Planning for Child Care


Parent Aware is the State of Minnesota’s quality rating and improvement system for childcare providers. Providers can be trained and evaluated through the system and given a star rating which helps people looking for childcare identify programs that use research-based practices to prepare children for school and life. It’s a great online resource to use to find quality early education programs and child care for college students in St. Paul.

Local Early Childhood Education Providers

  • YWCA Children’s Center at the Ronald M. Hubbs Center for Lifelong Learning: located near the corner of University Avenue and Lexington Parkway in Saint Paul. The Children’s Center is NAEYC accredited with a 4-Star Parent Aware rating and offers full-time, part-time, and half-day care. There are also YWCA Centers in Minneapolis in Downtown, Midtown, and Phillips.


  • Hallie Q. Brown Early Learning Center
    : located in the Hallie Q. Brown Community Center, near Marshall Avenue and Dale Street in Saint Paul. The Hallie Q. Brown Child Early Learning Center (ELC) is NAEYC accredited and 4-Star Parent Aware Rated. The program provides preschool education and childcare for infants, toddlers and preschoolers. Safe, affordable childcare is provided on a sliding fee scale for working parents and community residents.


  • Head Start & Early Head Start
    : located near the corner of University Avenue and Dale Street in Saint Paul. Early Head Start provides in-home support services for pregnant individuals, infants and toddlers up to age three. At 16-months children can begin a center-based program. From ages 3 to 5 years old children can join the pre-school program called Head Start. The center-based programs are 4-Star Parent Aware Rated. These programs are available at no-cost to families in Ramsey County who are income-eligible, providing foster care, or experiencing homelessness. Many families are eligible for bus transportation.


  • Cathedral Hill Montessori School
    : located at the corner of Dayton Avenue and N Farrington Street in Saint Paul, just blocks from campus. Cathedral Hill Montessori School is 4-Star rated by Parent Aware, accepts CCAP from Ramsey County, and offers financial aid to qualifying families.

Paying for Child Care

Childcare can be expensive and preparing to pay for it can be over whelming. There are resources available to help pay for childcare.

County and State Resources

  • Think Small provides resources and referrals for families looking for childcare, early learning programs and/or schools. Resources include how to find the right program, ways to help pay for it, and how to know if it’s a high-quality program. They provide extra support to families with children with special needs, military families and have multi-lingual services.

  • Bridge to Benefits is a Children’s Defense Fund-Minnesota project that helps families become economically stable and improve child outcomes. They help families find out if they are eligible for various public programs such as Medical Assistance, MinnesotaCare, Advanced Premium Tax Credits, Child Care Assistance, Early Learning Scholarships, Energy Assistance, Supplemental Nutrition Assistance Program, School Meal Program, Women, Infants and Children Program, Earned Income Tax Credit and Working Family Credit.

Saint Paul College Resources

  • Minnesota Child Care Grant is for students who are Minnesota residents, have children 12 and under (14 and under, if disabled), have financial need and have child care expenses. Recipients must not be receiving Minnesota Family Investment Program (MFIP) assistance. Students who have received an Award Letter can download the
    Minnesota Child Care Grant or pick up an application at the One Stop, Room 1300.

  • Saint Paul College Emergency Fund allow students to apply for up to $500 each semester. The money cannot be used for tuition, but can be used for child care, transportation, housing, medical bills, etc. To sign up go to the
    application, log in, and fill it out. It is recommended that you connect with the Title IX Coordinator prior to completing the application to assist you and provide a reference.

The Rights of Students who are Pregnant, Parenting, or Caregivers

How to Get Support for Pregnancy and Postpartum


Step 1: Obtain appropriate documentation of your pregnancy from your doctor/medical care professional (see below for details)


Step 2: Schedule an appointment with the Director of Student Rights and Responsibilities/Title IX Coordinator by calling 651.846.1357 or emailing
[email protected]. Bring your documentation to the meeting and discuss what support you may need to be implemented during/after your pregnancy. Having course syllabi available can be helpful too for planning!


Step 3: After your meeting, communicate with your faculty about what you will miss in class, and what support you need. It’s encouraged that you keep your faculty in the loop as time goes on – and cc’ing the Director of Student Rights and Responsibilities/Title IX Coordinator helps too!


Step 4: Contact your faculty if you are experiencing any problems with the supports. If you need further assistance beyond that, contact the Director of Student Rights and Responsibilities/Title IX Coordinator.

Frequently Asked Questions


  • What is Title IX? Title IX is a federal law that makes sure schools do not discriminate based on gender. It provides support for students who have experienced gender-based violence and/or who are pregnant.

  • If I’m pregnant or recently gave birth, what kind of support is available? Support can include: excused absences, flexible due dates or additional time on assignments, providing larger desks, allowance to sit or stand, etc. In some cases, courses can be switched to online versions of the same course if available.

  • Are there limits to Title IX support? Yes. We cannot change core concepts or requirements of the class, not change the fundamental learning outcomes and assessments. You will still need to complete all of the work. We also cannot give you back lost instruction time.

  • Do I need documentation to get support from the Title IX Office for pregnancy or recovery? Yes – a letter from your doctor is required for supports through the Title IX Office.

  • How long do supports last after I’ve given birth? Supports technically last until the end of your documentation from your doctor. Typically doctors will write their notes like, “Please give ______ 4-6 weeks for recovery.” However, the school recognizes that recovery and adjustment goes beyond just physical recovery. Some supports can continue beyond that period, but only in agreement with the faculty, and they may be significantly more limited.

  • When comes to pregnancy or parenting, what situations qualify for Title IX support besides childbirth? If the support is related to your child or pregnancy, and there’s a doctor’s note provided, that would qualify. Some examples may include: complications that require hospitalization or doctor visits, order of bedrest, serious baby illness or injury.

  • Is there a private place on campus for me to care for my infant?
    The lactation room (2166) is located on the 2nd floor in the East tower. It is designed to be used infant feeding, nursing, breastfeeding, chestfeeding, or pumping. It is a comfortable, private space with a sink, microwave, cozy chair, refrigerator, and electrical source. Participants can complete an agreement at saintpaul.edu/lactation​ to get badge access for the semester.

  • Are there changing tables on campus? Changing tables are available in several first floor bathrooms. They are in both the men’s and women’s bathrooms across from Room 1512 near the West Entrance and in the all-gender restrooms located near the City View Café (cafeteria).

Caring for your Developing Child

Most parents and caregivers pay close attention to the development of the children in their lives. It can be joyful to watch them grow but sometimes it’s difficult to know what to expect and what resources to trust. Families come in all shapes and sizes with caregivers of all types. Regardless of what your family looks like, the resources below will help you understand your young person’s development, offer resources, and connect you with support.


  • Help Me Grow is Minnesota’s Early Intervention Program. This program provides resources for families to understand developmental milestones and learn if there are concerns. This helps families take the lead in seeking additional support or referring their child for a comprehensive, confidential screening or evaluation at no cost.


  • Zero to Three – Early Connections Last a Lifetime
    offers resources for parents and caregiver of infants and toddlers to strengthen their caregiving skills, especially around difficult topics like disciple and setting limits, and reinforce their child’s learning.

  • Head Start and Early Head Start provides child and family development program for eligible families living in Ramsey County. This can include home-visiting, caregiver support, and opportunities to meet other families caring for young children. These services are free to eligible families.

  • Early Childhood Family Education (ECFE) is a program of Saint Paul Public Schools that offers parents and caregivers hands-on learning experiences. When children are young, kids and adults learn together and as children grow some activities will be separate. All ECFE classes are taught by licensed early childhood teachers and parent educators. Classes are for families with children from newborn to kindergarten age and can be an opportunity to meet other families with young children. This program is available on sliding fee scale. Fees may be waived for families unable to pay.


  • Healthy Children
    is a resource site from the American Academy of Pediatrics. This is a great place to learn about developmental milestones, medical issues affecting children of all ages, and search for medically accurate, up-to-date information.

  • Child and Teen Checkups (C&TC) of Ramsey County are routine health checkups for youth (age 0-21) on Medical Assistance that take place at their regular medical and dental clinic. This program can help families find a medical and dental clinic, schedule appointments, arrange transportation or an interpreter, navigate health insurance, access benefits like gift cards and car seats, and understand what happens at a checkup and how to prepare children.

Center Coordinator: Nicole Dalsing is the compassionate center coordinator for Ebenezer Child Care Centers’ Downtown Milwaukee location. In this position, Nicole is responsible for assisting parents with concerns in regard to the center and their children, ensuring licensing and accreditation standards are upheld, staff is supported, and daily operations flow smoothly.

Nicole has nearly 15 years of experience in the childcare industry serving. She has been with Ebenezer Child Care since 2010 in various roles throughout the years. South St. Paul is a city in Dakota County, Minnesota, immediately south and southeast of St. Paul, Minnesota. It’s also east of West St. Paul, Minnesota. The population was 20160 people. Census 2010. [5] Historically, the city was known as a large meat processing plant. Subsequently, many residents are descended from immigrants from Southern and Eastern European heritage who came to work in meatpacking plants at the beginning of the 20th century.

The South Saint Paul Post Office has been in operation since 1888. [6] The city was named for its location, south of St. Paul, Minnesota. [7]

Geography

According to the US Census Bureau, the city has a total area of ​​6.14 square miles (15.90 km 2 ), of which 5.65 square miles (14.63 km 2 ) is land, and 0.49 square miles (1.27 km 2 ) is water. [8]

Interstate 494, US Highway 52, and Minnesota State Highway 156 are the three major routes that pass through South St. Paul.

South Saint Paul is home to a small general aviation airport. Fleming Field.

The main industry for most of South St. Paul’s history was the St. Paul Union Animal Farms. The two largest companies and employers in the city during the warehouse’s peak were Swift’s & Company and Armor Meats.

Since 11.04.2008 the cattle yards have been closed, [9] and most of the territory is now being rebuilt.

White, 1.28% African American, 0.57% Native American, 0.82% Asian, 0.01% Pacific Islander, 2.80% from other races, and 1.90% from two or more races. The average household size is 2.47 and the average family size is 3.05.

In the city, the population was spread out: 25.4% under the age of 18, 9.0% from 18 to 24, 32.7% from 25 to 44, 20.1% from 45 to 64, and 12, 8% are aged 65 or older. The average age was 35 years. For every 100 women, there were 95.3 men. For every 100 women aged 18 and over, there were 93.1 men.

The median income for a household in the city was $45,216, and the median income for a family was $54,119. The median income for males was $36,466 compared to $28,415 for females. The per capita income for the city was 21 396 dollars. About 4.1% of families and 6.1% of the population were below the poverty line, including 6.8% of those under the age of 18 and 5.7% of those aged 65 and over.

Education

South Saint Paul’s public school system includes two elementary schools, one middle school (6-12 students) and a community learning center.

South St. Paul’s Schools were opened in 1853. At the time, the schools operated under the name of the Kaposi School District, serving local sons and daughters, missionaries, and local residents. Kaposha Native American village chiefs. Originally under the jurisdiction of Dakota County, the area included portions of West Saint Paul, Sunfish Lake, and Inver Grove Heights.

In 1887, the district transferred the administration of the schools to the newly incorporated towns and their councils. South St. Paul Special School No. 6 was formally declared a school district in 1890 when the voters established an independent board of education.

The rapid growth of the city and its schools continued through the 1950s and 1960s, culminating in the 1970s with over 6,000 students attending six elementary schools, a middle school, and a junior high school. However, in the 1980s enrollment at South Saint Paul schools began to decline and the community was forced to make the difficult decision to consolidate the school buildings.

During the same period, advances in technology required networking of the school district to keep up with the next generation of students. In 1999, the South Saint Paul community held a technology referendum to support the quality of education in South Saint Paul’s schools.

The South Saint Paul School District currently serves approximately 3,500 students in two elementary schools, one middle school (grades 7-12) and an alternative learning center.

South St. Paul is also home to two private schools, Holy Trinity Catholic School and St. John Vianney Catholic School.

Holy Trinity Catholic School

Holy Trinity School opened on 7 September 1954 with 243 students. The building consisted of 8 classrooms and a cafeteria in the basement. The school offered grades Pre-K through 8. After September 7, 1954, enrollment increased rapidly. By the beginning of the 1963/64 academic year, student enrollment had exceeded 600. After a drop in enrollment, attendance hit a low of over 80 students during the 1984/85 school year. In the same year, a half-day kindergarten was added to the regular program of grades 1-8. The following year, an all-day kindergarten was opened. Then at 19In 88, a preschool was added. It has since grown and now has several more classes and sports programs.

St. John Vianney Catholic School

In 1956 SJV opened its doors with 109 students from first to fourth grade. By 1958, the school offered grades one through eight. In 1974, preschools and kindergartens were added. In the fall of 1992, a full-time kindergarten program was established, as well as an after-school program. At the time, SJV offered academic programs for preschool, kindergarten, and grades 1 to 6, as well as an after-school program.

St. John Vianney Catholic School was closed in 2010 by the Archdiocese of St. Paul and Minneapolis when it was merged with St. Michael’s Catholic School in West St. Paul. The newly merged schools operate on the St. Michael Catholic School campus as the Community of Saints Regional Catholic School.

St. John Vianney now rents out its premises to a charter school.

Grace Lutheran Church is a member of the Wisconsin Evangelical Lutheran Synod (WELS) in South St. Paul. [12]

Clark Memorial United Church of Christ

Founded October 25, 1887, CMUCC was founded by Charles Clark.

Over the years, the church has undergone many renovations and building changes. CMUCC was even engulfed in fire, but the faithful parish restored the church. The mission of the church is to support the interests of the congregation at the local, state, national, and global levels.

CMUCC also supports the ministry of the United Church of Christ as programs and needs arise.

The church also participates in citywide events such as Kaposi Days and Travel Days. [13]

St. Stephen’s Romanian Orthodox Church

St. Stephen’s Romanian Orthodox Parish was founded in 1923 by Romanian emigrants; but the physical construction of the church was completed in 1924. On June 27, 1924, the parish was officially registered as a religious non-profit organization. At 19In 35, the church was consecrated by Policarp Morusca, the first Romanian Orthodox bishop in America.

St. Mary’s Coptic Orthodox Church

St. Mary’s Coptic Orthodox Church in Minnesota began in the early 1960s at the urging of Bishop Samuel, who annually visited groups of Coptic students at various American universities. V. that it is cold in the group where his child went. We changed batteries and windows in this group, but his wife was still dissatisfied with everything.     For the period from 06/20/2013 to 07/17/2013, 11 complaints were written against me. But this is the tip of the iceberg. The true reasons for everything that is happening is that I, Kuznetsova Alla Nikolaevna, turns out to be “fought with Anna Ivanovna Ruchka.” A.I. We put our whole soul into our institutions, worked for the city, for the Komi Republic, for Russia! Why should everything that works well be destroyed? Why have I been hearing threats of dismissal for two years? This time I had to go to court against the officials of the Department of Preschool Education. But I already have the head of the Department of Preschool Education Gorbunova T.E. stated that I won’t win anything in court, that it’s useless to sue them (with the founders represented by the Department of Preschool Education)!     A walk along the most unusual street in Novosibirsk – Bogdan-Khmelnitsky – with its sculptures, arches, courtyards. ..

    Bohdan Khmelnytsky Street, or simply Bogdashka Street, is very long and extremely diverse, because it was built up in different eras. Our walk will pass through the most beautiful, atmospheric and bright part of it, which, by the way, is under state protection in the status of a “place of interest”.

    We start from the sculpture “Mother and Child” on the Boulevard of Maternal Glory.

    Crossing the road and heading to the “Garden of Eden”, stopping briefly at the house on the street. Bogdan Khmelnitsky, 11/1. At the entrance to the local housing office, we are met by a monument to the janitor. This not very revered, but extremely necessary and important profession is rarely awarded a monument, but Novosibirsk is an exception. The unusual sculpture was created in the 1980s by local artist Gennady Arbatsky. His creations, easily recognizable by style, will meet us on Bogdashka more than once.

    The Garden of Eden is a landmark of modern times. The sculptures in it illustrate the biblical story of the creation of the world. The sun and moon personify “the luminaries in the firmament of heaven”, the lions – “the beasts of the earth.” There are also “big fish”, and “feathered birds”, and “reptiles”, and “greenery, grass and trees” are living plantings of the square. A special meaning lies in the sculpture of a large apple on the edge of the garden. It simultaneously symbolizes the Earth with the seas and continents, created by God, and the forbidden fruit, referring to the first people – Adam and Eve. The corresponding passage from the “First Book of Moses” is stamped in an open metal book.

    We pass by the “candle” at 17 Bohdan Khmelnytsky Street, where we see the graffiti Follow to your heart – a copy of the work of the famous British street artist Banksy.

    Sculptures of three musicians meet us at the road – the only reminder of the Otdykh club. The large dance club has been a favorite vacation spot for several generations of Novosibirsk residents, but not so long ago, despite the protests of local residents, it was demolished for residential development.

    Here we can cross the road to see a large sculpture “Stagecoach” in the courtyard of the house at Bogdan Khmelnitsky, 22. It was installed in 1989 in honor of the twinning agreement between Novosibirsk and the American cities of Minneapolis and St. Paul.

    Or we can go straight ahead. Here we will meet another cult building for the city – the ice sports palace “Siberia”, a long-term home arena of the hockey team of the same name. The great Valery Kharlamov made his debut in this arena as part of CSKA, the Stanley Cup winner Vladimir Tarasenko began his career in professional sports here, she remembers the skates and sticks of many other sports legends.

    This completes the construction of Bogdashka of the 1960s, and we plunge into the quarters of post-war stalins, for which this street is so loved. To feel the indescribable atmosphere of the street in full, we turn into the yards.

    Another peculiarity of this Novosibirsk street, which makes it a bit similar to St. Petersburg, is the iron sculptures on the theater pedestals and poles. Funny little men and animals can be found throughout Bogdashka.

    Among the picturesque houses and cozy green courtyards, we notice an unusual building. The entrance to one of the entrances of the residential building on 2nd Krasnodonsky Lane 7/1 is designed nothing more than a castle. In the 1990s, a resident of this house, an artist by training, turned an abandoned bomb shelter into the Cardinal restaurant. The establishment worked in the basement of the house for many years, but now only this kitsch stucco reminds of it.

    Conceptual courtyards are another feature of Bogdashka. One of these called “Nest” was once at the house number 15, but nothing remained of it during the arrangement of the “Garden of Eden”. With this in mind, the local 2010s reproduced those creations of Gennady Arbatsky from old photos in another courtyard – at 35 Bogdan Khmelnitsky Street. A sculpture of a giant painted egg and a wooden turret for children were revived from oblivion.

    Above the arched entrance to the courtyard of the house on 2nd Krasnodonsky Lane, 10 – large letters “Gulliver”. A giant slide chair, no less impressive scissors and other similar sculptures make the guest of the courtyard feel like a midget. And in combination with the exquisite post-war architecture of the house itself, a truly magical atmosphere is created.

This yard is called “Alice”. The heroes of Carroll look at us from high poles here, and figures sprinkled by the clock on the wall of the house. Is it necessary to say that both of these miracles were created by Arbatsky? And with sheer enthusiasm.

    Meanwhile, we are approaching the main attraction of the street – the Palace of Culture. Gorky 1957 years of construction. It is not so much the Palace of Culture itself that is interesting, but the whole neoclassical ensemble with two neighboring residential buildings – certainly the best in the city. Gorky was decorated with sculptures-allegories of the constitutional rights of citizens of the USSR: “The right to rest”, “The right to work” and “The right to education”.
