age and are generally operated out of non-residential, commercial buildings. Centers are larger and enroll more children with a dedicated director and numerous staff members.

    About This Type of Care

    Some child care centers operate as non-profit and may be owned by an individual, church, public school, or a government agency. Other child care centers may operate as a for-profit and may be owned by an individual or a chain.

    Not all child care centers may be required to be licensed. Some examples of center-based programs that may not be required to be licensed include:

    • Programs operated by a school
    • School-age before and after care programs
    • Summer camps
    • Faith-based programs, including Parent’s Day Out programs
    • Part-time programs, including some nursery schools, preschools, and pre-kindergarten programs

    It is always important to ask your child care center or check with your local Child Care Resource and Referral agency to check to see if your provider is required to be licensed. You may also want to check to see if your child care center participates in your state’s Quality Rating and Improvement System.

    Families choose child care centers for different reasons:

    • Child care centers have a classroom-like environment where children are cared for in groups of other children typically their same age.
    • Child care centers have more adults present in the building.
    • Child care centers offer a variety of activities and opportunities for children.
    • Child care centers often have the most regulations and inspections for health and safety standards.

    Tips for Choosing This Type of Care

  • Preschool Programs

    Families choosing this type of care may not need a full-time program but may be looking for a program that focuses on school readiness. While some preschool programs may operate on a full-day, year-round schedule, some may not.

    It is always important to ask your preschool provider or check with your local Child Care Resource and Referral agency to check to see if your provider is required to be licensed. You may also want to check to see if your preschool program participates in your state’s Quality Rating and Improvement System.

    Tips for Choosing This Type of Care

    • Confirm that every adult working or volunteering in the preschool program has had a comprehensive background check.

  • School-Age Programs

    School-age programs typically provide child care during the before- and after-school hours. They may also offer care during school holidays and summer break.

    About This Type of Care

    Different options for school-age care may exist in your community. Local schools may provide care during the before- and after-school hours and may contract with an outside provider such as the YMCA or Boys and Girls Club to offer this type of care.

    Some family child care providers and child care centers also offer school-age care. Other programs, such as parks and recreation departments, community-based programs, and churches may offer this type of care as well.

    It is always important to ask your school-age provider or check with your local Child Care Resource and Referral agency to check to see if your provider is required to be licensed. You may also want to check to see if your school-age provider participates in your state’s Quality Rating and Improvement System.

    Tips for Choosing This Type of Care

    • Ask to see a copy of the program’s license and inspection history. These reports provide you valuable information about the provider’s health and safety compliance. Click on Child Care by State Resource to find out more information on licensing and inspection reports in your state.
    • Confirm that every adult working or volunteering in the program has had a comprehensive background check.

    • Ask the provider if they offer care during times of school closures due to weather.

  • Family, Friend, and Neighbor Care

    Family, friend, and neighbor care is provided in the child or caregiver’s home by a person who is a relative, friend or neighbor, or a babysitter or nanny.

    About This Type of Care

    These programs typically are legally exempt from regulations and may not be required to meet health, safety, and training standards unless they care for children who receive government child care subsidies or vouchers.

    The specific definition of family, friend, and neighbor care and the regulatory requirements depends on the number of children in care, whether or not the children are relatives, and the state in which you live.

    Families may choose this type of care for several reasons:

    • Family, friend, and neighbor caregivers are someone you feel comfortable with and trust.
    • There may be more flexibility in hours and transportation with a family, friend, or neighbor provider.
    • This type of care often is the least expensive.

    It is always important to ask your family, friend, and neighbor caregiver or check with your local Child Care Resource and Referral agency to check to see if they are required to be licensed.

    Tips for Choosing This Type of Care

    • If your caregiver is not required to be licensed, ask them if they have taken first aid and CPR training.
    • If infant care is needed, ask your caregiver if they have taken safe sleep training. If your caregiver has not taken the training, ask them to enroll. Check with your local Child Care Resource and Referral agency for information on safe sleep training. Your infant should be put to sleep on his/her back in a designated space with no soft bedding, bumper pads, or stuffed animals. Ask how your infant will be supervised at all times, but especially during naps.
    • Ask your caregiver about what type of meals are served to make sure your child is receiving nutritious meals and snacks throughout the day.
    • Consider performing a background check on your caregiver and other adults residing or visiting frequently if care is provided in their residence.
    • Ask the caregiver about the number of adults and children present (staff to child ratios).
    • Be sure to discuss and agree upon things like payment arrangements, holiday schedules, screen time and discipline.
    • Check to make sure the caregiver’s indoor and outdoor environment are safe and free of any hazards.
    • Create an agreement that you can use to ensure that you and your caregiver are on the same page for child care expectations. Our In-Home Child Care Agreements one-pager can help.

“My daughter came home so excited that she learned a new song! She’s also been doing a great job with her homework and spelling her name. She’s grown so much this year already! She told me yesterday that it was cold and windy outside and today she quizzed me on my colors, even correcting me if I answered wrong haha. She’s also only had maybe 1 accident with potty training, which is amazing. The teachers have been great with her in the 2 year old room!

I got an “out of the blue” text from one of the teachers this week telling me how much she loved our kids. It was a rough week for me at work this week and these little “highlights” really made my days better!   • Aa to Zz reserves the right to charge the ceiling rate for CCIS clients. A minimum of at least ten dollars ($10.00) per week shall be charged for all CCIS clients for the first child and five dollars ($5.00) per week shall be charged for each additional child. 
  • Operating hours are 6:30 A.M. to 6:00 P.M. Monday through Friday. 
  • Above pricing is for a maximum of ten (10) hours in one day. There shall be a charge of ten dollars ($10.00) per hour for anything over the ten (10) hour maximum. 
  • All additional late fees shall be automatically calculated based on sign-in / sign-out times. 
  • There is a twenty dollar ($20. 00) per day fee on late tuition payments. 
  • There is a twenty-five dollar ($25.00) fee for returned checks. 
  • There is a late fee of two dollars ($2.00) per minute after 6:00 pm. 
  • Aa to Zz reserves the right to charge six percent (6%) interest per month for any outstanding balances. 
  • Aa to Zz reserves the right to increase its tuition and fees at a minimum annually (at the start of each school year) and at any other time as it deems necessary. 
  • A current Tuition Express form shall at all times be kept on file with a valid credit card/bank account.
