Affordable, high-quality child care has become out of reach for more than 90% of Arizona families, with Hispanic women facing an even steeper challenge to obtain those services due in large part to an insurmountable wage disparity.
Child care is affordable if it costs no more than 7% of a family’s income, according to the U.S. Department of Health and Human Services. By that standard, only 8.7% of Arizona families can afford infant care, financial experts say.
Research by The Economic Policy Institute, an independent, nonprofit think tank, shows that child care is unaffordable for typical families in Arizona, and completely out of reach for minimum wage workers, who make $12.15 per hour. In 2019, Tucson’s median household income was $43,425, substantially lower than the state’s median household income of $58,945, according to the most recent census data.
The average annual cost of infant care in Arizona is $10,948 — 3. 7% more per year than in-state tuition at a four-year public college. Child care for a 4-year-old costs $8,547 per year, meaning a typical family in Arizona would have to spend 35.2% of its income on child care for an infant and a 4-year-old, according to the EPI.
And with Latinas facing a sizable wage gap, an already difficult cycle becomes vicious, Tucson Mayor Regina Romero said.
“The less money we get in our pockets, the less high-quality preschool we can afford,” Romero said. “There are deeper structural barriers that we have to dismantle in order to have better education outcomes and better economic outcomes.”
While Arizona isn’t the most expensive state in the country in terms of child care (it costs more in states where the cost of living is higher, with Massachusetts topping out at more than $20,000 per year), it is one of 33 states where infant care costs more than college.
EPI senior economist Elise Gould said that for decades, the narrative centered around the individual failings of families who were unable to afford child care, but the tide has since turned.
“People now realize that it’s a pretty widespread problem, it isn’t just a low-income problem,” Gould said. “I think in the last few years, it’s really come to the fore in the national discourse.”
Over the last four or five decades, hourly wages have grown incredibly slowly, meaning in part that households have needed parents to work more and more, causing the demand for child care to increase, Gould said.
“When you think about what it really costs compared to how much people make, it’s just eating away a huge amount of their budget,” Gould said. “In a lot of ways, child care is way too expensive for many families, but the flip side of that is that often times, it’s actually not expensive enough.”
In an interesting twist, child care workers are often unable to afford child care of their own. Nationwide, the families of child care workers are more than twice as likely to live in poverty as other families, and a median child care worker in Arizona would have to spend nearly half her wages to put her own child in infant care, according to the EPI.
“Those child care workers are some of the lowest paid workers in our country,” Gould said, adding that as long as child care workers receive such low pay, those jobs will continue to remain vacant, resulting in wait lists and a shortage of high quality child care options. “If you want high quality care for your kids, you’re going to have to pay for it.”
Gould said it’s important to recognize that child care workers in the current economy are undervalued.

“They’re undervalued for the kind of work they do, they’re undervalued because of who they are,” Gould said. “Something like 90% of child care workers are women. Many Black and brown women, many immigrant women. Some of those wages reflect the value society has placed on that type of work and those workers themselves.”
High demand, low supply
While the lack of affordable, high-quality child care is a nationwide issue, Arizona has faced some distinct challenges over the years, said Michelle Saint Hilarie, senior statewide program director of Arizona’s Child Care Resource and Referral.
Hilarie, who has worked at AZCCRR for 20 years, said that for the first time in her tenure, the state’s Department of Economic Security is doing a tremendous job in terms of innovating and securing new partnerships with community groups to administer programs and services and create more options for families. This includes the colocation of DES staff within different organizations to meet clients on-site, at places they’re already going to receive services.
Hilaire said Arizona was already in a downward spiral prior to the pandemic, with the number of certified family child care providers — people who care for up to four children in their homes — at an all-time low.
“Working families don’t work traditional hours as commonly anymore, so the need for nontraditional care, 24/7 availability is in really high demand, and there’s almost no supply for that,” Hilarie said, calling it a chronic issue.
Complicating things is the lack of workforce to fill child care vacancies, Hilarie said, pointing to a recent survey by the National Association for the Education of Young Children that said in Arizona, 84% of child care programs reported not being able to find employees.
“Forever our problem was we had tons of child care and a huge waiting list for financial assistance, and families couldn’t get the care they needed because they couldn’t afford it,” Hilarie said. “Now, we have families who need care who can get assistance, and there’s no child care available.”
In addition to the lack of affordable, high-quality options for infants and day care-aged children, Hilarie said that a lack of before- and after-school programs is creating additional difficulties for parents of kids in kindergarten through sixth grade.
Hilarie called the recovery efforts “really, really hard,” but said that there are some incredible initiatives in the works.
AZCCRR runs a website in both English and Spanish and a phone line that helps Arizona families find affordable child care that fits their budget and schedule. They run a state database of all licensed child care centers, connecting families with regulated providers who have undergone appropriate background checks.
“If they go to social media or to the internet to try to find a provider, they may not find a provider who is actually regulated,” Hilarie said. “If there are reviews … it’s subjective to whatever that personal experience has been. When you’re searching for care, it’s a highly personal choice, and there’s so many programs out there.”

AZCCRR gives families tools that allow them to evaluate and do the research to make the most informed decision for their child, and they’ll have a list of options to choose from based on their needs.
“You can’t get that anywhere else,” Hilarie said. “The biggest piece of education we provide is education on financial assistance options, because it’s very confusing and overwhelming.”
With multiple government programs, the option to use state and federal tax credits and other types of financial assistance, it can be challenging for families to figure out the option that best fits their needs and qualifications, Hilarie said.
Stepping up to fill in gaps
Recognizing the need for affordable, quality child care, some employers, schools and agencies have stepped up to help fill the void.
At Pima Community College, counselors and others refer students to the state’s 211 phone line, the referral service for social service agencies, according to spokeswoman Libby Howell.
“We are working on plans to place a child care facility on the Desert Vista campus, hopefully sometime by next spring,” Howell said. The early learning center will part of the state’s Head Start program, and be available to students, staff and community members. Priority will go to students, then staff and if there are still spots available, the public.
El Rio Healthcare refers new hires, employees and, if needed, patients to the Arizona Child Care Resource and Referral website, “since child care needs are so different with everyone,” said marketing coordinator Nathan Holloway.
Such outreach efforts intensified during the COVID-19 pandemic, when schools were shut down, offering online learning only.
Last year, El Rio created a COVID child care assistance fund to help employees who were working and needed support with unexpected child care expenses, Holloway said.
The fund paid a one-time reimbursement to employees with children ages 5 and older who were enrolled in school.
El Rio didn’t stop there while their employees were working on overdrive to help the community. The emergency child care project, which ran from March through July 2020, helped provide care for 63 children belonging to 42 of its employees.
With $52,000 spent by El Rio on YMCA day camps for kids ages 5-12 and nearly $10,000 in payments to private child care providers for kids younger than 5, it was a heavier lift than expected.
“We came in at $20,000 over the amount covered by our grant funding,” Holloway said.
The city used $1.25 million of federal pandemic relief funds for child care. Thanks to a group of activists and nonprofits, it was able to distribute scholarships to many families — especially frontline workers — at a time when day care centers were shutting down.
The Economic Policy Institute’s Gould said there have been a lot of conversations about women having to take the brunt of the recession, due to the caregiving needs.
“This was not just about kids in child care, this was also affecting kindergarten kids and the parents and first- and second-graders,” Gould said. “If you have to go to work in person, you can’t leave these kids alone.”
Nonprofits have long stepped in to fill the gap and assist clients struggling with child care issues, even before the pandemic.
“YWCA believes that child care is a huge barrier for women,” said Imelda Esquer, director of the YWCA of Southern Arizona’s Latina Leadership Institute, who has heard firsthand from many how difficult it is to complete their educational goals due to the child care barrier.
Esquer said one woman told her that having no access to child care for her two kids was a huge obstacle to her attending her GED classes. Other women struggling to complete their GED course work have asked if they could bring their children along to classes, due to the high costs of both child care and transportation.
While the Latina Leadership Institute doesn’t have a formal child care referral process just yet, Esquer says they do support women bringing their kids with them.
“We have a program called YKids which makes a tremendous difference and positive impact on the community we serve,” Esquer said.
YKids has two components: homework help and gardening, exercising and crafts.
“We encourage the Ykids and mothers to share what they learned while being at the same center,” Esquer said, adding that the institute is working to implement the two-generation, or 2Gen, approach to its programming. 2Gen builds family well-being by simultaneously working with children and the adults in their lives together.

So what makes Blessed Beginnings of Oro Valley different than other preschools and childcare centers?
The first thing that sets Blessed Beginnings apart from other early childhood education centers and childcare centers is the convenient and beautiful location. We are located on the North East corner of Oracle Road and Calle Concordia. Our campus nestles up against the base of the Santa Catalina Mountains and provides beautiful views. We underwent a major construction project that completed in December of 2017 and left our campus with a slew of beautiful classrooms for use on Sunday mornings. This construction project also created a very secure facility that includes key card entry and cameras monitored in the school office. After much prayer and evaluation, we decided that God has blessed us with these facilities, and we should bless others with them as well. This is when we decided it was time to begin exploring and opening a preschool and/or childcare center.
The security of our campus is of utmost importance. Our security features include cameras that are monitored at two different locations on campus as well as key card entry into the classroom hallways. During school hours we have a member of our security team on campus available to assist with any security concerns.
The next area that sets Blessed Beginnings apart is our wonderful staff. We we are continually seeking the best and most qualified staff to run our infant care, toddler care, preschool and prekindergarten. We want only the best. Our staff is required to have 25 hours of professional developmental training relating to preschool aged children or younger each year. This is 7 more hours than is required by state agencies. We think that it is important for our staff to keep learning as they in turn help your child to keep learning.
We follow below state ratios to help ensure that we are giving children the best education possible. In each age range we are 1-2 students below the state required ratios for the care of children. Our educational program in all our classes prepares children for the next level of development. Children are pushed to move ahead in their development through play-based hands on experiences. Our smaller class sizes and low ratios help teachers be able to meet the needs of their students where each student is at. The smaller class sizes and low ratios also allow for more one on one time with each student. Our infant care program offering individualized lesson planning to ensure that they are being challenged as they develop at the most rapid rate. As the children get older and move through our toddler and preschool programs they learn to work with groups and experience learning a little more as a class than as an individual only.

A member of the US National Park System, the park is actually divided into two separate locations east and west of Tucson. Portions of the Rincon Mountains, the Tucson Mountains, and the Sonoran Desert are located within the park. The name “saguaro” was actually given to the park after the name of the local cactus that grows there, and visitors can witness these cacti up close on one of the many hikes available around the park. The updated Tiguan is definitely better than the previous one. Do not rush to conclusions – the stereotype is not as tenacious as it seems.
In the pictures, the Tucson impresses with its futuristic look, but in reality the front end with the grille garland and running lights is missing. The stern with blades of LED lights and the waffle insert at the bottom of the bumper are not impressive either. The details themselves are interesting, but together they seem awkward. However, the Tiguan does not have this problem.
Both test crossovers belong to the same class, although they differ greatly in size. This is noticeable even to the eye – next to the Tucson, the Tiguan looks like a raised hatchback next to a full-fledged crossover. Unsurprisingly, the Hyundai is 119mm longer, 26mm wider and has a 76mm wheelbase.
However, this does not provide accommodation benefits. Both crossovers have doors that open at a wide angle, the thresholds are not very wide, just as low from the ground, but the front doorways of the Tucson are smaller than those of the Volkswagen. However, at Hyundai, the doors completely cover the sides of the body from below, while at the Tiguan there is always a strip of dirt along the thresholds.
The elegant interior of the Tucson wins at night, when the bezel-less digital instrument panel with interchangeable themes and the widescreen display, which is successfully integrated into the basalt of the center console, are especially effective. Both front seats are electrically adjustable with memory settings, while Hyundai only offers power adjustments to the driver and does not remember them afterwards.
Tiguan’s central touchscreen is conveniently located and responds faster to touch. The media speed is similar, but the menu characters are larger, the images are more colorful, and Android Auto and Apple CarPlay are faster. True, the screen resolution is not very good – graininess is clearly visible on the glossy screen.
The drawn dashboard has exactly the same problem, but it still pleases with a large number of options for displaying information. For example, a navigation map may be displayed on the entire display. The disadvantages of ergonomics include touch-sensitive climate control and the conflict of the adjustable armrest with the gear lever and the washer for changing driving modes.
Landing in Tiguan is noticeably lower, the hood is worse visible. The side mirrors are slightly smaller, the A-pillars are thinner, and the view through the rear window is better. The front seats are great. The filler of the central part of the back and pillow is soft, the developed side support rollers are dense – an excellent combination. The front seat head restraints can be adjusted in different directions, as can the lumbar support. His height in Tucson did not change.
In Tucson, the seat is really like a crossover. In the lower position of the seat, you look at the front panel and hood, get a better feel for the overall size. Visibility is good, although the front left wiper, as in Volkswagen, almost does not reach the left A-pillar. The opening of the Tiguan is higher and allows you to get into the cabin without bending too much. The second row seats are slightly softer and wider at elbow level. Unfortunately, they are not as clearly sculpted – the back is flat. The space in front of the legs and above the head is noticeably smaller (/8 and 9 cm), the central tunnel is high and narrow, the backrest is adjustable in tilt angle in a very small range. However, the luggage space can be increased by moving the rear seat closer to the front seats.
The futuristic Tucson has a simple powertrain. Let the two-liter naturally aspirated V4 belong to the new Smartstream family, but it produces the same 150 hp. like its predecessor, it works in conjunction with a well-deserved six-speed automatic transmission. According to the passport, the all-wheel drive Hyundai accelerates to 100 km / h in 11.6 seconds, but our Racelogic counted 12.1 when starting from two pedals. If you accelerate with the transfer of the leg, then the time will worsen by another two tenths of a second.
Life is glimmering at 5000 rpm, but below and in the medium speed zone, there is not enough traction. Overtaking the Tucson on country roads is difficult even at wide open throttle. At first, the accelerator is sensitive, but almost immediately the pedal connection becomes less linear – you get acceleration after a noticeable pause, you take your foot off the pedal – the car accelerates for another one and a half seconds. Going down one step takes the machine so much time that you have already changed your mind about accelerating.
The 1.4-liter supercharged engine produces the same 150 hp, but 250 Nm is available in the 1500-3500 rpm range, while Tucson’s 192 Nm is at 4500 rpm. And if a Korean car with automatic transmission does not have its own sports mode, then the DQ250 preselective with a pair of wet clutches also offers full-fledged launch control. Starting with two pedals, the Tiguan accelerates from 0 to 100 km/h in 9.9 seconds, only one tenth of the claimed time.
Relatively emotional acceleration under the vacuum cleaner hum of the motor is accompanied by shock shifts. Without a launch, the Tiguan needs 10.7 seconds, one and a half seconds less than the Tucson. In the city, the sporty settings of the power unit make Volkswagen look like, if not a “hot” hatchback, then a “warmed up” one for sure. The power unit is elastic, the “robot” is responsive and provides excellent connection on the accelerator. V4 decently pulls on the highway up to 150 km / h.
Moderately sharp steering wheel, which conveys in detail what is happening on the road, is not obscured by excessive force. Tiguan willingly stands on an arc, quickly choosing a roll, and does not jump off the path if bumps get under the wheels. When passing speed, it smoothly goes to the outer radius, and when you release the gas in ESC Sport mode, you can easily set it sideways. In standard mode, the safety electronics do not allow this, quickly preventing both the failure of the rear axle and its demolition.
Tucson lists more, though not too much. The reaction to the steering wheel is not so fast, there is a significant parasitic background in the effort, but in extreme modes it allows you to feel the moment when the front wheels stop responding correctly. Without the support of the stabilization system, the crossover smoothly takes the hood to the side, reacting poorly to the actions of the steering wheel and accelerator. That’s why electronics should always be on – it’s the only thing that can get Hyundai back into the corner.
The most surprising thing about the Tucson is its smooth ride, which is obviously its forte. The first thing you’ll notice is how confident it handles on a bumpy road. The typical Hyundai swaying caused by profile repetition is much less, as is the vibration. On a bad stretch of road, the Tucson rides without breakdowns and laxity.
It almost completely ignores the micro-profile, smoothly driving over small and medium-sized bumps, and enduring encounters with joints. You can run into a tight blow in two cases: if you do not slow down in front of the speed bump or get into a deep hole with a sharp edge at high speed. Even off-road, Hyundai can drive at high speeds while maintaining a smooth ride.
Tiguan is also immune to road bumps, but rides harder in most city potholes. It carefully overcomes large pits and artificial city bumps at any speed. However, the pleasure of good chassis balance kills the suspension’s acoustic accompaniment. Rumbles on almost any bump, especially at the joints between concrete slabs, ears suffer.
As soon as you ride on an uneven grader, breakdowns are added to the noise of the suspension, although the steering wheel is better isolated from bumps and shocks. For more serious off-road, the German car has more ground clearance than the Tucson and better geometric cross-country ability. The Tiguan definitely clings to the ground with its bottom less often and drives more confidently through the mud, up to the complete clogging of the asphalt with tires.
Off-road traction control provides great support, the benefits of which are perfectly demonstrated by the diagonal suspension. With the off-road program turned on, the Tiguan drives straight ahead. But when you turn it off, the car skids. The rear-wheel drive clutch does not overheat, but the “robot” turns out to be the bottleneck – with a moderate fuel supply, the Volkswagen shakes until a transmission shock in a disengaged gear causes it to roll away. As if DSG breaks the connection with the motor, fearing for the “health” of the nodes.
Hyundai spends more time in mud baths: skids more and moves more slowly. However, the suspension travels are longer and, unlike the Tiguan, the Tucson allows for forced locking of the multi-plate clutch. And when one or two wheels are hanging in the air, the car is not without difficulties, but it gets out of this situation. Moreover, after a long slip, the Korean clutch also remains operational.
The new Hyundai has made such a leap that comparison with the Tiguan no longer puts the “Korean” in a deliberately vulnerable position. Tucson looks more interesting outside and inside, is not inferior in comfort on the road, and off-road driving is more pleasant. The equipment is competitive, electronic assistants are better tuned. Adaptive cruise control with lane guidance could be a model for the new Genesis.
However, the Tucson has only just evolved to European standards in driving disciplines. Tiguan’s balanced chassis sets the bar higher. The turbo engine plays in a different league. These feelings can be developed in the process of versatile environmental education of the younger generation. The ultimate goal of such education is the formation of a person’s new ecological thinking, the ability to realize the consequences of their actions in relation to the environment, the ability to live in harmony with nature.
Nature is one of the most important factors in folk pedagogy. It is not only a habitat, but also a native side, Motherland. Therefore, in the process of getting to know the nature of their region, the child develops love for every object in nature, which in turn contributes to the solution of environmental problems. The upbringing of love for nature, its animal and plant world should be carried out constantly, because the formation of attitudes towards the country and the state where a person lives begins from childhood.
April 26, 2022 in MBDOU “Kindergarten” Vitosha “musical and sports entertainment” Eco-children of preschoolers – friends and defenders of nature! in which pupils of the senior group “Konfetki” took part. Songs were heard at the event, children danced, played outdoor games, guessed riddles, read poetry. During the entertainment, the main conclusion was made: it is necessary to preserve and protect nature. The logical conclusion was the initiation of preschoolers into the ranks of the “Ecolytes – Defenders of Nature”: children and teachers uttered the words of the oath, and the hymn “Ecolytes – Young Defenders of Nature” was also sounded. All pupils were awarded medals of “Defenders of Nature”. The pupil, having become “Ekolenkom”, will understand that he has entered the society of people who are characterized by a kind, respectful, attentive and caring attitude towards all life on earth.
