There is construction, but there is urban planning politicians, take a firm, sometimes tough position on issues that are significant for the townspeople related to the development of Novorossiysk, often disagree with the opinion of the majority of deputies, criticize the activities of officials responsible for urban planning. Tell me, how do you assess the urban planning policy in Novorossiysk and does such adherence to principles hinder you?

— I think urban planning is like love. For it to be, it needs to be done! The last two decades in Novorossiysk were marked by an unprecedented pace of construction in the history of the hero city. In pursuit of housing records, we furiously developed our city, doing construction, but not urban planning. As a result, by the end of 2020, Novorossiysk found itself in the position of zugzwang. I sincerely thank the Governor of the Krasnodar Territory, Veniamin Ivanovich Kondratiev, who then, by his strong-willed decision, stopped this unbridled obscurantism. Hope The Institute for the Integrated Development of Territories (KRT), which is now being used, will streamline the development of the long-suffering Novorossiysk .

At the same time, I want to remind you that KRT is not only and not so much new kindergartens and schools, with which developers so sweetly lull city residents now. Of course, we need these social facilities, but we must also remember something else: Chapter 10 of the Town Planning Code of the Russian Federation (KRT), in addition to improving the housing and social conditions of citizens, requires the authorities and developers to create the necessary conditions for the development of engineering and transport infrastructure, as well as landscaping .

The Governor of the Territory has repeatedly drawn the attention of officials and businessmen in the construction industry to the primary solution to the communal problems of Novorossiysk residents, the resolution of the difficult situation with roads, as well as the lack of a sufficient number of green areas in our city. On one of his visits to Novorossiysk, the head of the region, assessing the exorbitantly growing appetites of developers, said the following: “I respect the interests of business, but the interests of the local population are a priority for me.”

Such an attitude towards the Novorossiysk residents on the part of the governor and, of course, the requirements of the law are the solid foundation of my principled position in the Duma when issues of urban planning policy are being considered. This position does not interfere, but rather helps me achieve the desired results, despite serious, sometimes fierce opposition. An example of this is the adoption of the latest changes to the master plan of Novorossiysk in the fall of 2020.

Believe me, if it weren’t for the principled position of the district deputy at that time, which fully corresponds to the vector set by the governor of the Krasnodar Territory Veniamin Ivanovich Kondratyev, today in Myskhako they would have built multi-storey residential buildings on the heads of private owners, and next to the “Well of Life” there would have been shopping pavilions or, even worse, a disco. And there were many such examples.

Regarding your question about my opinion, which is sometimes against the opinion of the majority, I want to say that in my opinion this is absolutely normal, and this happens not only with me. In general, the activity of the Duma is based on collective and free discussion. The main rule of a deputy is to always be guided by the fundamental interests of his constituents. Understand, I did not come to the Duma to be friends with or against someone. I am the chosen one of the people, and along with municipal officials, I have to “hoe like St. Francis.” Such, according to the President of the country V.V. Putin, should be our work. Therefore, you need to work honestly and, of course, constantly be prepared for the fact that you will be tested for strength all the time.

Criticism is necessary and sometimes useful

— Now quite often we hear criticism of officials and deputies. Tell me, how do you feel about such criticism and are you ready to have a dialogue with people who constantly criticize the authorities and your activities too?

– In my opinion, criticism should be – and sometimes even useful. I am absolutely fine with it, but there is one significant nuance here: we can conduct a dialogue with any people who are dissatisfied with the actions of the authorities, if they offer a constructive agenda. But if it is only a question of attracting public attention to oneself in this way, or simply discrediting someone, then for me this is not interesting for dialogue.

– Sergey Vladimirovich, do you consider yourself a politician?

– I would not like to consider myself a politician at all. Given my experience in public service and the current work as a people’s representative, I concluded that more I would like to become a statesman. Do you know the difference between statesmen and politicians?

“The former think about the future of the country and their people, while the latter think about the upcoming elections,” is a quote. Therefore, the philosophy of the former is closer to me, although I am not yet mature enough and have not yet had time to do much for my city and the Motherland as a whole.

– Not so long ago, the deputies accepted the report of the head of the city and recognized his work as satisfactory. I have developed a constructive, businesslike and very productive relationship with Andrey Vasilyevich. As you know, he devotes a lot of his attention to solving the problems of the residents of my constituency. During his tenure as head, he repeatedly visited the Myskhak rural district at the invitation of a deputy and on his own initiative, made tours of the territories with me, received citizens, gave the necessary instructions to his deputies, and sought their execution. I hope this will continue to be the case.

As for personnel reshuffles in the administration, I will tell you the following: there are no perfect systems, and the most difficult task for any leader is to put, in the good sense of the word, the right person in his place. The project includes a school, a clinic, a parking lot and three kindergartens. One of the kindergartens was designed by the famous French architect Dominique Coulomb – it turned out to be a real masterpiece, as if assembled from multi-colored building blocks. This garden is already working, and kids go there with joy. Another kindergarten for 215 children will open in the second quarter of 2023.

Houses of varying heights in Green park are placed in such a way that plenty of natural light enters the apartments, they create a clear visual rhythm of the area. There are shops and cafes on the ground floors of the houses. Cozy courtyards-parks are free from cars and completely given over to people. The courtyards will be connected by a wide alley leading to the central square with a recreation area. There is a dry fountain on the alley – a decoration of the territory and a place for fun games with water. A children’s eco-playground made of natural materials has already been opened. For sports fans, we have equipped workout areas, made basketball and football grounds, and installed all-weather ping-pong tables.

We designed the area so that residents can spend more time outdoors, have the opportunity to play sports close to home, and go to the park was as easy as going to the store.

A 10-minute walk from Green park are the Main Botanical Garden of the Russian Academy of Sciences and the Sviblovo estate. A large pedestrian alley has become a local attraction, along which you can walk directly from the house in 5 minutes to the Botanical Garden – it is convenient to walk along the alley with a pram, ride roller skates and bicycles. Nearby are the hypermarkets “Auchan”, “Karusel”, TRC “Europolis Rostokino”.

Project features Houses in Green park of different heights: from 11 to 22 floors. Thanks to this architecture, natural light freely enters apartments and courtyards.
Houses, parks, playgrounds and sports grounds of the project are connected by a wide and green pedestrian boulevard. The residential area has a school and three kindergartens, one of which was designed by the French architect Dominique Coulomb.
Green park is the first of PIK’s projects in which a dry fountain appeared right on the pedestrian alley. It does not have a bowl, and the jets hit directly from the sidewalk, which is especially pleasant to walk on a hot day.

Life in Green park

From the residential area to the Botanichesky Sad metro station, it is only 5 minutes on foot along a beautiful alley. And 16 minutes away, not far from the Botanical Garden, is Huaming Park – with traditional arches, a pond and a monument to Confucius. The well-equipped Yauza embankment is also nearby.

Layouts

Green park has a variety of layouts: from compact studios to apartments for large families. There are layouts with large kitchen-living rooms, two bathrooms and a balcony. You can buy an apartment with a finished finish – and immediately move.
We use only modern materials: paintable wallpaper, class 33 moisture-resistant laminate, wall and floor ceramic tiles, stretch ceilings and skirting boards with cable channels. The walls will be painted white – if you want, they can be easily repainted in any other color.
