The editors of Vyksa.RF received a letter – a real cry from the heart. Irina, a mother of six children, one of whom has a childhood disability, asks the city administration to pay attention to the food system for children in educational institutions.

When we send a child to a kindergarten, we completely trust those people who are next to them: they look after them, teach them, cook food. Ideally, children before school should be in the family, you can also socialize in the sandbox near the house next to your mother or grandmother; then the problems of what a child can eat and what not, disappear by themselves. However, in our time, both parents and grandparents have to work. There is no such opportunity in the kindergarten, and your child has to eat what they give or not eat at all. Now there is a lot of talk about the fact that 90% of school graduates have gastrointestinal diseases, and the prerequisites for this begin in kindergarten.

Let’s take a look at our children’s clinic. There is a queue to the allergist, to the gastroenterologist an appointment for a week ahead, or even more, children from 0 to infinity. What do these doctors have in common, you ask? And the fact that they prescribe a diet. Simply put, this is impossible, this is impossible, this is impossible, but this is possible. As long as the child is at home, there are no problems with diet. But as soon as your children come to kindergarten, school. No one argues that due to the fact that almost all children are artificially fed from birth, many have problems, some with skin, some with intestines.

But the leadership of our educational institutions does not want to change anything. “You have problems? Stay at home.” “Do you want to achieve something? You won’t be able to do anything.” You can’t take jars of homemade food into the garden, the sanitary and epidemiological station doesn’t allow you to ask the cooks to boil a glass of cereal for your child in water? They don’t get paid for it. The head of the kindergarten will, of course, sympathize with you, but she won’t lift a finger to alleviate your plight.

They may be right. After all, we have such time, everything is measured in money. Although we have a kindergarten, where food (according to the doctors themselves) is all right. I don’t know what it is called correctly, they say for children with tuberculosis or something close to it. Only, they say, there are no such children there. In no case do I envy either the children or the parents of these children, but since they managed to establish a similar nutrition system there, why not be able to in other kindergartens, for example, in the new kindergarten No. 20 “Delfinchik”?

The child and kindergarten is a complex topic. You just need to listen to the conversations on the playground to understand this. And the most diverse problems are raised – from “which kindergarten is better to go to” to conflicts between parents and educators and the head. Moreover, the last topic causes a huge number of responses from both sides: educators refer to the law and SanPiN, parents threaten to complain. We asked a lawyer to comment on the last topic – a complaint about a kindergarten. He told in what situations parents can complain and what it can threaten in practice.

Main reasons for complaints about kindergarten

Let’s be honest: parents can complain about anything, especially those of them who are sure that the teacher owes them and the children a lot of things. Another thing is that justified complaints about any violation of the rights of the child will be taken seriously. These include:

  1. Bad rooms – dirt, unsanitary conditions, dilapidated repairs, dilapidated furniture, broken chairs.

  2. Poor condition of the territory of the kindergarten – non-compliance of play structures with SanPiN standards, poor condition of the road surface, weed or poisonous grass on the territory.

  3. Questionable methods of raising and caring for children, systematic violation of the regime. For example, the teacher’s cry, a lot of cartoons, or even staff who come to work with snot or a temperature.

  4. Personnel negligence is the unintentional infliction of harm.

  5. Bad nutrition. Now the rules have changed, but not much.

  6. Dissatisfaction with the medical staff of the institution: medical care is not provided or is not provided correctly, there are no preventive measures.

Practice shows that often the heads of kindergartens and educators do not even assume that failure to perform or improper performance of their official duties can harm their pupils. At this point, this may be a desire to save money for the organization or simply a lack of funding. And sometimes this is due to the personal qualities of the employee. One way or another, this is not an excuse, but an occasion to think.

What happens now if the teacher is sick, but goes to work?

Where can you file a complaint about kindergarten

I remind you that only the legal representative of the child – a parent or guardian – can file a complaint. As it usually happens:

1. He can file a complaint with the head in any form – oral and written. Most often, everything is resolved at this stage and peacefully: the leaders of the institution do not want scandals and can conclude agreements with parents or eliminate the problem.

This can threaten the educator with a remark, reprimand or dismissal – it all depends on the seriousness of the problem raised. But not a penalty. Teachers cannot be penalized by law.

2. The next step may be a complaint to the local department of education. And this is more serious – it can threaten at least a check of the educational institution. It is more profitable for the education department (as well as the head of the kindergarten) to quickly resolve the issue and fix the problem.

3. The leadership of the preschool institution, and at the same time the inaction of the education department, can be complained to the district, city or regional administration. And also to Rosobrnadzor and the Ministry of Education, which are designed to help solve the situation of parents with an educational institution. At this stage, the administration, Rosobrnadzor or the Ministry must conduct a mandatory check of the complaint and the educational institution with a report on the work done.
