Hello, I’m your nanny: how Russia spied the idea of a home nursery from France
Sustainable natural growth of the country’s population is possible only if there are more than two children per woman. The math is simple: two children in a family means that their parents “reproduced” themselves, and only subsequent daughters and sons of each couple will allow, after the death of the previous generation, not only to maintain the population, but also to increase it.
In France in 1994, the birth rate was about the same as in Russia in 2019 – 1.6 children per woman. And in 2013, this figure for France was already 2.08. This result was achieved not only by the influx of traditionally large families of migrants from Africa and the Middle East, but also by competent support measures from the government of the country. The amount of funding for family policy in France reaches 5-6% of GDP, and 43-46% of the amount received is directed to support large families. For comparison: in Russia, only about 1.5% of GDP is allocated for these purposes so far.
One of the most effective measures to support families in France was the creation of a strong system of home nurseries, which covered 70% of children receiving care services under the age of three. About 300,000 certified nannies take care of a million French children at home, taking up to three or four children in a “group” at the same time.
Since 2019, within the framework of the federal project “Employment Promotion”, which is part of the national project “Demography”, Russia is gradually adopting this experience. The project “Professional Babysitters for Children” aims to provide care for children in the first years of life and help mothers combine career and raising children. Sergey Rybalchenko, director of the Institute of Scientific and Public Expertise and project manager, told our portal about why this is necessary and what has already been done.

Sakhalin miracle
In the history of modern Russia there is already an example of how the support of the authorities can effectively influence the demographic situation in a particular region. On Sakhalin, in just five years, from 2011 to 2016, the birth rate rose from a level that was even below the national average (1.56 versus 1.58) to 2.16. Today this figure in the region is 1.95, thanks to which Sakhalin ranks fifth in terms of fertility in the entire country.
In 2012, a “regional maternity capital” appeared in the country for a third child, which can be used, among other things, to purchase land. This stimulated the birth rate in large families. At the same time, the construction of a gas complex on Sakhalin significantly replenished the region’s budget.
“We did not stint on supporting large families. Introduced allowances for each child, subsidies. And every year they added it, ”says Sergey Rybalchenko.
According to him, estimates for 2020 show that exactly 40% of the funds allocated for social benefits in the region are allocated to support large families on Sakhalin. Just the same proportion that can be found in France.
In order to spread the positive experience of Sakhalin throughout the country, funding for family policy in Russia needs to be increased by only 1. 2% to 2.7% of GDP.
“Technically, we don’t need much,” the expert states.

Having a baby and not giving up a career is possible
According to Rybalchenko, there are more than 9,000 settlements in Russia where there are no preschool educational institutions. It is also not yet necessary to count on the fact that there will be a nursery there. At the same time, there, as well as throughout the country, it is important to give mothers the opportunity to save their career and not sacrifice it for the sake of raising children.
“There is a very good principle of international practice: supporting the choice of a woman, the choice of a family. What is more convenient for the family, what is more comfortable for the family, then the state should support, – Sergey Rybalchenko believes. – If a mother burns with a natural desire to be with a child, to raise him on her own, the state must do everything to ensure the possibility of raising a child in a family. If a mother needs to go to work, then the state should do everything possible to make childcare comfortable, affordable and professional.”
According to the expert, a system of certified nannies who can take children into their homes is a good option for solving this problem for a number of reasons. Firstly, the nanny creates a nursery group at her home and it does not matter to her whether there is a kindergarten with a nursery group in the village. In addition, the work of a nanny with several children from different families in his territory is much more economically profitable than hiring a nanny who would look after one child at his home.
“Our economic calculations show that creating one place in the system of certified nannies who take children at home is six times more profitable than creating one place in a nursery and pays off within 5 months due to the fact that the mother returns to work. Mom, through her activities, contributes income both to budgets and to social funds. And the nanny herself works, ”says Rybalchenko.

Preschool Certificate
The idea of care allowances, which in France are paid to a parent if he gives the child to a certified nanny, to a nursery or to a preschool educational organization, has not yet taken root in Russia. The self-employed (including nannies) do not yet appear in the federal law “On Education in the Russian Federation”, therefore, such a subsidy for supervision and care, which is provided for participants in the educational process, does not apply to them.
“We are now pushing for self-employed nannies to be able to enter this system so that they can also receive this child care subsidy if they provide these services. This, I believe, is the main criterion that will allow this service to be mass-produced,” the expert shares.
