Position Summary:

The HR Support Center Specialist provides HR customer service support to all KCE field and National Support Center employees, and reports directly to the Manager of Employee Benefits Support.

As HR Support Center Specialist, you are responsible for providing exceptional customer service, guidance, and communication to KCE employees and managers on all company programs and initiatives over the phone, with a specialized focus on Human Resources and Total Rewards programs. You will serve as the primary contact for inbound HR related calls and will use your knowledge base and case management tools to help employees and managers resolve their human resources inquiries. You will also be responsible for ensuring Total Rewards program enrollments are completed accurately and that inbound calls are escalated to appropriate HR Support Teams as needed. You will be accountable for providing status reports and call analysis to Department leadership, and working cross-functionally with HR Teams to enhance HR service levels.

Duties & Responsibilities :

  • Provide guidance and answer general HR and operations questions within established service level standards.
  • Be the liaison between employees and specialized departments (including but not limited to, Total Rewards, Benefits, Payroll, Risk, Employee Relations, Recruiting, HRIS).
  • Route escalated calls to appropriate specialized departments within the HR Teams as necessary.
  • Assist in enrollment, changes, or disenrollment of benefit plans.
  • Share KCE Total Rewards program knowledge with employees and help employees make informed Total Rewards decisions.
  • Document all calls and outcomes within the Department’s case management software.
  • Provide status reports to Management and Department Leads within the established timeframe.
  • Partner closely with team leads and managers on complex and/or multilayered cases, trend identification, and risk mitigation.
  • Uphold KCE Culture and support the execution of company initiatives.
  • Assist peers as necessary and provide training for incoming staff.
  • Support Total Rewards and HR teams with other duties as assigned.

Basic Qualifications:

Minimum 1-2 years of related experience in a Human Resources, Operations, or Customer Service function.

Additional Qualifications:

  • Associates or Bachelor’s degree preferred.
  • General knowledge of HR practices preferred.
  • Must have proficiency with Microsoft Office Suite.
  • Case management systems and/or database experience preferred.
  • Must be able to work in a fast-paced, deadline driven environment. Must be able to prioritize work and manage time independently.
  • Must be able to multi-task and adapt to shifting priorities. Be comfortable working in an evolving organizational structure.
  • Must be able to work independently and as part of a team.
  • Must have excellent interpersonal and writing skills.
  • Must operate with a high degree of confidentiality and demonstrate respect and due diligence in sensitive situations. Must use exceptional judgment in case management.
  • Must be able to build trust and credibility with customers.
  • Must have an outstanding customer focus, organization, and attention to detail.
  • Must possess a general curiosity and willingness to problem solve.

Child Care Cost Reimbursement | Department of Human Resources

What is This Program?

The program offers financial assistance to Vermont State employees for their work-related child care expenses.   The funds are made available through labor/management agreements with the State of Vermont.  This initiative is the result of employee surveys and feedback on child care and child care assistance.

What Kind of Child Care is Eligible for Reimbursement?
  • Reimbursement will be available for State employees who spent at least $300 for regular, on-going, work related child care for children aged 13 or younger (as of December 31, 2022).
  • Child care must be provided by a registered or licensed Child Care Provider or an Approved Relative Childcare (ARCC) Provider.  You may call the Child Development Division at 1-800-649-2642 to confirm the status of your child care provider.
  • The cost of child care provided by individuals (including relatives) who do not fall into one of the approved provider categories above cannot be reimbursed.
Who is Eligible?
  • Full-time State Employees employed between January 1, 2022 and December 31, 2022
  • Full-time State Employees employed for more than six (6) months, but less than twelve (12) months between January 1, 2022 and December 31, 2022 (eligible on a prorated basis)
  • Part-time State Employees who have completed one thousand forty (1,040) hours of regularly scheduled work between January 1, 2022 and December 31, 2022 (eligible on a prorated basis)
AND
  • Whose 2022 Federal taxable income (after deductions) does not exceed $75,000
  • All Permanent Employees in the Executive Branch of State Government are eligible
  • Applicants must be employed as of April 17, 2023

Note:  Above categories include Limited Service Employees, but do not include Temporary Employees or Contract Workers.

How Does the Program Work?

Interested and eligible employees must mail an Application to the VT/VSEA Child & Elder Care Committee.  The Committee meets monthly to consider all applications submitted.  Funds will be allocated within eligible Federal taxable income groups with income under $75,000 (after deductions).

Are There Tax Implications?

In accordance with Payroll guidelines, the Child Care Cost Reimbursement is no longer a non-taxable grant.  Consequently, your reimbursement will be included in your paycheck and taxes will be deducted at your payroll tax level.  If you have questions about this, please contact the Payroll Division.

By law, IRS guidelines and eligibility must apply.  This program may not be ideal for everyone.  Applicants for child care cost reimbursement who also take a child care income tax credit, may need to amend their tax statements.  State employees are advised to consider their own tax status or consult with a tax advisor before applying.

Will this Program Affect My FSA?

State employees who apply for a Child Care Cost Reimbursement and who also make use of a Flexible Savings Account (FSA) to pay for child care costs, should take care to properly calculate the total amount of their pre-tax income to be deposited and later withdrawn. Employees with questions about their FSA should call Employee Benefits at 1 800-828-6700, option 1, then option 3.

Where is the Application?

The application form is in the Forms & Documents section of the SOV Website.  An icon has been provided at the bottom of these Guidelines.  You could also call the Administrator at (800) 287-8322 to request an application.

When Should I Apply?

Applications, along with documentation, should be mailed via the US Postal Service, postmarked by April 17, 2023 or submitted electronically to [email protected] by 11:59 on April 17, 2023.  Limit ONE application per household.  Applicants who filed an Income Tax extension should send a copy of their extension along with their reimbursement application.   Applications accompanied by a tax filing extension will be held active until the end of the Extension deadline. You must submit your application with a copy of the tax extension application by April 17, 2023 in order to meet the application deadline. Applications with extensions received after April 17, 2023 will be considered late and ineligible.

 

When Can I Expect a Response?

All applicants will receive acknowledgement of their Application.  If eligible, reimbursements will be included in a payroll check prior to the end of August in the application year.  Taxes will be withheld at your payroll tax level.

How Much Can I Expect to Get Back?

Reimbursements will be affected by the number of applicants.  Applications will be sorted by household income.  The maximum reimbursement per household, per year, could be as much as $1,600, before taxes.

What is the Mailing Address?

The application, and required documentation, must be mailed via the US Postal Service, postmarked by April 17, 2023 to the address shown, or submitted electronically to VTChildelder@vsea. org by 11:59 on April 17, 2023. Any other type of submission will not be accepted.

Important COVID-19 message regarding caregiver resources from Vice President for Human Resources

Dear Purdue faculty and staff, 

The New Year brings with it a new beginning, and as we continue to navigate through the COVID-19 pandemic, things continue to change. COVID-19 continues to create challenges for many Purdue faculty and staff, which is why the University is working to provide benefits, resources and tools to assist the Purdue community as needs evolve. As outlined by the Work-Life-Integration pillar of the Healthy Boiler Program, work-life integration offers family-friendly benefits and programs targeted to these changing needs. 

While we are all experiencing uncertainty and competing demands for time, those in our community with family commitments and caregiving responsibilities are likely feeling acute challenges. Whether caring for children who are now eLearning from home, parents who are particularly vulnerable to COVID-19 or others in extended families or communities, caregivers especially are working in difficult conditions while trying to meet their personal and professional responsibilities. In response, the University is providing the following resources and information for faculty and staff who are facing caregiving challenges:

  • Childcare – The Finding Off-Campus Care web page provides helpful information for finding a childcare provider. Also, The Child Care Resource Network offers a variety of resources, including help finding childcare. Individuals can fill out a form online and then The Child Care Resource Network will contact the individual/family to help find childcare in the community. KinderCare facilities, with the exception of the facility on Purdue’s campus, offer Purdue employees a 10 percent discount. (KinderCare facilities on campus are already receiving rates customized to Purdue employees.) Individuals can search for a KinderCare facility near them by searching via Zip code on the KinderCare website. Drop-in care is available at any KinderCare nationwide and for full-time, part-time, temporary care or even one-day care. Parents schedule care by contacting the center or program directly. Drop-in care is on a space available basis by center. 
  • Elder care – Finding appropriate care for elders can be a difficult task. The information provided on the Finding Elder Care web page is available to help.
  • Remote work – Remote work continues to be an option for faculty/staff (wherever possible).  For more information, see the Working Remotely web page, which includes FAQs, and the Flexible Work Guidelines web page. Additional remote work guidance and best practices can be found here.   
  • Flexible schedules – Employees should speak with their supervisors/Department Heads directly to create flexible work schedules and keep their supervisors/Department Heads informed should their caregiving responsibilities change. Supervisors/Department Heads are asked to be as flexible with employee schedules as possible to meet both department and employee needs. 
  • Leaves – Emergency Leave and Emergency FMLA Leave have been added to help cover COVID-related leaves. While the Families First Coronavirus Response Act (FFRCA) federal program has expired, Purdue is extending this benefit through March 31, 2021, for employees. The same level of flexibility that has been allowed throughout the pandemic remains for employees to use their available paid-leave balances; once that time is exhausted, employees can utilize any FFCRA balances that remain.   • Human Resources COVID-19 resources – Via the HR Working through COVID-19 website, a variety of resources are available, including mental health resources and more. 
  • Tutoring resources – Finding tutoring resources has been noted as an area of concern by Purdue employees. To help, Purdue is sharing the following online resources, which may be useful:
    • Khan Academy:  Offers courses / assistance in math, grammar, science, history, SAT®, AP® and more.
    • Parents Challenge: Provides parents information regarding what education options are available and how to pursue them.
    • AskRose Homework Help: Rose-Hulman Institute of Technology’s AskRose Homework Help is a free math and science tutoring service for students in grades K-12.
    • SmartTutor Education Programs: Provides free educational resources and more for parents and students.
    • Sylvan Learning: Offers personalized tutoring, academic coaching, advancement and test prep and more.

Information specific to faculty and instructors

  • Teaching Support: The Innovative Learning Team provides a variety of support for instructors, including the just launched Technology Advocates program – undergraduate students who are freely available to provide technical support for your courses.   • Butler Center Programming: The Susan Bulkeley Butler Center for Leadership Excellence directed by Dr. Mangala Subramaniam offers a variety of programs and support for faculty on career management and navigating challenges. Visit https://www.purdue.edu/butler/ for details. 
  • Automatic Tenure Clock Extensions:  Any faculty member that joins Purdue in academic year 2020-21 is eligible for an automatic tenure clock extension. (This extension was also previously offered to all pre-tenure faculty who were employed during the 2019-20 AY.) While the tenure clock extension does not require any formal approval, faculty should feel free to discuss the extension with their department head and/or mentor(s). As an added resource for Purdue employees, Care.com will launch later this month. Via a customized portal and free membership for Purdue employees, employees will be able to search and find affordable caregivers – including childcare, senior care and pet care – along with other service such as tutoring, housekeeping services and more. A detailed email will be sent to employees once it’s available to utilize.

The activities of the preschool educational institution are regulated by the Law on Education in the Russian Federation, the Federal State Educational Standard for Preschool Education, the Charter of the preschool educational institution, in accordance with the requirements of SANPiN. License for the right to conduct educational activities No. 9885 dated February 20, 2017

The conditions for organizing the safe stay of children in a preschool institution are observed – fencing the territory, gates with intercoms, video surveillance on the territory of the kindergarten.

The kindergarten is located on an area of ​​4380.4 sq. meters. On the territory there is a preschool educational institution built according to a standard project in 2013, 11 children’s walking areas, a sports ground and a football field, a vegetable store and storerooms. On the territory there are flower beds and lawns with green plantings (trees, shrubs, perennial flowers).

Each age group of children has its own area. The grounds are provided with the necessary modern equipment (projectiles for the development of the main types of movements). To protect children from the sun and precipitation, verandas are installed on the territory of the playgrounds. Playgrounds are equipped with facilities in accordance with age: sandpits, slides, ladders, houses, cars, etc. During the warm season, flower gardens are used for observations, experimental work, and organization of work in nature with children. On the territory of the preschool educational institution there is an equipped sports ground for physical education, gymnastics in the warm season, holidays and entertainment, as well as for independent motor activity of children. In the cold season, ski classes are held.

Group rooms of the kindergarten has a separate playroom, sleeping room, reception room, toilet and washrooms. The preschool institution has sports and music halls, a computer class, rooms for developing the creative abilities of pupils. The premises are equipped with electronic workplaces for teachers, computers have access to the global Internet.

Medical care and meals for pupils are organized in accordance with SANPiN. The medical block consists of medical and treatment rooms, an isolation room. The catering unit is equipped with modern equipment.

The work of all the staff of the preschool educational institution is aimed at creating a comfortable, cozy environment, a positive emotional climate for pupils. The working conditions of the team and the life of children are created in accordance with the requirements of labor protection.

The material and technical base of the kindergarten meets modern requirements, is periodically transformed, transformed, updated to stimulate the physical, intellectual, creative activity of children.

The teaching staff of the institution includes both experienced teachers (educators) and young specialists who have been working in the preschool educational institution for a long time:
