To return speech therapy centers to educational institutions with official funding of the salary of a speech therapist

In many cities of Russia, there was a wave of closure of speech therapy centers in children’s educational institutions, followed by a reduction in speech therapist teachers.
It is no secret that the level of speech development of children is declining every year. There are several reasons for the decrease in the level of speech: the modern gadget-dependent world, overly busy parents, the levels of health of both parents and the children themselves have been reduced. The problems are current and growing.
The limited wage fund in educational institutions is forcing the district administration to put pressure on the heads of institutions to reduce speech centers.
The financial content of speech centers in preschool institutions differs significantly from the financing of specialized correctional speech therapy groups.
Speech therapy groups are attended by children who have the official status of children with disabilities (disabled health), such children have benefits for attending correctional groups, money is allocated for maintenance for such children, and the payroll of a speech therapist is also officially taken into account in the payroll.
The speech therapy center, on the contrary, is visited by children who do not have severe speech disorders, i.e. children, mostly without the status of a disabled person. Such children attend kindergarten on a general basis and with full payment for maintenance in a preschool educational institution. The rate of a speech therapist is paid from the savings of the payroll of the institution.
Over the past 3 years, the fund’s savings have been significantly reduced due to the reduction in the institution’s payroll. Financing is only enough for the salaries of the main employees of preschool educational institutions.
The administration of the Education Committee insists on reducing the logopoint, shifting the development of children’s speech onto the shoulders of their parents. Parents are forced to look for private specialists.
It is good if the parents are solvent and their children grow up with a clean and beautiful speech. But our socio-demographic situation is aggravated every year and not every parent will look for a paid specialist. Unresolved speech disorders in preschool age will lead to difficulties, problems in learning at school (from impaired written speech and impaired writing processes to psychological trauma among peers).
Where will our nation come from? We will raise a generation of burrs and little speakers with many psychological complexes.

According to the “Regulations on the organization of the work of a speech therapist teacher in a kindergarten that does not have specialized groups in its structure”
(Approved at the meeting of the asset defectologists
of Moscow on the basis of the decision of the board of the Moscow Committee of Education of February 24, 2000)

The work of a speech therapist teacher in a kindergarten that does not have specialized groups is aimed at correcting children’s speech defects. Along with corrective measures, a speech therapist teacher conducts preventive work in a preschool institution to prevent speech disorders in children. The duties of a speech therapist teacher include working with children with speech pathology. Children of preparatory and senior groups with simple and complex dyslalia, phonetic and phonemic disorders are selected for speech therapy classes. Speech therapy examination of children in a preschool institution is primarily carried out in children 5-6 years old, the rest of the children are examined during the year. Children suffering from stuttering, general underdevelopment of speech and mental retardation are promptly referred by a speech therapist to special institutions. The number of children studying at the speech center at the same time is 20-25 children during the year. Work to correct speech is carried out 5 times a week, is individual or subgroup. All 4 hours of his working time, the speech therapist works directly with the children. In a preschool institution, all the necessary conditions for conducting speech therapy classes should be created, there should be an isolated speech therapy room.

The other side of the problem is that lay-off speech therapists increase the number of unemployed.
We will return logopoints to educational institutions.

    Practical result

Children are the future! Let’s vote for a developed and educated future!
It’s a shame when a TV announcer or any other public person has a speech impediment.

    Decision

    Let’s vote for the initiative.
We will return speech therapy centers to children’s educational institutions with the official rate of a teacher – a speech therapist.

On March 2, as part of the Russian Construction Week 2023 , the final conference on digital transformation of the construction industry was held “Digitalization in housing development” Exploitation”. Smart new building” . The event was organized by ANO “Smart Apartment Building”, NOZA, portal ERZ. RF and JSC “Expocentre”.

As part of the conference, developers, IT specialists, representatives of management companies and experts discussed all aspects of smart building management companies and the Internet of Things, from the infrastructure of smart new buildings

In his welcoming speech, Nikita Utkin , Director General of ANO Smart Apartment Building (pictured below), said that on March 1, 2023, a committee on smart infrastructure was formed, which will develop standards and standardize in this area.

According to him, standardization is of particular importance for ANO Smart Apartment Building: in the coming years, more than 70 regulatory documents will be developed and implemented that will help shape the market for smart apartment buildings.

In addition, a scoring system will be created to determine the degree of “domestic” products of Russian companies.

Head of NOZA staff and ERZ.RF portal Kirill Kholopik (pictured) noted that the United Resource of Developers is actively involved in the formation of the market for smart new buildings. In particular, a methodology for assigning classes to smart MKDs has been developed, a project has been launched to study mobile applications for residents, and joint work is underway with ANO “Smart Apartment Building” to develop regulatory documents.

The third edition of the methodology for assigning classes to smart new buildings was presented at the conference by the Deputy Commercial Director of the Institute for the Development of the Construction Industry (IRSO – manages the ERZ.RF portal) Alexander Korol (pictured below). To date, more than 130 residential complexes have been assigned smart home classes from E to A, they are listed in the relevant register, the specialist specified.

ERZ. RF and IRSO also launched a study of full-service mobile applications for residents of smart apartment buildings. Detailed information about them is currently being collected, including functionality and supported devices. Then, the development of a methodology for evaluating mobile applications for smart new buildings will begin.

Chief Engineer of SS&AK GK INGRAD Ivan Yemelyanov proposed to develop a methodology for assigning classes to smart apartments, noting that there are no uniform standards at this level yet, and each developer draws up his own.

Kirill Kholopik supported the proposal, noting that work on compiling the relevant methodology would begin in 2023. In the future, when assigning a class to a smart new building, it will also take into account exactly how many smart apartments and what classes are located in it.

According to Anton Valeev, Project Manager of the Intersvyaz Center for Products and Innovations (pictured), it is useful for companies associated with smart new buildings to take into account any experience. For example, Intersvyaz (one of the main activities of the company is the development and installation of smart intercoms) on its own initiative equipped all intersections in Chelyabinsk with surveillance cameras and handed them over to the city free of charge. Data from the cameras is used to analyze controversial accidents.

Chief Product Manager of TRASSIR Integrated Security Solutions Olga Sinyavskaya said that sometimes management companies refuse to implement smart yard and smart home systems due to the high cost of replacing equipment.

However, there is a solution to this problem: the modernization of existing systems. For example, it is possible to retrofit an existing video surveillance network with additional modules that will expand its functionality: automatic defocus detection and object recognition will be added, as well as automatic warning about the detection of suspicious faces.

LETIT Infrastructure Services Product Manager Ivan Pashkin drew the attention of the audience to the fact that developers often do not involve telecom operators in the design of residential complexes. As a result, quite often inside buildings, in closed common areas that do not have windows, in elevators and underground parking lots, not only is there no mobile Internet, but also cellular communications as such.

According to him, it is impossible to develop a service for residents of smart apartment buildings without providing for communication. This can only be done in conjunction with providers who will install their own digital infrastructure in the new building.

During the discussions and foresight sessions held at the conference, their participants identified the main trends in the development of smart new buildings. In particular, according to the voting results in Telegram, 42% of respondents pointed out the importance of automating the work of management companies with applications from residents of MKD. 32% noted the importance of developing electronic forms for holding meetings of homeowners.

In the field of video surveillance, according to experts, the main trends are video analytics, as well as an increase in the number and places of observation. At the same time, opinions regarding video analytics differed.

Some participants argued that customers need basic functionality – face recognition. Others have announced that developers and management companies are also interested in automatic recognition of fires, accidents, fights and the facts of throwing debris out of the window.

At the same time, experts called its high cost the main deterrent to the implementation of video analytics.

Speaking about access control systems, participants came to the conclusion that biometrics will become their main technology in the next 10 years. In a discussion about the engineering of smart new buildings, experts noted that an important role will begin to play a comprehensive monitoring of the performance of engineering systems and automation of elevator control. This will reduce the cost of operating such systems.

At the end of the conference, smart building market professionals discussed full-service mobile applications for apartment building residents.
