Universal Prekindergarten Program Requirements | Agency of Education

This page contains a list of prequalified prekindergarten providers, as well as the requirements, rules and resources needed to maintain compliance as a prekindergarten education program in Vermont.

A prequalified prekindergarten education program is a public or private program that meets quality criteria set forth in the Act 166 administrative rules.

Administrative Rules

The administrative rules to establish and maintain a prequalified prekindergarten education program in Vermont are found in the Vermont State Board of Education Manual of Rules and Practices – Prekindergarten Education.

Vermont Agency of Education Early Childhood Educator or Early Childhood Special Educator Provisional License Waiver for Private PreK Programs

The Vermont Standards Board for Professional Educators (VSBPE) has approved an Agency of Education (AOE) Early Childhood Educator or Early Childhood Special Educator (ECE/ECSE) provisional license specifically for qualifying individuals who are employed or contract with private prekindergarten education programs and have been denied an ECE/ECSE provisional license from a supervisory union (superintendent).

  • More than one staff member may apply.
  • Applicants must hold, at a minimum, a bachelor’s degree.
  • Applicants need to identify a licensed ECE or ECSE mentor.
  • Applicants must have a written provisional plan with an identified pathway to educator licensing.

Beginning June 1st, 2023, the Vermont Agency of Education (AOE) – Early Education Team will accept ECE/ECSE provisional license applicant requests on a first-come, first-served basis from candidates that work or contract with private prekindergarten programs. The first step is to review the AOE Early Childhood Educator Provisional License qualifications to determine if you or another individual in your private PreK program may qualify. The second step is to complete the Act 166 Early Childhood Educator Provisional License Prekindergarten Changes to Prequalified Program Form.

Superintendent Provisional License

It is the preference of the VSBPE that all applicants for ECE/ECSE provisional licenses work first with the local SU/SD superintendent to build relationships across settings and to support the youth in their shared community. However, circumstances may arise where a Superintendent is unable to endorse a request for a provisional license and an alternative route is necessary.

Superintendents, at their discretion, may approve a provisional license for a private prekindergarten program individual. If a superintendent wishes to submit a provisional application on behalf of a private program individual, the VSBPE Licensing Rules Governing the Licensing of Educators criteria and procedures for temporary licenses (Rules 5351-5356) are applicable. A superintendent denial for a provisional license is required evidence for applying for an AOE ECE/ECSE provisional license

Standards, Assessment and Evaluation

Vermont Early Learning Standards

The Vermont Early Learning Standards (VELS) help inform families about the development and capabilities of children from birth through grade 3 and guide educators in the development and selection of program-wide curriculum and educational strategies for children from birth through grade 3. These standards are central to the shared vision of what we want for young children in Vermont and highlight the importance of high quality early childhood experiences as the foundation for school success and lifelong learning.

Early Childhood Special Education (ECSE): Supporting Students with Diverse Abilities

Early Childhood Special Education Services (ECSES)  support children ages 3 to 6 years. Local school districts administer ECSES to ensure access and participation for every child who is eligible for services.

ECSES enables young children with disabilities to be full participants in everyday routines and activities, whether at home with their families, in their communities, in child care or in school programs.

Student Assessment: Teaching Strategies GOLD

All publicly-funded prekindergarten programs must use the online Teaching Strategies GOLD child assessment to report on the progress of their students on an annual basis.

Data Collections

2023 Universal PreK Education Desk Monitoring Assurance Report Submission

As a prequalified universal prekindergarten education program, you are required to submit an assurance report to the Vermont Agency of Education to maintain your current prequalification status. This data collection will be required on a three-year cycle for the state to verify that your public/private program remains in compliance with Act 166 requirements of prequalified prekindergarten education programs.

Complete the online UPK Desk Monitoring Assurance Report. Please note: If your program has multiple programs, you will need to complete a separate application for each program.

UPK Suspension and Expulsion

Act 35 of 2021, An act relating to the Task Force on Equitable and Inclusive School Environments, prohibits the suspension or expulsion of students under age 8 unless the student poses an imminent threat of harm or danger to others in the school. 

This joint agency memo is intended to inform prequalified public and private Universal Prekindergarten Education (UPK) programs of the updated requirements that must be adhered to, effective June 1, 2022, as required by Act 35 of 2021 and Act 166 of 2022. The new laws disallow suspension and/or expulsion of any child under the age of eight in prequalified public and private UPK programs.

To meet obligations related to Universal Prekindergarten Education (UPK) Suspension and Expulsion data collection, a public and private UPK program must complete this incident report for each student who is suspended or expelled. Within 5 school calendar days from the date of incident, the public or private UPK program must submit this report to the child’s school district of residence and the Agency of Education UPK Accountability and Continuous Improvement Coordinator, Leslie Freedman at [email protected]

Enrollment and Other Student Data Collection

The Agency of Education requires all public school districts to report student enrollment and other student data in the Agency’s VT Student Census platform for each child enrolled in the town’s or district’s educational programs, including UPK and early education programs.

Establishing Prekindergarten Regions

Act 166 provides for the establishment of geographic limitations or “Prekindergarten Regions” in which a school board may choose to limit the geographic area within which it will pay tuition for prekindergarten education. Perm nurseries – Perm education

Family preschool groups

Service of preschool education, supervision and care of children up to 8 years old in structural subdivisions of municipal preschool institutions at the place of residence of the family. The age of children in the group is determined from 2 months to 8 years. It is allowed to organize family preschool groups where children from the same family are brought up, as well as where children from different families are brought up. A parent (legal representative) can be the educator of a family group, a prerequisite is the presence of a pedagogical education. The employees of the family group are employees of the kindergarten.

As of 07/01/2020, the Decree of the Administration of the city of Perm dated January 11, 2019 No. 10 “On approval of the Procedure for organizing family preschool groups in preschool educational institutions of the city of Perm” was developed.

Currently, there are 6 family preschool groups, which are attended by 20 children.

Organization of the provision of services in the “Nursery – satellites”

In order to implement the national project “Demography”, namely, activities aimed at creating additional places for children aged 1.5 to 3 years, in accordance with the Decree of the Government of the Perm Territory of December 24, 2019city ​​N 981-p and the Decree of the Administration of the city of Perm dated 13.05.2020 No. 426 approved the procedure for providing subsidies to private educational organizations, including individual entrepreneurs for the implementation of these activities. The recipient of the subsidy is obliged to create new places and ensure measures aimed at establishing the amount of the parental fee not higher than the maximum amount of the parental fee for childcare and care in municipal educational institutions implementing the educational program of preschool education in the city of Perm.

Currently, by order of the head of the education department of the Perm City Administration dated July 7, 2020 No. 059-08-01-09-574, a list of private educational organizations has been approved to provide subsidies for the implementation of activities aimed at creating places for children aged 1.5 to 3 years.

Action plan until the end of the year: creation of 93 places for children aged 1.5 to 3 years in satellite crèches.

Providing grants in the form of subsidies to private educational preschool organizations

Every year, the Education Department of the Perm City Administration holds a grant competition among private preschool educational institutions. The winners of the competition are reimbursed 50% of the costs of creating new places for preschoolers.

In 2020, 14 private preschool institutions are recognized as recipients of grants in the form of subsidies.

At present, the process of concluding contracts with private kindergartens for reimbursement of costs for the creation of new places for preschool children is underway.

In total, there are currently 69 private licensed pre-school educational institutions in the city of Perm, which are attended by 4,028 children.

Development of alternative forms of preschool education as part of the implementation of the national project “Demography”

Largest octopus nursery created by hydrothermal vents

Zoologists figure out why huge octopus nursery sprang up at the foot of the Davidson Seamount off the coast of California M. robustus . It turned out that the molluscs are attracted here by hydrothermal springs, thanks to which the water warms up to about five degrees Celsius (for comparison, far from the mountain, the water temperature is only 1.6 degrees Celsius). Under such conditions, octopus eggs can develop faster. A report on the results of the study was presented at the Ocean Sciences Meeting 2022 conference, New Scientist reports.

In the summer and fall of 2018, the US National Oceanic and Atmospheric Administration (NOAA) conducted an expedition on the research vessel Nautilus. Its goal was to study underwater ecosystems along the western coast of North America. While working in the Monterey Bay National Marine Sanctuary off the coast of California, the expedition members made an unexpected discovery: at a depth of about 3,200 meters, at the foot of the Davidson Seamount, they found a cluster of thousands of female octopuses Muusoctopus robustus guarding clutches. According to scientists, this is the largest octopus nursery in the world.

A team of zoologists led by Jim Barry at the Monterey Bay Aquarium decided to find out why female octopuses congregate on Mount Davidson. They suggested that the mollusks are attracted by the hydrothermal vents located here, around which the water warms up to about five degrees Celsius (for comparison, far from the mountain, the water temperature averages 1.6 degrees). The fact is that in cold water, octopus eggs develop for a long time. For example, at a water temperature of about three degrees Celsius, this process can stretch for a record four years, during which the female will have to starve and guard the clutch.

Barry and colleagues calculated that at 1.6 degrees Celsius, the development of M. robustus eggs would take an incredible 14 years. However, at five degrees Celsius, this would take approximately 620 days. To test their calculations, the researchers observed 26 M. robustus females and their clutches in a nursery for several years. It turned out that the development of their eggs takes place on average in 590 days, which is even less than the theoretical figures.
