Early Head Start

Early Head Start is a year-round program, serving children ages zero to three and expectant mothers. Offering a comprehensive range of services, the EHS program builds social, emotional, intellectual, and physical skills in infants and toddlers. Children and families also receive ongoing health and nutrition services, including medical and dental exams. Parents are also able to benefit from the support of Family Service Specialists, who assist parents with their own educational and vocational goals.

Early Head Start provides services in three different ways to meet the individual needs of children and families:

  • Center-based – Operating in spaces donated by Alexandria City Public Schools, children are enrolled in a full-day program designed to foster all aspects of development. This service option is especially beneficial for parents who are employed and/or in school full time.
  • Home-based – On a weekly basis, a highly-qualified early childhood professional visits families in their homes, working with parents and children together to support all aspects of development. Group meetings with other parents receiving similar services are offered twice a month to help parents develop relationships with other families.
  • Family Child Care Providers – Offered to infants and toddlers of working families or parents who attend school full-time. Staffed by licensed family child care providers, these services foster all aspects of child development.

Early Head Start is a full year program that closes for two weeks in the summer.  Hours of operation are from 8:30 a.m. to 3:00 p.m.

In Surgut, kindergartens from September 1 will open 176 groups for 5,211 pupils – Latest news from Khanty-Mansiysk, Khanty-Mansi Autonomous Okrug and Yugra Elena Kadyrova, head of Surgut’s preschool institutions, spoke about how the enrollment went and what to do if you got a place in the wrong kindergarten.

On May 11 in Surgut, the annual distribution of children to preschool educational institutions took place with the participation of the parent community and the City Council. One of these days, the lists will appear on the website of the city administration, and from May 13, a “hot line” for enrolling in kindergartens will start working.

“This year, 5,211 places were allocated in educational institutions. Last year there were more children – 5,985. From the innovations: this year, from September 1, two groups for children from the age of 6 months will begin to operate in the kindergartens “Mishutka” and “Krepysh”. If the experience is positive, then we will expand the practice to other educational organizations,” Elena Kadyrova said.

This year nursery groups from 1 to 1.5 years old will also be opened: 25 groups for 581 places. From 1.5 to 2 years – 54 groups for 1377 places. From two to three years – 78 groups for 2,589 places. And from three to four years – 17 groups for 629 places. A total of 176 groups for 5,211 seats will be opened.

“Actual demand as of April 30 was 5,288 children, that is, 77 children were not sent to educational organizations. Taking into account the experience of previous years, 20% of parents do not consider it necessary to send their child to kindergarten and, thus, we will send those who wish to these vacant places,” the interlocutor commented.

Neighborhoods that are being built up remain tense, where there are not enough kindergartens – Alexandria, microdistrict 25, area of the railway station. So, for example, 149 children will be enrolled in the Mickey Mouse kindergarten, but they want to send 258 children.

“Parents should not worry, we are doing our best to provide the child with a kindergarten where he lives. When applying, the automated program takes into account when the application was submitted, in which kindergartens they want to get a place. Then the program looks to see if there are places in organizations, if there are no places, then the program looks at the nearest institutions where there is a free vacancy,” Elena Kadyrova explained.

If the parents did not get a place in the desired kindergarten, then there is the possibility of additional enrollment: that is, an exchange with those parents who also do not benefit from their kindergarten and they are ready to exchange. To make an exchange, both families need to contact the management of preschool institutions in Surgut. Or choose the second option – write a transfer application. And as soon as possible, the child will be redirected. And the third option is to give up a place for this year and wait until a new set.
