The fate of being a mentor, or How to become a mother for hundreds of investigators and cadets
Veteran investigator Tatyana Uskova for many years headed the personnel department of the investigation department of the Russian Investigative Committee for the Ulyanovsk region. On the Day of the investigator, she shared her life story.

Decree of the President of Russia declared the year of the teacher and mentor
9030 5 __________________________________
When we take our first steps, our parents become our mentors. Helping in difficult times, they believe in us, lend a hand, offer their shoulder. When we come to school and university, teachers become our mentors. And here is the first working day, we are again worried and want to feel care, friendly participation and warmth. Senior colleagues and mentors become a strong rear for a novice employee. Mentor… Who is he? What is the meaning of this seemingly simple word?
As a result – from school
“Activist, Komsomol member, sportswoman, smart girl and simply beautiful” — we all remember this famous phrase from the cult film “Prisoner of the Caucasus, or Shurik’s New Adventures” by Leonid Gaidai. It is these words that can be used with confidence when talking about Tatyana Dmitrievna.
Back in 1971, a young eighth-grader got into the wonderful world of the investigation, which she did not part with for more than 40 years. And he was brought, interested and fell in love with him by the investigator Ravil Salikhov, who came to the guys in the circle of jurisprudence in the House of Pioneers.
“I still remember how captivating and reverent Ravil Zakirovich talked about the service, he was in love with his work. It is not surprising that after meeting with him, I decided to connect my life with the investigation. In the ninth grade, she became a public investigator’s assistant and began to learn the basics. In the beginning, she delivered summonses, then she mastered the typewriter, learned how to make an inventory of documents, and participated in various investigative actions, ”recalls Tatyana Dmitrievna.
The schoolgirl’s mentors were experienced investigators who had gone through the front roads of the war.
“They were distinguished by high responsibility for the cause they served. We shared experience, taught scrupulousness and perseverance in the investigation of criminal cases,” says Tatyana Uskova.
Then I studied at the Sverdlovsk Law Institute. In 1979, Tatyana Dmitrievna, by assignment, ended up in the district prosecutor’s office of the Khabarovsk Territory, where she began her professional development as an assistant prosecutor. Looking back, our heroine recalls with particular warmth how she supported state prosecutions as a prosecutor of the district prosecutor’s office, exercised judicial supervision in the regional prosecutor’s office, as from 19For 88 years, she went to crime scenes and conducted investigations in complex criminal cases as a senior investigator at the Bikinsk city prosecutor’s office in the Khabarovsk Territory, was the deputy head of the investigation department in the Ulyanovsk prosecutor’s office, and then became the head of the personnel department of the investigation department of the Russian Investigative Committee for the Ulyanovsk region.
“Even at the beginning of my career, as a young, inexperienced employee, I received great support and care from my mentors. It was then that I realized: in mentoring there is no place for formalism and indifference, you must live the first working days, difficulties, ups and downs together with your ward. Being a mentor is a calling. It is not enough to provide only methodological assistance, it is important to become his true friend, wise comrade, second mother, fully devote himself to this matter, surround him with love and understanding. Experienced mentors have always worked alongside me, people who are in love with their profession,” says Tatyana Dmitrievna.
Veteran of the investigation is sure: in reaching the heights of mastery, any professional has a person who gives his strength and knowledge, shares his experience, corrects his mistakes. The desire of a still young eighth-grader to connect her life with the investigation arose thanks to those people who helped her develop her abilities, reveal her potential, believe in herself . .. Tatyana Dmitrievna applied these principles in her work. Perhaps that is why colleagues admire her so much as a professional in her field, a real personnel officer.
A person with a big heart
“They say that the work of an investigator is the lot of enthusiastic fanatics who from childhood saw themselves as champions of justice, dreamed of being Don Quixotes. Tatyana Dmitrievna devoted her whole life to difficult investigative work. This is a very versatile, vital work, because you have to be not only a lawyer, but also a psychologist, somewhere in a certain situation – a friend who provides support and assistance, and somewhere – a mentor, an educator. These words are united not only by a common meaning, but also by a duty that falls as a burden of responsibility on the one who bears this difficult burden. This fully applies to Tatyana Dmitrievna, a person with a big heart, a veteran of the investigation.
Dear Tatyana Dmitrievna! I wish you mental and physical strength, inner peace and confidence, kindness of soul and courage of the heart. May every day bring good luck and inspiration, the love of loved ones and happiness,” emphasizes Alexei Vinogradov, Deputy Head of the Investigation Department of the Investigative Committee of Russia for the Ulyanovsk Region.
Un Certain Regard
“HR is the face of any serious organization. Exactly since
of the personnel department, each of us began the first steps in the profession. From the very first day as the head of the personnel department of the regional investigation department, Tatyana Dmitrievna passed through herself the difficulties and doubts, victories and defeats of each employee, participated in the fate of many. I still remember her open but stern look and the questions she asked. Often I catch myself thinking that during a conversation with employees I involuntarily use her manner: during a conversation, look into the depths of a person and try to understand what he is thinking at the moment, ”says Dmitry, head of the first department for investigating especially important cases. Alagulov.
Siberian Spirit
““I’m moving to a peaceful position” – these words I remember Tatyana Dmitrievna in the fall of 2007, when, after leaving the prosecutor’s investigation, she headed the personnel service of the newly created investigative department of the Russian Investigative Committee under the prosecutor’s office of the Ulyanovsk region. But it is unlikely that the period of formation of the new department could be called serene and cloudless for all of us, and even more so for the personnel officer during the formation of personnel. Her professionalism, literacy, wisdom, fortitude, optimism, ability to find an approach to each employee largely determined the formation of our friendly, cohesive and combat-ready team, and also became the key to the stable work of the management in subsequent years. And always Tatyana Dmitrievna, not only by occupation, but also in her essence, was a bright and memorable person, a leader and a ringleader. I don’t remember that in difficult moments she gave up, complained or panicked. “I am a Siberian,” she said to herself with pride and a smile. She could be approached with any questions at work, with personal problems. And she always had time, good advice and a kind word for each of us. On a festive day, I would like to wish Tatyana Dmitrievna good health, happiness, prosperity, good luck in all matters and undertakings, a rich and interesting life, inspiration for new hobbies, pleasant surprises! – says Natalya Varfolomeeva, assistant investigator of the investigative department for the Leninsky district of Ulyanovsk.
The beauty of the document
“Tatyana Dmitrievna is my mentor, who showed me what beauty and logic of an official document are. It all started back in 2003, when I went to work in the prosecutor’s office of the Ulyanovsk region, where Tatyana Dmitrievna worked as deputy head of the investigative department. I was instructed to prepare an information letter to all city district prosecutor’s offices, I even remember the topic: “Violations that entail the adoption of decisions by the courts in accordance with Art. 237 Code of Criminal Procedure of the Russian Federation. Having laid out a two-page document, incredibly proud of the result, I went to see my boss for approval, expecting well-deserved praise. After reading the text, Tatyana Dmitrievna took a deep breath – I immediately felt something was wrong – and began to make corrections. At least ten repeated words “so that” disappeared from the writing, synonyms were returned in their places, and the very structure of the document changed beyond recognition. I walked back to my office with the feeling of a wounded and even somewhat misunderstood author. But there was nothing to do – I corrected it, but I kept thinking how the masterpiece was mutilated … After re-reading the document after all the edits, I realized that I did not stumble over unnecessary words, but my thoughts “flowed”, successively moving from one to another. It was a discovery for me that a document can be so beautiful, logical. and I began to learn it under the guidance of my mentor. The documents prepared by Tatyana Dmitrievna herself have always been distinguished by richness, thoroughness and figurativeness of the chosen phrases, some kind of freshness, which gives pleasure when reading them. I don’t know how important the skill I described is for the investigator, probably, you can do without it. But for the work of a professional, the beauty and consistency of the result of labor, which is a document, are inalienable.
I was lucky to work with Tatyana Dmitrievna hand in hand for about 20 years, all this time she was a wise mentor not only in official matters. As the head of the personnel service, from the first days of work of the Investigative Department for the Ulyanovsk Region, she managed to rally the team, introducing notes of nepotism into her official days. She played an important role in the creation and development of the Cadet movement. Well, volumes can be written about the storehouse of her worldly wisdom. I am very proud that today I can call Tatyana Dmitrievna my friend and I want to tell her only one thing: “Deep merci to you for your science,” says Valery Chernov, a veteran of the investigation.
Mother of Ulyanovsk cadets
“When you meet a person with a bright soul, it becomes brighter for you – so I can say about Tatyana Dmitrievna. Fate brought us together in 2018, when on the basis of school No. 15 named after the Hero of the Soviet Union D.Ya. Starostin, the cadet class of the Investigative Committee of Russia was opened for the first time. Thanks to the professionalism of Tatyana Dmitrievna, her skillful leadership, special attention to the task at hand, a specialized class was created in our school. From the very first days of working together, we knew that at any moment we could turn to Tatyana Dmitrievna. The unique class has become the pride of the teaching staff, parents and a role model for younger schoolchildren. The teaching staff, parents, cadets of our school thank Tatyana Dmitrievna for her assistance, support, understanding in deciding the professional orientation of students, ”says the director of secondary school No. Hero of the Soviet Union D.Ya. Starostina Lyudmila Danilova.
“I remember how we first came to an interview for admission to the cadet class of the Investigative Committee of Russia, how exciting it was for the first time to put on a cadet uniform on Knowledge Day, how we took the oath, participated in competitions, conferences, prepared for exams – and on all these stages, we were supported by the permanent and wise mentor Tatyana Dmitrievna. For 2 years of training in the cadet class, we learned what real cadet friendship is, duty to the Fatherland, love for our Motherland. Over the years, we have attended many rallies and competitions, have become prize-winners and winners. It was difficult, I do not argue, but we went to the end, not giving up, and won. Special thanks to Tatyana Dmitrievna, the mother of the cadet movement in Ulyanovsk, who was always by our side, supported, gave valuable advice, put a piece of her own soul into each of us. We will always remember you, your warmth, understanding and a huge heart filled with love for your wards. Your lessons, words and instructions to this day help us make the right decisions and overcome all difficulties,” says Vladislava Lobzina, a graduate of the cadet class.
Tatyana Dmitrievna’s wards come to visit her, give flowers, say words of gratitude and remember the years of service lived together. Today, once-inexperienced officers are serving as high-profile investigators, leading investigative departments and, of course, mentoring a new generation of young investigators.
The role of a mentor in the investigation is difficult to overestimate, there are many barriers on the way of a young employee, which older comrades help to overcome. Mentors invest a piece of their soul in their wards, become a support and an example for them, motivate them not to give up and achieve their goals.
