    Before the end of summer, two more distributions of places in kindergartens for three-year-olds will take place in Samara. What about those whose children do not get into preschool institutions? What mistakes do parents make when putting their kids in line? And what do moms and dads of children who are among the lucky ones complain about most often? We talked about this and many other things with Svetlana Chikanovskaya, Deputy Head of the Department of Education of the Samara City Hall.

    Svetlana Alexandrovna Chikanovskaya was born in Novokuibyshevsk. She graduated from school number 18. The first higher education – Samara Pedagogical Institute. VV Kuibyshev, Faculty of Physics and Mathematics. The second is a branch of the Moscow City Pedagogical Institute, specializing in organization management. She took the position of Deputy Head of the Department of Education of Samara on March 15, 2019.

    — On May 15, kindergartens were distributed in Samara (12,513 places in total, 1,223 of them for children under the age of 3). Within ten days, the heads of the institutions had to phone the parents and notify them that their son or daughter was entering the kindergarten. Within another 10 days, moms and dads need to be answered whether they agree to send the child to this institution or changed their mind for some reason. Refusal from the kindergarten can be issued at the MFC, while the order for the child is preserved. Children who remain unassigned can get into the vacant places after the refusal of the parents of other children or to additional places. This academic year, we plan to open another 1185 places, of which 395 – for children under the age of 3 years.

    — Are there any chances for those babies who will not be three years old by September 1st?

    – The next distribution will take place on June 20th. And then – in the first days of August. I want to draw attention to a common mistake that parents make. When they apply to the MFC, they are not interested in whether the kindergarten is gaining a group of the right age. For example, there is a kindergarten, figuratively speaking, No. 3, this year it is recruiting a group of 4 to 5 years old, and I have a child of 2 to 3 years old. Naturally, he does not fall into the garden. You can change the gardens after the application is submitted, while the date of application remains the original.

    At the Department of Education, we use the term “academic year”. And for those kids who will not be three years old on September 1, there are also chances to get into the kindergarten.

    — How many kindergartens in Samara have nurseries? And how to get there?

    — Now nursery groups work in 55 kindergartens. You can also get there one by one.

    — What category of citizens has the right to have their children get into kindergarten out of turn?

    – The list is quite large. There are two positions – out-of-turn and first-out. Children of prosecutors, judges, employees of the Investigative Committee, Chernobyl survivors who have lost their health, and children of military personnel are eligible for enrollment out of turn. But I draw your attention to the fact that here we are talking about the military, the dead or missing, injured during the hostilities. I often come across the fact that employees read only the beginning, do not finish reading the end of this paragraph and claim special conditions for their children. Also in the Samara region, out of turn, the children of pedagogical workers of preschool educational institutions are enrolled in kindergartens.

    First-priority people are children from large families; children, one of whose parents is disabled; disabled children; sons and daughters of military personnel, employees of the Ministry of Internal Affairs, police with special ranks, customs officers, children of single parents. At the same time, parents should take into account that at least a month must pass from the moment of submitting the application until the child is enrolled in the kindergarten.

    — Are there standards for the number of children in preschool institutions?

    – If there are kids under three years old in the group, then 2.5 square meters are allocated for each. If the guys are older, then 2 square meters. So the number of places in groups depends on the areas of the building where the garden is located.

    — How often does the Department of Education inspect kindergartens?

    — They have a sufficient number of regulatory bodies, including us. The Department of Education controls the preparation for the academic year and economic activities. Upon verification, we draw up a certificate. If flaws are found, then the manager is given a month. If violations remain, then the manager will face disciplinary action.

    — Have there been cases when you had to dismiss the heads of gardens?

    – So far there have been no such cases. As a rule, violations are working moments, they do not come from the malicious intent of managers. Verification sometimes motivates a person to delve deeper into a particular process.

    We carry out scheduled and unscheduled inspections at the request of parents. For example, they can complain about the incorrect behavior of the teacher, for each such signal we conduct an internal investigation. And the fact of incorrect behavior of a garden worker is not always confirmed. Parents often complain that the head teacher did not take the child to the kindergarten. But it is not her fault, the distribution system is automated and transparent.

    — How are things going with staff in preschool institutions?

    – Gardens are staffed by 80%. There are not enough assistant teachers and health workers. An assistant educator may have a secondary education, then he will be sent for retraining.

    — What sources finance kindergartens?

    – From two budgets – regional and city. From the regional treasury, the money goes to the salaries of workers, to the means of training. From the city – to provide childcare and care, utilities, taxes, salaries of technical staff, maintenance of property. I draw your attention to the fact that parents do not have the right to force them to donate money. It’s punishable.

    — What advice can you give to working parents so that their child is guaranteed to get into kindergarten?

    – First: as soon as the baby was born, you need to immediately get in line at preschool institutions. You can do this at home via the Internet, but be sure to provide the originals of all necessary documents within a week at the MFC. Parents often make this mistake: while mom is busy with the baby, dad, sitting at the computer, puts the child in line. And, having honestly fulfilled his duty, he forgets that he needs to get to the MFC. But if he does not do this, then the child will not get into the queue. Many parents have been waiting for a place in the garden for several years, confident that they are in line.

    The second piece of advice is to find out more about kindergartens where parents want to enroll their child and check whether they recruit the right group. It happened that mothers and fathers did not clarify this point and, as a result, did not get into any of the gardens they chose.

    The third tip is to expand the geography of the search and analyze which preschool institutions are on the way to work for mom or dad. Maybe it makes sense to consider them? Many choose gardens near their grandparents.

    As a way out for working parents, I can recommend short stay groups for children – from morning to lunch or from lunch to evening. In many gardens they are free. At the same time, by sending the child to such a group, parents do not lose their place in the general queue.

    — The question of where to socialize a child is essentially the business of every family. Every child is special, and it is the parents who know him best. If they decide that the child has nothing to do in the garden, then it is unlikely that their son or daughter will sit at home with their mother or grandmother before school and not go anywhere. As a rule, such parents take the child to circles and sections.

    Professionals who know the nuances of children’s development work in the garden. But after all, many parents themselves master the methods of raising children of different ages. It cannot be said that a child who is taken to kindergarten will definitely be better developed than one who does not attend kindergarten. I will give you one piece of advice: if parents notice nuances in behavior in their children who do not go to preschool institutions, then you should immediately contact specialists, do not delay. While it is small, the likelihood of behavior adjustments is high. The older, the more difficult.     I started as a mathematics teacher at a school, then I was a deputy director, worked in the education department of the Zheleznodorozhny district, then in the Samara department of the Ministry of Education, then as a school director.

    Do you remember your first lesson?

    — It was school number 174 in Samara, 9th grade. Almost all boys. By the standards of school life, the class was considered difficult. But I always liked to communicate with children, I worked a lot as a student in pioneer camps. The first lesson for me was just getting to know the new contingent. And after a few lessons, the guys saw that the teacher was fearless. And colleagues a week later admitted that they did not expect such a grasp from me as a young specialist.
