Why do I have to pay for your time-off? – Daycare Owl


A common complaint echoed amongst parents is having to pay for child care even when their child is not in attendance or their child care facility is shut down. The problem is that most parents are not aware of how the licensed child care industry operates. Licensed child care providers are businesses and not government employees. They are responsible for their own pay, benefits, retirement, and are completely self-supporting. The only way a child care provider can ensure continuity of income is to create contracts with parents that allow them to have time-off and vacation pay.

Parents on the other hand are left stranded. When their child care facility shuts down they have to pay and find back-up care or take the day off. It is a double loss of income for them. What is the alternative though? Providers are also entitled to a break, and to take time off when they get sick. Why should they not be awarded the same rights as other working professionals in other industries? The other issue that confuses parents, is the lack of consistency in child care policies, amongst different facilities. Parents are often eager to compare daycares with other daycares or babysitters and nannies who operate on a on-demand basis. This lack of understanding between parents and providers and creating a growing rift in the child care community.

So how do providers get paid for their time-off and keep parents happy? By offering parents flexible child care options that allows them to take time-off as needed and charging them more on a daily basis for that option. The concept is simple, instead of having a vacation pay or time-off accrual that you collect when on break, you collect a daily amount instead, thereby avoiding any issues, terminations, or complaints. By collecting time-off pay on a daily basis most facilities can earn more by having parents pay more for the option of not being in a contract.


How does it work?

We will first we have to do some math. Let’s look at the following example of ABC daycare:


ABC Daycare’s License allows for 8 children, on average they books 6 children for the year.

Each child pays $300 per child/ per week, that is $60 per day/ per child.


If we break that down into hourly ($60 per day/10 hrs) it’s only $6 per hr/ per child.

ABC Daycare takes 20 days off in a year. Each family pays $60 per day, and they usually have 6 children in attendance.


ABC daycare accrues $7,200 (20 days x $60= $1200 x 6 children)in vacation and time-off pay annually.

ABC daycare generally operates 252 days in a year. If we divide $7,200 into 252 days, that is only $28 per day increase.


This $28/ increase would be split amongst the 6 parents, which equals $5 increase per child (rounded up).

Let’s check the math: $5 per day x 6 children= $30 $30 x 252 = $7,560

This means for an additional $5 per day per child ABC daycare could take their time-off as needed, not charge the parents in their care, and earn $360 more for the year by allowing flexible care.


Formula to calculate rates and vacation pay:


Weekly amount per child/ days open= Daily cost per child per day


$300/5= $60 per day


Daily / total hours open per day = Hourly Cost per child



$60 per day/10 hrs= $6 per hr/ per child


(Days off in a year x daily rate) x total number of children.

20 days x $60= $1200 x 6 children= $7,200

Formula to calculate daily vacation pay:


Vacation pay / days worked in a year = Per day increase


$7,200/ 252 days= $28 per day


Daily increase/ total number of children= Per child daily cost increase



$28/ 6 children = $4.666, approximately $5 increase per child (rounded up).

The Employment Related Day Care program (ERDC) helps families who are working, in school, or receiving Temporary Assistance for Needy Families (TANF) pay for child care, including registration fees. We also work with partners across the state to help families find and keep good child care.

ERDC is a subsidy program. This means many families still pay part of the child care cost. This is called a copayment (copay).

Information for child care providers

This program is for families that:

  • Live in Oregon.
  • Are working or in school or receiving TANF.
    • In a two-parent family, both parents must be working or in school. (This does not apply to parents receiving TANF)
    • There are some exceptions for two parent households where one parent can’t provide child care because of a medical or mental health condition, or if supervised contact is required by the State.
  • Need child care to keep working, attending school, or participating in family well-being activities. 
  • Have a child who is:
    • A U.S. citizen or qualifying non-citizen,
    • Under 13 years old and needs child care, or
    • 13 to 17 years old and needs care because of special circumstances.
  • Meet income limits (see below on this page).

Note: The child care provider you use needs to be approved to receive ERDC payments.  This is not the same as being a licensed child care provider.

How to see the bus schedule on the site

For a specific date

To find out the bus schedule for a specific date, go to the Buses section, fill in the “From” and “To” fields, select the date of travel and click on the “Find tickets” button. You will see a list of all flights on the selected day and you will be able to buy tickets online.

For each flight, the bus departure and arrival times, the duration of the trip, the name of the carrier and its rating (not always) are indicated. The icon with a number is the average score of the carrier, it is calculated based on the reviews and ratings of Tutu. ru users.

If you click on the “Carrier” tab at the top of the list of flights, the flights will be sorted by the carrier’s rating – from higher to lower and vice versa. Similarly, by clicking on the Departure, Arrival, Travel Time, Price From tabs, you can see the earliest and latest bus, fastest and slowest bus, cheapest and most expensive flight. We mark the flight with the cheapest tickets with the “Cheapest” box.

No date

If you do not know the exact date of the trip and want to see if the buses run on a certain route, or if you have specified a date, but there are no flights on the selected day, you can view the schedule without a date. Go to the Buses section, fill in the “From” and “To” fields, leave the “Date” field empty and click on the “Find tickets” button.

In the search results, you will see a list of all flights between the selected locations. Unlike the schedule for a specific date, here for each flight the days of travel are indicated – the “Days” tab. The bus can run on specific days of the week, on odd or even numbers, daily.

The flights for which we sell tickets have a Buy Ticket button with a price. To buy a ticket, click on this button, select a date in the calendar, and the system will redirect you to a page where you can issue a ticket.

In the search results, you can see flights for which Tutu.ru does not sell tickets yet. In this case, you can buy a ticket at the ticket office of the bus station. Ticket prices are approximate, the exact cost will be told to you at the box office.

How to choose the best flight and carrier

To see all flights for the desired date, fill in the “From”, “To” fields, indicate the day of travel, the number of passengers and click on the “Find tickets” button.

In the loaded list of flights, you can choose the one that suits you according to different criteria.

By carrier rating

When choosing a flight, it is useful to look at the carrier rating. It is calculated based on the ratings and reviews of real passengers. Bus companies with good reviews have a green rating badge. If you click on the “Reviews” tab, you will see the comments of passengers: how punctual the driver is, how clean it is in the cabin, whether the air conditioner is working, and much more. After the trip, you can leave a review and it will appear on the carrier card.
To sort flights by carrier rating (from higher to lower and vice versa), click on the “Carrier” tab at the top of the list of flights.

By departure or arrival time

To sort flights by departure time, click on the “Departure” tab at the top of the list of flights. The system will show the earliest flights first, and if you click the tab again, then vice versa, starting from the latest. Similarly, you can sort flights by arrival time.

By flight duration

To see the fastest flights first, click on the Travel Time tab at the top of the list. Please note that the duration of the trip is approximate, it may change due to weather conditions, traffic conditions and other factors.

By ticket price

By default, the flight with the cheapest tickets will be at the top of the list – it is marked with a green box “Cheapest”. To sort flights by ticket price (from cheapest to most expensive and vice versa), click on the “From” tab.

How can I pay for the ticket?

You can buy a ticket online using MIR, Visa, Visa Electron, MasterCard, Maestro bank cards issued in Russia It will not be possible to pay with cards received from foreign banks due to technical limitations. A secure connection is used during payment. Your payment and personal information is safe.

Why is the payment with a bank card not going through

  1. Make sure that you entered the card details correctly: card number, owner’s name (if any), expiration date, CVV code. Check the data with the map again.
  2. You may have made a mistake in entering the transaction confirmation code from the SMS from the bank. Get a new password and try again.
  3. Check if there is enough money on your card to buy a ticket.
  4. If the transaction still does not go through, it is likely that your card cannot be used to pay on the Internet. Some cards have a limit on the funds that can be spent per day. Find out these restrictions from your bank employees or read the card service conditions in the agreement.
  5. Very rarely there are errors on the side of the bank or payment gateway. If the previous steps did not help, use another card.

What to do if you don’t receive an SMS with a payment code

Sometimes SMS with a one-time verification code does not arrive immediately due to a failure in mobile communications or an overflowing phone memory. Try restarting your mobile or clearing memory. If nothing happens, enter the password again or ask the bank for a new code.

Please note that the bank sends SMS with a one-time code to the phone number linked to the bank card. For some cards, this service is available only when the SMS alert service (mobile bank) is connected.

Ticket did not arrive after ordering

First of all, check your spam folder in your email – sometimes emails get there automatically.

If there is no letter in the mail, you can view and download the ticket in Tutu’s personal account. When buying on Tutu, an account is created automatically, even if you have not registered. If you don’t remember or didn’t come up with a password, restore your login using your email. In the upper right corner of the site, click the “Login” button, then click “Retrieve password” or “Quick login without a password.” Enter the e-mail specified during the order – a one-time password will be sent to it.

After authorization, click on the “Personal Orders” section at the top of the site. Your orders will open. To view the ticket, on the order card, click on the “Order Details” tab.

What to do if there is an error in the passenger’s data

According to the latest rules for the carriage of passengers, errors in bus tickets are not allowed – neither in name, nor in age, nor in the number of an identity document. The passenger must return the ticket and buy a new one with the correct data.

True, some carriers act at their own discretion. If the error is one and insignificant, you can check with the carrier whether they will let you on the flight. To do this, call the transport company (the phone number is usually indicated on the ticket) or the Tutu.ru contact center – our specialists will contact the carrier and clarify this issue.

How to get a ticket if there is an error in your email or phone number

If you made a mistake in your email address when placing an order, write an email to [email protected], specify your order number and a correct email address or phone number. After that, we will send you a ticket.

Is it possible to buy a reduced ticket on the website

On Tutu.ru, discounts apply when buying children’s tickets, but not all carriers provide them. Usually for children under 12 there is a discount of up to 50%, it is calculated automatically when proceeding to payment. You can buy other reduced tickets (for pensioners, the disabled, etc.) only at the bus station or bus station, as you need to present a document confirming the benefit.

Are there any discounts and bonuses when buying tickets

Yes, we have a loyalty program. To become a member of the program, you need to register in it – go to your personal account and click the “Become a member of the loyalty program” button.

By participating in the Tutu.ru bonus program, you receive points as a bonus – from 0. 5 to 2% from each purchase. Is it possible to book a ticket and buy it at the box office or from the driver? After that, the reservation is cancelled. Some bus stations provide the opportunity to book tickets by phone and then purchase at the box office. To clarify this possibility, it is better to contact the bus station directly.

Is it possible to get a ticket at the bus station

It is impossible to get a ticket bought on Tutu.ru at the bus station. When buying a ticket on Tutu.ru, the ticket is sent to the e-mail you specified. If the ticket says that it must be printed, contact the nearest print shop. In most cases, tickets do not need to be printed – they can be shown on the screen of a phone or other device.

Why can’t I buy a return ticket right away

Unfortunately, there is no single information system that unites all bus stations in Russia. We negotiate online ticket sales and connect the appropriate software with each bus station separately. Therefore, it is not always possible to buy tickets with departures from different bus stations, albeit on a round-trip route.

How to choose a seat

Depending on the data that the carrier provides us with, there are several options:

1) If the carrier provides a seating chart, you can choose a seat on it on the bus.

2) It happens that the carrier does not provide a scheme, but allows you to choose a seat number.

3) Some flights have free seating, and then you buy a ticket without being tied to a seat. In this case, we recommend arriving at the departure point in advance in order to get the best seat.

Why is there no seat map on the site on the bus

We reflect the seats on the bus on the map if the carrier has given us this information. Unfortunately, seat selection on the chart is not yet available on all flights.

What you need to board the bus

After paying for the order, you will receive an email with a boarding pass as an attachment. The letter and ticket will say whether the ticket needs to be printed. Some carriers require a printed ticket.

Don’t forget to bring the original ID that you used to buy your ticket. It may be asked when boarding the bus.

If the ticket needs to be printed and you do not have a printer, save your boarding pass on a USB flash drive or other media and print it at any printing center. You need to print all the pages of an electronic document received by mail. Some of them remain with the carrier’s representative after the trip, others are in your hands.

Is it possible not to print the ticket, but to show it on the screen

From January 1, 2021, new rules for passenger transportation came into force. According to paragraph 30, the use of an electronic ticket is allowed for travel by road in Russia. An electronic ticket can be shown on the screen of a smartphone or tablet. Tickets that do not need to be printed are marked with a lightning bolt on the issue.

However, some carriers, including foreign ones, may require you to show a printed ticket. If there is no special icon on the ticket card, then the ticket must be printed. More information about whether you need to print a ticket or not, you will see in the letter that will come after buying a ticket for Tutu, and in the electronic ticket itself.

You can print your ticket at any print shop or at the ticket office at the station.

How to find out where the bus leaves from. How can I find my bus

You will see the address and departure time of the bus on the website immediately when choosing a flight. The information will be duplicated on the ticket. Bus departure and arrival times are always local. It is best to arrive at the landing site 15 minutes in advance in order to have time to orient yourself at the bus station and find your bus.

At the bus station, look for electronic displays or information stands, if necessary, contact the ticket office or call the carrier. If you plan to pay for luggage, you need to arrive even earlier – in case there is a queue at the bus station ticket office.

I can’t find my bus at the departure point

First, check your location with the address on the ticket. It happens that passengers come to the wrong stop.

At a railway station or bus station, it is worth listening to the announcements on the speakerphone – usually the announcer announces the platform from which the bus departs. You can also approach the duty officer and clarify this information.

Check the full bus route on your ticket. For example, you take a bus in Rostov-on-Don, and its full route is Moscow – Simferopol. Therefore, your bus may have a sign “Moscow – Simferopol”.

Is it possible to board the bus at an intermediate stop

If you have bought a ticket for Tutu.ru, you can only board the bus at the initial station of departure indicated in the itinerary receipt. When boarding, all passengers are marked. If the passenger did not come to the departure at the initial station, he is crossed out from the list and will not be able to board later at another station.

What to do if the bus does not arrive

Check your location with the address on your ticket. It happens that passengers come to the wrong stop. If you are at the right place, wait – the bus may be delayed.

On passing flights (when your stop is not the starting station of the route), the bus may arrive with a delay due to traffic jams, bad weather or a late departure from the station. Being late up to 20-30 minutes is not uncommon. You can contact the carrier to find out where the bus is. The carrier’s contacts are indicated on the ticket.

If more than an hour has passed and the bus has not arrived, you have the right to claim a full refund of the ticket price. Here’s what you need to do to do this:

  • If you are at a station or bus station, contact the duty officer or the ticket office to have a flight delay marked on your ticket. This will be required to process the return. An electronic ticket can be printed at any printing salon or a duplicate can be obtained at the box office. After that, send a photo of the ticket with a mark to the chat of the Tutu contact center or to [email protected]
  • If there are no attendants or ticket offices at the stop, contact the Tutu contact center – it is important to record the fact of being late. This will allow us to request a refund of the ticket price from the carrier. You can call us or write to the messenger – contacts are available in your Tutu.ru personal account.

It is important to contact us no earlier than 1 hour and no later than 3 hours from the departure time indicated on your ticket. Such a period is specified in the Charter of Road Transport. If 1 hour has not passed, it is too early to fix the fact of being late.

What to do if the bus breaks down on the way

Don’t worry. Ask the driver what the problem is. Usually, in the event of a serious breakdown, another bus is sent for passengers. If the situation is not cleared up, call the carrier and get their comment or contact the Tutu contact center.

How to account for travel expenses on tickets

To account for travel expenses, please keep the printed ticket (itinerary receipt) and the baggage receipt if you paid for luggage. The letter with the itinerary receipt will also contain a check for the ticket indicating the amount.

To receive reporting documents for the website service fee, write to us at [email protected] with the subject “Request for reporting documents”. Include the customer’s order number in the email.

Is it possible to return the ticket if I missed the flight

Look at the ticket return conditions in the itinerary receipt. Different carriers have different refund policies in case a passenger is late.

Most often, according to the rules of the carrier, in order to return a ticket, you need to put a mark on it about being late. Contact the attendant or the ticket office at the station or bus station from which you were supposed to leave. You will need the original document for which the ticket is issued. If the ticket is electronic and needs to be printed for a refund, this can be done at any printing salon or you can get a duplicate ticket at the box office. After that, write to Tutu’s contact center chat in your personal account. Send us a ticket photo with a note about being late.

If there is no person on duty at the station, the ticket office or the bus station is closed, contact our contact center immediately to fix the fact of being late. You can call us or write to the messenger – the contacts are in the personal account of Tutu.ru.

What to do if the flight was canceled or delayed

If the flight was canceled (unfortunately, this can happen for reasons beyond the control of Tutu. ru) or delayed for more than 1 hour, contact the administrator (on duty) of the bus station or the ticket office. Ask to make a note on the cancellation or delay of the flight in the itinerary receipt.

Send a written request to [email protected] or contact center chat, provide your full name and order number, attach a scan of the itinerary receipt with a note from the bus station about the cancellation or delay of the flight.

How to return a purchased ticket

If the bus has not yet departed, you can issue a refund in your personal account on the Tutu.ru website. In the mobile application, you need to go to the “Orders” section (pre-authorize). Another way to issue a refund is to find an email from Tutu.ru with your ticket in the email and issue a refund from the letter. Before confirming the return, you will see how much will be returned and if fees will be withheld.

If you missed the bus, contact the administrator (duty) of the bus station or the ticket office and ask to make a note in the itinerary receipt about being late.

The fact that you are late must be officially confirmed by the bus station.

Send a written request for a refund for an unused ticket to [email protected]. Attach a scan or photo of the itinerary receipt with the bus station mark to the application. You can also write to Tutu’s contact center chat from your personal account.

Please note that from the letter and personal account you can only return the entire order. If you need to return part of the tickets from the order, write to [email protected] or chat with the Tutu contact center.

Most tickets can be returned, but there are also non-refundable tickets – each carrier determines the terms of sale. We recommend that you clarify the possibility of returning tickets before purchasing. The carrier’s fare rules are specified during the ticket issuance process, before proceeding to payment. Tickets purchased under the promotion may be non-refundable.

How much is refunded when returning a ticket

When refunding a ticket at the initiative of a passenger, the carrier usually withholds a certain amount in accordance with its tariffs. According to the Russian Road Transport Charter, for a return more than 2 hours before departure, it is recommended to withhold 5% of the ticket price, within 2 hours before departure – 15%, within 3 hours after departure – 25%. When will the money be returned to the card

Money is received on the card that paid for the order, usually within 5-7 days after the ticket is returned. Depending on the bank, the term may vary, but does not exceed 30 days. Time is counted from the moment you receive a check with the refund amount: if you return it online, it will arrive within 24 hours. When returning a ticket at the station, money can be returned immediately at the box office.

What to do if the money has not arrived

If 7 days have not passed yet, it is too early to worry, the bank did not manage to process the refund.

If 7 days have passed, you can do the following.

  1. Check the card number you used to pay for the order. It often turns out that the client is waiting for a refund to a completely different card or to the wrong account. For example, the number of a virtual account in electronic wallets MIR Pay, Yandex Pay, etc. different from the number of a physical bank card, but the funds are returned exactly to the account indicated on the back of the bank card.
  2. View incoming SMS from the bank on your phone – you might have missed the message. Sometimes banks send not SMS, but push notifications in the banking application (depending on the service tariff), which quickly disappear. Such notifications are easy to miss. To travel abroad, you need a veterinary passport with vaccination records and a health certificate of the animal. Rabies vaccination must be done no later than 21 days and no earlier than a year before the trip. Before traveling to the EU countries, the pet must be microchipped.
