Hiring Process

  1. Apply online or in person (please call before you arrive)

  2. The Director will look over resumes and call back candidates that are the best fit

  3. We will then schedule an interview within 2 weeks if interested 

  4. The Director or Head Teacher will conduct the initial interview 

  5. After the interview you will complete a 30 minute in class observation 

  6. The Director will then score your test results

  7. The Director will conduct a reference check and background check 

  8. Interview and score results are submitted to the Board of Directors for final approval

  9. The Director will contact candidates who succeeded interview process 

  10. You will then complete a 1-3 day orientation (paid)

  11. When you begin your first day you will start a 3 month probation period

SC explained what to do if there is no place for a child in a kindergarten near the house

The mother of a little boy from the city of Vsevolozhsk, Leningrad Region, turned out to be a troublemaker. She was refused by local officials to give her child a referral to the nearest kindergarten. There, they explained to their mother, there was no queue and no places. Places were found only in a neighboring village 50 kilometers away. This woman did not like it at all. She took the baby to her grandmother for two and a half thousand kilometers, since it was time for her to go to work, and the single mother did not have relatives “within walking distance”.

To protect the rights of the child, the young mother went to the local court to get a normal job. But both local courts – first and second instances – sided with the officials. The stubborn mother went all the way to the Supreme Court.

The Judicial Collegium for Civil Cases of the Supreme Court considered illegal the inaction of the district administration, which could not provide the child with a place in a municipal kindergarten within walking distance from the house. The existing queue for kindergarten, according to a high authority, does not excuse officials, because they must anticipate the need for preschool education. Their duty is to take measures in advance so that there are enough places for everyone, the Supreme Court explained. At the same time, the Supreme Court referred to the decision of the Constitutional Court dated May 15, 2006 No. 5-P.

Local courts, defending the interests of the district administration, referred to Article 67 of the Education Law. It says that state or municipal educational organizations may refuse admission if there are no places. And the local courts also emphasized that the plaintiff did not choose the maximum possible number of institutions when she got into the electronic queue, and “refused alternative options. ” That is, from a kindergarten 50 kilometers from home or a group of short stays.

Mother, having applied to the Supreme Court, wrote about the right to education – one of the fundamental human rights, written in the Universal Declaration of Human Rights. According to the plaintiff, this right should be accessible not only economically, but also physically. By “physically” she means “a safe physical reach when the educational institution is at a reasonable geographical distance.” Namely – no more than 300 meters in cities and no more than 500 meters in small settlements. About the distance – a direct quote from the Code of Rules 42.13330.2011 “Urban planning. Planning and development of urban and rural settlements.”

Disagreeing with the decisions of local courts, the citizen wrote that these courts never explained to her why they did not take into account these standards, and did not justify why it was necessary to select the maximum number of options in the electronic queue.

While the Supreme Court was arguing, the plaintiff’s son was nevertheless given a place in the garden next to the house. Therefore, the Judicial Collegium for Civil Cases considered only one of the requirements – to recognize the administration’s inaction as illegal. The Supreme Court emphasized that his colleagues had overlooked: the mother is raising a child alone and a kindergarten in another locality is not suitable for her, because it will prevent her from getting a full-time job. In addition, the plaintiff did everything in her power to arrange for her son: he was already registered in 2016, when he was one year old, and he received the right to apply for a place in the kindergarten. And officials with their duties to provide preschool education failed. The Supreme Court considered that the queue and lack of seats did not excuse the defendant. The fact is that, according to the decision of the Constitutional Court (No. 5-P), the state and municipalities are obliged to maintain a sufficient number of kindergartens and, if necessary, open new ones. And if there is not enough money on the ground, they are transferred from the budget.

In addition, the officials did not apply the norm of international law – the 1989 Convention on the Rights of the Child. It prescribes that the best interests of the child should be given primary consideration, taking into account the rights and obligations of his parents, guardians or other persons legally responsible for him.

The Supreme Court considers that paragraph 4 of Art. 67 of the law on education does not contradict his position. It really says that an educational institution can refuse if there are no places. But it goes on to say that parents apply to the regional or local government to place the child in another organization.
