Licensing Orientations
As a new applicant, you are required to attend an orientation session offered by the Office of Child Care (OCC) before the OCC can conduct an initial inspection.
To become a child care provider you first need to decide if you want to open a business in your home or if you want to create a center-based business.
Below is a definition of each type of business:
- Family Child Care – You may provide care for up to 8 children in your home
- Large Family Child Care – You may care for up to 12 children in your home
- Child Care Center – You may provide care in a facility outside of your home that is zoned to be used as a child care center. The number of children you serve is dependent upon the square footage of the building.

REGULATION REVIEW TRAINING FOR NEW CENTER DIRECTORS (Directors Administration Training)
This training is offered by the office for new center directors. It is required by regulation COMAR 13A.16.06.05B(5) which states, “Within 6 months after date of hire, complete a regulation training to the requirements of this subtitle that is conducted by the office, if hired on or after January 2009.
”

Effective April 15, 2012, the FBI moved to an all-electronic criminal background check (CBC) application process and is no longer accepting hard-copy fingerprint cards.
Because the Maryland Criminal Justice Information System (CJIS) follows FBI guidelines, the use of hard-copy CBC applications at the State level are also being phased out as of that date. Instead, all CBC applicants are being encouraged to submit their applications electronically. However, hard-copy applications are still being accepted by CJIS if electronic submission is not possible. Electronic applications may also be submitted through many State and local police agencies. To File a Complaint
If you believe a particular child care program is in violation of State child care licensing laws or regulations, you may file an official complaint against that program. To file a complaint, contact the Regional Licensing Office covering the county where the program is located. Complaints may be filed in person, or by telephone, or in writing by e-mail, fax, or letter. Anonymous complaints are accepted, so complainants do not need to identify themselves. Each complaint is investigated by the Regional Licensing Office. Upon completion of the investigation, a report of findings is created. This report is available upon request if the investigation confirms that the violation occurred, or if it cannot be determined whether or not the violation occurred.
Medication Administration Training for Child Care Providers
The Medication Administration Training (MAT) is a pre-service training required for individuals seeking to acquire a Child Care Center License or a Family Child Care Registration in Maryland. MAT is provided by licensed Maryland Registered Nurses who have completed Medication Administration Trainer training and are apporved by the Nurse Consultant in the Office of Child Care’s Licensing Branch. MAT is a six (6) hour training conducted in a classroom setting with theory and practice. A certificate is awarded upon completetion of the course in addition to passing content and skill tests.

The Family Child Care Provider Grant Program (FCCPGP) exists to help registered family child care providers offset some of the costs of opening their child care programs.

Bowie owes its existence to the railroad. In 1853, Colonel William Duckett Bowie received a charter from the Maryland Legislature to build a railroad line to Southern Maryland. In 1869, the Baltimore and Potomac Railroad Company began building a railroad from Baltimore to Southern Maryland, ending at Pope’s Creek. The area was already dotted with small farms and large tobacco plantations in an economy based on agriculture and slavery. In 1870, Ben Plumb, a land speculator and developer, sold the building lots around the railroad junction and named the settlement Huntington City. By 1872 the line was complete, along with a “branch” to Washington, D.C.
, and the entire line through Southern Maryland was completed in 1873.
Huntington City was renamed Bowie in 1880 in honor of Colonel Bowie’s son and business partner. Auden Bowie, [8] [9] [10] [11] former Governor of Maryland [12] and later President of the Baltimore and Potomac Railroad. [13] Developers first subdivided the land into more than 500 residential lots to create a large urban lot at the junction of the main Baltimore and Potomac highway to south Maryland and a branch line to Washington, DC.

(January 2013) (Learn how and when to delete this message template) A second railroad entered the community when the Washington, Baltimore, and Annapolis Electric Railroad Trolley began operating at 1908 year. The convergence of the two rail systems prompted the Agricultural Society of Southern Maryland to build the Bowie Speedway in 1914. The track allowed Belair Stud to become one of Maryland’s premier areas for thoroughbreds. In the same 1914, a normal school was opened, or a normal school as it was then called, was built for African Americans, not far from the city. This has now become Bowie State University. The city of Bowie was included in the 1916 year. Belair in Bowie In 1957, Levitt & Sons purchased the nearby Belair Estate, an original colonial plantation by Maryland Governor Samuel Ogle, and developed the Belair residential area in Bowie. Two years later, the city of Bowie annexed Levitt’s properties and then re-incorporated the now larger area into the city in 1963. The vast majority of Bowie’s residents today live in this community built in the 1960s by Levitt, whose street names are alliterative. Belair EstateThe original Belair Estate contains the Belair Mansion (circa 1745), a five-story Georgian governor’s house. Samuel Ogle and his son Governor Benjamin Ogle. It was bought in 1898 by a wealthy banker. James T. Woodward who, having died at 1910, left it to his nephew, William Woodward, Sr., who became a famous horse rider. Renovated to reflect its 250-year heritage, the mansion is listed on the National Register of Historic Places. Belair Stable, on the estate, was part of the famous Belair Stud, one of the main racing stables in the 1930s, 40s and 50s. Owned and managed by William Woodward, Sr. (1876–1953), closed in 1957 after the death of his son, Billy Woodward. [3] :16–17 The first European to see the area was John Smith in 1608 when he traveled across the Chesapeake Bay from Jamestown. Harford County has suffered from soil and groundwater pollution since the establishment of the Aberdeen Proving Ground. The military facility is conducting research for the United States Army and has released various chemicals into the soil and groundwater, including mustard gas and perchlorate. Harford Community College has many cultural venues. The Student Center houses the Chesapeake Gallery, a collection of art from renowned artists as well as students and faculty, and the Chesapeake Theatre, a theater venue used by the Phoenix Festival Theater Company, a student theater group. Harford Community College also has Joppa Hall, which houses the Blackbox Theatre, an additional theater venue used by the Harford Dance Theater Company and the HCC Actors Guild. The Joppa Hall also houses the Joppa Recital Halls, where musical performances take place. Also in HCC is the Hays-Heighe House, a museum dedicated to the history of Harford County. The Harford County Historical Society, one of the oldest county historical societies in Maryland, was founded in 1885 to preserve, promote, and interpret the history of the county and its people. Today, it is headquartered on Main Street in downtown Bel Air in the historic 1936 Old Bel Air Post Office, which houses an archive, exhibition space, and research library. History19th century Bowie owes its existence to the railroad. In 1853, Colonel William Duckett Bowie received a charter from the Maryland legislature to build a railroad line to Southern Maryland. In 1869, the Baltimore & Potomac Railroad Company began building a railroad from Baltimore to Southern Maryland terminating at Popes Creek. The area already had small farms and large tobacco plantations, and the economy was based on agriculture and slavery. In 1870, Ben Plumb, a land speculator and developer, sold the building lots around the railroad junction and named the settlement Huntington City. By 1872, the line was complete, along with a “branch” to Washington, D. In 1880 Huntington City was renamed Bowie in honor of Colonel Bowie’s son and business partner Auden Bowie, former governor of Maryland and then president of the Baltimore and Potomac Railroad. Developers first subdivided the land into more than 500 residential lots to create a major urban lot at the junction of the Baltimore and Potomac Main Line to south Maryland and a branch line to Washington, D.C. 20th centuryBy 1902, Baltimore and the Potomac had been bought by the powerful Pennsylvania Railroad. The second railroad entered the community when at 1908, the Washington, Baltimore and Annapolis electric trolleybus began operation. Large intercity carriages brought rapid transit to the area, and trains ran hourly. Bowie area stations included High Bridge, Hillmead and the Hippodrome. The convergence of the two railroad systems prompted the Agricultural Society of Southern Maryland to build the Bowie Racecourse in 1914. Belair in BowieIn 1957, the firm of Levitt & Sons purchased the nearby Belair Estate, the original colonial plantation of Maryland Governor Samuel Glazey and developed the residential community of Belair in Bowie. Two years later, the city of Bowie annexed the Levitt property and then re-incorporated the now larger area into the city in 1963 year. The vast majority of Bowie residents today live in this 1960s-planned community by Levitt, whose street names are in alliterative parts. . Levitt & Sons has long banned the sale of homes (including resale by owners) to African Americans, leading to protests during the 1963 Bowie civil rights movement. Belair Estate The original Belair Estate contains the Belair Mansion (circa 1745), a five-section Georgian house of Governor Samuel Ogle and his son Governor Benjamin Ogle. Belair Stable on the estate was part of the famous Belair Stud, one of the finest stables of the 1930s, 40s and 50s. Owned and operated by William Woodward, Sr. (1876–1953), it closed at 757 after the death of his son Billy Woodward.
