Note on Frequency of Inspections

Centers, Group Homes, and Licensed Family Homes::

In 2014, legislation was passed that changed the number of unannounced visits from two per year to one per year in Child Care Centers, Group Child Care Homes, and Licensed Family Child Care Homes. As a result of this new law, you may see a decrease in the number of deficiencies listed on this website for these types of providers. Unannounced visits are still made in response to a complaint, and visits are scheduled with the facility during the re-licensing process, which occurs every two years.

Registered Family Homes:

Most family homes are registered, not licensed. In 2014, legislation was passed that allows Child Care Licensing to make one unannounced visit to these homes each year. As a result of this new law, you may see an increase in the number of deficiencies listed on this website for Registered Family Child Care Homes. Unannounced visits are still made in response to a complaint. Click here for an overview of each facility and the requirements they must meet according to state law.

A kindergarten in the Heart of the Capital quarter will open in 2021

Donstroy plans to start construction of a kindergarten in the Heart of the Capital residential complex in the first quarter of 2020. The building will be built according to an individual architectural design – the original design solution has already been approved by the Moscow Architecture Committee, and the company is now completing the issuance of permits required to start construction. The kindergarten is scheduled to open in 2021.

A three-storey kindergarten with a total area of more than 3100 sq.m. will be located on the inner territory of the residential complex, between buildings 5 and 6. The building is designed for 225 places: there will be 9 groups for different ages – from younger groups for kids 3-4 years old to groups preparation for school for children 6-7 years old. In addition to educational and developmental classes, bedrooms and playrooms, the kindergarten has spacious common rooms – music and sports, its own kitchen and a medical unit.

The shape of the building resembles a stylized image of a “heart” – on the one hand, it rhymes with the name of the residential complex, on the other hand, it symbolizes the main center of childhood on its territory, a kind of “heart” of children’s life. The appearance of the kindergarten echoes the architectural design of the entire quarter: most of the Heart of the Capital buildings are lined with brick-red German Stroher clinker tiles, and juicy red glazed clinker was also chosen for the facades of the kindergarten. One of the architects’ interesting decisions is to turn the roof of the kindergarten into the “fifth facade” of the building: a bright pattern of colored edges repeats the style of the Heart of the Capital brand and will look good from the windows of residential buildings.

The fenced territory of the kindergarten will include walking verandas with shady awnings and playgrounds for each of the groups, as well as a universal sports ground for outdoor activities. Lawns and flower beds will be arranged here, shrubs and trees will be planted, including decorative conifers in any season.

“Heart of the Capital” occupies an area of 14 hectares directly on the bank of the Moskva River near the Moscow City business center. The first line of the quarter has already been put into operation, in addition to 5 residential buildings, it includes the main infrastructure facilities: a 2-level fitness center with a 25-meter swimming pool with sea water, a shopping complex with a large supermarket and an interior center, cafes, beauty salons, medical centers, the shops. On the inner territory there are creative playgrounds for children, a universal sports ground for ball games, a workout zone, a skate park, a playground for walking and training dogs. A 20-meter light-dynamic dry fountain became a unique decoration of the territory.

In 2018, Donstroy carried out landscaping of the Shelepikhinskaya embankment adjacent to the quarter with an area of about 5 hectares. An observation deck with a 4-meter Luna art object, a universal sports ground, children’s play areas, picnic areas, ping-pong tables, lounge terraces over the water, a skatepark with a pump track track appeared here. The new walking space is open to all Muscovites, and for the residents of the “Heart of the Capital” it has become an additional recreation area near the house.

“Baron Siberian”. The Queen of England approved the title of businessman Lebedev | In the world | Politics

British businessman Evgeny Lebedev , son of the famous Russian businessman and public figure Alexander Lebedev , will henceforth bear the title of Baron of Hampton and Siberia.

At the request of the Prime Minister

The fact that Queen Elizabeth II granted this title to Lebedev is reported by the government bulletin The Gazette.

“The Queen was delighted by a letter of commendation, affixed with a large state seal, to confer the lifelong title of Baron of the United Kingdom to Yevgeny Alexandrovich Lebedev under the name of Baron Lebedev of Hampton in the London Borough of Richmond upon Thames and Siberia in the Russian Federation,” the message says.

Lebedev received a life peerage title in October 2020. The businessman was among 36 people to whom the Queen of Great Britain Elizabeth II awarded this title of nobility.

Lebedev was on the list thanks to the submission of British Prime Minister Boris Johnson along with the Prime Minister’s brother Joe Johnson , as well as the spouse of the former Prime Minister Theresa May Fee lip John May .

From KGB to business

According to the British press, the older and younger Lebedevs have long been Johnson’s friends. Alexander Lebedev clarifies that his son and the current British prime minister have been friends for a little less than a decade and a half. The British The Standard, for example, reported that Johnson and Lebedev Jr. together raised funds to help homeless former British soldiers.

Also, as one of the reasons for giving Lebedev Jr. a peer title, they name the informational support that publications owned by the businessman provided during Johnson’s election campaigns.

As we can see, “Russian interference in the elections” can be assessed in two ways – sanctions are imposed on some, and titles are granted to others.

A graduate of MGIMO, Alexander Lebedev also graduated from the Red Banner Institute of the KGB of the USSR in 1984 and was enrolled in the staff of the First Main Directorate (foreign intelligence). Since 1987, Lebedev worked at the USSR Embassy in Great Britain. After the collapse of the USSR, Lebedev Sr. resigned from service and, together with a group of former embassy employees, founded the Russian Investment and Financial Company RIFC JSC, where he took the post of chairman of the board of directors. This was the start of his great career in business and public life, which included being in the State Duma, and attempts to become the mayor of Moscow and Sochi, and a public fight with a businessman Sergei Polonsky followed by serving a sentence of 130 hours of community service to repair a kindergarten in the Tula region.

Tycoon and philanthropist

Alexander’s eldest son Eugene came to London with his father at the age of seven. Mother Evgeny – Natalya Sokolova , daughter of the famous Soviet biologist, academician Vladimir Sokolov .

Eugene is a graduate of the London School of Economics and the art school of Christie’s auction house. Lebedev Jr. received British citizenship in October 2010.

He owns Lebedev Holdings Ltd, which owns the British newspapers Evening Standard and The Independent, as well as the television channel London Live.

Eugene is also the owner of Sake no Hana Japanese restaurant in central London, Palazzo Terra Nova boutique hotel in Italy, Château Gütsch in Switzerland and a 12th century castle in Italy. In addition, he is a co-owner of the famous London restaurant Hush and The Grapes pub, as well as the Creative Perfumers boutique chain.

The businessman is also known as the founder and chairman of the Raisa Gorbachev Foundation, established in 2006 together with ex-president Mikhail Gorbachev to raise funds to help children with cancer.

Lebedev provided assistance to the Moscow Art Theater, as well as the Yalta Theater named after A. P. Chekhov, and was also a post-producer of the films “Yuryev’s Day” by Kirill Serebrennikov and “The Paper Soldier” by Alexei German Jr.

And “Novichok” did not interfere

When it became known that Lebedev would become a peer, indignant publications appeared in the British media – how is it that the son of a Soviet intelligence officer receives an English title at the very moment when the Russians are poisoning everyone right and left with “Novichok” ?! However, the theme of development did not receive or make any impression on either Johnson or the Queen.

Eugene, who often throws parties for the British elite, turned out to be his own guy, for whom the peer title is not a pity.

Today, the title of a peer does not have the political significance that it had in the past. The House of Lords, although formally the upper house of Parliament, cannot reject a bill previously passed by the House of Commons.

The decline in peer rights is slow but steady. Today, in addition to being able to sit in the upper house of parliament, peers cannot be subjected to civil arrest, but they have the right to access the monarch.

Since the number of members of the House of Lords is not limited by any laws, today their number is close to 800. The political influence of peers is decreasing, but this status in Britain is still extremely prestigious.

The most exotic baron in British history

The ranks of the English peerage are, in descending order, duke, marquis, earl, viscount and baron. The title “Lord” became collective for all five ranks of the British Peerage. According to English tradition, a newly made peer receives a title associated with a certain territory related to him.

With hereditary peers, the situation is simpler – they receive the title and denomination that have passed from their predecessor. In the case when a lifetime title is awarded for merit, its owner can put forward his proposals as to how he wants to be called, but the Heraldic Chamber of Great Britain has the last word.

As a rule, we are talking about English denominations, territories where peers own land and real estate.
