On Wednesday morning, three natives of Central Asia were arrested in the United States on charges of criminal conspiracy to assist a terrorist organization.

Kazakh citizen and residence permit holder Ahror Saidakhmetov, 19, was arrested by the FBI at New York’s Kennedy Airport before boarding a Ukrainian airline flight to Istanbul.

24-year-old Uzbek Abdurasul Khasanovich Dzhuraboev, who also has a green card, was arrested at his home in Brooklyn, having previously obtained permission from the court to break down the door without warning.

30-year-old Uzbek Abror Khabibov, who lives in Brooklyn but is currently in Florida, was taken into custody there. Khabibov owns stalls that sell kitchen utensils and repair mobile phones. They are located in shopping malls in Jacksonville, Savannah, Philadelphia, Chesapeake and Virginia Beach.

In the fall and winter of 2014, Saidakhmetov worked at Khabibov’s kiosks in Savannah, Philadelphia and Chesapeake, according to FBI investigator Ryan Singer, who applied to the court for an arrest warrant for all three.

Saidakhmetov and Juraboev appeared before a federal judge in Brooklyn on the same day, and Khabibov in Jacksonville, Florida.

Deal with Obama

The investigation began on August 8, 2014, when the FBI, scouring social media, drew attention to a post on the Uzbek-language website Hilofatnews.com that promoted Islamic State ideology and encouraged Uzbeks to join the organization, which the State Department The United States officially classifies it as a terrorist.

The site, which ceased to exist on August 15 last year, contained videos, photos and articles about IS military operations in Iraq and Syria, as well as quotations from the Koran, video sermons about the global caliphate and calls to join jihad.

“I’m in the US right now, but we don’t have any weapons,” wrote the author of the post that caught the FBI’s attention. “But is it possible to dedicate oneself to single-minded martyrdom while here? I mean, is it enough to shoot Obama and then be shot yourself? That would strike terror into the hearts of infidels.”

The post was signed “Abdullah ibn Hasan”. The FBI studied the archives of the Hilofatnews website and found that this text came from a computer whose IP address led investigators to Juraboev’s apartment in Brooklyn. The owner of the apartment readily admitted that he uses the name Abdullah ibn Hasan and allowed the investigators to examine his iPhone. They quickly discovered that this number often accessed the specified site.

During this meeting, Juraboev acknowledged that he is the author of this text and shares the goals of ISIS, including the establishment of a caliphate in Iraq and Syria. The young man said that, “be it the will of Allah”, he will go to Syria to fight for ISIS, but now he does not have money for this.

Finally, Juraboev admitted that he would deal with President Barack Obama if the opportunity presented itself, but at the moment there is none, so he is not planning anything in the near future.

“I want to be a martyr”

On August 18 last year, the FBI interviewed him for the second time. Juraboev admitted that he does not like Obama, because he kills Muslims with IS bombings and his support for Israel. But if he kills Obama, it will not be because he wishes him harm, but by the will of Allah or by order of the ISIS, which he tried to contact through the Hilofatnews website.

According to Dzhuraboev, the order to kill the US president does not have to come from the head of ISIS, Abu Bakr Baghdadi: it can be given by anyone in this organization, as long as this order is based on the Koran or the Sunnah.

Juraboev added that if IS had also ordered him to detonate the bomb on Coney Island, he would have done it.

During this conversation, a young Uzbek wrote expressed his views in his native language. Among other things, he wrote: “I sincerely want to become a martyr for the sake of the Islamic Caliphate in the fight against polytheists and infidels.” Juraboev repeated in this statement that he was ready to kill Obama not out of personal dislike for him, but for the sake of Allah.

“What Allah wills to be!” he wrote at the end.

Answering investigators’ questions, Juraboev named his friend and colleague Saidakhmetov as his like-minded person, who shares his views on ISIS and discussed with him the desire to go to Syria or engage in jihad in the United States.

The way through Turkey

Having learned the name of Saidakhmetov, the FBI found out that on August 4 last year, he also went to the specified site and mentioned in his post a video called “On the prophetic methodology”, which depicts scenes of a collective oath of allegiance to ISIS and mass executions of Iraqi soldiers, captives during the capture of Mosul.

“Allah Akbar! – Saidakhmetov wrote. – I was very glad to see all this, this victory filled my eyes with happiness.”

Taking note of friends, the FBI worked them out in their usual way: they recorded their conversations and sent a secret informant to them. Usually the FBI checks its agents for a long time and then characterizes them to the court as reliable sources of information, but in this case, Investigator Singer stipulates that he does not vouch for his informant and uses him only to record conversations with the accused.

Court documents give extensive excerpts from these conversations, in which they discuss, for example, the best way to get to Syria, and stop at Turkey. On September 24 last year, Saidakhmetov complained to an undercover agent that he had already made plans to go to Syria for jihad, but his mother took away his passport. According to him, he will lie to her that he needs a passport to travel to Uzbekistan, but in fact he will go to Turkey and make his way to IS.

On November 14, Saidakhmetov shared with Dzhuraboev the idea of ​​joining the US Army in order to then supply IS with intelligence information. When Juraboev was skeptical about this idea and said that it would be difficult for his friend to constantly control himself, he replied that at worst he would open fire on American soldiers.

Cover your tracks in Odnoklassniki

On December 9, Saidakhmetov showed himself to be a greater conspirator than Juraboev and asked him to delete his account from Odnoklassniki, since the FBI is rummaging through this social network as well.

According to the FBI, Juraboev really followed his advice.

According to Singer, the investigation established that in December, with the help of his employer Khabibov, Juraboev bought a ticket to Istanbul to go to jihad from there. Juraboev told the informant that he paid for ticket 59$8 and due to fly March 29th.

On January 5, he reasoned that he only needed to take $400 with him, because when he docked with IS, he would not need the money.

On January 15, Saidakhmetov told the agent that if he didn’t have a document to travel to Turkey, he would “simply buy an AK-47 assault rifle and go shoot the police.”

“It’s legal in America to carry guns,” he said a little later.
