Kinder Surprise from Capitol Hill The Russian media published a letter accusing Sergei Kiriyenko of seeking to obtain a residence permit in the United States: Lenta.ru

On Monday, June 28, 2004, another information bomb suddenly exploded in the media. Novaya Gazeta published a letter from a number of US congressmen to US Secretary of State Colin Powell. In their appeal, the congressmen claim that they have information at their disposal pointing to attempts to legalize the former Prime Minister of the Russian Federation, Sergei Kiriyenko, in the United States. Well, as usual, they express serious concern in connection with this issue and ask for a proper investigation. At the same time, the letter mentions the missing tranche of the International Monetary Fund in the amount of $4.8 billion allocated to Russia, as well as some “siloviki” who have firmly settled in power structures. nine0003

An outstanding case, to be sure. If you believe the authors of the letter, the former prime minister is going, in simple terms, to flee to the United States, for which, according to the same authors, he seems to have bought real estate in the Chicago area and is very concerned about obtaining a “green card” – a document giving a foreigner the right to legally reside within the territory of the United States. The next logical step after acquiring a green card is obtaining US citizenship. Accordingly, the average reader’s reaction to such a message is 99 percent of cases will be predictable: “Getting money – and washed off.” Moreover, this time the leak did not come from anywhere, but from Capitol Hill, from representatives of the US legislature.

There are undoubtedly grounds for such conclusions. Most Russians firmly associate the name Kiriyenko with the August 1998 crisis, the word “default” and the nickname “Kinder Surprise” that has firmly stuck to the ex-premier. Perhaps, for the Russian economy as a whole, the 1998 crisis was a positive phenomenon, but for the huge number of people who went bankrupt or lost their jobs, the events of “19August 18” are still reminiscent of painful memories. And they do not feel warm feelings for Sergei Kiriyenko, who headed the Russian Cabinet of Ministers from April 28 to August 23, 1998.

Sergei Kiriyenko came to politics from business. In the 1990s, he was the general director of the AMK youth concern, and became chairman of the board of the Nizhny Novgorod social commercial bank Garantiya in 1994. In November 1996, on the recommendation of the government of the Russian Federation and the governor of the Nizhny Novgorod region, he was elected president of the NORSIoil oil company.For 1997 he was the first deputy minister of fuel and energy of the Russian Federation, and after Boris Brevnov left the post of minister, he received a ministerial portfolio. There is no information about his belonging to the so-called. “Yeltsin” elite, although the man who held the post of prime minister in those years was undoubtedly connected with the president. After his appointment as plenipotentiary, Kiriyenko was not noticed in high-profile scandals and regularly carried out the president’s policy in the territory entrusted to him. But, as the joke says, “the sediment remained.” The fact is that the past decade has given rise to one stable cliché in public opinion, the essence of which is expressed in the following – “they only dream of how to rob and run away.” They are people from the highest power or money echelons. Like, they behave like temporary workers who can be recalled at any moment, and therefore their task is to have time to steal more in order to secure a quiet life outside “this” country later. With the coming to power of President Putin, this attitude to power has somewhat blunted, but such feelings have an extremely unpleasant feature – it takes a very long time to get rid of them in the absence of examples confirming this thesis. nine0003

The epistolary genre as high art

And now – such a scandal. The reason is weighty – after all, the appeal of congressmen to the Secretary of State, a man who occupies the fourth most important post in the US presidential administration. That is intended to testify to the seriousness of the event.

But, as it turns out, not everything in this matter is so simple, especially if you look closely. So, what facts can be considered irrefutable? A number of Russian media indicate that for the first time the letter of the five congressmen allegedly appeared in the Los Angeles Times newspaper. However, a search on the newspaper’s website does not give any results – neither for the word “Kiriyenko”, nor for any of the names of the authors of the letter. The newspaper “Los Angeles Times” is difficult to attribute to the yellow press, the publication has a serious reputation, and it values ​​it. And the editors will not remove the published document from the newspaper’s website – it is easy to take the paper filing of the newspaper in any American library and check whether the indicated article is there. And from there it’s not far to a defamation suit. nine0003

No information about this letter was found in other leading American media either. Further search led to the website of a certain American Defense Council (ADC) organization. The American Defense Council is a non-profit civil society organization engaged in lobbying and various research and educational projects. The head of the ADC, Dan Perrin, once trained under a program sponsored by the Foreign Relations Committee of the House of Representatives, and still has close ties to the US Congress. It is noteworthy that the text of the congressmen’s letter appeared on the ADC website on June 4, 2004. The scandal broke out on June 28, 2004, after its publication in Novaya Gazeta. The question is – what prevented Russian journalists from publishing this letter earlier? nine0003

A search on the official website of the House of Representatives also turned up nothing. When asked for the word “Kiriyenko”, the search engine finds four documents, two of which date back to 1998, one to 1999, and one more dated March 10, 2004. The last document is just an appeal to Secretary of State Colin Powell, which was signed by Congressmen Dan Burton and Mike Pence (both Republicans representing the state of Indiana). This letter expresses concern that, in the opinion of congressmen, the so-called “siloviki” are beginning to play a leading role in Russia. In 1998, when Mr. Sergei Kiriyenko was prime minister, the International Monetary Fund gave Russia $4.8 billion in aid. As far as we know, this money did not reach the recipients. In addition, there is unverified information that President Putin refused to continue investigating the case. We are told that he has formally suspended the investigation of case no. 18/221050-98, initiated by the General Prosecutor’s Office of Russia in connection with the “misuse” of funds allocated by the International Monetary Fund. If this case exists, has President Putin reopened the investigation? Was the Prosecutor General’s Office able to continue the investigation without encountering resistance from interested parties? If $4.8 billion is still missing, how actively was the US involved in the investigation into the missing amount? If so, what are the results of the investigation? Dan Burton and Mike Pence

The same document is available on the ADC website (dated March 12, 2004). Moreover, a comparison of the texts of two letters – March and June 4 – allows us to make a number of interesting observations. So, the first letter is devoted mainly to the “siloviki”, and Kiriyenko is mentioned there among other things. Congressmen express their concern about the emergence of a young democracy in Russia and ask Powell to pay close attention to this issue. On the whole, the tone of the March letter can be regarded as preoccupied, but respectful towards Russia. The letter contains the specific number of the criminal case, the names of some Russian companies, a number of figures and links to research by the Institute of Sociology of the Russian Academy of Sciences. nine0003

The second letter, in June, is much more general and structured in such a way that no figures (apart from the memorable $4. 8 billion and mention of the one million required to obtain a permanent residence permit in the United States) appear there. And the tone of the letter is somewhat different – if we discard the usual phrases about concern about the fate of Russia, then on the whole the second letter is very similar to a banal denunciation. Some phrases of both letters are textually identical, which implies that one of the letters is based on the other. And most importantly – we can assume that the second letter was written for uninformed reader, who constantly needs to explain what, in fact, is at stake. That is, the addressee of the second letter, most likely, is not Colin Powell, but an ordinary reader who is familiar with the name “Kiriyenko”.

Thus, some linguistic turns also cast doubt on the authenticity of the second letter. Congressmen unnecessarily often refer to Colin Powell as “as you know.” References in letter No. 2 to mysterious “sources in Western Europe” look extremely doubtful – in the first letter, the congressmen operate with specific data, and in the second, with some vague terms. This could be understood if it were about intelligence operations, but in this case, not only about the text of this letter – nothing would be known about the fact of its existence. Letter #2 also makes a noteworthy clarification: “A foreigner who invests one million dollars in a US company may, subject to certain requirements, apply for permanent residency, or the so-called ‘green card’.” Colin Powell, by virtue of his position, is well aware of what the right to permanent residence (it is also a “green card”) is. But it would be useful to explain such things to an outside reader. nine0003

There are a number of strict conditions under which an “economic” immigrant can apply for permanent residence in the United States. Under the U.S. Code, title 8, chapter 12, section 1153(b)(5), and the Immigration and Nationalization Act, section 203(b)(5), the United States allocates a quota of 10,000 immigrant visas annually, allowing to obtain the status of a permanent resident on the condition of involving a potential immigrant in a commercial enterprise. A potential investor must open his own new business or buy or restructure an existing business. At the same time, he is usually obliged to invest in areas where unemployment is high, create new jobs and prove that his business will benefit the US economy. The amount of investment does not have to be equal to 1 million dollars – depending on local conditions, it can be either more or less than indicated. Further research shows that the origins of the letter story lie in the following. An ADC press release dated March 8, 2004 states that the ADC is launching a massive campaign to inform Capitol Hill about Russian “siloviki”. The campaign includes briefings with members of the Senate and the House of Representatives, offers to write letters to President Bush and organize other actions aimed at opening the eyes of American taxpayers on how their money sent to Russia in the form of IMF loans is being spent. The main topics that ADC is concerned about are the selective enforcement of the law in Russia and the growing role of “siloviki”. And in this the ADC sees a threat to the young Russian democracy, which is in danger of being curtailed by hardliners. The ADC further links this selective manifestation of the law to the fact that Kiriyenko, when he was prime minister, was associated with receiving a $4.8 billion IMF tranche. Back at 19In 1999, US Secretary of the Treasury Robert Rubin suggested in a speech to members of Congress that most of this money was most likely misused. ADC, however, presents this fact as indisputable, referring to the fact that the money has completely disappeared and none of the high-ranking Russian officials has been punished.

Interestingly, in its March press release, ADC states that it will make efforts to hold its own events within Russia (within Russia itself) in order to find out the status of these issues among the legislative and executive authorities of the Russian Federation, as well as in Russian MEDIA. Involuntarily, I would like to ask: what does Novaya Gazeta, which was the first to publish the text of the June letter, have to do with these events? It can be assumed that the newspaper is in contact with representatives of the ADC. There is nothing terrible in this, people from ADC, after all, are not some kind of spies, but in this case it would be very nice to publish a link to the source. nine0003

All means are good in love and war

So, it can be said with certainty that the source of the scandalous June letter is the ADC. And the motives of the ADC are clear: the organization is trying to conduct a big PR campaign to find out who stole the IMF billions and how. And, of course, the fact that the ADC resource, which enjoys proximity to the US authorities, is once again trying to attract attention, should not be discounted. But motives are motives, but a number of questions remain. nine0003

First, was Letter No. 2 really written by congressmen whose signatures are emblazoned under this document? Judging by their reaction, already voiced by the media, it doesn’t look like it. The reputation of a representative of the US legislature is the most expensive property for any of them, and he cannot afford to put it under attack just like that. And the State Department has already published a corresponding official refutation. It is very likely that the authors of the letter (presumably the head of the ADC Dan Perrin) arbitrarily risked signing this letter with the signatures of unaware congressmen in order to give the letter significance. But, according to American law, such an act is considered a criminal offense, and the consequences for the ADC can be the saddest (Congressmen have already announced that they intend to conduct their own investigation to find out where this document came from). nine0003

The second question – against whom is this action directed? Against the abstract “siloviki”? Kiriyenko, whom the authors of letter No. 2 are trying in every possible way to classify as “siloviki”, has never been associated with law enforcement agencies. An attempt to connect it with those of a person who knows a little about Russian realities is bewildering.

CONGRESSMEN SIGNATURES FOR LETTER #2.

The fate of the ill-fated IMF tranche is a subject that undoubtedly deserves a separate discussion. It is clear that detailed and reliable information about this will not be published in the near future, and any versions will be based only on guesswork. There remains one last option – ADC is trying to build and introduce into the minds of congressmen a version that the missing IMF money was used to finance Russian “siloviki”, and this is what ensured their coming to power. At first glance, this looks absurd, but, given the widespread love for “conspiracy theories” in the United States (starting from the fact that the Pentagon still hides the bodies of aliens that landed in the United States in 1947, and ending with rumors that the September 11 attacks 2001 were organized by American intelligence agencies), one can assume this. It doesn’t matter that at 19In 1998, Putin’s candidacy as a possible successor to President Yeltsin was not considered by anyone, and the missing money was likely to be used in a much more prosaic way. But the version is beautiful, and most importantly, it allows you to receive grants for such information campaigns in the future.

The workers of the Canadian steel plant in the city of Regina were too tough for the Russian oligarch Roman Abramovich. On their side in the conflict with the Evraz Corporation were trade unions, green interests and global oil interests.

Money is not money

The social conflict at the steel plant in Regina emerged exactly one year ago. In July 2016, the term of the collective labor agreement was ending, and in May the trade union began negotiations on a new agreement.
