Kindergarten at home. How a mother of many children opened a pre-school group in the countryside | SOCIETY
When a mother of many children Natalia Sangatullina opened a family kindergarten at her home in the village of Kayuki, the villagers were surprised to ask with whom she had made such a successful agreement. It is not easy to believe that a 29-year-old single disabled mother raising four children managed to do it on her own, and even for the first time in the Spassky district of the Republic of Tatarstan.
As a pioneer
Family kindergarten is not at all a private pre-school institution organized by a family. Officially, this is a group of an ordinary municipal kindergarten, functioning at home or in a separate specially rented room. In fact, mothers almost always have to go through fire, water and copper pipes to prove their right to open a group.
Natalia Sangatullina first had the desire to create such a group when she became the mother of her third child. Then the family lived in an apartment building in Naberezhnye Chelny. And the woman, according to her confession, did not have enough perseverance. After the instructions of the next commission, she decided to purchase a house in the Spassky district to organize a group and moved there with her children. Try after try, commission after commission. Only in 2019 she received the go-ahead.
Now Natalia’s three children (the eldest is a schoolboy, studying in the second grade) – three, four and six years old – are with their mother, attend, as expected, holidays in the local kindergarten.
A former businesswoman. At the age of 25, with four children, she moved to the village, where she organized a small farm – she raised sheep, goats, and chickens. Three years ago, Natalia went through a serious test: she got into a car accident, underwent a serious operation on her spine, and as a result became disabled. The business had to be sold. Fortunately, after all she has experienced, she moves independently, but hard physical work is now contraindicated for her. The third year a woman brings up children herself: after 9years of marriage, they separated from her husband. The father helps the children, maintains relationships, but the main burden still falls on the shoulders of Natalia. Even in this situation, she did not give up.

“While I was “beating out” the right to open a kindergarten group at home, I traveled with the children, Natalia Sangatullina admits. – Thank you for your support to my parents and everyone who took part in my aspirations, helped to travel with the children. I think my efforts were worth it. Although I had to become a pioneer in this matter. Many subtleties were mastered for the first time together with the head of the local kindergarten, to which we are attached. There was a difficulty in paperwork, as the local authorities at first did not understand how all this was done.”
Support beginners
Among the organizational problems, Natalia mentions discrepancies between standards. If, according to Russian standards, it is possible to open a family group from the moment when the youngest child turns two months old, then in Tatarstan it is three years old. Like, you can’t be on maternity leave and work as a family educator at the same time.
In addition, two forms are often confused locally: a family children’s group and a commercial educational organization, which requires appropriate premises, obtaining a license and serious costs. It is clear that your own apartment or house can not compete with the conditions of a full-fledged kindergarten.
According to Natalia, a huge problem in terms of opening family groups is the lack of awareness. He says it would be great if every mother of many children was told about such an opportunity. That is why the woman had the idea to help those mothers who decided to follow her path. Offer support, share experiences, guide. During the preparation in Natalia’s house, a lot had to be redone in accordance with the requirements and standards: for example, sawing a bunk bed for children, installing an exhaust hood, putting a second table in the kitchen for cooking, buying knives, a washbasin and other utensils, installing fire detectors. Commissions came from the guardianship and guardianship authorities, the social protection department of Chistopol, Bolgar, Alekseevsky district.
“Despite all the instances I have gone through, I am satisfied. For a mother in my position, a family group is the best option. I am close to the children, under the protection of the state – there are social benefits, tax deductions, food delivery from kindergarten, work experience is in progress. Now everyone treats me with understanding, supports me, although initially there was wariness, ”my mother shares.
Perseverance and understanding
Natalia Sangatullina advises those wishing to open a family group: if local authorities cannot help, do not hesitate to contact the Ministry of Education and Science of the Republic of Tatarstan, the President. The main thing is to justify the significance of the discovery of the family group, to show more perseverance. She adheres to the principle: if you do not fight, but treat with understanding, then experts usually meet halfway, try to find out everything and help.
But not everyone is so lucky. Elena L., a Kazan mother with many children, was never able to open a family kindergarten. One of the commissions referred to the fact that the windows of her apartment face one side, but supposedly two. Although, according to the woman, even Rospotrebnadzor specialists said that this was not necessary, the head of the kindergarten insisted on these requirements. Now Elena is haunted by the question, are such demands legitimate? Because the experience of other regions shows that mothers do not have such a requirement.
Let us remind you that in order to receive a fire safety report, the housing where a family group is opened must be located no higher than the second floor, have two emergency exits and a fire alarm with output to the security console. Fire safety requirements are regulated by the Code of Practice 4.13130.2013 “Fire protection systems. Limiting the spread of fire at protected facilities. Requirements for space-planning and design solutions. There are only two mentions of family groups in the document. So, in paragraph 5.2.3 it is said that the premises of family preschool groups and other groups of preschool children of small occupancy, located in residential buildings, are subject to fire requirements, as for residential premises of residential buildings.
And paragraph 5.2.8 says that in residential buildings of class F1.3 (residential apartment buildings, dormitories and apartment-type hotels, including apartments. – Note ed.) is allowed in apartments with two-way orientation, located no higher than the 2nd floor, in buildings of I and II degrees of fire resistance, provide premises for a family kindergarten for a group of no more than 10 people. Judging by this rule, windows on different sides of the house in the room for the family group of the kindergarten really matter.
