Child Care Tuition Assistance | Community Development, City of Madison, Wisconsin

 

Financial assistance is available to City of Madison residents that are ineligible for the Wisconsin Shares Child Care Subsidy Program and meet the City of Madison eligibility requirements. Depending on your family’s income, you may be eligible for full or partial funding based on a sliding fee scale.

Madison Child Care Assistance is directly tied to the City of Madison’s commitment to quality early care and education. Funded families must use a center or family child care provider that is accredited by the City of Madison.

How to Apply

Families must reside within the City of Madison limits and must remain within City of Madison limits for continued eligibility. You can verify your address online with the City Assessor’s Property Look-up tool.

Call the City of Madison Child Care Assistance Program at (608) 267-4996 or email childcareassistance@cityofmadison. com. Please provide clear contact information so the Child Care Scholarship Coordinator can contact you and discuss the application process. 

Eligibility Guidelines and Family Share

If your family’s gross income is below the guidelines listed, you may qualify for the Wisconsin Shares Child Care Subsidy program and can apply online at WI Shares Child Care Subsidy Program.

The City of Madison uses a sliding scale to determine a family’s eligibility and co-pay. Partial assistance is available for families whose income is above the guideline listed. Health, vision, dental, medical flex plan, shelter expense and child support paid to another household are deducted from the household’s gross income prior to determining eligibility.

Tax Implications:

Important Tax Implications under applicable IRS regulations, any subsidies for dependent care provided by the University are required must be reflected on your Form W-2 as employer-provided dependent care assistance. These subsidies are taken into account in determining the maximum annual exclusion for tax-free employer provided dependent care assistance (currently $5000 annually). This includes both the University discounted rate and any direct fee reduction approved for eligible families. You will therefore want to take into consideration any University-provided subsidy for Penn Children’s Center in determining your salary reduction election for the University’s Dependent Care Expense Account Plan. The total amount of any subsidies and the total amount of your contributions to the Dependent Care Pre-Tax Expense Account cannot go over the annual limit of $5,000. Any amounts over the IRS limit would be reflected on your W-2 as imputed income. Peculiarities of the regime of 6-year-old children who started education in kindergarten

In accordance with the training program for children of 6 years of age, the maximum teaching load during the week is no more than 20 hours, and daily – 4 hours, i.e. 4 lessons per day. Unlike preparatory groups that work according to a typical program of education and upbringing, children who study from the age of 6 have a slightly larger study load per day due to the 35-minute lesson duration versus 25-30 minutes allotted for classes. A prolonged school day leads to a change in the regime – a reduction in the duration of a walk and daytime sleep. These changes are less pronounced with a dispersed structure of training sessions during the day, when 3 sessions are planned after breakfast, 1 after lunch. At the same time, the duration of the walk is practically not disturbed, daytime sleep is reduced by only 15 minutes, and the general usual daily routine changes slightly. The fundamental approaches to scheduling lessons, organizing study work and rest do not differ from those given above.

In the usual conditions of a children’s institution, where there are good conditions for walking, sleeping, playing activities, children adapt more easily to their new educational work.
