1. The presence of a market for privileged parents (“foster families”) generates a demand for other people’s children. The market regulator is guardianship, which plays in conjunction with the Orphanage (DR). The maximum demand is for small children, who are almost no longer in orphanages. Therefore, demand puts pressure on ordinary families, for which semi-legal and illegal schemes are being implemented to facilitate the extraction of a child. That is, if the parent is “not the right one,” the prevention system “closes” the child (and not the parent), and then looks to give it to “surrogate parents” – people with a license to support the child. nine0004
This is done, among other things, through the development of “early detection of trouble” (listen to the shamelessness of this term), followed by voluntary-compulsory placement of a child in an orphanage … Then everything goes according to the scheme [link-3] published by Regnum [link -4]. The facts on which it was revealed were collected on the basis of materials from various cases, including just the Leninsky district. The non-governmental center “Together” also appears in the materials, which, when parents are still calm that they will take their child, writes conclusions like this: “We have not seen the parents for a long time, we consider it inappropriate to work to return the child to the family”! The flaw of this scheme (apart from the fact that it is illegal) is not that the child is kept in a state-run DR, and not in a private “foster family”. And the fact that it is aimed at non-return, and kills parental rights – the child is not given to his own mother, although she is not deprived of rights. Obviously, foster groups will take the place of an orphanage in this criminal scheme. About the future use of foster groups, Aksyonova writes: “If our social protection authorities begin to work on the early detection of family troubles, then fosters can become a lifeline.” nine0004
2. “Sun City” is looking for a position in this market. The most profitable is the place where the children are placed. Who has children, he communicates with the “fosters”. And then it also works in an adjacent market – the market for their service and support.
