Florida Grandparent Rejection: Everything You Need to Know
Last year, the Florida Legislature signed the Grandparent Rejection Act into law. Under the law, out-of-state students whose grandparents live in Florida may be eligible to study in-state at a four-year public university in Florida. The requirements are:
Have a grandparent who is a legal Florida resident. Note. “Grandparent” is defined as the natural or adopted legal guardian of an applicant’s parent.
- Get an overall SAT or ACT score of at least the 89th national percentile (1330 SAT or 29 ACT).
- Earn a high school diploma equivalent to a standard Florida high school diploma or homeschooling program.
- Enroll in full-time education immediately after graduating from high school and maintain full-time student status each fall and spring semester thereafter until graduation requirements are met. Summer registration is not required.
No more than 350 fee exemption can be distributed through the system each school year. For the 2022-2023 school year, each of Florida’s twelve public schools received 10 fee waivers. The remaining 300 waivers were then distributed based on enrollment and other factors. The plan has proved so popular that most, if not all, universities have committed their entire allocation for the 2022-23 academic year.
According to an April 2022 article by the South Florida Sun Guardian, FSU singled out all of its 55 waivers, UF all of its 60 waivers, and UCF all of its 49failures. Each school maintains a waiting list; both FSU and UF have over 100 students.
Slot machine law also stipulates that schools distribute the rights of grandparents to on a first come, first served basis . As such, International College Counselors recommends that apply to each school as early as possible (along with any required documents such as the student’s academic record), submit a waiver as soon as you apply, and make a deposit as soon as you know that you accepted . Students must apply for a waiver separately at each school.
This law has huge implications for out-of-state applicants to Florida public schools as it saves families tens of thousands of dollars in tuition and fees. For example, the difference between in-state and out-of-state tuition at the University of Florida is approximately $22,000 per year.
To apply, students must complete the appropriate waiver form, which can be found on the college website. The form can usually be found on the admissions web page, or can be found by searching the internet for “waiver on behalf of grandparents at school”.
Grandparents must provide a minimum of two proof of residence in Florida. Documents must show that the grandparents legally resided in this state for at least 12 consecutive months immediately prior to the grandchild’s admission to higher education.
Required Documents must include in at least one (1) of the following:
- Florida Voter Registration Card
- Florida driver’s license
- Florida ID
- Florida Vehicle Registration
- Evidence of a permanent home in Florida held by the person’s grandparents as their primary residence.
- Florida Homestead Evacuation Proof
- Proof of permanent, full-time employment in Florida for at least 30 hours per week for 12 months.
The following documents may be used in conjunction with one of the required documents listed above:
- Declaration of residence in Florida
- Florida Professional or Professional License
- Florida registration document
- Florida family document
- Evidence of membership in a charitable or professional organization in Florida.
