Note on Frequency of Inspections
Centers, Group Homes, and Licensed Family Homes::
In 2014, legislation was passed that changed the number of unannounced visits from two per year to one per year in Child Care Centers, Group Child Care Homes, and Licensed Family Child Care Homes. As a result of this new law, you may see a decrease in the number of deficiencies listed on this website for these types of providers. Unannounced visits are still made in response to a complaint, and visits are scheduled with the facility during the re-licensing process, which occurs every two years.
Registered Family Homes:
Most family homes are registered, not licensed. In 2014, legislation was passed that allows Child Care Licensing to make one unannounced visit to these homes each year. As a result of this new law, you may see an increase in the number of deficiencies listed on this website for Registered Family Child Care Homes. Unannounced visits are still made in response to a complaint. Click here for an overview of each facility and the requirements they must meet according to state law.

In a state of cautious optimism, a handicap similar to death
The head coach of our team has talismans, cult things that, in his opinion, bring good luck: in recent years, he carries with him an icon consecrated by the Patriarch of Moscow and All Russia, and a small , from gold leaf, a cross made by the Zlatoust masters (a copy of the one that adorns the Cathedral of Christ the Savior). Nikolai Dmitrievich sacredly honors traditions: one of them is “not to get personal”, predicting the outcome of the upcoming competitions. Nevertheless, the favorites, those with whom the main hopes for Belfast’s gold were associated, were on Khromov’s “secret lists”. These are, first of all, Sergey Kazakov, Alexander Maletin, Evgeny Makarenko and Sultan Ibragimov. Only Makarenko made it to the top step of the podium from this four, finishing three out of five fights (including the final one) ahead of schedule.
In the 48 kg category, the world champion, without any doubt, was determined in the quarterfinal fight between Sergei Kazakov and Cuban Jan Varela Barthelemy. Losing after the first round with a score of 0:6, Sergey accomplished a real sporting feat – he eliminated such a fantastic gap and by the middle of the fourth two-minute period he was winning with a two-stroke advantage, but still failed to maintain it. Analyzing this fight, which graced the fourth day of the championship, Vice-President of the Russian Boxing Federation Pyotr Pavlov noted two mistakes by Kazakov, which became fatal for him. Firstly, it is absolutely unacceptable to give opponents (and even more so Cubans) such a death-like head start in points at the very beginning of the fight. Secondly, such an experienced fighter as the champion of Europe-98, silver medalist of the European Championship 2000, participant of the Olympic Games Sergey Kazakov, was obliged to put the squeeze on a young opponent at the end of the battle, when the psychological advantage passed to his side. But instead of tactically competent boxing, attempts to benefit from the situation when the Cuban, having forgotten about the defense, rushed to recoup, for some reason he began to back away and, as a result, completely blurred the ending.
You can, of course, ask the judges a fair question: “Are there too many invented blows they counted Barthelemy in the first round?” But on the other hand, it makes sense to remember that at the Sydney Olympics, Kazakov lost in the opening battle to an American in exactly the same scenario, and finally learn a lesson: when the judges are biased in advance, you should not give them a reason for the situation to become hopeless after the first round. ..
OUR FISTS OF THE CUBANS DID NOT GET
According to the “Olympic scenario” events developed in the Odyssey Arena ring and for Alexander Maletin, who at first swept away everyone and everything in his path. Having forced Turk Selim Paliani, bronze medalist of the European Championship-2000, to lay down his arms ahead of schedule, and Uzbek Tulkunbai Turgunov, silver medalist of the World Championship-99, in the quarterfinals, Alexander again failed to break through the “reinforced concrete” defense of Super Cuban Mario Kindelan (recognized as the best boxer) in the semifinal duel. this championship). Sydney Olympic Champion, World Champion-99, who, according to Khromov, does not take punches at all, won, first of all, thanks to excellent footwork. And in this regard, the fight between Maletin and Kindelan became a copy of another semi-final match, in which Sultan Ibragimov lost to the Cuban Odlanir Solis Fonte (with the only difference that it took all four rounds to determine the winner). Our guys, who have the most powerful blows (Sultan also finished two of the three previous fights with a clear advantage), simply did not catch up with their rivals.
Undoubtedly, Maletin was unlucky with the draw Paliani, Turgunov and the bronze medalist of the World Championship-99 Romanian Lungu, whom he had to pass on the way to the semi-finals, are not like the “first-class” from Tajikistan and the “candidate master” from Sweden, who got to Kindelan’s rivals. But, hand on heart, let’s still admit: Alexander’s three defeats in three meetings with Mario is still a pattern. Now, if professional rules suddenly began to operate at amateur competitions, and the fights began to consist of 10 12 rounds of three minutes each, then it would be a completely different matter: the “Russian tank”, as Maletin has long been called, would undoubtedly “crush” the Cuban.
A DRAW IS NOT IN RUSSIA’S FAVOR
But seriously, the specifics of the season still made themselves felt. The hardest Olympic four-year cycle, in which not only the participants of the 2000 Games were involved, but also their regular sparring partners, who took the places of the absent Olympians in the current team, did not pass without a trace. Timur Gaydalov, who flew to Belfast to defend his world title, clearly burned out. Only his personal trainer Zuber Jafarov had doubts about Timur’s defeat in the quarterfinal fight with Cuban Loren Armentiros Aragon.
In the quarterfinal fight with the Ukrainian Alexei Mazikin, our heavyweight Alexander Povetkin did not look like himself. Somewhere the power of his crown blows to the liver disappeared, the work of the body was completely absent. When preparing an attack, he stood in front of his opponent for a long time, not even making attempts to evade Mazikin’s direct, ingenuous blows. Honored coach of Russia Alfred Grishin commented very figuratively on the pattern of this fight, comparing it with a football match, in which one team thoroughly tested the opponent’s goalpost for strength, while the other beat rarely, but accurately.
The outcome of the quarterfinal fight between Alexander Leonov and Dimitar Panayotov from Bulgaria, in which the judges gave the victory to the Bulgarian, provoked polar opposite opinions even among experts: from “Alexander’s victory was taken away” to “he completely lost. ” But be that as it may, this fight perfectly illustrates the idea expressed above: in equal fights at competitions of a similar rank, in ninety-nine cases out of a hundred, Russian boxers raise their hands to rivals. Alexander, who does not know the art of early victories, must remember this constantly.
ANDREY CANNOT SEE BEYOND MY OWN NOSE
Special talk about the first number of the Russian boxing rating in 1998, the winner of the Goodwill Games in New York Andrey Mishin. With a great degree of probability, he would be among the medalists of the current championship today, if not for a serious nose injury (with a suspected fracture), which he received in a sparring fight a few days before leaving for the championship. Of course, anything can happen in boxing no one is immune from injuries here. And no one has the right to condemn Andrei Balanov, the second number of the national team in the 71 kg category, in a fair fight he tried to prove that he was more worthy of a trip to Belfast. But if any disaster has any meaning, then it is to learn a worthy lesson for the future why should we ourselves reduce our chances of a medal in any weight category to a minimum?
HISTORY WITH GEOGRAPHY
The unwritten rules of a boxing match require a mandatory confident ending, and our team turned out to be a success: two finals two victories, the authors of which were 26-year-old Andrei Gogolev and Evgeny Makarenko.
The success of ensign of the tax police Gogolev is called the main sensation of the championship, because this boxer, whose best achievement so far was the victory at the world championship among military personnel, should not have gone to Belfast, because he lost in the final of the championship of Russia to the silver medalist of the 2000 Games Gaidarbek Gaidarbekov . But the ridiculous injury received by Gaidarbekov on the eve of departure dramatically changed the plans of both. Andrei does not hide the fact that he took Khromov’s message about his participation in the championship without much enthusiasm, since he was not internally ready for it and was going to an international tournament in Greece.
Gogolev’s name was not among the favorites of the championship and in the lists of the head coach, although, according to Khromov, Andrey’s technical potential is worthy of an Olympic victory. The reason is the unstable mentality of the boxer, who was brought up from the age of three in an orphanage. “Andrey will be able to psychologically tune in to the role of the first number in the second middleweight he can do something …” Khromov said on the eve of the championship, and Andrey succeeded. Hard, with the help of the national team coaches, but did it. In none of the five fights he fought did he give the slightest reason to doubt his superiority over his rivals. True, in the final duel against the world champion-99 Utkirbek Khaydarov from Uzbekistan, he tipped the scales in his favor only at the end of the third round, but history, you see, will not keep such nuances (as well as a well-established draw) in memory. The fact of victory is important for her, and, as they say, you can’t dismiss it…
As for the newly-minted national team captain Yevgeny Makarenko, the plans of the coaching council of the national team for his gold medal have not changed even after the results of the draw became known. Having received Cuban Hernandez Martinez in his first fight, he, by his own admission, entered the ring with the sole purpose of not losing, because the defeat of the captain in the opening match of the national team could irreparably affect the mood of the team.
Despite the leg injury received during this fight and deadly fatigue in the last round, Evgeny survived, and then his way to the top step of the podium was like an easy walk. An early victory in the final over the Ukrainian Viktor Perun (which, by the way, decided the outcome of the struggle for the second team place) brought him the world champion belt, and his personal coach Vasily Volf the unofficial title of the first coach in Russia who raised two world champions (the first Alexander Maletin won at 1997).
By the way, Georgy Balakshin’s bronze medal is also a historical event. Firstly, never before has a boxer representing Yakutia won an award of such high dignity (there was Anatoly Mikhailov, but at the time of his “bronze” success at the World Championship-78 in Belgrade he already lived outside the republic). Secondly, George’s personal trainer Artur Pakhomov became the first Yakut to train a World Boxing Championship winner. And thirdly, for the first time in the history of domestic boxing, Yakutia delegated two of its representatives to the national team that competed at the World Championships Afanasy Poskachin and Georgy Balakshin. However, this is already geography …
DREAM TEAM FROM THE ISLAND OF SVOBODA
So, we repeat, the result shown by the Russian team in Belfast is second only to the results achieved by the 1997 team at the IX World Championship in Budapest (by the way, the Hungarians, who started in Belfast with a full team, lost the whole team is still on the outskirts of the semi-finals). This is the undoubted success of Nikolai Khromov’s wards, who scored 28 victories against 10 defeats. But here’s what I want to say. Now the most important thing is to prevent the situation that once developed in athletics and, in particular, in pole vaulting, where the great and terrible (for rivals) Sergei Bubka reigned supreme. “Can it be defeated?” journalists from all over the world annoyed Sergey’s opponents in the jumping sector. “No,” they answered, “since Bubka, figuratively speaking, lives several floors above.” Even the Olympic champion 19For 92 years, Russian Maxim Tarasov did not hesitate to say that it was not he who won in Barcelona, but Bubka lost. There should not be such an attitude towards the unconditional leaders Cubans in boxing. Second place at the World Championships, a confident first position in Europe, of course, warms the soul, but we should not take it for granted that we were five gold medals behind the Cubans in Belfast. We must remember this and think about how to take their throne in amateur boxing tomorrow.
What is the strength of the Cubans? In the state approach to the development of boxing, which is the number one sport in Cuba. He is personally supervised by Fidel Castro, not to mention the fact that the long-term head coach of the national boxing team Alcides Sagarra (who, by the way, graduated from the GTSOLIFK), has recently been appointed the Minister of Sports of the country.
Cuba’s boxing cadre forge is a year-round training camp that trains boxers of junior, junior and adult age according to the same program and the same methodology. They “boil in one pot”, the young learn by looking at the elders (they work with them even in sparring), and therefore the change of generations there is completely painless. How strong the Cuban team was at the Sydney Olympics, and eight months later a more than half-renewed team arrived in Belfast, which could easily give a hundred points ahead of the Olympics. It was a dream team in which each boxer perfectly mastered the technique of an instant transition from total boxing to a pronounced individual one. And the result, as they say, is obvious, or rather, on the face of rivals …
RELATED TO THE ONE PURPOSE
And what about us? For six years, until Eduard Khusainov came to the post of president of the Russian Boxing Federation, the right hand did not know what the left was doing. The head coach and senior coaches of the youth and junior teams worked like the heroes of the famous Krylov’s fable each pulled the cart in his direction. The retired senior coach of the junior team Gennady Savin, with the support of the former first vice-president of the federation Vladimir Laptev, took Nikolai Khromov’s calls to work according to a single methodology as a personal insult. In an interview with one of the newspapers near Moscow, Laptev even expressed doubt that the members of the first Russian team, led by Khromov, would be able to defeat Savin’s wards in a face-to-face meeting. I wonder if Vladimir Nikolayevich would agree to be personally responsible for the health of young boxers if such a match really took place? He, of course, was not there, although the then captain of the national team, Alexander Lebzyak, outraged to the core, was ready to get into debt and bet a million dollars if Savin’s team answered the same …
All this, thank God, is in the past. The new president of the federation, whose desire for order could be the envy of any German, managed to improve the atmosphere in it, create a team of like-minded people from its employees. The current leaders of the junior and youth teams Oleg Menshikov and Nikolai Pavlov are working in conjunction with Khromov, and this has already borne fruit. At the 2000 World Junior Championships in Budapest, Menshikov’s wards managed not only to beat the Cubans in the official team event, but also to beat them in head-to-head matches.
Khromov failed to repeat this in Belfast. But soon, let’s hope it will. At least, both he and Eduard Khusainov know in which direction to move and what slogans to inscribe on battle banners.

Brazilian presidential candidate Jair Bolsonaro, who survived the assassination attempt, has been diagnosed with a bacterial infection and will be released from the hospital later than expected. It is reported by O Globo.
Bolsonaro was supposed to be discharged on September 28, but the doctors decided to keep him in the hospital for a few more days to continue antibiotic treatment. The infection was diagnosed after the removal of the catheter. Bolsonaro was due to be flown to Rio de Janeiro on Friday from a hospital in Sao Pula, where he spent more than 20 days.
A man with a knife attacked Bolsonaro and wounded him in the stomach on 5 September during a meeting with voters in the town of Juiz de Fora in the state of Minas Geras in eastern Brazil. The police detained the attacker, it turned out to be 40-year-old Adelio Bispo de Oliveira.

90,000 Argentine FORA against the “illegalists” (1927-1928) | Autonomous Action
- Anarchist Movement
June 18, 2011 – 04:41 – Anonymous
This is a “cell of idiots or unbalanced people.” “You may not know, if you like, the concept of humanity that is embedded in our ideas and does not allow us to commit acts that lead to useless and innocent victims.
But in this case, even without having this main attribute, which is this concept of justice, which serves as a motive for all actions, it must be recognized that the labor and anarchist movement has a sense of expediency. One might ask, what benefit can such acts bring to our movement? For us, who are committed to the campaign to free Simon Radovitsky (1), the acts in Boston and City Bank (2) can bring nothing but harm. It is clear now why we were talking about suspicious violence. We have much better reason to suspect our open or hidden enemies than they have to suspect us. There can be no suspicion of a movement that unfolds in the light of day, confident in its position and in the just aims pursued by it. Suspicion, on the contrary, is caused by everything that hides in the shadows and moves from there and performs irresponsible actions. As anarchists, we are always ready to defend our ideas with all the firmness of worthy people, but our movement does not consist of a cell of desperate people who have lost all idea of anything. We have nothing to do with bloodthirsty acts that betray a system of violence that comes from nowhere and is of suspicious origin ”(La Protesta, December 28, 1927)(3)
“We do not need to define our position in relation to what happened at the Italian consulate (4). We have already clearly explained the criterion of our attitude, as anarchists, to this anonymous and irresponsible terrorism – disgusting, since it has led to accidental victims and cannot in any way serve as an expression of the high spirit of a clear revolutionary consciousness. Terrorist attempts, in whatever form they may take, always have a police offshoot that presents them as coinciding with revolutionary propaganda and proletarian action. Just as the attack on the North American banks was linked to the Sacco and Vanzetti case, in an attempt to establish a continuity between the anarchist protest and the manifestation of anonymous and irresponsible terrorism, now the police and the conservative press will be able to try to make a connection between this shameful incident and the events that took place during harbor strikes in the province of Santa Fe… Anarchism is not terrorism. How can a cowardly act that causes innocent victims be the work of a conscientious person, a revolutionary, without showing from any side any political motives that determine it? . .. Such revenge is inspired by moral cowardice, which prompts us to pay attention to provocative terrorism, which has long been the scenario of the capital of the republic” (Article “Terrorism” in the newspaper “La Protesta”, May 25, 1928).
“Fascism has brought us a mentality prone to extreme and brutal violence, combined with unspeakable cowardice. The crimes of fascism have all these characteristics: violence and cowardice. That is why they are so disgusting, why they have no greater apologists than reactionaries with lackey souls, lackeys of success in any form. Between the revolutionary and the fascist act (fascism can manifest itself in anti-fascism as well as in Mussolini’s fascism) there is an abyss between responsibility and irresponsibility, between consciousness and savagery.
A revolutionary act is always imbued with humanity, clarity of purpose, and a sense of responsibility. Wilkens (5) shielded the child with his body from the bomb he threw at Lieutenant Colonel Varela, and then repeated his gesture, explaining the motives that prompted him to take extreme actions. Anarchists will not relax their efforts in defense with all the conceivable passion of an avenger for the massacre in Patagonia. Several years have passed and many more will pass, but anarchists will always defend the memory of Wilkens – both supporters and opponents of individual action. Anarchist violence? No. Anarchists understand and justify violence stemming from psychological and humane considerations, but not cowardly and irresponsible violence…
Compare Wilkens’ gesture to the Boston bank bombs and the Italian consulate explosion and you’ll see the difference. In the first case, there was a spirit of self-sacrifice, a clear goal, a full consciousness of responsibility, a hero who spoke with an open face. In the second we see inhumanity, cowardice, irresponsibility, bestiality, in short, pure fascism… life” (Article “The Era of Fascism” in La Protesta, May 25, 1928 d.)
(These acts) “have nothing to do with the anarchist movement; there is not even any psychological or spiritual connection with it . .. Terrorism is not anarchism, even if one can establish some connection between individual acts of a certain kind and some features of the spirit of revenge, which induces people with a sensitive temperament to commit, on their own initiative, certain punishments against visible perpetrators of certain collective crimes. But we have a moral obligation to defend ourselves against the insinuations of the corrupt press in connection with the attack on the Italian consulate because of its intention to propagate the old nihilistic myth and to ascribe to libertarians in general the methods of struggle resorted to by our bitter enemies” (Article “School of Violence” in ” La Protesta, 26 May 1928 d.)
“In order to carry out a terrorist attack… it is enough just to have someone who pays and a venal weapon that performs. We are always inclined to see behind terrorism the hidden hand of provocateurs on the payroll of the police or some other institution of governments or capitalism… A voice of ignorance or malicious intent sought to link the explosion in the Italian embassy with anarchy. As for ignorant people, such a connection is absurd. But as far as ill will is concerned, such linkage is criminal. We want to say as loudly as possible that the puppeteers and perpetrators of this assassination cannot but be the worst enemies of anarchy or deviants who we in the future society will put in a psychiatric hospital to try to cure them. (Article “Anarchism and Bombs” in La Protesta, 26 May 1928 g)

Statements by Zelensky and a number of Western politicians calling for blocking Russians from traveling to Europe (as well as Estonia’s actions) are, of course, inhuman in their appeal and hypocritical in their rationale. Even if we assume that the majority of Russians support Putin, then why should one suffer because of this. ..

Russian woman and her professional defenders. How music is banned in Russia
At the beginning of the week, it became known that the Investigative Committee began checking Manizhi’s song “Russian Woman” – the one with which the singer will represent the country at the Eurovision Song Contest.
Veteranskie Vesti published a request to open a criminal case against a Russian singer of Tajik origin. According to the publication, the song “Russian Woman” is aimed “at a gross insult and humiliation of the human dignity of Russian women on the basis of their attitude to nationality. ”
At the request of Yuga.ru, Denis Kurenov tells the details of the situation, and also recalls how people in Russia protest against music and ban it. And we suggest you, while reading the article, turn on the song around which everything revolved.
A Tajik who returned the Russian language to Eurovision
In the second half of May, the next, already 65th Eurovision music contest will take place in the Netherlands. The internal Russian selection for this event took place on March 8 on Channel One: Manizhi’s song “Russian Woman”, according to the results of SMS voting, overtook the stage performances of TherrMaitz and duet #2Masha.
From time immemorial from night to morning, from night to night
We are waiting for the ship, we are waiting for the ship very, very
We are waiting for the ship, we are waiting for the ship, we are waiting for the ship
Why wait? Get up and go!
Fragment of the song “Russian Woman”
According to Manizhi, this song is about “the transformation of a woman’s sense of self over the past few centuries in Russia. ” The singer notes that the Russian woman “has traveled an amazing path from a peasant hut to the right to elect and be elected (one of the first in the world), from factory shops to space flights. She was never afraid to challenge stereotypes and take responsibility.”
In addition to composing and performing songs, as well as filming music videos, 29-year-old Manizha Sangin is actively involved in social activities: she is an ambassador of the Podari Zhizn Foundation, and in December 2020 she became the first Goodwill Ambassador for UN Refugees from Russia.
Manizha is known for its defense of the rights of LGBT people, and this position is far from being perceived positively by everyone. In an interview with Hello! the singer says:
“My relatives in Tajikistan are far from looking at this positively, half of Tajikistan thinks that I am a lesbian. They think that if you support the LGBT community, then you are definitely gay. But I just love people, I love the LGBT community and I think it’s great to support them on my platform. ”
Manizha also opposes domestic violence. In an interview with Kommersant, she claims that she “receives a lot of personal messages on Instagram from Tajik, Uzbek, Kyrgyz girls” who “write about violence by men, about their despair.” She redirects them “to certain funds.”
Every Russian woman needs to know:
You’re strong enough to bounce against the wall

The chorus of the song “Russian Woman”
The chorus of “Russian Woman” is written in English, but the rest of the text is in Russian. Thus, for the first time since 2003, the participant of the Eurovision Song Contest from Russia will sing in Russian. In 2012, Buranovskiye Babushki had a bit of Udmurt, in 2009 Anastasia Prikhodko sang in Ukrainian (now this is unimaginable). But “great and mighty” has not sounded on the stage of the competition for 18 long years – since the days of t.A.T.U. and their “Do not believe, do not be afraid, do not ask.”

“Exemplary Russophobic vile”
Nevertheless, Manizha is most often accused of Russophobia. Publicist Yegor Kholmogorov calls the singer “a Tajik campaigning for gays and migrants”, and her song is “an exemplary Russophobic vile” and “a deliberate spit in the face.” Journalist Dmitry Olshansky announces that Russian people will soon repent before fem- and LGBT guest workers and predicts the imminent “wedding of a close friend of the major with a global progressor, PhD in Diversity Studies at the University of Dushanbe” (candidate of science in cultural diversity at the University of Dushanbe – translation from Yuga.ru).
You’re over thirty, hello, where are the kids?

More and more. The Russian Orthodox Church states that works that cause outrage among “female fellow citizens” should not be selected for the international competition. The head of the LDPR faction in the State Duma, Vladimir Zhirinovsky, compares the audience’s love for the Manizhi act with “nostalgia for currency prostitution.” And the Speaker of the Federation Council Valentina Matvienko acts as a linguist [link to publication in the publication, which is included in the register of foreign media that act as a foreign agent, from 04/23/2021 – Yuga.ru], stating that these are “what kind of horse people – something and in general some kind of nonsense.
Everyone is fighting in a circle, but not praying
A son without a father, a daughter without a father
But a broken “family” cannot break me

The publication Veteranskie lead.” Its editorial office published on its website an appeal to the head of the Investigative Committee, Alexander Bastrykin, stating that Manizhi’s stage number “is aimed at grossly insulting and humiliating the human dignity of Russian women on the basis of their attitude to nationality. ” At the beginning of this week, it became known that the Investigative Committee began to conduct an audit.
What songs were previously complained about in the Investigative Committee
Manizhi’s song is not the only one about which complaints are made to the Investigative Committee. So, in 2018, the department became interested in the song Monetochka and Noize MC “Childfree” after an appeal from Moscow lawyer Andrey Afanasyev. According to Afanasyev, the song contains propaganda of suicide among minors. The results of the check were not subsequently reported.

IC3PEAK concert in Krasnodar © Photo by Anton Bykov, Yuga.ru
Much more often the struggle with musicians is not through complaints to the UK, but through the cancellation of concerts. In this context, 2018 was especially fruitful. For example, the IC3PEAK group then released the album “Fairy Tale”, the lyrics of which contained opposition pathos and touched upon acute social problems. After that, under pressure from law enforcement agencies, their concerts began to be canceled throughout Russia, including Krasnodar. The concert of rapper Husky in Krasnodar was also canceled shortly before the start, after which the performer began to read his rap from the roof of a parked car, for which he was arrested for 12 days.
Among the musicians whose concerts were also disrupted or canceled in the fall of 2018 are the Friendzone group, rapper Eljay, as well as Ganvest, Jah Khalib and Matrang. The then Minister of Culture of the Russian Federation Vladimir Medinsky said that the situation with the cancellation of concerts “reminds him of a joke.” And Russian President Vladimir Putin said that “there is nothing good in this.”
But it seems that the story of Manizha launched all these processes with renewed vigor.

— I consider Russia’s participation in Eurovision unacceptable and immoral. In all countries it is treated as a third-rate entertainment for the lower strata of society, and only in Russia they make the Olympic Games out of it.
As for Manizhi, this is definitely a provocation and spitting. Her song is frankly Russophobic, also with a feminist accent. In it, a Russian woman is portrayed as an unhappy, lonely, downtrodden creature, full of complexes. I don’t think so. We have many wonderful women, and the image created by Manizha is not dominant. And now it is not only served as an arithmetic mean, but also broadcast to an external audience.
It’s good that protests are being heard, that society has reacted. So he still has immunity. Now let the authorized bodies deal with it. Someone has to regulate this. If left unregulated, Morgenstern ends up at the top. I don’t want people like Morgenstern at the top even of pop culture.
How to pass through the field from the fire?
How to walk across the field if you are alone?

Ah, who will give me a pen, girls?

– Protested, three groups: Moim observation, three groups Russian nationalists, Orthodox and some government officials. All three categories are united by conservatism with its patriarchal, anti-feminist pathos and ethno-nationalist ideas about Russianness. And also at 99% of cases are men. It is not surprising that Manizha caused them such bitterness, because her art is political and leftist. Manizha is a feminist, she fights for gender equality and, in addition, she rethinks Russianness, showing that it is wider than ethnicity, race, and the shape of the eyes.
Another question is which side the majority of Russian citizens are on. So far, the honor of the Russian nation is defended by “professional Russians”, and the honor of the Russian woman is defended by men. They have a head start, they are given high stands, but Manizha captivates with simple common sense: it is better for a woman to be brave than to be afraid, it is better to be able to stand up for herself than “for centuries to wait for a ship.” If the Russian women of Manizh like it, then what will happen to all these guys?
Listen, however, we are not a herd of
ravens, I ask you to fall off

– I see people in this situation in this situation in this situation who have accumulated protest potential, but who do not see the point of its application. The same public tried to fight, for example, for a monument to Alexander Nevsky, but the campaign to choose a monument was cancelled. And then Manizha turns up. The combination of Tajik origin and protection of LGBT – this is the whole Western agenda, which we tend to be afraid of. And it causes protests, yes.
It is, of course, impossible to agree with them. History itself is tortured. The experience of Russia at Eurovision shows that every year every artist causes some kind of outrage. Everyone pretends that they are not interested in Eurovision, but at the same time everyone believes that the artist is a failure. An eternal, harmless and generally uninteresting game.
To address the state as a censor in this case is complete idiocy, of course. But here’s what I’d like to draw your attention to. Let’s dream up what it could be, besides idiocy and media stubs? Maybe this is another attack on Konstantin Ernst, who, despite his seeming inviolability, is regularly the target of attacks? Maybe someone is stalking him and with the help of such a fictitious, tortured scandal, but which has reached even Valentina Matvienko, is trying to knock him down? . .

At the lesson we will learn what is a source of law, a normative legal act
We will learn to solve standard tasks of the USE format on the application of knowledge acts, distinguish between sources of law.
The main content of the lesson.
The form of law is a specific expression of legal norms, giving them the property of universal validity by formally fixing their content.
A rule of conduct becomes a legal norm once it has been given legal form. This happens as a result of the law-making activity of the state, with the help of which the will of the legislator finds its expression in a particular legal act and becomes mandatory for execution.
The concepts of “form of law” and “source of law” are closely related, but do not coincide. If the “form of law” shows how the content of law is organized and expressed outside, then the “source of law” is the origins of the formation of law, a system of factors that determine its content and forms of expression.
Types of sources of law:
1. Legal custom – historically the first source of law – the first laws of the state were customs sanctioned by it. A custom acquires a legal character after its recognition and approval by the state.
2. “Legal precedent” – the decision of the judicial or administrative authorities in a particular case, which is subsequently accepted as a binding rule when considering similar cases.
3. Normative agreements are legal acts that fix the will of the parties regarding mutual rights and obligations.
4. Judicial practice is a secondary source of law, supplementing the law.
5. Religious norms – first of all, play a role in a theocratic state – the adopted laws cannot contradict religious norms.
6. Normative legal act – an act of law-making bodies of the state, containing the rules of law, adopted in a special manner and in a specific written form, as well as being in a hierarchical relationship with other acts.
7. Legal doctrine (theories, teachings) – in ancient Rome, the courts were required to refer to the work of five of the most famous Roman lawyers – Ulpian, Paul, Gaius, Papinian and Modestin when making decisions. Domestic science and practice do not recognize legal doctrine as an official source of law – a judge, when considering a particular case, is not entitled to refer to the works of scientists or their comments as the basis for his decision.
8. General principles of law are the starting points of the legal system. In the absence of a legislative norm, there is a reference to the principles of justice, good conscience, and the social orientation of law.
Legal custom, as one of the sources of law, has a number of the following specific features that distinguish it from other sources:0005
5. Sanctioned by the state
Necessary grounds and conditions for the functioning of a legal precedent as a mandatory source of law are:
1. Existence of a mechanism for publishing court reports, which presupposes that precedents are generally known;
2. Existence of an optimal system of professional legal training;
3. Effective hierarchical judiciary;
4. Normativity of its content;
5. State recognition.
A modern normative legal act has the following features:
1. Is issued by a competent state body or directly by the people in a certain procedural order;
2. Has a state-imperious nature;
3. Protected by the state, including by force;
4. Possesses legal force, ie the ability to actually act and generate legal consequences;
5. Exists in documentary form, has the established form and details, is provided with indications of the time and place of acceptance, as well as signatures of the relevant officials, is most often divided into parts, sections, chapters, paragraphs, articles, etc. ; contains clear provisions on which territory or which circle of persons is covered by this act;
6. Part of a strict hierarchy and system of law.
The system of normative legal acts forms a hierarchical structural series in which each of its elements occupies a certain place. This structural series consists of four elements:
1. federal laws;
2. Decrees of the President of the Russian Federation;
3. Decrees of the Government of the Russian Federation;
4. normative legal acts of federal ministries, other federal executive bodies.
On issues of joint jurisdiction of the Russian Federation and its subjects, a hierarchical structural series is formed, consisting of eight elements:
1. federal laws;
2. Decrees of the President of the Russian Federation;
3. Decrees of the Government of the Russian Federation;
4. laws of subjects of the Russian Federation;
5. normative legal acts of federal ministries, other federal executive bodies;
6. normative acts of the executive authorities of the constituent entities of the Russian Federation;
7. regulations of local governments;
8. local regulations.
The Constitution of the Russian Federation is the highest normative legal act of the Russian Federation.
The Constitution of the Russian Federation was adopted on December 12, 1993 following the results of a popular vote, and enshrines a wide range of human rights and freedoms that correspond to modern world standards and the provisions of international human rights pacts. Such human rights and freedoms include, in particular, the right of every person to life, to personal dignity, to freedom and personal inviolability, the right to inviolability of private life, personal and family secrets, protection of one’s honor and good name, freedom of conscience.
