How Mass. should address rising cost of child care, according to parents

Parents in Massachusetts are drowning in the cost of child care, and many are looking to the state to help relieve some of the strain. 

Although high child care costs aren’t new to Massachusetts, the pandemic has laid bare how drastic of a problem it can be for so many families in the state, especially those with two working parents. 

  • Changes to how we work are here to stay. A new report shows how Mass. needs to change with them.


We asked readers how they think the state should ease the burden of high child care costs, and most of the 201 people polled said they would support a universal early childhood education program in Massachusetts.

Some Boston.com readers are among the millions of women who were forced to leave the workforce to care for their children — many of whom will be unlikely to return.

“Due to pandemic child care shortages, I had to take an unpaid leave of absence to care for my, at the time, six-month-old for several months,” Mandy from Medford said. “I’m on multiple waitlists for child care. We have a nanny right now, but we are barely affording it. She’s paid fairly, but I know she could make more elsewhere, so we’re lucky to have her.” 

A new report by the state legislature’s Future of Work Commission named child care as one of the biggest challenges to a thriving post-pandemic economy, and Massachusetts is becoming an increasingly expensive state to start a family.  

To combat this problem, child care advocates have called on the state to fund a universal early childhood education program for birth to age five that would be funded similarly to K-12 schools. 

The program under the proposed bill would be funded similarly to K-12 schools and serve children from birth to age five. Currently, in Massachusetts, not all school districts offer tuition-free, full-day kindergarten. Lawmakers haven’t moved forward with this program as proposed, but have expressed support for other efforts to help families afford child care. Massachusetts House Speaker Ronald Mariano has called for legislation to address the problem.

“People who have kids should pay for their own kids,” said John from Milford. “I have a child, no one should have to give any of their money to raise something I chose to have.”

Greg from Middlesex said he was concerned about the quality of care that would be provided if the state adopted a universal child care system. 

“Universal child care will draw in less experienced child care operators to the market,” he said. “Creating a significant expansion in operators does not mean our children would be well taken care of and would likely result in less professional care. Maybe this isn’t for the government to deal with, lower our taxes so we can spend that money where we see fit.”

Some parents told Boston.com they’ve looked to child care options in neighboring states because of the high costs and limited options in Massachusetts.

“I moved my kids from daycare in Massachusetts to one in New Hampshire. They are very comparable centers, but the cost in New Hampshire is much more reasonable,” said Lisa A. from North Andover, who added, “Less regulations. Mass. has so many regulations providers must comply with that unnecessarily drive up costs.”

‘Something needs to change

Many parents described to Boston.com how child care challenges negatively impacted many aspects of their lives, including employment opportunities and limitations on planning for the future.

Ashley from Sudbury is a single mother of three and making $20 an hour, working 45 hours isn’t enough to cover the cost of child care. She said she’s been on the waitlist for child care since last July.

“I pay about 2/3 of my income for child care. I am on SNAP to be able to afford food. If I weren’t living with my parents, we wouldn’t have anywhere to stay,” she said. “I’m on a waitlist for Section 8 and public housing because my parents could kick us out at any time. It’s incredibly stressful. If there were a way to minimize child care costs, I would barely be able to afford to rent our own place. Something needs to change.”

Like Ashley, Martine from Somerville said child care was her largest expense. 

“Child care has been the most expensive item in our monthly budget. In our area, it’s nearly $4,000 a month for infant care,” she said. “How is that possible?” 

Massachusetts is the most expensive state to have a baby, and the average annual cost of infant care in the state is more than $20,000, according to the Economic Policy Institute.

Without reliable, inexpensive child care, many families have had to rethink their plans for the future. Some parents said they were deliberately having fewer children than they’d like because they know the cost would be too great.

Jessica from Franklin said despite deciding not to have a third child, spacing out her pregnancies so she wouldn’t have two children in daycare at the same time, and putting her children in the least expensive daycares she can find, she still pays 20% more for child care than she does on her mortgage.

“Child care has been the limiting factor when making decisions for my family. I decided to go back to school to pursue a nursing degree and the cost of child care for my 16-month program is more than the program itself,” she said. “I’m sad to see my children get bigger but I’m so happy to not pay for child care anymore. Two years to go!”

Some of the changes Jessica said she’d like to see are more subsidies for child care, a cap on what can be charged to families, a sliding scale based on income, and a restriction on “for-profit” child care centers. 

“I’m hopeful that things will change for future generations. However, I fear that although my family has struggled with child care and we’ve had it severely limit our lives, the changes will not come in time to impact my family. My generation is unfortunately in between the way things were versus the way things are going.”

‘Extremely difficult to find daycare in general

Many readers with young children said that even when families can afford child care, there are often too few options available to them.  

“You get stuck in a not-so-great program because there are long waiting lists for others or you can’t afford a nanny or better daycare,” Danielle B. from Medford said. “For school-aged children, there are not enough options for after-school care. Therefore you are forced to take a part-time job or go into debt paying for a nanny.”

Lauren from Winthrop said her search for child care caused a great deal of stress during her pregnancy.

“Not only are child care costs high, but it is extremely difficult to find daycare in general. I started looking for something at seven months pregnant for my son to start daycare at three months old. Only found something two weeks before returning to work. Stress increased significantly because of this,” she said. “We are still on waiting lists that we paid non-refundable holds for. It has impacted the hours I can work as a mother and made me think seriously of going back full time was worth the cost of the full-time daycare.

The Future of Work Commission’s report found that even before we were hit with COVID-19, the state’s early education and child care system was “deeply strained and over-capacity.” Currently, in Massachusetts, parents in some school districts also have trouble finding tuition-free, full-day kindergarten.

Sara R. from Brighton said she’d like to see the entire system subsidized so that changes can be made without making it even more difficult for parents. 

“It has to be subsidized so the workers can be paid fairly without making it unaffordable for parents,” she said.

‘Immediate support will be more beneficial

Most readers who said they would like to see the state step in to make child care less expensive for families agreed that subsidizing child care programs would be the best approach.

“I think tax credits are too abstract for many people. I think a direct subsidy would be a better approach. Said another way, you as a parent go to child care provider X. Child care provider X bills the state for the credit and bills the parent for the difference. Preferably the credit should pay for 100% of the cost of child care of the lowest cost provider. Parents wanting more will have to be willing to pay the difference,” suggested Mark from Arlington.

“Hopefully, this means that low-income families will have zero child care costs during normal business hours,” he added.

Low-income families are among the hardest hit by rising child care costs, and as income inequality widens in the state, the problem will only worsen. On a national level, President Joe Biden’s Build Back Better plan has created a framework to “limit child care costs for families to no more than 7% of income.”

“We need to close the child care access gap for working families,” State Sen. Eric Lesser said during a recent State House hearing. “We need to increase salary and training opportunities for child care workers.

Before the 7% cap is realized nationwide, Evan from Boston said moves should be made to “provide financial support to parents to use toward child care options of their choice.” 

“Do not let perfect be the enemy of the good. The 7% of income cap is a nice long-term goal but any immediate support will be more beneficial to parents than further years of debate and no action,” he said. “Look into ways to reduce costs and reform regulations for child care providers so additional costs do not have to be passed on to families.”

Psychologist Anastasia Subbotina: “I want people to feel better after meeting with me”

Every year the demand for psychologists in Russia is only growing. This is evidenced by both research data and everyday experience: for sure, many can find a couple of acquaintances who are already going to psychotherapy. But the less taboo this topic becomes, the greater the number of people offering their psychological services. We talked with clinical psychologist Anastasia Subbotina, a long-time friend of the editors, about what a specialist should be like, how to distinguish him from a charlatan, and what the concept of professional ethics of a psychologist implies. Childhood, finding your own business and studying

– Nastya, what were you like in childhood?

– Curious and independent, I don’t think my parents were easy with me. When my cousin and I were three or four years old, under my leadership, we built a barricade of pillows and got to the top shelf of the locker, took out my grandmother’s passport and tore it. I think my expedition was based on interest and the idea that I could do it in principle. So I took it and organized it all. nine0005

At the age of five or six, I ran away from the kindergarten during the daytime walk, because it was not far from home. I was extremely depressed that my parents took me to it, although I perfectly know the way there and back. It was important for me to be independent. Mom and dad were not happy with this decision and did not support my initiative. I liked to come up with experiments with flowers or look at bugs and spiders, in general, study animals and nature. When I was little, I was constantly joking, and my grandmother asked my mother to write down what I say, to which she replied that she could not follow me with a notebook all the time. I also liked to think about why different people react and behave differently, shared my findings with my mother and asked her many questions on this topic. I think her willingness to support my interest in this eventually played a role. This is perhaps the best description of what I was as a child. In my school years, I never sat much in the classroom and I cannot call myself a diligent student: I was a good student and traveled due to my abilities. I went to a music school: at some point I wanted to leave it, but in the end I graduated as an external student. This gave me the skill to finish what I started, which is worth owning, although it still needs to be applied selectively. I also played table tennis for a short time and went to karate, but a year later I had to leave it, because I began to prepare for admission. nine0005

— What were your hobbies and what did you want to be?

— In the beginning, I wanted to be a hairdresser because I liked having my hair done. But I quickly realized that in this case I would have to do the hair myself, and this profession ceased to be tempting. I also wanted to be a veterinarian, my love for the animal world showed. At the age of ten, I came across the magazine “Lisa”, in which simple tests were printed with three possible answers and a decryption key. I was carried away by solving them, I could stay up late with the magazine. When I asked who was doing all this, my mother answered that psychologists. I didn’t understand what exactly they were doing, so I decided to get some kind of specialty to earn money and at the same time study as a psychologist for the soul. At the age of 11-12, I talked to a boy in a solfeggio lesson, whose mother worked as a psychologist. I was so impressed that I was not mentally present at the lesson. I was occupied with the thought that I could not study anything else and work only as a psychologist. I was delighted, then I decided on my occupation. nine0005

— How was your admission to the university and was the subsequent education of high quality?

– It seemed to me that I would enter the Pedagogical University, because the medical school seemed unattainable. I was interested in clinical psychology and the “medov” community, but at that time I did not consider such an option. At the beginning of the eleventh grade, Olga Vasilievna, our class teacher, took us to the Open Doors Day at KSMU, for which I am very grateful to her. Already at the entrance, I realized that I would do everything possible and impossible to study there. nine0005

My classmate was preparing to enter the Faculty of Medicine, I learned from her everything about tutors and their cost, after which I came with all the information I collected to my parents. I didn’t have a very wealthy family, it was financially difficult to pay for tutors, but my parents discussed everything and decided that I would enter KSMU.

Later, at an open day at KSMU, I read “We, the people in white coats, are super” on the desk and thought that a female surgeon sounds amazing. At some point, I got the idea to enter the Faculty of Medicine, my mother liked it. I was supported by a biology tutor because I showed good results in this subject. She said that my brains were enough for the medical faculty, why go to clinical psychology (as if brains were not needed there). After a while, I realized that even though a female surgeon sounds cool, I’m not interested in what she does, and I didn’t want to give up my long-term dream of a psychologist. For the sake of appearance, I continued to prepare for admission to the medical faculty, but I myself was engaged in other things. nine0005

I miss my university years and sessions, I like the feeling of intensive intellectual work. The training was interesting and of high quality, because it made it possible to get acquainted with what areas in psychology exist: pathopsychology, neuropsychology, organizational psychology, psychological counseling, family psychology, etc. Everything was built in such a way that with each of the areas we could get acquainted in test mode in order to choose what we want to do in the future. My profession is arranged in such a way that no matter how high-quality basic education is, you need to constantly study further in the chosen field. nine0005

The beginning of the path and features of the profession

— What was your idea of ​​psychotherapy at the beginning of your work?

– I did not think about how I would work, I just liked psychology. I really wanted to understand how people work. At that moment, only this was the focus of attention. In addition, at the beginning of my studies, I had a very philistine idea of ​​how a psychologist can help in situations that cannot be changed, for example, a serious illness or death. nine0005

In my second year, my mother became very ill, and for the first time I ended up as a client in a psychotherapist’s office. Of course, the situation with which I came was impossible to change, it was only possible to accept it and live with it further. But I left in a completely different state after the first meeting. I felt heard, understood and accepted. I exhaled emotionally and then thought how great it is, I also want people to feel better after meeting with me. I had an understanding that I want to work as a counseling psychologist and help people cope with unbearable things. nine0005

From the fourth year I began to study additionally, and by the time I graduated from the university, I already had two additional studies within the profession. Also, from the fourth year, I began to regularly attend personal therapy and continue to go to it now.

– Tell us about your first job as a psychologist.

— At the university, we learned to work with children and write conclusions. Then I thought that I would definitely not do this, because I was not interested in either one or the other. Later, I started working in a psychological center, namely, with children with normal and developmental disabilities, and also writing conclusions. In general, she did what she initially did not think to do. And it turned out to be interesting to me. Working with children, I quickly realized that I lacked knowledge: I have general ideas about what can and cannot be done, but in-depth knowledge was needed. Therefore, I went to additionally study how to work with children. I worked at the psychological center for three and a half years, became deputy general director, but at some point I realized that I could only develop further on my own. I quit my job and went into private practice – it will be five years in February. I liked working with children, but gradually I realized that I wanted to work with adults, and now I work only with them. nine0005

— What are your qualifications?

— I am a psychologist, clinical psychologist and teacher of psychology. The main difference between a clinical psychologist and a psychologist is that the area of ​​his activity is not only healthy people with life difficulties, for example, with relationship problems, but also people with various mental disorders and borderline conditions.

– What methods and in what areas do you work?

– I have chosen a humanistic direction for myself. I believe in the constructive forces of a person – no matter what problem he comes with, he already has the potential to cope with everything. It is important for me to build relationships with the client on an equal footing, so that gradually a person, better understanding how he works, begins to rely more and more on himself and create his own unique life path. I believe that the task of good psychotherapy is to help a person feel like the author of his life, make independent decisions and, ultimately, learn to cope without psychotherapy. I look at a person as a complex system and work with an integrative approach that combines techniques from different directions. In a sense, each person has their own psychotherapy. Based on the personality of a person, his device and preferences, I mix various methods in different proportions and combinations. nine0005

– Tell us about your personal therapy and the connection of this process with the worker.

— Personal therapy turned out to be incredibly useful and cool practice not only for me personally, but also for implementation in the profession. When you start to understand yourself better, it is easier to understand how the person opposite you works, how he deals with his feelings. I, like any person, have my own “blind” zones – places that are unpleasant and painful to look at, or that are simply habitually ignored. Psychotherapy helps to make “blind” zones more obvious and conscious. So the personal therapy of a psychotherapist is an excellent tool, including for being attentive to the person who comes for help and not solving your problems at his expense. nine0005

It is very important to distinguish between one’s feelings, ideas or experiences on an issue and what is happening to the client, rather than transferring one’s own experience to him. You should not think that if a person has chosen the specialty of a psychologist, then he is somehow different from others: he also had an imperfect childhood, has his own problems, and it is very important that he understands how it works for him. It is not necessary that this be 100% worked out, psychological sterility is not required from a specialist, it is impossible, but it is enough if, metaphorically, he stands a couple of steps above his client. — Is it necessary for a psychologist to have a medical education?

— No, not required. There are areas where a psychologist, on the contrary, needs pedagogical education, for example. So it depends on the field in which the specialist works.

— How to distinguish a competent specialist from an impostor?

– A qualified person fulfills a number of conditions. This is a higher profile education or retraining courses, advanced training in various methods to expand the tools for working with a client, personal psychotherapy, at least as a mental hygiene and burnout prevention. Moreover, serious training programs include the required number of hours of personal psychotherapy during the course of training. This is also one of the ways to master the method in which you work. Without this, the certificate will not be issued. Supervision is also very important – the opportunity to receive support and feedback about your work from colleagues, as well as discuss difficulties in work and sort out your mistakes. nine0005

Another pole is when a person has completed a three-month course and begins to consult. It’s not enough, it shouldn’t be. More recently, I heard about a case that outraged me – when people, after going through a more or less intensive course of psychotherapy and understanding something about themselves, decided that this was enough to help other people. They have no higher education, no retraining, no courses, only their own personal experience in psychotherapy. This is from the series “I have seen people cut their hair many times, but this does not make me a hairdresser, if I start cutting a person, I will cut him badly.” Just like my experience as a passenger does not make me a driver. nine0005

— Does the age of a specialist matter?

– The age of a psychologist does not play any role, is neither an assistant nor something that interferes, because all people are different, and they choose their specialist according to a number of criteria. What I described above is necessary, but there is also the personality of a psychologist. Some people are more comfortable working with a man or a woman. Often teenagers choose specialists with whom they have a slight age gap. Someone, on the contrary, may want to work with an older psychologist, so that he symbolically replaces his parental figure. In general, an important role is played by the competence of a specialist and his personal characteristics, how comfortable you are with him as a person. nine0005

– Is it possible to divide psychological methods into acceptable and quackery?

— Quack methods, of course, will include something pseudo-scientific with the promise of quick results and dramatic changes in one meeting. This doesn’t happen. The problem has been formed for more than one day, and it cannot be solved in this way. We treat a cold for a week, so why should a problem that we have been dealing with for years be solved in a couple of days? This also includes methods that are not designed to improve a person’s condition and understanding of himself, but are aimed at influencing and managing others. “I’ll help get my husband back” and the other from this series have nothing to do with psychotherapy. Psychotherapy is not a place where we learn how to better manipulate other people, it is building contact with ourselves, and from this point we look at how we can build relationships with others. nine0005

– Are there any prestigious places for training among psychologists?

– Prestigious places are those where an evidence-based approach is used, this also includes various international programs, programs with a state diploma that confirms qualifications. There are many different approaches, and each specialist chooses the one that meets his ideas about the person and the worldview in general. Someone is closer to cognitive-behavioral therapy, someone is closer to gestalt or body-oriented psychotherapy. These are very different directions with their own advantages and limitations. Therefore, you need to choose based on your interest. nine0005

– In your opinion, is there a shortage or an overabundance of professional specialists in Kursk?

– I think we have a psychologically developed city. There are cool psychological centers, a sufficient number of professional psychologists in various areas, in this regard we are lucky. I do not believe that there is an overabundance of specialists in Kursk, because the number of people a psychotherapist can take for permanent psychotherapy is limited. I hope that in the future people will be more attentive to their health, both physical and mental, and solving their psychological problems will become the norm, which means that even more people will seek help. Moreover, it is not necessary that the psychologist to whom a person comes for the first time will suit him, even if all the criteria are met. Personally, they may not converge, and it’s great that there is someone to choose from. nine0005

– Tell me about professional ethics. Have there been cases in your practice when patients came after a specialist who violated the rules?

— Professional ethics are the pain of all pains. People came to me telling about its violation by another specialist, I also heard similar stories from colleagues. I get very angry when I hear something like this.

One of the rules that is very important to consider in your work is confidentiality. Everything said in psychotherapy remains a secret. Privacy provides security, and a secure environment is a necessary condition under which we grow and develop. Disclosure of a client’s personal information (and even the mere fact that a person asked for help) is a violation of professional ethics. Also, the psychologist should not make decisions for the client. At a minimum, this is dishonest, because in any case, the person himself will have to deal with the consequences. In addition, this will only infantilize a person, which contradicts the very idea of ​​psychotherapy. The psychotherapist should never have an intimate relationship with his client. This is the taboo of all taboos! Such a violation of professional boundaries will have extremely negative consequences for the client’s psyche. nine0005

Another of the violations is that the psychotherapist uses the client’s bonuses. For example, a person has his own business or connections, and a specialist, using a relationship with a client, asks for help in something: to provide a discount on services, and so on. This is the use of the client and the violation of the initially stipulated roles, all this will only harm the person. It’s great if people know about these moments.

— Is psychotherapy now fashionable? Tell me when going to a psychologist or other specialized specialist was no longer taboo. nine0010

— I think in the last few years going to a psychologist has really ceased to be a taboo. They began to be treated as the norm, and people themselves began to say that they go to psychotherapy. There used to be a huge confusion between a psychologist and a psychiatrist. Diagnoses were stigmatized, and the attitude that only people with a disease or weaklings turn to psychologists prevented people from turning to specialists for help. Although in reality it takes a lot of courage and strength to show your vulnerability and face your problem, admit that it exists and begin to solve it. Now there are fewer such stereotypes. This applies to both people experiencing emotional difficulties and people with diagnoses. The situation is gradually leveling off. nine0005

I assume that there are people who visit a psychotherapist simply because it is considered prestigious in their environment, and you yourself are enlightened if you visit a specialist. But I think that most people do ask for help. After all, if we have a toothache, this is not a question about fashionable or unfashionable, we go to the dentist to treat it.
