Sichuan provincial government supported the construction of over 100 kindergartens. They are designed for more than six thousand kids.
In the city of Chengdu, the administration subsidizes the operation of such institutions by giving them grants of up to 300,000 yuan. How a typical kindergarten works can be seen in the Hongmenjie community in Chengdu. Here, children aged six months to three years study, play, sleep and receive two meals a day.
Shen Minhui, secretary of the local party committee:
“Our community has over 2,000 children under the age of three, but until this year there was no institution to care for them. Now there is a kindergarten for 65 places.”
This kindergarten was once a community center, so no rent is required, which cuts the cost of attendance in half. As a result, taking into account other benefits, parents transfer less than 700 yuan per child per month. Most kindergarten students live very close, their parents take them home after work.

“Raising twins is not cheap. One of us has to work, so we send them here.”
In China, the State Health Committee oversees the care of children under the age of three, so kindergarten students are also provided with medical services.

According to official figures, there are about 42 million children under the age of three in China. Every third of them needs additional care, but kindergartens meet this need by only 5%. By increasing their number, the authorities seek to create a favorable environment for raising children and increase the birth rate in the country.
