Picket Fence Daycare and Learning Center opened in October of 1993 with one classroom and two people on staff; one Director/Teacher and one Teacher Assistant and seven children were enrolled. The ages were between two and six years old. In the summer of 1994, there were thirty-five children enrolled and three classrooms were in use.

“Help save a unique place in the Yakhroma Valley” – residents of the village of Il turned to the editorial office of “RG” with such a request Inskoye, Dmitrovsky district. As it turned out, it is planned to build a cottage settlement on the territory of 11.5 hectares.

To find out the circumstances of the case, the journalists of “RG” went to the place. From the steep hill on which Ilyinskoye stands, you will admire the view of the forests. Below – a wide meadow-saucer, bordered on three sides by red-yellow trees in autumn. Behind them is the bright Yakhroma. We go down a few meters along the path, on the left – the famous holy spring of the Tikhvin Mother of God and the bath. The door is open – come in. People come here not only from nearby villages, but also from Moscow, the water is healing.

A few steps to the meadow. But it is surrounded by a two-kilometer iron fence. Behind him, square pits for cottages turn black, an excavator rumbles . .. “The grove by the river has already died under the ax,” the local guides say bitterly. “And over there, on the slope, they cut a clearing for the access road. Now the slope will float.”

This is where it is planned to develop the settlement “Edelveis-Ilyinskoe” with several dozen residences in the style of alpine houses – chalets. The construction is being carried out by the Tor Stroy company, which, as follows from open sources, belongs to one of the foreign companies. By the way, another company, also of foreign origin, also tried to launch construction in these places, but failed. Not far from the new fence, the unfinished buildings of townhouses have been standing for the third year already. What can turn out for the inhabitants and nature of the new coming of the cottage?

Disaster, environmental experts say. As it turned out, back in the Soviet years, employees of the Botanical Garden of Moscow State University, commissioned by the General Plan of the GlavAPU of the Moscow Regional Executive Committee, examined a section of the Yakhroma valley on an area of ​​400 hectares (it also included the meadow of the village of Ilyinsky). And they offered to make a reserve. The territory was included in the “Cadastre of Botanical Objects in Need of Protection in the Moscow Region” and in the list of “Natural Objects Protected and in Need of Protection in the Moscow Region”. At 19In 86, it was put on the map “Valuable objects of wildlife of the Moscow region (protected and in need of protection)”.

The regime of protection of such territories assumes that no construction or reclamation work can be carried out here. Not a single builder with a shovel would have appeared near Ilyinsky now if they had brought a good deed to the end then. Due to the reorganization of ministries and departments that began during the years of perestroika, the Yakhroma Valley has not officially received the status of a specially protected zone.

Now the situation must be urgently corrected, environmentalists say. According to Alexander Shvetsov, head of the department of the Main Botanical Garden. N.V. Tsitsina RAS, the Yakhroma Valley, in addition to the unique plant species growing in it, has a landscape value, being one of the most beautiful places in the so-called “Switzerland near Moscow”. “In Europe, special laws are established to protect the endangered beauty of nature,” he says. “The European Convention, adopted in 2000, notes that landscapes are an important part of ensuring the quality of life of people, contribute to the formation of local culture. It is a basic component of natural and cultural heritage. And we sometimes treat our wealth barbarically. The construction of a small river in the Yakhroma Valley, preserved in its original form, can be one such example.”

In addition, according to Shvetsov, the nature of the Moscow region is reflected in this place, as in a mirror – you can see almost all the trees and grasses that grow in the region. Moreover, the natural complex is in the form in which it should be, that is, it has not been mutilated by man-made interference. In the Yakhroma valley, plants have been preserved that are subject to special protection and are listed in the Red Book of the Moscow Region. The development project of the Edelweiss village is still being developed. And it will be ready, according to customers in Tor Stroy, in a month and a half. (For the fact that there is no document agreed upon in the prescribed manner, and the work is already underway, the Federal Service for Supervision of Natural Resources has already imposed a fine on Tor Stroy.) However, the company’s plans are published on the official website. The correspondent of “RG” read them together with experts in the field of environmental management.

So, it is stated that 49 will be builthouses. If at least 5 people live in each, then the total number of the village, taking into account the attendants, will be about 300 people. With a daily consumption rate of 200 liters per person, 60,000 liters will “merge” daily. Not a lot! According to experts, one cannot do without a powerful collector that will run along the coastline. Given that the soils behave dynamically in the floodplain, the possibility of accidents and the ingress of sewage into Yakhroma, and from it into the Moscow Canal, is not ruled out. Rainbow perspective…

Developers also promise potential clients that the Yakhroma channel will be expanded up to 40 meters. The consequences could be dire, experts say. This will lead to a drop in the level of the river and loss of river flow. This means that the unique ecosystem of Yakhroma and the floodplain will be destroyed. It is also threatened by other “baits” for potential residents: for example, the arrangement of summer cafes and sports grounds on the beach … In addition, in accordance with the Water Code of the Russian Federation, it is prohibited to erect structures in a 20-meter strip along the river – a public facility – without special permission.

Read on. The creators of the village promise complete peace to the residents, for which they intend to protect them with a high wooden fence. A clear violation of the rights of other citizens (see Article 6, paragraph 8 of the Water Code of the Russian Federation). Each of us is free to choose where to swim or fish. The fence is a direct threat to the holy spring. According to experts, such an obstacle will have a bad effect on the groundwater regime. This may result in the shallowing of the source. But thousands of pilgrims a year come here with the hope of spiritual and physical healing … Isn’t it a sin to create even a potential threat to holy water?

One hope remains for the good will of the local authorities. They are able to resolve the situation, guided by common sense: stop construction and give the Yakhroma Valley the status of a specially protected natural area. Now active work has begun in the region to create oases that will help preserve the corners of nature that are melting under the onslaught of cottages. According to Igor Parkhomenko, First Deputy Chairman of the Government of the Moscow Region, by 2020, 39 more specially protected natural areas of federal, regional and local significance should be added.
