The purpose of the Childrens Services Department (CS) is to provide children and families with quality education experiences that will help them create learning foundations that they can build upon in the future. To create this foundation the CS department takes on several responsibilities, the most wide-reaching being the development of appropriate curricula and developmental domains, where the domains involve enhancing specific developmental areas: math, science, language and literacy, social, emotional, cognitive, physical, and creativity.

The CS department leads the agency in the planning and implementation of curricula in all mediums such as the classroom, Home Base option, Early Head Start and Family Literacy. The department is also heavily involved with the exploration of modern child development research and theories, component responsibilities that enable the agency to offer quality, up-to-date educational experiences & opportunities to children and their families.

The CS department supports the teaching staff of all program options, helping them to develop and implement methods and strategies that will enhance the childs educational experience. A high degree of emphasis is placed on relationship-building, specifically those between the teacher and parents, which is a standard based upon research that demonstrates such positive interaction between teacher and parent increases the childs chances for educational success.

— Elvira Kurbangalievna, did you panic when you learned about the pandemic?

— Our company is twenty years old, during this time we have experienced two economic crises, outbreaks of SARS, Coxsackie viruses, swine and bird flu. So we are hardened. Of course, the coronavirus is no match. It struck immediately on the global economy, on all industries at the same time. Although at first no one thought that the situation would be so difficult. They calmed down even more when they closed the Russian-Chinese border. We thought it would not reach us. And even when tourists began to return from China and other countries, they only took their temperature at airports, no one was sent to quarantine. People calmly dispersed to their cities, went to work. Until the end of March, the Russian borders were completely closed.

— Did we really still have a head start to prepare for the pandemic?

– It could be more if the relevant authorities listened to the Federal Tourism Agency, Rospotrebnadzor and epidemiological control services, which warned back in January that it was undesirable to fly to countries where cases of coronavirus had already appeared. At the same time, charter flights were not canceled, the planes were at the ready, the tours were paid for, and people flew to European countries, to Arab and Asian directions.

— Have there been cases when borders were closed or passengers were sent to quarantine?

— At the end of 2002, when there was a threat to bring SARS from China to Russia, Rospotrenadzor banned all flights and canceled tourist tours. Then everyone took the situation calmly, including tour operators, no one was rushing anywhere. In 2009, a similar situation developed due to swine flu, and most Russians also chose not to travel. Business, of course, was hit, but all travel companies understood that health is more expensive. Before that, there were outbreaks of bird flu from year to year, as you remember, but the situation is different with it – people did not get sick with it.

Packets in priority

– So what has changed since then?

— First of all, you can see the scale of the coronavirus epidemic. Secondly, travelers began to refuse the services of travel agencies, tour operators and package tours on charter flights, preferring to build a route on their own. But when the emergency happened, the “tourists” were quickly counted and returned to their homeland in an organized manner. The rest not only got into a difficult situation, but also remained with her alone. Of course, they are now being brought in, only it takes more time, hassle and costs a lot of budget money.

The current situation has shown that travel agencies are needed if only because they help their clients. And, most importantly, they know how many Russians are abroad and where exactly. By the way, the “tourpackers” who bought vouchers since March 20 did not burn out.

– There have been a lot of early bookings for DST since October. The money that people paid then will be recalculated at the exchange rate on the day the tour was purchased, and since the exchange rate is higher now, they will also come out in plus. That is, the deposit is saved. Large travel agencies, which have been on the market for many years and value their reputation, try not to lose customers, protect their interests. For example, they will rebook vouchers for the time when the borders for travelers are opened.

– And when do you think this long-awaited time will come?

— Probably in July, but it will depend on the quarantine measures of each state. Tourists have the right to make a “rebooking” in any direction until 2021. So for them in this situation there is nothing to worry about. As long as everyone stays healthy.

— How many tourists have paid for the reservation?

– We got our bearings in time and closed sales before better times. In addition, we form business tours to international exhibitions and organize business missions for export-oriented large Russian enterprises. Of course, in this area, our business has also dipped heavily – all government contracts have been canceled or postponed indefinitely.

Change shoes on the go

— They say that a pandemic can turn the world upside down. Do you intend to “roll over”?

— Recently, we have been actively promoting domestic tourism. Now he will definitely take over. We received a license from the Federal Tourism Agency for domestic and inbound tourism. We are drawing up an additional agreement to receive tourists from the CIS countries with which there were direct flights, we hope that they will resume. Our company will become a tour operator in Bashkiria. Now we are forming our tourist product, package tours.

We are engaged in other interesting areas – medical domestic tourism, as well as cycling, horse and hiking routes, weekend tours. We thought to launch the project in May, now we focus on July at best. But there is time to prepare.

— What is the preparatory work?

— We select guides, we negotiate with transport companies, catering companies, we are looking for partners for additional services in municipalities. This is an added value, which will look like a pie with different fillings – each region of the republic where we will bring our clients has its own zest. And the task of local authorities and entrepreneurs is to create the necessary sites: cafes, public and recreational areas, souvenir shops, and so on. The scheme will include several market players that will provide various services to tourists.

Attention to injections

— Probably, all the anti-crisis programs that you are currently developing require financial investments?

— For the time being we are working at the level of preparation of documents, development of schemes and programs. In fact, we have been “standing” since January – no financial receipts. But any crisis is an opportunity to get rid of stereotypes and start something new.

The main thing is that our republic should be able to accept the flow of tourists. After all, before inviting guests, any hostess first cleans up the house. Our task is to attract and bring tourists, and the task of the local authorities is to organize their entrepreneurs.

— Is it easy to find a common language with municipalities on the topic of tourism development?

– In any case, there is mutual understanding, because these are additional taxes and jobs. And the pandemic situation should speed up the process. Residents of megacities have already rushed to buy and rent village houses. We will have a similar situation.

I am sure that people will start coming to us, and for a long time. You have to seize the moment, you can’t miss it. There are already many requests from clients from other regions who want to spend the whole summer in Bashkiria. Our urban residents are also looking for options for recreation within the republic. Especially families with children.

Act according to the situation

— What do you think will happen when the borders open?

– Perhaps, after a long home “imprisonment”, the people will rush to different coasts. Moreover, many have purchased tickets in advance, as we have already said. Maybe prices will skyrocket. The same will happen with Russian resorts. The tourism industry around the world has lost its “fat” during the pandemic.

— There has been a significant decrease in solvent people, many are not in the mood for rest, they are looking for work.

— Then the situation will develop according to a different scenario, and people will be content with rest in their region. On the banks of the Nugush reservoir, lakes Kandrykul, Aslykul and so on.

Therefore, it is necessary to develop domestic tourism. Remember our pioneer childhood – there were a lot of children’s summer camps, camp sites, which then fell into disrepair. I do not call for the revival of these wooden huts on chicken legs. Modern technologies make it possible to bring and install ready-made modular buildings at a minimum cost in a short time: houses, cafes, toilets. It is necessary to develop the construction of small hotels, campsites, so that a person can fully and at an adequate cost to rest.

About the bike

— We must not forget about the environment, otherwise nothing will remain of our picturesque places in a matter of years.

— Of course, the development of territories must take into account respect for nature — this is the main condition. With strict observance of the environmental law and mandatory certification of activities. And with deductions for the restoration of the environment, because all the same, the development of tourism violates the natural balance. There is no need to reinvent the wheel here, it is enough to take already run-in programs, schemes and adapt them to our conditions and capabilities.

– Which of the “models” will suit us best?

— In 2000, when the Turkish direction began to develop actively, the authorities of this country went to meet the hotel developers. They were given free land to rent, since hotel services are jobs. In addition, if an investor invests his money in the construction of a hotel, it means that he is tied to the region. And Turkish banks, which gave loans to developers, took this land on bail. That’s the whole bike.

We have repeatedly discussed this topic with our officials, suggested allocating land, creating an architectural development plan and building in a civilized manner in a single style, in compliance with environmental legislation. Look at what is happening now in the coastal zones of the lakes Kandrykul, Yaktykul – it is impossible to go there, everyone has stuck buildings in everything. There are no streets, the infrastructure is not thought out. We are not talking about the preservation of nature at all. — The Russian government is now offering options to help businesses. Will you take on something for yourself?

– We applied for debt restructuring a long time ago – this is the most effective way. Of course, the tax moratorium, which has been announced for six months, will also help. And the minimum minimum wage will allow you to pay wages – targeted assistance is the most effective.

Outsourcing to help

— By the way, have you laid off workers at your company?

— Another thing that helped us a lot today is that since last year we have switched to outsourcing. We signed contracts with companies that are now developing design projects for us, providing transport and other services.
