A year has passed since the death of a man who devoted his whole life to the Russian petrochemical industry and its development.

“Vladimir Vladimirovich was a professional with a capital letter, as they say, of the old iron temper. Both SIBUR and all of us will greatly miss his wisdom, humanity, his knowledge and experience,” said Governor of the Voronezh Region Alexander Gusev a year ago on the occasion of the death of Deputy Chairman of the Board of PJSC SIBUR Holding Vladimir Razumov.

A year has passed since the departure of the man who devoted his whole life to the Russian petrochemical industry and its development. For his services, Vladimir Razumov was awarded the Order of the Red Banner of Labor, the medal of the Order of Merit for the Fatherland II degree, the title of Honored Chemist of Russia and gas industry of the Tyumen region. For a long time, Razumov served as vice president of the Russian Union of Chemists. One of the streets in Voronezh was named after him not so long ago. On the anniversary of the departure of Vladimir Razumov, we recall the main stages of his life.

The traditional path of a Soviet engineer

A native of the Saratov region (born in 1944), Vladimir Razumov worked almost all his life in Voronezh. Here he first graduated from high school, and later, in 1967, from the Voronezh Technological Institute with a degree in Machinery and Apparatus for Chemical Production. The young specialist graduated from the institute with honors and immediately after graduation began working as an engineer at a synthetic rubber plant. After his biography resembles an exemplary example of the growth of a Soviet young specialist. Having started his career as an engineer, Vladimir Razumov gradually occupied higher and higher positions: mechanic, site manager and shop manager, and later became deputy director of the Voronezh Synthetic Rubber Plant for logistics.

It was during Razumov’s work that various innovations were introduced in production, in some ways advanced for that time. For example, how the head of the shop, Razumov, began introducing loaders at the plant when loading rubber into railway cars. After taking up the position of Deputy Director for Procurement and Sales, he continued to oversee this process. In 1976, the plant began to use domestic forklifts, which eventually turned out to be inefficient and required frequent repairs. A year later, Razumov insisted on the purchase of loaders manufactured by the GDR (it was a more productive technique). Some of these loaders are still in use at the plant today.

Continued professional growth and business management

Rauzmov continued to develop his competencies. So in 1980 he graduated from the Moscow Institute of National Economy named after G.V. Plekhanov, where he received knowledge in the specialty “Organization of logistics planning”, and after 9 years (in 1989) he graduated from the Academy of National Economy under the Council of Ministers of the USSR in the direction “Economics and planning of the national economy”.

In 1983, Vladimir Vladimirovich took the position of director of the Volga Synthetic Rubber Plant, which he held until 1987 years old. Under Razumov, the plant was able to get out of the crisis and become a profitable enterprise.

From 1992 to 1997, Razumov served as Vice President of CJSC Roskhimneft. Under his leadership, in 1994, a supply chain for the production of cords was established. This project at that time was the most effective and profitable for the company.

Over the following years, Razumov served as vice president, and later first vice president of Rosshina Corporation CJSC (1997-99), production director at Avtotor Holding OJSC (2002-2003) .

Not only production, but also state administration

Being the director of the largest production facilities in the country, Vladimir Vladimirovich also held government posts.

In 1988, he took the position of head of the Main Directorate of Logistics of the Ministry of Oil Refining and Petrochemical Industry of the USSR, and from 1989 to 1992 he became Deputy Minister for Personnel Affairs. In this field, his achievement was the success in introducing the automation of the educational process at the Institute for Advanced Training of Managers and Specialists of the Chemical Industry, which he personally initiated. The new program was presented at the Exhibition of Achievements of the National Economy (VDNH), where it was highly appreciated by the USSR Ministry of Education.

As a result, the program initiated and developed by Vladimir Razumov was adopted and recommended in all specialized educational institutions. Later, in the late 90s, Razumov personally acted as an ideologist and founder of the Russian Union of Chemists, one of the largest industry associations in the country. The RSH has become one of the key non-governmental bodies, which has made it possible to significantly improve the state of affairs in the industry and coordinate the actions of all its participants.

Vladimir Razumov is a key figure in the history of SIBUR’s development

Vladimir Razumov made a great contribution to the fact that SIBUR became one of the largest petrochemical companies in the world. He joined the company in 1999. One of the tasks that he managed to solve was the introduction of a scheme of interaction between the holding companies, which made it possible to combine them into a single system. Prior to this, the group’s enterprises were scattered, and there was practically no communication between them.

It was Razumov who proposed the merger of his native enterprise (the Voronezh Synthetic Rubber Plant) and SIBUR. Moreover, having come to the petrochemical giant at 19In 1999, Vladimir Vladimirovich did not disregard his native production, offering more and more new solutions for the development of VZSK. Under his supervision, many investment programs were introduced at the enterprise, and individual lines of the plant were modernized.

Despite all his achievements at SIBUR, Razumov briefly had to leave his post in the holding’s management due to disagreements with top management. This happened in 2002. But already in 2003, after the change of leadership and at the personal invitation of Alexander Dyukov, Razumov returned to the holding as an adviser.

Vladimir Vladimirovich was a supporter of the introduction of automated production management technologies and actively promoted these ideas. As a result, the automation of processes in the company from 2007 to 2013 increased from 27% to almost 70%.

Vladimir Vladimirovich also initiated the construction of TEP-50 on the basis of Voronezhsintezkauchuk, which opened in 2013 and subsequently became one of the most powerful production facilities for styrene-butadiene thermoplastic elastomer in the world – its annual capacity was 50 thousand tons of material per year. Razumov later oversaw the expansion of production, resulting in a doubling of annual capacity.

Another important project implemented by Vladimir Razumov, holding the position of Vice President for Production, was the implementation of a long-term strategy for the modernization of APG utilization mechanisms at SIBUR’s plants and production facilities, which he personally developed. Already at the beginning of their work in 2013, the company almost doubled the volume of processed associated petroleum gas – from 10 billion cubic meters. m. in 2003 – up to 19 billion cubic meters. m. One of the results of this process was a reduction in several times the impact of production on the environment and the environment.

At another production site of the company – in Tobolsk – Vladimir Razumov led a working group that developed a project for the creation of a propylene and polypropylene production. Later, in 2006, this project was approved by the holding’s board and the construction of Tobolsk-Polymer was launched. In 2011, this structure became the largest investment project in the Russian petrochemical industry.

In addition, Vladimir Vladimirovich was engaged in attracting large foreign partners to petrochemical projects in Russia. In particular, he actively participated in the development of the project and in negotiations on cooperation with the Chinese company Sinopec, one of the world leaders in the industry. In 2014, one of the largest transactions in the domestic petrochemical market took place: then Sinopec acquired a 10% stake in SIBUR, and later – 40% of the Amur GCC, and the company itself became one of SIBUR’s key partners

Vladimir Razumov retired from active participation in the management of SIBUR in 2016 and focused on strategic management, becoming the head of three committees of the holding’s board: on scientific and technical development, on organizational project management and on ethics and discipline. In addition, he took the post of Deputy Chairman of the Board.

As the head of the scientific and technological development committee, Razumov attracted external partners and oversaw internal projects. He proposed the creation of scientific and technological committees in SIBUR, regular meetings through which he supervised the company’s research centers. Razumov was the chairman of these meetings, which were attended by the board and representatives of the partners. The committees discussed promising and interesting scientific topics for companies, scientific initiatives and joint projects.

Under the leadership of Razumov, the “Code of Corporate Ethics” and the “Code of Ethics of the Counterparty” appeared, which significantly improved the internal processes in the company. In addition, he was also involved in the introduction of anti-corruption rules within SIBUR, which trained 2,493 employees in 2019.

Vladimir Razumov was the head of the SIBUR working group that developed the Tobolsk 2020 program for the comprehensive development of social infrastructure. Since 2016, the program has been implemented in partnership with the Administration of the Tyumen Region and Tobolsk. By 2021, more than 40 social infrastructure facilities in the field of education, healthcare, sports and culture have been built and reconstructed in Tobolsk. Among them are the Maximum indoor skate park, the Tobol winter sports center, the second court of the Kristall Sports Palace, the Molodist sports complex, a new clinic, a kindergarten and a school.

Vladimir Razumov’s experience is invaluable

“We went through difficult times together in the history of the company and the industry, and my colleagues and I have always felt his human and professional support, which is difficult to overestimate. His departure is a great loss for our team and for me personally,” said Dmitry Konov, Chairman of the Board of SIBUR Holding, during the farewell to Razumov.
