Enrichment of the politically close – this is how one can describe what has been going on for many years in the structures of the Riga City Council and its capital societies.

Rīgas namu pārvaldnieks, Rīgas satiksme, the Riga Tourism Development Bureau (RTAB) – all of these structures appear in active criminal trials for squandering funds, according to the De Facto program of Latvian television. Although many Latvian politicians can be blamed for the employment of close associates, the political consultants of the Riga City Council are distinguished by their special scope. A striking example: according to the words of one of the young activists of “Consent”, consultations allowed him to earn more than 240 euros per hour in Rīgas satiksme.

When the State Police sent the Rīgas satiksme case to the prosecutor’s office in 2017, the then mayor of Riga and the leader of the “Consent” Nil Ushakov categorically denied the possibility of fictitious employment. “I still don’t have any information that any person in this RNP department could work dummy. I cannot say that all people in all enterprises, in all institutions, in all departments of the Riga City Council work equally efficiently, but in my opinion, there is no such information about fictitious workers,” Neil Ushakov told reporters.

Ushakov’s anger could have been caused by the fact that the police referred to the prosecutor’s office a case initiated on the basis of the results of the audit of the State Control, a month and a half before the previous municipal elections. Defendants in this case, as likely fictitious employees of the RNP project development department, were a number of people associated with Consent. For example, the former deputy of the Riga City Council Svetlana Savitskaya, the wives of the then Duma deputies Zhanna Pankratova and Alexander Klementieva, the son of Ushakov’s former press secretary Sandris Tochsa Martins, and the head of the nozagts.com portal Ivan Stalnoy.

Over 193,000 euros were spent on the salaries of 12 employees during the year. The prosecutor’s office brought charges not only to employees, but also to two officials. The first was the head of the department, a member of the Honor to Serve Riga party, Agnis Kalnkazins. Shortly before losing his position in the RNP, he was appointed to the board of Rīgas ūdens, where he worked until this summer, until his five-year term ended. Charges were also brought against former board member Inge Bulgarina, whom the prosecutor’s office considered guilty of malicious use of her official position and organization of a criminal act. It was she, according to the prosecutor’s office, who ordered the creation of fictitious jobs in the project development department.

All the defendants in this case will appear before the court at the end of August this year, right after the extraordinary elections to the Duma. RNP was not claimed as an injured party. Even now, the company knows for sure that the fact of fictitious employment was – three years ago, the former employee Olga Murniece pleaded guilty, who returned RNP 7.4 thousand euros that were criminally received.

But if the RNP dealt with more than a dozen fictitious workers, investigators in the Rīgas satiksme case will have even more work to do, notes De facto. Now the Department for Combating Organized Crime is investigating the case of the possible squandering of Rīgas satiksme’s funds on a large scale, connected with the conclusion of fictitious consultation agreements. And the field for investigators to work is quite large – at least 40 consultants in four years.

Over the past year, De facto has repeatedly reported on consulting agreements in Rīgas satiksme, which over the years have been concluded with members of “Consent” and “Honor to serve Riga”, as well as with associates and friends of Ushakov. Questions also arose about Rīgas satiksme’s need for such services, in the process of searching for consultants, as well as their remuneration and scope of work.

Among the consultants were deputies of the Duma, and employees of Ushakov’s bureau, and the youth of “Consent”, and even the head of the Electoral Commission of Riga. For example, Rīgas satiksme needed Ivan Stalnoi, accused in the RNP case, and Ugis Broža, a former official of the Transport Department, as consultants.

A striking example of payroll is the former activist of the youth society “Consent” Restart.lv Aleksei Futs, who in the spring of 2019 worked in the public relations department of the Riga City Council. From June to November 2018, he was hired by Rīgas satiksme to advise customer service center operators and audit their progress. In 2019, he refused De facto and did not disclose the size of his salary at Rīgas satiksme, and said the following about his job responsibilities: “Well, I work there with counseling centers, yes, how is it better for them to talk with clients. (..) I go to centers, yes, service centers, and consult there. (..) Two or three times a month. (..) Well, what 3-4 hours [each consultation]. (..) It was like seminars.”

Now it is de facto known that Foots received 17.6 thousand euros from Rīgas satiksme within half a year, which is more than 2.9 thousand euros per month. And if you believe what Foots said about the amount of work, it is easy to calculate that for his consultations he earned at least 240 euros per hour.

In addition, the Corruption Prevention and Combating Bureau is still investigating the case of a possible waste of funds at the Riga Tourism Development Bureau, which is also related to fictitious employment. Signs of possible fictitious employment were discovered by the State Audit Office: according to its calculations, seven fictitious workers in 2016-2018. €340,000 could have been paid.

Under suspicion in this criminal case are two former deputies of the Riga City Council who worked on the board of the Riga Tourism Development Bureau: Vita Ermolovicha from the Honor to Serve Riga and Maxim Tolstoy from Harmony. In addition, many other employees of the bureau were also connected with the parties ruling earlier in Riga.

De facto it is known that the case of the Riga Tourism Development Bureau has a branch, which partially overlaps with the RNP elevator repair case, which is currently being investigated by the police. In the case of elevators, there are traces of possible money laundering that lead to foreign companies that have links with foreign consultants of the Soglasiya election campaign to the Seimas.
