Quite specific measures are also envisaged to support this special type of business: first of all, it is planned to allocate quotas with the participation of social entrepreneurs in competitions for the purchase of goods or services held by companies with state participation, as well as to provide preferential rental rates for real estate, loans at a reduced interest rate and create other economic incentives. The most important criterion, according to which a businessman will receive social status and be included in a special register of the Ministry of Finance, will be the staffing of a small or medium-sized enterprise – at least half of the employees must have the status of socially unprotected, and their salary fund cannot be less than 25 percent of the total.

The categories of such citizens are listed in the draft law: disabled people, parents with many children, parents of disabled children, refugees released from places of deprivation of liberty, and some others. Thus, according to preliminary estimates, up to a million jobs can be created without direct budget investment.
