Three preschool classes ensure our children are challenged throughout
Pre-K
To be eligible for the Pre-K room, children must be age 4 no later than September 30th.
Williamsburg Campus Child Care operates using a monthly tuition schedule. Effective July 1, 2022, families at WCCC will be assessed a $250 annual registration fee.
WCCC believes that parents, educators and children are all partners in the educational process. Family involvement is not only beneficial, but essential to the life of WCCC. For that reason, family participation required component of our program. Each family is required to contribute a minimum of twelve (12) hours of volunteer service to the Center each year. Examples of family participation activities include service on the Center’s Board of Directors or Advancement Committee; coordination of special events such as our holiday party or teacher appreciation week festivities; walking with a class on an educational excursion; or, a presentation of a special program to the children.
Once an application is received, children are prioritized based on three (3) categories:
- Category A: Any family in good standing who currently enroll a sibling at WCCC and whose second (or third) child will attend WCCC.
- Category B: Any full- or part-time William & Mary faculty, administration, staff (including those paid by Auxiliary Services and Campus Ministry), students and employees.
- Category C: Any family from the community.
Currently, all classrooms maintain a waiting list.
Families wishing to enroll their child(ren) in any classroom must complete an Enrollment Application and submit a non-refundable application fee An application is not considered complete until both items are received.
When space becomes available we will make every effort to contact applicant families; however if the Center is unable to do so within (5) business days, the space will be offered to the next available family.

- Notified candidates will need to make arrangements to make payment (wire or local cheque) of the registration fee and refundable security deposit, within 10 days of notification to register and confirm their admission.
- Once registration payment is received, confirmation of admission will be sent by email.
- Upon arrival (latest by May 1st) in India candidates for grade I and higher may have to take entrance exam prior to joining the school.
- If parents are making a permanent move to India, then domestic fee structure will be followed subsequently after obtaining proof of residency.
- NRI fee structure will be followed if both parents are living abroad during the child’s course of study.

Benefits for paying for kindergarten – Kindergarten and child
Benefits for paying for kindergarten in each region of the Russian Federation are established by local authorities. In Moscow, such benefits operate on the basis of Decree of the Government of Moscow dated January 31, 2006 N 62-PP. Today we are publishing the full text of the document so that parents can familiarize themselves with its contents.

Benefits for paying for a kindergarten in Moscow benefit:
- In the amount of 25 per cent of the monthly fee for child maintenance – for families with two children attending kindergarten.
- In the amount of 50 percent of the monthly fee for kindergarten:
– families with three or more minor children;
– single parents (legal representatives), incl. widows and divorcees;
– to guardians;
– mothers of children whose paternity is established by mutual consent of the parents or by a court decision, who are not married to the father of the child and do not live with him;
– citizens exposed to radiation as a result of the Chernobyl disaster;
– teaching staff of state educational institutions and non-state educational organizations with state accreditation;
– families in which the parent (legal representative) holds a pedagogical or other position in a state educational institution of the Moscow Department of Education, which implements general educational programs of preschool education, a preschool educational institution of the Moscow Health Department system or a preschool educational institution of the Department of Education social protection of the population of the city of Moscow.
- In the amount of 75 percent of the monthly payment for maintenance of children – families, conscripts (except officers).
From the payment for the maintenance of children in kindergarten in the amount of 100% exempt:
- Families in which one or both parents are disabled 1 and 2 groups.
- Families with 10 or more minor children.
- Families with a disabled child under 18 years of age.
- Families of servicemen and employees of the Ministry of Internal Affairs who died in the line of duty .
- Students, students of institutions of primary, secondary and higher vocational education , if both parents (legal representatives ) receive full-time education.
- Parents (legal representatives) for keeping children in groups short-term stay “Special child”, in state educational institutions “compensating type kindergarten” and “combined kindergarten “, state educational institutions “elementary school – compensating type kindergarten” for:
– deaf and hard of hearing children;
– blind and visually impaired children;
– children with intellectual disabilities;
– children with tuberculosis intoxication;
– children with severe speech disorders attending preschool educational institutions of the Moscow Department of Health.
Benefit for paying for the maintenance of children in kindergarten is provided annually based on the application of parents (legal representatives) and documents confirming that the family has the right to the benefit. If the family has the right to use several benefits, one benefit at the choice of the parents (legal representatives) is subject to use.

In order to create conditions for the implementation of new approaches to

This Regulation on the procedure for determining the fee charged from

Regulation) was developed in order to create conditions for the implementation of new
approaches to the formation of a developing environment, improvement

institutions of the system of the Department of social protection of the population of the city of
Moscow.
1. The amount of the monthly fee for the maintenance of children in state
educational institutions of the system of the Department of Education of the city
of Moscow, implementing general educational programs of preschool education
, is set at 50 to 110 percent of the
minimum wage, approved by Federal Law of
June 19, 2000 N 82-FZ “On the minimum wage”:
1.1. In the amount of 50 percent of the minimum wage – in
groups of short stay (with the exception of groups “Special
child”).
1.2. In the amount of 70 percent of the minimum wage – in
state educational institutions “kindergarten” and “kindergarten
of the combined type” (with the exception of groups of compensatory type).
1.3. In the amount of 90 percent of the minimum wage – at
state educational institutions “kindergarten of a general developmental type
“, “kindergarten of supervision and improvement”, “kindergarten of a compensating type
” and “kindergarten with an ethno-cultural (national)
component of education”; in groups of the compensating type of state
educational institutions “kindergarten of the combined type”; in
pre-school groups of state educational institutions “elementary
school-kindergarten”, “elementary school-kindergarten of compensatory type” and
“comprehensive school”.
1.4. In the amount of 90 percent of the minimum wage – in
state educational institutions (groups) that implement
general educational programs of preschool education, with
14- and 24-hour stays of children.
1.5. In the amount of 110 percent of the minimum wage –
in state educational institutions “child development center –
kindergarten”; preschool groups of state educational
institutions “pro-gymnasium” and “center of education”.
2. The amount of the monthly payment for the maintenance of children in preschool
educational institutions of the system of the Department of Health of the city
of Moscow and preschool educational institutions of the system of the Department
of social protection of the population of the city of Moscow is set at 50
percent of the minimum wage approved by Federal Law
of 19 June 2000 N 82-FZ “On the minimum wage”.

5 . Benefits for paying for the maintenance of children in public
educational institutions of the system of the Department of Education of the city
of Moscow, implementing general educational programs of preschool education
, preschool educational institutions of the system of the Department of Health
of the city of Moscow and preschool educational institutions
of the system of the Department of Social Protection of the Population of the City of Moscow
provided annually on the basis of an application from parents (legal
representatives) and documents confirming that the family has the right to
benefit.
Parents (legal representatives) have the right to refuse to use
established benefits. An educational institution that implements
general educational programs of pre-school education has the right to check the grounds
cited by a parent (
legal representative) for receiving benefits on paying for the maintenance of a child in an
institution.
If the family has the right to apply several benefits to the application
is subject to one benefit at the choice of parents (legal representatives).
6. Payment for the maintenance of the child is made according to the actual number of
days of his stay in the state educational institution of the system
of the Department of Education of the city of Moscow, which implements general educational
programs of preschool education, preschool educational institution
of the system of the Department of Health of the city of Moscow and preschool educational institution
of the system of the Department of Health social protection

7. Funds received from parents (legal representatives) for
maintenance of a child are credited to the personal account of the state
educational institution of the system of the Department of Education of the city of
Moscow, which implements general educational programs of preschool education
, preschool educational institution of the system of the Department of Health
of Moscow and preschool educational institution
of the system of the Department of Social Protection of the Population of the City of Moscow to account for
transactions with funds received from entrepreneurial and other income-generating activities
and are spent according to the estimate approved
by the head for:
– development of an educational institution and improvement of
educational and educational process;
– improvement of conditions for children;
– wages and social support for employees of the institution.
8. The amount of funds allocated from the budget of the city of Moscow for the maintenance of
educational institutions that implement general educational programs
of preschool education cannot be reduced by the amount of funds
received from parents (legal representatives) for the maintenance of children in
educational institutions that implement general education programs
preschool education.
9. Paragraphs 1-4 of this Regulation apply to parents
(legal representatives) who are citizens of the Russian Federation
and are registered in the city of Moscow and the Moscow region.
10. Payment for the maintenance of children of citizens of foreign states and
CIS countries is made in the amount of the full cost of maintaining a child

What documents confirm the registration of the child at the place of stay / place of residence?
The registration of the child at the place of stay / place of residence is confirmed by: certificate of registration of the child at the place of residence; certificate of registration at the place of residence. In the absence of these documents, extracts from house (apartment) books or alphabet cards can be provided. In accordance with paragraphs 9 of the Procedure for admission to study in educational programs of primary general, basic general and secondary general education, approved. by order of the Ministry of Education and Science of Russia dated January 22, 2014 No. 32, the Procedure for admission to study in educational programs of preschool education, approved. by order of the Ministry of Education and Science of Russia dated April 8, 2014 No. 293, parents (legal representatives) of children living in the assigned territory, in order to enroll the child in the first class, additionally present a certificate of registration of the child at the place of residence or at the place of stay in the assigned territory, or a document containing information about the registration of the child at the place of residence or place of residence in the assigned territory. According to the Rules for registration and deregistration of citizens of the Russian Federation at the place of stay and place of residence within the Russian Federation and the list of persons responsible for receiving and transferring documents to the registration authorities for registration and deregistration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation, approved. Clarifications on the issue of parents applying to kindergarten for a child later than the established time.
Relations between MDOU “Kindergarten No. 118” and parents in accordance with Article 53 of the Federal Law of December 29, 2012 N 273-FZ “On Education in the Russian Federation” are regulated by the Agreement on Education for Educational Programs of Preschool Education (hereinafter referred to as the Agreement about education). Thus, the rights and obligations of parents (legal representatives) of underage students are established by the above-mentioned Federal Law, other federal laws, and the education agreement. According to paragraph 2.4.5. of the Agreement on Education, parents (legal representatives) are obliged to ensure that the Pupil visits the educational organization in accordance with the internal regulations and pick up the child from the educational organization before 18.00. According to subparagraph 2 of paragraph 4 of Article 44 of the Federal Law of 29December 2012 N 273-FZ “On Education in the Russian Federation” Parents (legal representatives) of underage students are required to comply with the internal regulations of the organization (hereinafter referred to as the Rules) carrying out educational activities. According to paragraph 2.4.1. Parents (legal representatives) of the educational agreement are obliged to comply with the requirements of the constituent documents, internal regulations and other local regulations of the kindergarten. According to clause 1.5 of the Agreement on Education, the Institution operates from Monday to Friday from 7.30 am to 6.00 pm, Saturday and Sunday are days off. According to the Regulations on interdepartmental interaction between the subjects of the system for the prevention of neglect and juvenile delinquency in the Petrozavodsk city district in identifying facts of child abuse and taking measures aimed at rehabilitating this category of children and protecting their rights, approved by the decision of the commission on juvenile affairs and protecting their rights of the Petrozavodsk city district , the actions of parents in untimely applying for a child to a kindergarten can be regarded as deliberate, neglectful and detrimental to the mental health of the child, i. e. cruel treatment. On the basis of Article 65 of the Family Code of the Russian Federation, parental rights cannot be exercised in conflict with the interests of children. Ways of raising children should exclude neglect, cruel treatment. A child who is not picked up by the parents at the set time is essentially left unattended by the responsible persons. Such a child meets the criteria for a neglected child, since, according to Art. 1 of the Federal Law of 24 June 1999 No. 120 “On the Fundamentals of the System for the Prevention of Neglect and Delinquency of Minors”, a neglected person is understood to be a minor whose behavior is not controlled due to non-fulfillment or improper fulfillment of duties for his upbringing, education and (or) maintenance by his parents (other legal representatives). Such a neglected child is subject to transfer to law enforcement agencies. The procedure for delivering a child to the police, as well as notification of such delivery to parents and the procedure for extraditing a child by parents, is regulated by the “Instructions for organizing the work of departments for juvenile affairs of the internal affairs bodies”, approved by order of the Ministry of Internal Affairs of the Russian Federation dated May 26, 2000 No. 569, and a number of other internal departmental orders. When a child is repeatedly transferred to law enforcement agencies, the question arises of non-performance (improper performance) by parents of their duties. Parents exercising parental rights to the detriment of the rights and interests of children are liable in accordance with the procedure established by law. According to the instructions of Article 5.35 of the Code of Administrative Offenses of the Russian Federation, failure to perform or improper performance of duties by parents or one of them, representing the interests of a minor child, by persons representing the interests of a minor child, entails the application of administrative responsibility
Can next of kin, as well as underage relatives, instead of parents pick up pupils from a preschool educational organization?
In accordance with paragraph 31 of Art. 2 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (hereinafter referred to as Federal Law No. 273-FZ), participants in educational relations are: students; parents (legal representatives) of underage students; teachers and their representatives ; organizations engaged in educational activities. Federal Law No. 273-FZ enshrines the right and opportunity to represent the interests of the child in an educational organization (hereinafter – OO) exclusively for parents or legal representatives. Family Code of the Russian Federation dated 29December 1995 No. 223-FZ (hereinafter referred to as the RF IC) established that all issues related to the upbringing and education of children are decided by the parents by their mutual consent, based on the interests of the children and taking into account the opinions of the children (clause 2, article 65 of the UK RF). At the same time, according to Art. 67 of the RF IC, grandfather, grandmother, brothers, sisters and other relatives have the right to communicate with the child. Thus, grandparents can participate in the process of upbringing and education of the child, i. e. be interested in the progress in the educational institution, provide assistance in visiting the educational institution, etc. Thus, in the case when the parents of the child are not able to fulfill their duties in full, in particular, to take the child away from the educational institution, they have the right to partially transfer their powers to other relatives (grandfathers and grandmothers of the child, as well as other adult relatives ). When transferring a child to a trustee for the first time, employees of the NGO must identify this person by comparing his/her passport data with the information specified in the parents’ application or in the contract. In the absence of an application from the parents with the above information, the PA is not entitled to transfer the minor to unauthorized persons. The transfer of a child to a third party who is not a legal representative is a violation of the rights of parents by the NGO, for which officials of the NGO may be held liable.
Is it possible to transfer pupils of MDOU to minors?
By virtue of Article 64 of the Family Code of the Russian Federation (hereinafter referred to as the RF IC), parents are the legal representatives of their children and act in defense of their rights and interests in relations with any individuals and legal entities, without special powers. According to paragraph 1 of Art. 63 RF IC Parents have the right and duty to raise their children. Parents are responsible for the upbringing and development of their children. They are obliged to take care of the health, physical, mental, spiritual and moral development of their children. In accordance with paragraph 1 of Art. 21 of the Civil Code of the Russian Federation (hereinafter referred to as the Civil Code of the Russian Federation), the ability of a citizen to acquire and exercise civil rights by his actions, create civil duties for himself and fulfill them (civil capacity) arises in full with the onset of adulthood, that is, upon reaching the age of eighteen. Minors are liable only within the limits outlined by the Civil Code of the Russian Federation. Their legal capacity is defined by Art. 26 and 28 of the Civil Code of the Russian Federation. In accordance with the provisions of Art. 1073 of the Civil Code of the Russian Federation, liability for harm caused to a minor under the age of fourteen (minor) is the responsibility of his parents (adoptive parents). According to Art. 41 of the Federal Law of 29.12.2012 No. 273 – Federal Law “On Education in the Russian Federation”, an educational institution is responsible for the life and health of pupils during the educational process. Thus, his legal representatives are responsible for the child. The transfer of responsibility arises from the moment the child is transferred to the MDO. From this moment on, responsibility for the child rests with the educator and the MDOU. The teacher, in turn, is obliged, after the child’s stay in the MDOU, to transfer him only to legal representatives. It is impossible to transfer a child to minors due to the fact that the minor has not acquired full legal capacity. It follows that the responsibility for one child cannot be placed on another child.

Dear parents! In accordance with paragraph 1 of Article 152.1 of the Civil Code of the Russian Federation, the publication and further use of the image of a citizen (including his photograph, as well as video recordings or works of fine art in which he is depicted) is allowed only with the consent of this citizen. In accordance with paragraph 1 of Art. 64 of the Family Code of the Russian Federation, the protection of the rights and interests of children rests with their parents. Thus, for the organization of video filming, the consent of the parents (legal representatives) of the children participating in a specific kindergarten event (matinees, sports competitions, theatrical performances, etc.) is required. This issue is resolved directly between the videographer and the parents, i. e. consent must be obtained directly by the videographer. Since the preschool institution is not a place open to free attendance, and the events organized in it are not public, in order to comply with the anti-terrorist security of the institution, parents must agree with the head of the location of the video operator on the territory of the institution, as well as the possibility of him moving around the hall during the event and other organizational issues. On the day of video filming, the videographer must present an identity document. Responsibility for the distribution of video images of children whose parents (legal representatives) have not given their consent to this is borne by the videographer. Employees of an educational institution are not involved in the collection of funds for video filming and distribution of video products.
