Child Care Quality Ratings – Child Care Aware® of America

What is a Quality Rating and Improvement System (QRIS)?

QRIS is a general term used to describe a system that helps parents understand the level of quality in child care, preschool, and school-age care programs. QRIS was designed to help parents compare different programs by using the same set of standards. It also helps child care providers improve and communicate their quality to parents.

If your state has a QRIS, it is probably called by a different name. Check out our State by State Resource Map to learn more about your state’s specific program.

  • Does my state have a QRIS?

    Not all states have a QRIS, but many do. In some states, the QRIS is regionally-based. To find out if your state or region has a QRIS, click on our State by State Resource Map.

  • How does it work?

    QRIS is similar to rating systems for restaurants and hotels. Programs earn their ratings in different ways depending on the state. Higher ratings mean more quality standards have been achieved in a program. To learn more about how your state’s QRIS system works, contact your local Child Care Resource and Referral agency.

  • Who rates child care programs?

    A child care program earns its QRIS rating in different ways, depending on which state you live in. In some states, programs submit paperwork to be reviewed by quality consultants, and in other states, trained observers rate the program on a set of quality standards. Check with your local Child Care Resource and Referral agency to find out who rates child care providers on the QRIS in your state.

  • What standards does QRIS address?

    Each QRIS uses slightly different standards. Overall, most QRIS requires programs to have a child care license as a minimum standard. Other standards that are common among QRIS address health and safety, curriculum, the learning environment, family engagement, and provider qualifications. Some states may also have specific infant/toddler standards.

  • Are all child care programs rated?

    Not all child care programs are rated. In some states, child care programs have to be on the QRIS if they are licensed or if they accept child care vouchers. In other states, it is voluntary for providers. To find out more about your state’s QRIS, visit our State by State Resource Map

  • Does the QRIS take the place of licensing?

    QRIS does not take the place of a child care license. A child care license shows that providers have met basic health and safety requirements. QRIS is a way of measuring quality beyond health and safety requirements. Because licensing requirements and QRIS standards vary from state to state, it is a good idea to confirm a child care provider’s license and review inspection reports even if they participate in a QRIS.

  • Does the QRIS take the place of National Accreditation?

    A program that is on the QRIS may or may not be nationally accredited. In some states, national accreditation is built into the QRIS standards. It is still important to ask providers if they have earned national accreditation. The National Association for the Education of Young Children (NAEYC) and the National Association for Family Child Care (NAFCC) are the two largest organizations that accredit child care programs.

It is important for Demid to know that first there will be a lesson, then a walk, followed by lunch and a quiet hour. So the world becomes predictable, which means there is no cause for concern.

Who is a tutor

A tutor (eng. tutor – mentor, tutor, teacher) is a specialist who accompanies a child with special needs during the entire period of stay at school or kindergarten. The tutor helps to understand the tasks, monitors the child’s well-being, encourages correct behavior and stops potentially dangerous situations that may arise.

While Demid is sitting at a separate table, a little away from other children who are gathering in a circle on the carpet. He joins them at the last moment, when the general lesson begins. He sits for a short time, listens, observes and, together with the tutor, goes for a walk around the kindergarten, just to walk, be alone for a while, and then return to the next lesson.

When parents enroll their children in Kindergarten No. 53 in St. Petersburg, they do not know which group their child will fall into. For six years now, ordinary children and children with behavioral problems, with an autism spectrum disorder, have been brought up here together.

Tutor Demida is not always the same person. In order for children with autism to learn to cooperate with different adults, helpers for children change. The main thing is that such an adult is always calm, friendly, but confidently stands his ground.

He has his own trajectory, his own schedule and activities, which now and then intersect with the common affairs in the group. So Demid does not get tired and at the same time receives the necessary social skills.

Each child with special needs, who needs it, has a personal adult every day in the 53rd kindergarten. In the group where Demid goes, there are three children with autism, two have a tutor. For 20 children, four adults are obtained along with a teacher and his assistant.

These guys have been together for three years, now they are five or six years old.

How else can you learn to be friends if you don’t communicate with children?

Kindergarten No. 53 in the dormitory Frunzensky district is the only regular district kindergarten in St. Petersburg where children with behavioral problems are admitted. They do not dismiss them, do not send them to correctional gardens, but think over their own development program for everyone.

It all started nine years ago. Three children entered the kindergarten at once, with whom the teachers did not know how to interact. Children did not listen to adults and seemed to be self-absorbed. However, they did not have any diagnoses.

“Educators with square eyes come running: oh, we have such a specific child, we don’t know what to do. Does not understand explanations, does not respond, does not respond to any requests or prohibitions. One kid then got stuck on cars and was not interested in anything else at all, – recalls the director of kindergarten No. 53 Nadezhda Tretyakova . – Surprisingly, parents in the behavior of their children were not alarmed by anything, they perceived it simply as a feature of character.

And then a new law on education was already issued, which spelled out equal rights for all children. And that each institution should create conditions for any category of pupils. The parent can choose the nearest kindergarten, and the kindergarten should think about how to help the child if he has any developmental deficits.

We decided not to be outsiders, but to do everything right. We need to be able to work with any children – we will learn. We have not discussed this at one teachers’ council, the decision was made collectively.

Nadezhda Tretyakova, as she herself says, is a revolutionary by nature. She became a director at the age of 28, before that she worked as an educator. The staff of Kindergarten No. 53 began to write letters to pedagogical institutes, looking for refresher courses, but such courses simply did not exist then. The stars aligned when the Naked Heart Foundation partnered with kindergartens to develop early intervention services for children with autism. At first, the project included nine kindergartens in St. Petersburg, now the program is being implemented in only three educational institutions, of which only one is an ordinary district kindergarten – No. 53.

Ready to take anyone

“My parents ask me: “Can you guarantee that my child will not be pushed or hit?” And I honestly say that I cannot guarantee. But not because I have a child with special needs in my group,” Director of Kindergarten No. 53 Nadezhda Tretyakova is ready for dialogue

Now Kindergarten No. 53 is ready to accept any child with any behavior specialists from the Naked Heart Foundation. There is a counseling center, a parent training program “Early Bird”. Moms and dads are told about the features of autism, how to establish communication, the program also includes home visits – specialists come to a child with ASD at home and help build mutual understanding with all family members, so children come to kindergarten already a little prepared.

Toddlers with ASD are first placed in a resource group where they receive an intensive behavioral program based on Applied Behavior Analysis. Three hours a day, one on one with an adult. There is a special room for them in the garden. It is divided into small compartments with soft partitions, the windows are curtained in it, and there is nothing superfluous so that the children are not distracted and can concentrate.

After all, a child with autism is more interested in objects than people, and the task of specialists is to teach them to be interested in people, both peers and adults. In the classroom, kids are taught to perform simple tasks, for example, give a cube or show a ball in a picture, they are taught to play. It’s hard for kids with autism. Everyone has their own timer. Every four or seven minutes there is a break in the practice for free play.

Not all kids from this group then go to kindergarten, some need education in a small team or at home. But if in the first year a child has learned to listen, perceive an adult, understands requests and reaches out to other children, he falls into an inclusive group. Where he is with everyone, but develops according to his own program.

How else can you learn to be friends if you don’t communicate with guys? Ordinary children are happy to help, involve in the game, children with ASD will be the first to be called in a couple at a music lesson, because they know that they themselves will not fit. So Demid is happily spinning in a dance, waving maple leaves, today they are rehearsing an autumn holiday.

“Of course, we are not without difficulties. Here is Vanya in the next group, a wonderful boy who has learned to talk, knows how to play, masters the program well, but he has communication difficulties, he can hit a person who is nearby. If such a child came to an ordinary kindergarten, he would be told – sorry, first you cope with the behavior, and then come, – says Svetlana Vasilyeva.

– We are working to get this behavior out of the way. When we saw that Vanya could hit, immediately the adult began to stay between him and other children all the time, this is the first thing we did, physically did not allow this to happen again. And then we analyzed Vanya’s actions and built him a behavioral plan.”

– Parents ask me: “Can you guarantee me that my child will not be pushed or hit?” And I honestly say that I cannot guarantee. But not because I have a child with special needs in my group, but because when 25 children play together, dress for a walk, I can’t provide this for you, this has nothing to do with the presence of a child with special needs. Our children live an absolutely normal life, they quarrel, they can push, they can fall.
