Opening a Family Child Care Home
It is important to realize that childcare is a business. In Oklahoma, you must have a license to care for children in your home unless you are only caring for relative’s children or operating on an informal basis.
You will have some start-up costs to meet licensing requirements, purchase equipment and supplies, etc. In most circumstances, the first year will be a period of low enrollment.
This means that for the first few months, you may be bringing in insufficient income to meet your expenses. You need to plan for this. There are many resources available online and through the local Resource and Referral agency to assist you in the business side of opening a family child care home.
This information is designed to help you take the necessary steps for applying for a license to applying to contract with the Oklahoma Department of Human Services (DHS). DHS staff are committed to making these processes occur as quickly as possible. However, it does take time to complete the steps below, therefore you should prepare accordingly.
Step 1: License
Your DHS Child Care Licensing Specialist will help you get a permit. A permit is usually recommended when you have provided and met the following:
- Completed application
- Proof of ownership/sponsorship
- Copy of your Driver’s License
- Copy of your Social Security Card
- Criminal background checks from the Oklahoma State Bureau of Investigation (OSBI) for you and all household members 18 or older. Out-of-state criminal background checks are also required if you have been a resident of Oklahoma for less than one year
- The home has had a licensing monitoring visit that shows you meet all the requirements listed in the publication Licensing Requirements for Family Child Care Homes
- No other problems have been identified such as Child Welfare history, criminal history, police contacts, etc…
When a permit is recommended, it is not “official” until it has been approved by both the licensing supervisor and the Division of Child Care State Office. Once approved, you automatically receive a one-star rating.
For more information on obtaining a child care center permit or license, please contact your local licensing office.
During this step, you can also be filling out your Stars application and working on meeting the criteria (such as obtaining training) you will need to qualify for a higher star rating.
Step 2 Stars Criteria
Note: You must be on permit or license to qualify for a higher star rating.
A higher star status can be recommended when you have provided documentation that shows you meet the following criteria:
1+ Star
- You have a permit/license
- Request for Child Care Home Star Certification (Stars application)
- Documentation showing t20 clock hours of training.
- A daily schedule that shows reading to children at least 15 minutes a day.
- Sample written parent policies.
- Sample written parent contracts.
- A sample daily care sheet
- Provided a list of community resources
- Licensing visits show a compliant history
2 Star
- Provide documentation of all required at the 1+ Star level and meet educational criteria outlined in the Stars Resource Book.
For more information on obtaining a higher star level, please contact your local Stars Outreach Specialist.
Step 3: Contract with DHS for Child Care Subsidy
Many working families are eligible for assistance through DHS for the cost of child care. DHS contracts with child care providers to help eligible families pay these costs. Contracting with DHS allows more families to be able to select your facility.
Before a contract can be signed and approved for a family child care home, providers must have either:
- an DHS permit and a 1+ Star rating or higher; or
- an DHS license and a 1 Star or higher rating.
You must have a land line phone. The contract application process includes:
- Providing your photo identification
- Providing your Social Security Card
- Providing you Oklahoma State Bureau of Investigation (OSBI) Criminal History Information Report
- Providing proof of ownership of the facility
- Viewing a training video
- Reading and signing a contract
The training video you will view includes information about:
- Getting and keeping a contract with DHS
- The business and record-keeping side of child care paid by DHS
- How to get paid by DHS
- Contracting rights and responsibilities
Contracts are approved or denied by staff in the State Office, Adult and Family Services, Child Care Unit. The effective date of a contract is never earlier than the date it is approved and signed in the State Office. A contract is never backdated.
If you care for children eligible for DHS subsidy before your contract is effective, DHS will not pay you for those days. The parent is responsible for paying the full cost of care. The parent is also responsible for the cost of care provided before the date that parent is approved for child care assistance. You will receive a Notice of Action after child care is approved at your facility.
After being approved for a contract, child care providers must use the Electronic Benefit Transfer (EBT) attendance tracking and payment system to receive subsidy payments from DHS.
- You must have an account at a financial institution so an electronic payment can be made
- You must call Affiliated Computer Services (ACS) at (405) 947-2700 after a child is authorized to attend your facility to ask them to install a point-of-service (POS) machine. You should receive the POS machine within 10 days for the date you call ACS.
- Although DHS recommends that you not care for children until you receive the POS machine, if you choose to do so, you must record attendance on Form ADM-12-S, Child Care Claims.
If you enter into a collaboration or agreement with Head Start, Early Head Start, public schools, 21st Century Learning Center or any other program receiving state of federal funds, you must call the Adult and Family Services, Child Care Unit at (405) 521-3931 within 30 days to report that agreement. You cannot receive payment from OKDSH for the same hours covered by that collaboration or agreement.

Moore KinderCare Programs
Infant Programs (6 weeks–1 year)
Leaving your baby in someone else’s care is a big step. Everyone at our
centers—most importantly, our naturally gifted infant teachers—will work with
you to make sure the transition goes smoothly. When you step into our infant
classroom, you’ll see how much we want your infant to feel safe, loved, and
ready to explore their world.
Toddler Programs (1–2 Years)
Everything in our toddler classroom is designed for little explorers. That’s
because a lot is going on at this age. When your child is wandering all over the
place, that means they’re learning and discovering new things every day. We’ll
help them explore their interests (and find new ones!) as they play and learn.
Discovery Preschool Programs (2–3 Years)
This age is filled with so much wonder and curiosity. That’s why we offer a ton
of books and toys and bring artwork down to kids eye level. Children in
discovery preschool also begin to learn how we all work together in a
classroom. Simple math and science, pretend play, and group play help them
get used to a more structured school setting.
Preschool Programs (3–4 Years)
This age is all about expression, when kids really start to form their own ideas
about what they want to play and how they want to create. Every day in our
preschool classroom, your child will explore science experiments, create
artwork, and play pretend—all the skills needed for their big next step:
kindergarten!
Prekindergarten Programs (4–5 Years)
When you walk into one of our pre-K classrooms, you’ll see artwork and
writing displayed around the room. Labels are everywhere to help kids connect
letters with words. You’ll also see pictures on the walls that reflect the families
in our community. Your child will also deepen their knowledge in language,
math, science, Spanish, and social skills.
Before- and After-School Programs (5–12 Years)
You can count on us to provide reliable care for your school-ager while you’re
at work, with safe transportation from our center to your child’s school and
back! Whether your child wants to start a drama club, build a volcano, or
create a comic book, they will have a place to follow their dreams. Your child
will start and end the day with a whole lot of fun!
School Break Programs (preschool, prekindergarten, and school-age)
Winter break, spring break, summer break—when school’s out (but you still need to work), you
can count on KinderCare to provide a safe and supportive learning environment that’s focused
on fun. We welcome children ages 5–12 during school break times and make sure they have a
sensational, screen-free experience they won’t forget.
Participating Child Care Aware Center
KinderCare partners with Child Care Aware® of America to offer fee assistance for
Active Duty military families and flexible support to fit their needs when care at a Child
Development Center on the installation is not available.
Learning Adventures – Enrichment Program
Cooking Academy™ (3 – 12 Years)
In Cooking Academy, kids learn new recipes from cultures around the world and
develop a healthy relationship with food. They’ll whip up everything from Southwest
rainbow lettuce wraps to pumpkin muffins, building their skills in STEM, communication,
and more along the way. And yes—little chefs get to eat their culinary creations!
Music Explorers™ (2 – 4 Years)
KinderCare families are already giving a standing ovation to our newest Learning
Adventures program: Music Explorers! Kids will learn to sing, move, listen, play
instruments, and even create their own tunes. Our original curriculum blends math,
science, social studies, literacy, and mindfulness (think yoga!) for a uniquely KinderCare
way of learning the foundations of music.
Spanish
Spanish Adventures provides young learners with a foundation for later success with
the Spanish language. Music, games, children’s Spanish literature, and other tools give
children multiple opportunities to hear, practice, and see Spanish language to develop
vocabulary and conversation skills. Curriculum includes lessons on greetings, numbers,
colors, animals, family, body parts, and pets, as well as how to engage conversationally
during common scenarios at home, a restaurant, or at the zoo.

I just want to start out by saying how much I love the staff at Moore KinderCare. Our two boys currently attend Moore KinderCare, and our baby girl will soon be attending as well. We first came to this center when our oldest son was about four years old. He was being removed from another daycare center up the street due to behavioral issues. At that time, we were just beginning to address his behavioral issues medically and we did not really know what we were dealing with, only that he was an extremely difficult child. The other center he was at informed us that, although they knew we were working with him, they couldn’t continue to deal with him. When we first met with the Director of this center, Cindy Fletcher, to tour the facility and discuss enrollment, she was very understanding regarding our concerns about our son, and stated that they would be willing to work with him. I was amazed at how she did not seem alarmed or hesitant to enroll him based on what we shared with her. He was later diagnosed with ADHD. Ms. Cindy and her team have really gone out of their way to work with him. They understand that he is not a normal little boy, that he prefers to be spoken to like an adult, and that he does not respond well to every personality. They have worked with him and flexed to his needs many times–whether it be bringing in a teacher from another class that he responds well to, or simply taking the time to learn how to re-direct him. They have been able to help him overcome most of his challenges. We have never asked them for special treatment, but we have not had to. Ms. Cindy and her staff have just been willing to do what they needed to do in order to make every day a success for both of our boys. Since day one, they have treated us more like a family than just people who bring their kids there every day for child care. We will always recommend this center to anyone in need of child care.

Do you support alternative diets?
We strive to be as inclusive as possible. To that point, we provide a vegetarian option at mealtime, take care to not serve common allergens and can adapt menus based on your child’s food sensitivities. If your child has additional needs, we’ll work with you to figure out a plan.
Are meals included in tuition? Can I choose to send my child with lunch?
We provide nutritious meals and snacks developed by a registered dietician to meet the needs of rapidly growing bodies and minds. If your child has special dietary requirements and you would prefer to bring in their lunch, please make arrangements with the center director.
Does my child need to be potty-trained?
Every child begins toilet learning at a different age. Until your child shows an interest in toilet learning, we’ll provide diaper changes on an as-needed basis. When your child shows an interest, we’ll discuss how to work together to encourage toilet learning.

If in life it is disgusting to look at such things, then why should the same thing be perceived differently in a performance? How not to remember the old performance with E. Lebedev, in which the same play is presented with taste, tact and humor. The same performance is strained, artificially built, and in each actor one can feel the hysterical play of Bezrukov himself. Explicit overkill … That is, it is clear with the mind what the director wanted to say, but nostalgia did not work out and the songs (with karaoke) are most often inserted out of place, and some good ones are simply vulgarized by the context. Theater can and should be different. The theater is a living organism in which a variety of incidents happen, then the lights go out, then the sound turns off, then the costumers and props forget some important detail. Any actor should be prepared for such a situation.
Last week we managed to visit the final of the Summer Festival of Provincial Theaters “Stanislavsky’s Factory” at the Moscow Provincial Theater and the “Improvisation Battle in the Cherry Orchard” timed to coincide with it.
The Festival of Provincial Theaters is a festival that brings together performances and directors from all over Russia, working “according to Stanislavsky” in the best traditions of Russian psychological theater. Within the framework of the festival, many performances were shown, creative master classes were held. The festival has already become an annual event, they are expanding their boundaries.
This time students from theater universities from all over the country took part in the battle.
It was very interesting to see how they coped with the tasks. They did it funny, funny, sometimes clumsy. There were four rounds in our battle.
In the first round, the artists had to figure out how to use the most ordinary item in the most unusual way. They turned a racket into a shovel, a bath broom, a metal detector … The auditorium actively participated in this process, everyone shouted in unison what our students were depicting.
In the second round we had a game that mixed Crocodile and Deaf phone. Participants in a chain explained the hidden word with movements. In those moments when it was obvious that the meaning was lost, the whole audience laughed merrily, it looked amusing. So the hatch turned into a paddle, and the solarium into a shower)
In the third round, the guys acted out situations invented by the audience. Then they froze in a certain position, and the third participant changed one of the heroes, changing the situation as well. Complete improvisation and freedom of action.
In the fourth round, participants had to speak in a given position, starting all phrases with letters in alphabetical order. Some delved into the use of names and surnames, but many came up with funny catchphrases. One girl adapted very well to the situation and scenery.
Improvisational battles – very interesting and exciting. Of course, now there is a desire to look at theater artists in these situations) This is very useful and good for artists, because there should be room for creativity and self-expression in the Theater. June 4, 2018

Well, in fact, from the participants of the festival:
– Nizhny Novgorod State Drama Theatre. Gorky (Nizhny Novgorod),
– Kolyada-Theatre (Yekaterinburg),
– New Art Theater (Chelyabinsk),
– St. Petersburg Theater “Workshop”,
– Moscow Provincial Theater,
so, of them I know only actually The provincial theater and the Kolyada-Theatre, and the performances presented at the festival have not even seen them. So the first part of the event did not promise me anything particularly interesting. However, how wrong I was! But in order.
First, of course, the event scheduled for 19:00 was very delayed. Secondly, the theater “pleased” with the absence of any benches somewhere, except for the main foyer (however, as always) and a closed buffet (which was unexpected). On the other hand, we were somewhat amused by our participation in inventing situations for an improvisational battle – we were offered to write down some situation for the game on special forms with branded pens. Some approached the task very seriously and, it seems, were too smart with the situation – in the end, she did not play :))
Then, already at eight o’clock, the artistic director of the theater and the festival, Sergei Vitalievich Bezrukov, showed up in the foyer – he was being interviewed. In the crowd of spectators and guests of the festival, the participants – students were also wandering around 🙂 Finally, everyone was let into the hall. The scene was designed for “The Cherry Orchard” – in fact, there was a cherry orchard on the stage 🙂 Sergey Bezrukov appeared on the stage in the image of Lopakhin. It was very funny that they called him Sergey Vitalievich, then Yermolay Alekseevich :)) Sergey Vitalievich staged a whole mini performance, talking about the difficulties that the actor faces – about everything that the viewer, most often, is not visible or incomprehensible. The work of illuminators, machinery, props, the work of an actor with a director, and much more. It was really interesting! Then the awards for the best male and female roles were presented – only two! The award ceremony was very lively and fun.
“I Believe” figurines (miniature sculptures by K.S. Stanislavsky, created especially for the festival) were given to the actress of the Kolyada Theater Alisa Kravtsova (the role of Vera in the play “The Great Soviet Encyclopedia”) and the actor of the St. Petersburg Theater “Workshop” Anton Momot (the role Grigory Melekhov in the play “Quiet Flows the Don”). The winners said very touching speeches, for both the award is the first in their career, as I understand it.
And then there was it, an improvisational battle! During the festival, training in acting improvisation for students of theater universities in Kazan, Ufa, Nizhny Novgorod, Yaroslavl and Moscow was conducted by the actor of the Theater in the South-West Maxim Drachenin.
And on the stage the guys showed what they are capable of! It was so exciting, incendiary and just funny! Games with an object, with a situation, “explainers” … Amazing young people, I believe that they will succeed in their profession – they are all great! My favorites, of course, are a couple of “accountant and director” :)))
The game was judged by a real jury: Alexander Tyutin, Kirill Zaitsev and Viktor Shutov, headed by Sergei Bezrukov. But, of course, friendship won 🙂 At the end of the games, the students sang an improvisation song, the words for which were called by the audience from the audience.
